Section I. Program Description College Mission: East Los Angeles College empowers students to achieve their educational goals, to expand their individual potential, and to successfully pursue their aspirations for a better future for themselves, their community and the world.

2. Briefly describe each of your programs and answer the following question for each of your program(s) of study/service. In what ways does the program support the College Mission and its Strategic Goals? (D)

The Disabled Students Program and Services (DSP&S) provides educational, academic, vocational, and personal support services to students with verified disabilities. A primary goal of DSP&S is to assure an equal educational opportunity for students with disabilities.

OurDSP&S Program supports the ELAC's Mission and its Strategic Goals in going above and beyond service provisions. Many students without the specialized support services, would not be able to accomplish their educational goals. Through specialized academic and vocational advisement, the DSP&S program provides full registration support, referrals to campus services such as tutoring centers, orientation and workshops. In addition, DSP&S Staff act as liaison in connecting with college faculty and staff. The DSP&S Specialist/Counselor prescribes academic accommodations when appropriate based on the documented disability. Specialists/Counselors also make referrals to the State Department of Rehabilitation for assistance with such services as career selection, transportation, textbooks. Academic accommodations are provided to students with verified disabilities. This may include classroom aids such as a tape recorder, talking calculator, text enlarger, extra time on exams, solitude, text reader services, note-taking assistance, adaptive equipment, and on-campus transportation. Instructional material may be provided in alternative formats such as braille, large print, and e-text for those students who need such modifications. Through the learning disabilities testing the Specialist can identify and assist students who qualify for additional academic support to compensate for a disability that directly affects their learning. Additionally, we have the High Tech Center which is a computer laboratory equipped with adaptive hardware and software for DSP&S students to use. The lab offers computer assisted instruction in a format accessible to students with disabilities. The tables are adjustable and the computer key boards can be adapted. For example, we have ZoomText which is a software program that

enlarges the font on the screen. It is designed for visually impared students. We also have Kurzweil 3000 which is a software program that reads text out loud. Voice-activated systems are available for students who may not be able to use a keyboard due to limited hand movement. Internet access is also available in the High Tech Center for students to use. All the accommodations level the playing field so students have the same opportunity for success. Therefore, academic support services will enable them to have equal access to all programs and activities in the college. Through these efforts, DSP&S is instrumental in increasing student success, increasing equity, and providing access to a group of students that normally would not attend college.

5. Describe the state of your department’s equipment and any unmet equipment need. Please give

a specific rationale for these needs. (D) Computers in our DSP&S are outdated and slow. Eight new computers would be of great benefit since we have had the same computers for years. (Replacement Need) The following is the list of where the computers are needed: (1) Front office (1) Special Services Assistant (1) Coordinator’s Office (1) HTC-Instructional Assistant, Info Tech (1) Disability Specialist (1) Interns Office (1) Disability Specialist, hourly (1) Counselor’s Office Simplicity Software Program (Urgent Need) This software program is an accessibility services management system. This software is 100% web-based and is designed to streamline administrative tasks that relate to DSP&S offices. It facilitates the process in which services are documented and delivered. This system has already been utilized by other institutions that have the goal of going paperless. The system has the ability to expedite delivery of accommodation letters to connect with instructors for testing details and it actually simplifies the process for students to request accommodations, has the ability to also book testing rooms and connect with note takers. We plan to schedule a presentation to investigate the specific details and we strongly feel that this will be a great investment to run the office more efficiently. Video Relay (Urgent Need) To accommodate students with hearing impairments and deaf students we are in need of a video relay system to facilitate communication between deaf students and the DSP&S staff. We plan to apply for a free video relay system that would be housed in the DSP&S program. Additionally, a request will be placed for a second location. The Sheriff’s office seems to be the most appropriate location for the system since they are open 24 hours. By having the system available in two or more locations, gives access to all people with hearing impairments at all times. (1) Fast scanner (Need) The DSP&S Program plans to go "paperless" as soon as it is possible. The scanner will allow the scanning of all the documents and saving them in a system. This new system allows for easy access and retrieval of documents. Other programs on campus are using this method and it works great for them. This office, without a doubt, would benefit tremendously from this system. It would actually eliminate or drastically diminish the problems of not locating files, documents, etc. and consequently this would allow running a more efficient office. Utilizing this technology can greatly improve the function of this office's operations. Adaptive Software (Update Need) Software programs need to be updated. We have various adaptive software programs, however, it is imperative to keep up with the updates in order to serve students better and provide them with the latest technology.

