Message from the President

Welcome to the ILGISA 2017 Annual Conference! It is thrilling to be in Bloomington-Normal. I want to thank each and every one of you for taking the time to attend and participate in such a great event. In my experience, the ILGISA Conference is a great place to network with our peers both personally and professionally. The Annual Conference promises to ignite fresh ideas, friendships, new partnerships, and insight on what is to come in the GIS field.I want to thank all of our volunteers, the ILGISA Board, Megan Galeher, and CM Services for their hard work and dedication to our organization this past year. I especially want to thank Mary Elliot, who led this year’s Program Committee in the planning of the Regional Meetings and the Annual Conference.

It is an honor to be here with you all and look forward to seeing you in years to come.

Message from the Program Committee Chair

Welcome! We are so pleased you decided to attend the 2017 ILGISA Annual Conference. This conference is for, by, and about you and our profession. It is a wonderful chance to network, gain insights on current topics and developments, maybe get in some training, and discuss what is on our minds.

Following our new tradition of alternating conferences between the Chicago area and downstate locations, we are excited to be at the Bloomington-Normal Marriott. This is our 4th year hosting an expanded 3-day Annual Conference. Monday is devoted to training and workshops. Tuesday and Wednesday are session-oriented, punctuated by our plenary and keynote speakers. This year we are very pleased and honored to present Mr. Keith Searles, founder and CEO of Urban GIS, as Tuesday’s Keynote Speaker. Giving the Plenary Speech, Mr. Jeremy Bartley with Esri will provide a Product Engineer’s perspective on Wednesday.

Monday’s workshops cover topics on Surveying, clever ArcGIS Commands, 10.5 Enterprise transition, UAVs, what makes a GIS successful, QGIS, and Esri’s popular hands-on learning lab (HOLL). Esri also offers a 2-day training class on Migrating from ArcMap to ArcGIS Pro.

Tuesday and Wednesday’s sessions include talks on Collector, AGOL, Story Books, GIS management, UAVs, career assessment, Utilities and Infrastructure, open-source GIS, 3-D, LiDAR and aerial photography, public safety, parcels, Education and GIS, emergency management, law enforcement, addresses, planning and design, disaster recovery, enriched layers, 911, the USGS, spatial analyst tools, DNS and more.

Since we work hard, the Program Committee wants you to have opportunities to relax, too, while at the Conference. Gather with friends at the Route 66 Meet-Up in Pontiac on Monday and convoy to the Marriott. Unwind after the day’s training over hors d’oeuvres and drinks at Medici at Monday evening’s Social Event with C-U Comedy. Tuesday’s Vendor Reception provides a chance to socialize with our valued exhibitors and sponsors. The City of Bloomington encourages attendees to explore with a free 2-hour pass on their Community bicycles – look for the kiosk right outside the Marriott. Take a quick break and play the Scavenger Hunt. Kick off your shoes and walk on the whimsical floor map of Illinois. Get creative coloring on the Conference Coloring Walls.

A heartfelt thank you to everyone on the Program Committee for their devoted efforts in planning not only this Conference, but also the Regional Meetings – your efforts were nothing short of remarkable. Much appreciation to Megan Galeher and CM Services for their invaluable knowledge and skills. Thank you, thank you to everyone who is presenting a session or leading a workshop – this is the main reason why we come to the Conference.

As you will see in the schedule, we have many sessions in a variety of tracks; we hope it will be difficult to decide which to attend.

1. Get your kicks on Route 66 - Meetup at the Route 66 Museum (Pontiac, IL) Monday, October 2, 2:00PM

Driving to the conference? ILGISA members will meetup in Pontiac, Illinois on Monday, October 2nd at 2:00pm to visit to the Illinois Route 66 Hall of Fame & Museum. The Route 66 Association of Illinois Hall of Fame and Museum is the repository for thousands of pieces of historic memorabilia from the glory days of the Mother Road. Come learn the history of Route 66 in Illinois, see images of the road’s wonderful history, and hear a few great stories about life in America when Route 66 was the most important highway in the nation. After the museum visit, members can continue driving to the conference! (Optional lunch beforehand at Dell Rhea’s Chicken Basket in Willowbrook)

