SAILING FOR (TOWARDS) COOPERATION – STRATEGIC ALLIGNMENT BETWEEN THE

CITY AND THE UNIVERSITY

THE COOPERATION BETWEEN UNIVERSITIES AND CITIES TO PROMOTE

ENTREPRENEURSHIP AND SOCIAL DEVELOPMENT Aveiro is located in the Centre Region of Portugal and has around 78 500 inhabitants. It is a dynamic medium size city that offers much of what big city life has, but without the urban chaos and without diminishing the quality of life. The focal point of an industrially developed region, Aveiro today is also a city of commerce and services and a growing centre of leisure and culture offering cinema, theatre, music, arts, sport and night life. Aveiro is surrounded by salt-flats, beaches and lagoons and dominated by the Central Canal laid across town. Famous for its moliceiros - typical boats with gaily painted prows. Aveiro has an important and busy port that due to its increasing activity and investments in recent years is promoting the region economic development. The University of Aveiro, is seen as a research & development pole and a cultural and innovative agent that promotes entrepreneurship and the creation of new enterprises. Besides, Aveiro is known as the “City of Innovation” mainly due to its Innovative University. The University is a clear research space where innovative products and solutions are developed, which contributes to the advance of Science and Technology. According to this context, the University of Aveiro (UA) (www.ua.pt) is member of European Consortium of Innovative Universities (ECIU) and it is considered to be the best Portuguese University (under 50), according to the Times Higher Education – World University Ranking. City and university co-operate in several fields with the city. But there is no strategic platform or framework for aligning agenda’s and collaboration/cooperation. We are counting on your experience, knowledge and commitment to help us answering the following questions:

Moderator Willem Van Winden, Lead Expert EUniverCities

He is specialised in the field of urban economic development and policy and

intends to help cities improve their economic policies, and let cities learn

from each other’s good and bad practices. Willem has been involved in

numerous international urban studies and exchange projects, mainly in the

field of urban innovation management, clusters, ICT, campus development

and city-university partnerships. I have worked with a large number of cities,

mainly in Europe. Besides being the owner and founder of Urban IQ, a

company specializing in co-designing creative solutions for cities, he works as

a professor of Urban Knowledge Economy at Amsterdam University of

Applied Sciences (AUAS), where I have a seat in the academic board of the Urban Management Master

Course and the Urban Lab. At AUAS, I lead a team of researchers that works on a variety of urban projects.

He is also the Lead Expert of the EUniverCities project.

Carlos Pascoal Neto, Full Professor, Vice-Rector.

He studied Chemistry at the University of Aveiro (UA), Portugal . In 1992 he has got

a PhD degree by the Institut National Polytechnique de Grenoble (EFPG-INPG ,

France). In the same year, he became a staff member of the Department of

Chemistry of UA. Since 2005 he is Full Professor in Chemistry and Technology of

Lignocellulosic Materials. He was head of the Department of Chemistry. Since

2010, he is Vice–Rector of University of Aveiro for the areas of cooperation with

the society, innovation, and technology transfer. Among his duties as vice-rector,

he is responsible for the knowledge transfer and commercialization activity,

entrepreneurship, business incubation and regional development programmes.

Filipe Teles, Assistant Professor, Local Governance and Public Policy; University of

Aveiro; ULSG Coordinator

I joined the University of Aveiro - Department of Social, Political and Territorial

Sciences in 2006. With a PhD in Political Science, my work deals primarily with

issues of Local Governance, Innovation and Public Policy. My research interests

include Local Public Sector Reform, Territorial Governance and Community

Engagement.

Coordinator of the “Strategy for Growth and Innovation of the Aveiro Region” (a

partnership between the University of Aveiro and the Intermunicipal Community

of Aveiro) – 2013.

Coordinator of the Urbact Local Support Group of the Project “EUnivercities -

Exploring the next generation partnerships between cities and universities”.