Adjustable Tables (Replacement Need) Every semester the number of requests for adjustable tables increases. Many of the tables are old and broken. Also, we need electric adjustable tables instead of using table with a crank. A major concern is that table are always being removed after they are placed in classrooms to accommodate mobility impaired students. We have communicated with specific personnel in an effort to minimize this activity. Everyone has been very helpful in trying to alleviate the problem. Tram (Replacement Need) The electric trams are very old. Many times, we do not have any trams available due to constantly breaking down. Currently, we have 3 and two are in constant repair. CCTVs (Replacement Need) Our current print enlargers for visually impaired students are old and we are in great need of updated devices to better serve this population. Newer versions are now in the market with a lot more features. The equipment mentioned above is also needed at South Gate in order to provide equal services at our satellite location. 6. Describe the way your department’s current facilities meet the needs of your programs,

including your classroom environment. Detail any unmet facility needs and steps taken to address any persisting issues. (D)

Although we are in the new student services building, and the new facility is a better place, than the previous location, it has become too small for the number of students we serve. One issue of major concern is the back door and the easy access it has to students and the public in general. In the original design it seemed to be a good idea to have a second entrance to give access to our computer lab. However, students see the second entrance as easy access to the main office. Students walk in and wonder freely in the hallway. It interferes with the privacy of counseling sessions since sometimes we are not always available to prevent that from happening. This is also very dangerous because anyone from the street would have easy access into our office. Having seen so many cases where people are comitting crimes, it is a serious issue that needs immediate attention. We strongly feel that a door is needed in the hallway to control unauthorized flow of traffic. This will allow better control of people coming in and out of the building. High Tech Center The High Tech Center is always crowded with students and many occasions, students need to wait up to an hour to use a computer. Testing Rooms/Tutoring Space

We currently have 3 testing rooms. Two are individual testing rooms and one is multi testing. During midterms and finals, we have had difficulty accommodating all test-accommodation requests. We have had to get creative in utilizing the space wisely without compromising the student’s required educational accommodations. In an effort to assist DSP&S students better, we are looking into the possibility of working with other programs to find additional space for testing/tutoring. The Learning Assistance Center was identified as a possible place. Tutors would go there to meet with DSP&S students for tutoring. In addition, isolated space in the L.A.C would be utilized for extended test facilitation. South Gate location is in great need of adequate space to provide confidentiality within our service provision. 7. Describe any trends, recent events or activities that have impacted your program(s). Please be

specific to each program provided in the list above.(P)

Question 7. (a) Financial Aid Lifetime Limit-----The new change about limiting students to a 6-year financial aid

assistance will greatly impact our students. Many of our students need to repeat courses several times due to their learning disability (other disabilities) specially in Math and English. In addition, most of our students start college life with very basic skills and they need to work their way up to college level courses. The remedial courses will take up a great number of units since some of the classes are up to 6 units each.

“W” Withdrawal=Attempt-----Many of the DSP&S students have disabilities that flare up. They may

be taking a class and suddenly they have to drop it resulting in a “W.” This affects our students tremendously because it will count as an attempt.

4th Attempt Rule----- Unfortunately, DSP&S students need to repeat some of the classes more than

three times. Students with learning disabilities may need to repeat Math and English several times since it’s a challenge for them due to the different manner in which they process the information. This population has greatly been affected. In the other hand, we have students with other disabilities that have been affected by this new rule since they may need to attend other Districts to take the class for a 4th time. This may create a barrier since some of our students don't have transportation.