Bridgingthesurveyedgap:HowlandsurveyingdataworkswithGISGIS professionals use a myriad of data to construct their databases and maps. This award ispresented to an individual for extraordinaryservice to the GIS community in theadvancement of coordination between GISprofessionals. The Honors committee mayselect a recipient for the Hilton DistinguishedCollaboration Award, as and when they deemappropriate. This award is presented to anindividual who has made a significantcontribution to the promotion of cooperationwithin our community andwith the peopleweserve.Onlyonesuchawardismadeeachyear;it is possible that no award is presented in agivenyear.TomRickerDuPageCountyMr.TomRickerhasmanagedtheGISdepartmentatDuPageCountyfor6years.Hefindshealthy,positivewaystoreachanygoalhesets.Fromthefirstweekwith the County, he reached out to otherdepartments within the County and to otherCounties to establish true working ties and toengagewiththem.Hisfirstquestionoftenis"Whatcanwedoforyou?" "Whatdoyouwanttodoandhowcanwehelpyouachievethatgoal?"or"We'vebeenabletodothisandwouldliketoworkwithyoutoexpand it". Theseare thingseveryone says theywant to do in their resumes, and what employerslook for in their employees: Tom actually does it,he'stherealdeal.Quietly,competently,continually,Tomkeepsupwithinnovationsinourfieldandusesthem to improve workflows and products,encouraging his staff to expand their skills byexampleandopportunity.HecombinedaCollectorphoneapp,StorymapsandtheDashboardtoallowStormWater tomanage response to floodsand forthe County OEM to be effective in emergencysituations.ThevariousCitizenReporterphoneappsheleddevelopmentonprovideawayforanyonetoreport concerns to DOT (bike trails, roads, pole &signinventory);StormWater(streamsanddrainage);and Health (West Nile Virus and upcoming tickreporting). Adam hasworkedintheWIUGISCentersinceFall2016andisalways thoroughly prepared, inquisitive, intelligent,andeagertolearn.AdamhasgainedGISexperiencewhile working on projects for Fulton, Greene, andCalhoun Counties in Illinois: this includes workingwith road ranges, gaining information from parceldata, editing structure address points, andgeocoding. in his work and seeks to gain understanding toformulatereasonedconclusions.BrookeRobinsonDePaulUniversityDuringMs.BrookeRobinson’sthreeyearsatDePaulUniversity,shehasbeenquitesimplyanoutstandingundergraduatestudent.SheisadynamicpresenceinourDepartment,anadvocateforGeographyandGISacross campus, and her GIS skills are highly soughtafter by colleagues on campus and internships offcampus. By the end of her Junior year at DePaul,Brooke Robinson had been awarded our 5-courseGISCertificate. Inher coursework,BrookehasusedGIS toworkwithLatinoUnitedCommunityHousingAssociation (LUCHA) to create maps showinglocations of foreclosed properties in five ChicagoCommunity Areas, mapped and analyzed transitdeserts in Chicago, used land classification analysistechniques to observe changes in Atlanta, GA’surban areas surrounding the new BeltLine transitdevelopment, and, driven by her desire tounderstand and promote affordable housing, herproject in our upper level spatial statistics coursesaw Brooke examine the change in percentage ofincomes going towards rent inChicago, using ahotandcoldspotanalysistool.Thisworkwaspresentedthat the 2016 ILGISA regional meeting held inChicago. Slightly furtherafield,Brooke tookherGISskills to assist our Study Abroad Program in theDominicanRepublicwhere,inRíoLimpio,shehelpedto teach other DePaul students and local residentshow to use GPS devices to create shapefiles, thatcould then be used to map trees and foodproductionsites.GivenBrooke’sexcellencewithGIS,her professionalism and herwork ethic,we had noconcernsaboutappointingherasthepeerteachingassistant forourmostadvancedGIS course“GIS III:Spatial Analysis for Sustainability” in Spring 2017.She has more than met our expectations for peertutoring undergraduate students enrolled in thisadvanced level GIS course. As you will havegathered, Brooke is well schooled in GIS. She hastaken this work into the community to assistProfessor Euan Hague in various projects. In thiscapacity, Brooke used StoryMap to help documenttheoralhistoryofJoseJimenezandthePuertoRicanYoung Lords Organization, a project that is nowhousedatGrandValleyStateUniversityinitsSpecialCollections(see:http://www.gvsu.edu/younglords/);producedmaps thatshow income,age,educational