Liliana Sousa, Assistant Professor and Pro-Rector at the University of

Aveiro

She is a psychologist. Currently is Assistant Professor at the Department of

Health Sciences and Pro-Rector at the University of Aveiro. Her research

focus has been social vulnerability and community intervention, mostly

focusing poverty and ageing.

André Cester Costa, Coordinator for Economic Development at the City of

Aveiro

Born in Aveiro, where I still live, this is my harbor to explore the world. I

Graduated in Management and Planning in Tourism and post-graduated in

Innovations and Development Policies at the University of Aveiro. I am the

Coordinator for Economic Development at the City of Aveiro since 2007.

Since 2011 I am also the Coordinator of the project “Aveiro

Entrepreneurial” that aims in promoting support instruments to support

SMEs and the creation of new business and foster entrepreneurship. I am

also responsible, within the City of Aveiro, to assure quality and sustainable cooperation between the city

and the University of Aveiro.

Maria Ângela Cunha, Architect, Aveiro Urban Planning Department

I’m working for the city for the last ten years. My contribution has been in

different scales, from public buildings and spaces to urban planning. From the

different projects I’m involved with I highlight the requalification of Aveiro’s

main Avenue (Dr. Lourenço Peixinho) which aims at developing the public space

appropriation by the citizens. I’m also involved with the project “Aveiro is yours”

that focus on how the city and local actors can work together to achieve a safe,

secure and liveable city for all. Both projects resort to the university support. My

interests include historic city center management, building rehabilitation and

connected matters that improve the citizens quality of experience in the cities.

Celso Carvalho, Graduated in Marketing Management.

Currently serves as General Manager at IEUA – Incubadora de Empresas da

Universidade de Aveiro. In 18 years of professional activity has developed many

multisectoral projects and was responsible for creating and leading teams, and

projects, that have acted as catalysts of change. Permanently predisposed to

change paradigms, he values a culture of merit, takes innovation as core to value

creation and sustainability as a principle for all activities. Scrupulous in fulfilling

the ethical values he believes in, he reinvents cost structures, valuing and

optimizing the resources available. Among other activities, he has already

worked as General Manager, Advisor, Marketing Manager, Trainer, Consultant

and Specialist Adviser of several public and private organizations. He was also

promoter of many business ideas.

Frederico Moura e Sá, Public Space and Mobility He graduated in Civil Engineering by the University of Porto (FEUP), with a Major in

Urban and Regional Planning. He has a Master Degree in Urban and Regional

Planning by the University of Aveiro (dissertation: Public Spaces on a Local Scale). He

began his professional career in 2003 as collaborator of the Urban Planning Division

of FEUP and as a researcher of CITTA. He is an Assistant at the University of Aveiro

since 2008, and researcher of GOVCOPP (Centre for Studies in Governance,

Competitiveness and Public Policies) where he’s involved in several projects: "costs

and benefits of urban dispersion on a local scale“, devoting himself mainly to issues

of local public infrastructure; requalification of Aveiro’s main Avenue (Dr. Lourenço

Peixinho); among others. His areas of interest are Public Space, Mobility Planning,

and Urban Infrastructures.

Joaquim José Borges Gouveia, Full Professor of the Department of Economics

Management and Industrial Engineering at the University of Aveiro

Head for several areas of education and research in the University. He received his

degree in Electrotechnical Engineering by the University of Porto in 1973, and a

PhD degree in Electrical and Computers Engineering by the same University in

1983. Currently he integrates the Board of Directors of Galp Energia and is the

head of the Board of Directors of Energaia, the Municipal Energy Agency for the

city of Vila Nova de Gaia. Throughout his career, Joaquim Gouveia has assumed a

leading role in several key initiatives for the development of innovation and

entrepreneurship in Portugal. He is a founding member and head of INESC North;

he integrated the Board of INESC at national level (July 1983 - August 1991); he

assumed the Vice-Presidency of Gomes Teixeira Foundation of the University of Porto (May 1983 -

September 1988); and he collaborated as a member of the Direction of FCCN – Fundação para a

Computação Científica Nacional (1987 – 2008) and integrated the Board of Directors of the National

Innovation Agency (December 2002 - June 2005).