Graduation Requirements----- DSP&S students with learning disabilities or those taking medication

for anxiety, depression, or a psychological disability (to name a few), have more difficulty completing the requirements for an AA Degree. Math 125 and English 101 are sometimes levels too high for our

students. Although we believe students need to be better prepared, the new higher levels will prevent some students from attaining their degree.

These trends obviously will have a tremendous effect on students with disabilities, however, having

additional full time staff will work towards educating the students so that they have a better opportunity for success. Full-time faculty will be needed to provide specialized counseling at the main campus, at the South Gate satellite and any other additional locations in development.

Question 7(b). * DSP&S is working closely with students to encourage and recommend only classes that go

towards their educational goal in order to not exhaust the financial aid assistance. Additionally, DSP&S specialists are educating students to identify difficulty/challenges early enough to avoid the “W” period.

* Assistance to DSP&S students to apply for 4th attempt petitions is given so that they have a better

opportunity for successful petition. * A PowerPoint on our website will make students aware of important information to have a

successful experience at the community college. Moreover, a video answering FAQ’s will also benefit students to be more knowledgeable of services and accommodations offered. The video will also be posted on the DSP&S website.

Question 7(a). These changes have definitely affected students in taking longer to attain a certificate or AA Degree

and even their transfer course completion.

Section II. Program Assessment

In order to fulfill the College Mission, the college has developed four goals. These goals serve as the broad planning objectives through which all other college planning documents and departmental plans will be based. Together these goals provide a foundation for building a true agenda of student success. Goal 1: Increasing student success and academic excellence through student-centered instruction, student-centered support services, and dynamic technologies.

1. How has your department evaluated the impact that your program(s) has on student learning and achievement? (D)

A Point of Service Survey was developed and dissiminated in 2011. The survey was given to students who came in person to utilize the DSP&S services. In reviewing and analyzing the results, it indicated the following information: 76% of the students were very satisfied with services received from the program. 14% were satisfied 4% were dissatisfied and 6% were very dissatisfied DSP&S has set a goal to improve on customer service satisfaction to a percentage that is 85%+ and decrease the 6% disatisfaction rate to less than 3%. In the same POS survey, it identified that students in DSP&S did not have a good understanding of their disability or that they knew which services were beneficial to them. As a result, an educational video was developed to explain the accommodation process and to answer frequently asked questions. This video will be posted on the DSP&S website. The anticipated benefit is that students will be more knowlegeable about the DSP&S services and will have a clear understanding of what questions to ask counselors so that they are better prepared and have a better opportunity of success. Through workshops on financial aid specifically offered for students with disabilities, students and student workers are trained on correctly filling out the FAFSA application. These workshops are beneficial because students are trained on completing the financial aid application. This helps students to submit accurate informationa and therefore, their application could be processed faster. 2. The college has a goal of increasing first-year persistence and completion of certificate, degree

and transfer programs. What efforts are being conducted to improve student academic performance? (D)

a. What are the results of these efforts to date? (D) DSP&S offers specialized counseling which is a great way to guide students to complete their

educational goal. During these counseling sessions, there is discussion about their major, disability, limitations, and/or academic accommodations. The specialized counseling serves because students are more likely to continue in classes and consequently complete classes, a certificate, degree or transfer requirements successfully. DSP&S has also offered various workshops to benefit DSP&S students including a transfer workshop where students who were almost ready to transfer gathered to obtain important information. It was more like a one-on-one informational workshop conducted by an intern who was knowledgeable about transfer requirements and she was also very resourceful.

During the initial meeting with the Counselor/Specialist, students are given crucial information, and orientation is given to them on how to prepare to be successful in school. Unfortunately, 40 minutes to an hour is not enough time to go over all the information necessary to succeed especially when information about disability and limitations is discussed. Therefore, a class that is strongly recommended by the DSP&S Specialists is Kinesiology 102 (formerly PE 726-Steps to Success). In this class, students learn about certificates, AA degrees, Plan A and B, transfer requirements, how to get good grades, and instructors take students on a tour of the campus to visit resources available.