attainment, poverty, and other Census data, for anon-profit organization called the Pilsen Alliance,which works with immigrants and the low-incomeHispanic population on affordable housing issues;and,takenhertalentstoassistCirclesandCiphers,arestorative justice non-profit working with at-riskyouth on Chicago’s far north side (see:http://www.ucrogerspark.org/ministriesgatherings/circlesciphers.html). Returning to her home town ofAtlantaduringthesummers,BrookeinternedattheGeorgia Institute of Technology’s Center forGeographic Information Systems. In theseinternships she created and edited ArcGIS onlineStoryMaps for multiple projects including theGeorgia Coastal and Marine Planner (see:http://geospatial.gatech.edu/GCAMP/) whichillustrated to the general public how and whyGeorgiaplanstodevelopwindfarmsoffthecoastasan alternative source of energy; worked for theDiane Fossey Gorilla Fund International using GIStoolstotrackgroupsoflowlandmountaingorillasintheVirungamountainsinRwanda;and,providedGISanalyses for the Atlanta Tree Canopy group thatused remote sensing techniques to show how thefoliagecoverofthecityofAtlantahaschangedoveraperiodof10years.In2016,Brookewasawardedan ILGISA scholarship. That funding helped toadvance her GIS education in which she hascontinuedtoexcel.AlexanderTemesDePaulUniversityDuringMr. Alexander Temes three years at DePaulUniversity, not only has Alex proven to be anexcellentstudentacademically,buthehasthrivedinourGIScourses,pursuedGIS internships,andtakentheopportunity to extendhisGIS skills, particularlyin relation to his interests in emergencymanagement.Beyondthis,hisGIShasbeenintegralto advancing the research project of a colleague inour Department of the History of Art andArchitecture,Dr. Paul Jaskot,who is utilizingGIS toexamine urban development in Germany betweenWW1 and WW2. Like many students at DePaulUniversity,AlextookhisfirstGIScoursesattheendofhissophomoreyear.InSpring2016,AlexenrolledinGEO241-GIS1,ourintroductorycourse.Init,Alexundertookanambitiousresearchprojectforhisfinalpaper titled “A Spatial Investigation IntoEnvironmental and Resource Racism in the City ofPhoenix.” Studying ambulance locations, hospital

The Illinois GIS Association has awarded Ademola Adeyemo the 2017 ILGISA StudentScholarship Award.Mr. Adeyemo has numerous academic accolades and has demonstratedleadershipinhishighereducation.HeiscurrentlypursuinghisProfessionalScienceMastersinGISatEasternIllinoisUniversity.Aftercollege,Mr.AdeyemohopestobeaGISMarketAnalyst,creatingsimplesolutionstocomplexprojectsandexpandingbusinesses.

locations and types, and public swimming pools toidentifyhowtheywerespreadaroundPhoenix.Alexthen compared these locations to population data,particularly overlaying data that identifiedcommunities that were impoverished and/orpredominantly Hispanic. In the second course, GISsequence, GEO242 – Community GIS, Alex began acollaboration with Professor Jaskot to show theconstruction activities of a German developmentfirm between 1918 and 1934.MappingDr. Jaskot’sdata demonstrated, contrary to Dr. Jaskot’s initialexpectations, that German construction was notinherently rural, but rather highly clustered andmostly suburban. Subsequently, Dr. JaskotnominatedAlex’sworkforourDepartment’sMapofthe Month spotlight, and we were delighted toinclude Alex’s map as our June 2017 entry in thisseries of student work (see:http://via.library.depaul.edu/mom/43/). In Fall2016, Alex arguably found his passion inGEO243 –Remote Sensing. In this course his final projectassessed the relationship between physicalgeographic featuresanddistanceas they related tothe burn intensity of a mega-fire (a wildfire thatconsumes more than 100,000 acres of land andremainsuncontained foragivenperiodof time). Inthisresearch,Alex’sdataledhimtotheorizethatthegreater the physical slope, the greater the burnimpact. This theory was reinforced using ESRI’sArcScene visualizations overlaid on elevations.Taking his data analysis further than most of hispeers,Alexexaminedfirebehaviorandlearnedthatthegreater theslopethe firemustclimb(suchasacliff faceorthepitchofabuilding’sroof), themoresevere thewildfirebecame.This isbecause the firedrawsoxygenfromthespacebelowittopushitupthesteepestslopes,causingagreaterintensificationof the fire.Alex revisedhisproject forpresentationat our annual Science, Math and TechnologyShowcase and, subsequently, the ILGISA StudentPostercompetitionattheApril2017ILGISAregionalmeetinginChicago,atwhichattendeesvotedtogiveAlex’s map and analyses first prize. Alex has takenother advanced level GIS courses that examinespatial statistical analyses and introduce Pythonprogramming, demonstrating his strong desire tolearn GIS and broaden his skills. In these othercourses, Alex has used GIS to examine the unevendistribution of Chicago Fire Department resourcesacrossChicago,whichendangersbothresidentsandfire-fighters, and is currently engaged in a projectusingNHLdatatoexaminetherelationshipbetweenstadium location and market for professional ice

hockey teams. Alex Temes is, in sum, an excellentandinnovativestudentofGISatDePaul.
