Plenary Session 2: “India as a Major Player - Global Med-Tech Hub” India offers a unique and dynamic platform for nurturing medical device innovations to transform ideas into reality. Recognising the immense growth potential of medical device sector, the Government of India has identified the medical devices industry as a sunshine sector for the Make in India initiative. Current initiatives need to be backed with a focus on increasing medtech demand and utilization through setting up of more healthcare facilities across tiers. An increase in demand will lead to an increase in production, thereby energizing the sector into increased production output. A boost to the manufacturing environment will spill over to the ancillary industries, skilling institutes and testing centres as well. In such favourable environment, FDI will flow in and indigenous players will also become more competitive in both the domestic and global markets. The current policies are in the direction of ‘protectionism’ and this may not have the desired effect in the long run.

• In such a scenario, what are the further steps to be taken to converge thoughts and realise the full potential of MedTech sector?

• What are the required policy initiatives that can facilitate ease of doing business and boost domestic manufacturing?

• How can uptake be increased for the 100 per cent FDI on offer? In this session, we review the MedTech journey thus far and ideate on the steps needed to grow India into a Global MedTech hub, that innovates as well as manufactures medical technology for the world.

Plenary Session 5: “Promoting India as a Medical Value Travel Destination - The Value Proposition of Indian Ayurveda, Indian Healthcare and Holistic Treatment” At a time when global healthcare costs are sky-rocketing, the world is looking at India, where high quality healthcare at NABH facilities at highly competitive price as compare to other similar healthcare facility in the world are being provided. This makes India a great destination for healthcare both for modern as well as traditional medicine and therapy. India also provides unmatched heritage in traditional ancient treatments like Ayurveda which have proven their efficacy and widely accepted as alternative treatment procedures across many countries.

• How can India leverage this amazing potential to serve global citizens through a combination of modern & traditional system of medicine?

• Despite inherent comparative and competitive advantages as a nation, India has not succeeded in harnessing this market appropriately, while neighbouring countries have positioned themselves strongly. What are therefore some of the lessons that we can learn from Thailand?

Day 3: 18th October 2019 0930 hrs

Plenary Session 7: “Financing Healthcare - Proposing ‘Ayushman 2.0 - Future Forward’ Government’s Ayushman Bharat Scheme aims to cover 40% of the total population (underprivileged belonging to SECC). This population is that which belongs to the underprivileged socio-economic caste census (SECC). The private health insurance industry proposes AB 2.0, a scheme designed to provide coverage to those belonging to above poverty line (APL) as well as those who are underprivileged and do not belong to the Socio-Economic Caste Census (SECC). This would be designed along the lines of Ayushman Bharat. The novelty of such a product would depend on the fact that it would be designed keeping in mind the care quality and not the care set-up i.e. in case of traditional health insurance systems. OPD/IPD, length of days, type of treatment and other conditions are set to make claims eligible. In AB 2.0 the industry proposes a product that would focus on OPDs and tele-consultations which under normal circumstances would not be covered. Other inclusions are pre and post hospitalisation, in-patient for AYUSH. This session would discuss other characteristics of such a product that would make it a default cover.

Plenary Session 10: “Designing sustainable mechanisms for Holistic Health” The need of the hour is to shift from more Traditional primary care models that emphasise the “disease model” to which one seeks to find a cure for the ailment towards a proactive primary care model whose foundations are laid on promoting preventive and healthy lifestyle. Such a shift has stemmed from the rapid demographic changes, a growing ageing population and a rapidly transforming healthcare sector as a result of technological advances. In order to design and deliver a sustainable wellness mechanism, appropriate infrastructure that is community centric is required. With the fragmented nature of our healthcare infrastructure and the ecosystem the session will deliberate on components needed to develop/transform centres into holistic wellness models that are patient-centric. This session will look into current challenges related to promoting sustainable healthy lifestyles in the workforce and the community at large, could incentive mechanisms be developed that encourage the young and old to remain healthy? Infrastructure gaps that exist, and how we can build for the future where society will focus on a more preventive lifestyle.

• What are the perceived barriers preventing the population to move from the traditional “disease” model to a more holistic preventive lifestyle model.

• With an increase in demand to mainstream AYUSH products in India, does the existing infrastructure, human resources and socioeconomic conditions allow for a sustainable mechanism to provide a holistic environment?

• While creating a sustainable mechanism, how can we incorporate wellness spaces and allow for the use of sustainable resources of energy to fuel a holistic life style?

Plenary Session 11 “Analysing and overcoming Med Tech Regulatory Challenges” A comprehensive, globally harmonized and predictable regulatory regime is imperative for the medtech sector in India to realise its full potential. Such a regime will boost confidence of investors to develop quality medical devices and facilitate the setting-up of infrastructure facilities, especially the development of ancillary industry. Incomplete coverage of the vast medical device spectrum and the presence of multiple regulators is currently a huge challenge and steps need to be taken to formulate regulations that help industry overcome these. This session will seek to review the current medical device regulatory scenario and deliberate on measures that can eliminate regulatory bottlenecks for all stake-holders including innovators, manufacturers, suppliers, consumers, buyers and regulators. The session will focus on measures that can be taken to provide an impetus to make in India, facilitate ease of doing business while ensuring availability of better medical devices for patient care and safety.

Plenary Session 12 ‘The Business of Healthcare – Balancing the fine lines of Trust’ Healthcare is unique – because it is business with a soul – it deals with human lives, the patient - doctor alliance is critical to providing care and yet Healthcare is also a business that generates employment, provides livelihood and is currently one of the fastest growing sectors. Therefore how does one manage the fine lines of trust and business? What transformations could help keep this balance? Healthcare needs leaders who can guide an industry in the midst of disruption—from shifting government regulations and technological innovations to business competition and patients demanding better care for less. These leaders also need to understand the unique requirements of the industry and the gravity of healthcare’s role in daily life. The dichotomy is consumers want to be healthy, but they don’t necessarily want the “product” that is healthcare. Therefore can our business-minded leaders who will flip the business model to the customer, giving consumers the healthcare they want by focusing on customer satisfaction rather than the healthcare product?