DSP&S also works closely with the Non-Credit Program by referring students who perform poor on the English and Math Assessment. By attending the Non-Credit Program first, students may be better prepared to start taking credit academic courses. EOP&S has also joined in the collaboration. EOP&S has helped some DSP&S students with severe disabilities by approving less than 12 units. They’re benefiting from EOP&S services which are additional great services to help them with their academic performance. Financial Aid provides workshops especially for students with disabilities to help them go throught the FAFSA process. Specialized assistance in having a direct contact is extremely helpful. Many students with mobility impairments cannot stand in line waiting for an hour to get assistance. Students with severe disabilities may get anxious or inpatient and get discouraged to come to school due to the tedious application process . They may not understand the need of this lengthy process they must follow to comply with the laws and regulations that govern federal funding.

All the efforts mentioned have greatly contributed to the academic performance of DSP&S students. Without successful collaboration with other services on campus, it would be difficult for students with disabilities to succeed.

3. Review the provided student demographics. What efforts have been made to ensure that

students are able receive services? (P) DSP&S students have to follow the application process just like the general students. Once they are enrolled in school, they make appointments with a DSP&S Specialist/Counselor. DSP&S highly recommends students to take the assessment test before meeting with a DSP&S Specialist/Counselor to better assist in the class selection. DSP&S participates in most recruitment events held on campus. Also, DSP&S has participated in various recruitment functions outside the college. At these functions, DSP&S disseminates information by giving a presentation, giving our brochures and/or flyers, and attending an information table/booth. For instance, Welcome Day was a big event in which DSP&S staff gave information about the DSP&S program in an effort to recruit new students coming from Special Ed programs. High School orientations are a main way of promoting the DSP&S program. Every semester we do 3-5 High School orientations where we talk about who we are and what services are offered. In addition a tour of the college is included and High School students with disabilities have the opportunity to see students in action. Among the most popular majors that students request are Photography, Child Development, Administration of Justice, and Nursing. The webpage is a tool that we have been using more frequently. We developed a video with FAQ’s so that students can have access to this information. We also plan to create a more detailed Power Point which will include a survey at the end that students will be required to complete. Both the video and the PowerPoint will be posted on our website. With the assistance of the campus Information Technology department we will be able to see how many people actually visit the DSP&S website and this data can be used for reports. 4. How have your programs coordinated efforts with other programs of service and programs of

study? (P)

EOP&S/ CARE DSP&S works closely with EOP&S since most of the students in EOP&S are mutual students. Counselors in EOP&S work closely with DSP&S staff in an effort to assist students to succeed academically. In order to qualify for EOP&S students must take 12 units, however, students with disabilities can be approved for less than 12 units if they provide a letter from DSP&S indicating the need for a reduced course load. Financial Aid The manager has approved to assign a contact person to help resolve DSP&S student’s issues in a more efficient way. On Many occasions, our students would not be able to resolve an issue on their own, but when they come to DSP&S to request assistance, the contact person was able to explain to the Specialist/Counselor the situation and the problem got resolved. Admissions The Admissions Office has worked with DSP&S to offer better assistance to the students with disabilities. Although we don’t do as much of the Admission “stuff” in our office anymore, we continue to assist students resolve various issues. When students come to us with a concern, we want to make sure we provide with right guidance and refer to the appropriate office. Non Credit Program Students who show low scores in the Assessment results, are highly recommended to take the Non-Credit remedial classes. Many times students may not want to do this because they would not be eligible for Financial Aid. However, after understanding the importance of doing well in classes and how it will affect them if they are not well prepared, students are more accepting of these classes. Many students coming out of High School are ill-prepared and suffer the consequences of being on probation due to low G.P.A’s. Unfortunately, counselors at the High Schools may not be aware of the new rules affecting students and they are not giving them the information they need to be successful in college. Counselors at the Community College can only intervene if students seek the help. Help should definitely start at the High School level since going to college is only optional.

Goal 2: Increasing equity in successful outcomes by analyzing gaps in student achievement and using this, to identify and implement effective models and programming to remedy these gaps.

Goal #2, Question 1.

In order to address equity gaps between students with disabilities and general students, DSP&S provides specialized services. The support services that we offer go above and beyond those regular services.

Specialized Tutoring

DSP&S students have access to our tutors on an everyday basis, Monday-Friday 10am-2pm. These hours of tutoring are supplemental; therefore, they still have access to the tutoring services offered on-campus for the general students. However, the tutoring we offer is done by tutors who have experience in working with students who may need the information to be repeated several times or may need to be tutored using various techniques. Students with learning disabilities, brain injuries, ADHD, ADD, bipolar disorder, among other disabilities do not process the information in the same manner. Therefore, our tutors find different ways to explain the information.

Test Accommodations

DSP&S students who provide appropriate verification may qualify for extra time on tests and/or solitude. Students receiving this service have a better opportunity of success in the classroom. This service gives the students equal access by leveling their play field. Students are provided time and a half or double time depending on the disability. In addition, private rooms are utilized for solitude.

Adaptive Technology

The High Tech Center equips various software programs that help students with disabilities complete their classwork/homework assignments. For instance we have ZoomText that is a program utilized for visually impaired students and it enlarges the font up to (16x). Kurzweil is a screen reading program used by students who have learning disabilities and other cognitive disabilities. One way they can use it is by plugging earphones into the computer and they can hear the program read the text back to them. Some students learn better by listening and seeing the word at the same time. Dragon Dictate Naturally Speaking is a voice activated program that types dictation onto the computer. The student speaks into a microphone and the program transmits it and types into text. This is used by students with limited hand movement or unable to use their hands at all.

Tables and Chairs

DSP&S also provides adjustable tables for students in wheelchairs. Chairs are provided for students that are not able to use regular desks.

Outside Agencies

In an effort to alleviate the educational barriers some students encounter, we work closely with outside agencies that provide additional services for students. Department of Rehabilitation (DOR) is an agency that subsidizes any expenses otherwise not covered by the Financial Aid, EOPS or other programs on campus and also assists students in preparing for a career, the goal of DOR is to prepare students to go to work. A DOR representative comes to the DSP&S office every month to meet with students who may not have transportation to get to their office. We attend regular High Schools to participate in recruitment activities.

South Gate DSP&S

In order to assist DSP&S Southgate students, a full-time Specialist is there every Wednesday from 1 to 5 PM. Counseling appointments are scheduled to accommodate Southgate students when they need academic advisement. A program assistant is present every day for every day functions.

As indicated by all the efforts stated, we try to give equality to students with disabilities so they could have the same opportunities to participate in all classroom and campus activities. There is a great need to increase DSP&S staff including a Classified person at the South Gate DSP&S and at the main campus. Currently, the students would have to wait for Wednesday to see a Specialist at that location. A Program Assistant (unclassified) is available everyday from 9 am 2 pm, however, for full-time faculty assistance it's available only once a week.

Goal #3, Question 1.

As mentioned earlier in the section above about equity, all the specialized services offered through the DSP&S

program are given to empower students to come to school. The services are specific to each student’s needs. Not

every one qualifies for the same service. For example, some students qualify for extended time, but not for solitude.

Other students may just require specialized tutoring but may not qualify for tram transportation. Academic

accommodations and services are dependent on the disability taking into consideration their limitations.

The primary goal of DSP&S is to provide students with disabilities equal access to all programs of study and to

all activities that are a part of the college. DSP&S students are not discriminated; they are given the same

opportunity to apply for whatever service or program they desire too. According to the Americans with Disabilities

Act of 1990 and section 504 of the Rehabilitation Act of 1973 educational institutions must provide educational

accommodations to allow all students to participate in classroom and college activities. We are mandated to serve

and provide academic accommodations to students with disabilities. It is the law and if we fail to do this, the college

is at risk of legal action.

All brochures and literature are easily accessible to all students, and have a notation indicating that the

information can be obtained in an alternate media. We plan to upload the info into the DSP&S website for easy

access.

Furthermore, we work closely with Outreach and Recruitment to provide a more specialized tour/orientation

targeted to students with disabilities only. We collaborate together to make sure the students coming from Special

Ed get the appropriate information and visit our DSP&S office. A tour of the office is given by our program

assistants. Students from Special Ed in the H.S. are able to meet some of the DSP&S staff and they have the

opportunity to see the special hardware and software equipment we have available to them.

We participate in transitional fairs offered at the high school and at our campus.

2. What specific efforts have been conducted by your department/program(s) to promote student access? (D)

We participate in various activities or functions geared to assist students with disabilities. Some of the most

significant events are:

Disability Awareness Day

In the past we have organized this event by having different agencies as resources for the students, staff and

faculty. Agencies come and have informational tables where they disseminate their literature. ELAC programs

of service and programs of study also participate in this event. Moreover, we invite the local universities,

program for students with disabilities, State Department a Rehab, Regional Center, Occupational Center, and

other nonprofit organizations. This fall 2013 we are planning something different as part of Disability

Awareness Day. Due to limited staff, we won't be able to engage in a large-scale activity, but we still want to

continue increasing disability awareness. On October 29th we will have an open house in DSP&S. We plan to

invite students, staff, and faculty to visit and ask questions or discuss any concerns.

Annual DSP&S Graduation Banquet

Another important event for our office is the celebration and acknowledgment of completion of the DSP&S

student’s educational goals. This event highlights the achievements attained by the students after their hard

work and dedication along with the support services received from DSP&S. Since there is no funding for events

in our budget, every year we engage into fundraising events and the proceeds go to award a scholarship to the

DSP&S graduates. In addition, past student workers, have started a donation where they deposit their donation

into The Paul Sandoval Scholarship Fund through the Fiscal Office here on campus.

DSP&S Advisory Committee

The DSP&S Advisory Committee informs the members of the committee of any change, updates,

achievements, and any concerns affecting our program. Unfortunately, we have not met recently due to the

limited staff and time constraints . Since the numbers have increased we have been taking multiple tasks and

this prevents us from integrating this activity into our agenda. We hope to comply with this requirement soon

with the help of our interns.

CAPED Conference DSP&S Coordinator has attended CAPED conferences where important information is given to the

attendees. All information is related to student with disabilities. In addition, there are many vendors that showcase their products. So, we have the opportunity to try and observe the equipment software or any items available for the use of people with disabilities. This year's CAPED conference is in Orange County on October 13-16, 2-013. Some of the DSP&S staff is planning to attend to keep updated with the latest inforamtion.

Monthly DSP&S Coordinator’s Meetings All DSP&S Coordinators meet on a monthly basis to discuss LACCD ADA and section 504 rules and

regulations, any changes, any issues that need to be resolved, to share best practices, and other matters of concern.

Disability Mentoring Day We also participate in events such as Disability Mentoring Day which is put together by the City of

Los Angeles Department of Disabilities. We encourage our students to submit an application because it is a super opportunity for people with disabilities who are seeking jobs. They match people with disabilities with a professional who is working in the field of their choice and people get to spend a day with the professional. Many students expressed their satisfaction with this event and are already signed up to attend this year’s event.

We plan to participate in this event sponsored by Los Angeles Job Corps Center which will be held on Wednesday, October 23, 2013. There is a great benefit by attending these events because we build connections and network with resources that our students may need at one time or another. The information gathered will be shared with staff at the DSP&S that staff meetings.

Assessment of the student service outcome is currently underway. Currently DSP&S is in the process of assessing SSO #3, a FAQ’s video has been finalized. We plan to evaluate and develop a plan in Spring of 2014 and implement the change by Fall 2014, a year from now.

SSO#2, a PowerPoint presentation about the DSP&S services is also in progress. It will be assessed in Spring 2014 and it will be evaluated in Fall 2014 with a target of implementation of Spring 2015.

Given the number of students served, it is imperative that we have the appropriate staff to do a job well done. Unfortunately, at the current time, there are not enough staff to assist the 1,383 students served. The program has grown steadily and the full time staff is critical for service provision.

3. In what ways will filling this position further departmental efforts to develop or enhance new or existing programs and/or curriculum in ways that cannot be done by current faculty?

There are many activities, events, and projects that are not being offered due to a skeletal crew, however, with the addition of a DSP&S Counselor, other full-time staff such as Disability Specialist can assist in other areas. The DSP&S Counselor can is needed for reasons, not only to provide guidance and advisement, but also can serve in committees that make decisions in regards to student success. Student with disabilities need to be represented in various committees, however, many times that cannot be possible since the students need the student appointment hours. We have been blessed to have people who are willing to donate some of their time to help the students. However, this program needs to have the staff to provide the necessary academic accommodations. These services are mandated by law and administrative staff need to be aware of serious issues that could be upon the college, if services are not provided in a timely manner. The newly hired ADA Administrator at the District level, works very closely with the DSP&S programs and informs coordinators of the need to ensure equal access to all students with disabilities.

The number of students served through DSP&S has almost doubled; we currently have data to show that we have served over 1,380 students with

disabilities throughout the year. Therefore, the demand for services has increased while the number of DSP&S staff has remained the same for over 9 years. The DSP&S Staff is overworked; the DSP&S program is accountable for documenting and reporting data to the State. The Americans with Disabilities Act of 1990 and Section 504 of the Rehabilitation Act of 1973 are laws that govern students with disabilities. In order to provide services in a timely manner we need additional staff. Specialist/Counselor meets with the students for at least 30 minutes to go over the services, information about their disability, what type of limitations affect the student, and document every meeting. Many times, staff has to do an express appointment in order to complete processing packet so that services are given to students. Referrals from instructors sometimes need a quick appointment to identify if student is eligible for academic accommodation. With limited staff this is becoming more common and as a result, students may need to come back for a follow up appointment. The Disability Specialist position will be instrumental to minimize the time a student waits to meet with a Specialist. To this date, we have been involved in only one case with the Office of Civil Rights. A student claimed not having the appropriate services; however, after a thorough investigation of our services and documentation, it was found that DSP&S was in compliance with the laws and regulations. We make every effort to provide services on a timely manner so that students have the necessary accommodations. 1 Counselor and 2 Disability Specialists are not enough staff to handle the number of students currently served in DSP&S (As of 9-11-13, the number of students was 1,383). In addition, the number of students with psychological disabilities grew to 251. This is a huge number of students who may require more counseling and personal assistance, not therapy, but may require more time with the Specialist/Counselor. Once, it is identified that a student with a psychological disability is in need of professional help, DSP&S Staff will make the referral and most of the time is involved in the follow up process.

The Disability Specialist will also assist the DSP&S Coordinator to plan and organize special events geared to students with disabilities as well as people with disabilities in the community. The Disability Specialist position would ease the current work load and services would be more adequate. This position would increase the student’s possibility of academic success.

3. In what ways will filling this position further departmental efforts to develop or enhance new or existing

programs and/or curriculum in ways that cannot be done by current faculty?

By filling the Disability Specialist position, the program can offer Learning Skills courses that would greatly benefit students with disabilities such as Learning Skills 1, Reading, NDA, 3 units. Most of the students coming from Special Ed have very low skills. Learning Skills 1 teaches students to progress from reading sentences and paragraphs to short selections. Also, emphasizing comprehension, expansion of vocabulary, and application of critical thinking skills would be a great remedial course for students with disabilities. Another class that would prepare students with disabilities to be better academically would be Personal Development 15, 1 unit, study strategies. Currently, the staff would not be able to do this since we are already working on a skeletal crew. Acquiring a Disability Specialist would not only assist on the activities mentioned earlier, but also would facilitate the services being provided to our increasing DSP&S student population.