Olivier Brunet, Policy Officer, DG Research & Innovation, European

Commission

Olivier Brunet is Policy Officer in the "Regional dimension of innovation" Unit of

the Directorate General "Research and Innovation" of the European

Commission. He previously coordinated the FP 7 "Regions of Knowledge"

programme.

He has been working in the European Commission for the last twenty four years

in various fields: research and innovation, regional policy, education,

environment and social policy. Currently Olivier is posted in Zaragoza until May

2014 where he assists the regional authority of Aragon to draft and implement a

regional innovation strategy from a European perspective.

Ivonne Delgadillo, Coordinator of the Management Committee from

Fábrica, lecturer at Chemistry Department of University of Aveiro

She is Associate Professor at the Department of Chemistry from the

University of Aveiro. She is leader and founder of

the Biochemistry and Food Chemistry Research Group, and has participated

in planning and teaching in all graduation and post-graduation courses in the

Food area at the University of Aveiro. She graduated in Chemistry from

the Universidad Nacional de Colombia in Bogotá, Colombia and holds a PhD

in Biochemistry from the Johhannes Gutenberg University of Mainz, Germany. Her research interests are

focused on the use of instrumental methods for the study of complex biological systems, the

characterization of biomolecules and applications development for the quality control of food products.

She has been involved in science divulgation since 1996 and has collaborated with Fábrica - Science Centre

since its creation in 2004 being responsible for the activity “Kitchen is a Laboratory”. Nowadays, she is

Coordinator of the Management Committee from Fábrica.

João Pedro Rosa, student and director of the Platform for Social Innovation

He was happily born sometime in the 80's in Alcobaça - Portugal.

At the moment he is the director of the Platform for Social Innovation promoted

by the University of Aveiro and its Students' Union. Currently attending a master

in Meteorology and Physical Oceanography and junior researcher at

the Center for Environmental and Marine Studies. At the University of Aveiro

was member and main redactor of the Steering Committee in the external

evaluation process by the European University Association and member of the

University of Aveiro General Council, developing strategic and action plans for

different areas. Since 2006 he has been developer and coordinator of

volunteering and local development projects and in 2010 co-founded the first

Iberoamerican students' network. Since 2011 he is the Portuguese delegate at

the UNESCO Youth and the OECD Social Forums.

Pedro Saraiva - President of the Regional Coordination and Development Commission of Centro of Portugal. Diploma from the University of Coimbra (1987) and PhD in Chemical Engineering

from MIT (1993); Full Professor at the Department of Chemical Engineering at the

University of Coimbra (2010-); Member of the Portuguese National Parliament (2009-

2012); Pro-Rector of the University of Coimbra (2003-2004 and 2005-2006); Vice-

Rector of the University of Coimbra (2007-2009); Member of the Board of BIOCANT-

Biotechnology Science Park (2005-2009); Advisor of the President of Portugal for

Higher Education (2006-2009); Founder of several companies in Portugal.

John Goddard, Emeritus Professor of Regional Development Studies, Newcastle

University

John is Emeritus Professor of Regional Development Studies at Newcastle University

where he is leading a Civic University Study Programme sponsored by the Vice

Chancellor. John founded and led the University’s Centre for Urban and Regional

Development Studies (CURDS) from 1977 to 1998 and was then appointed Deputy

Vice Chancellor until his retirement in 2008. In that role he had special responsibility

for the University’s city and regional engagement. Internationally he has led reviews

of regional engagement for the Finnish Higher Education Evaluation Council and

acted as academic leader of the OECD Institutional Management in Higher Education

programme (IMHE) on universities and city and regional development published as Higher Education and

Regions: Globally Competitive, Locally Engaged. He has recently completed with Louise Kempton a Guide

for the European Commission on Connecting Universities to Regional Growth. John has been a member of

the Steering Committee for the European Universities Association (EUA) programme on collaborative

research, the academic leader of an EU Lifelong Learning Programme managed by the European Centre for

the Strategic Management of Universities (ESMU) on building regional partnerships between universities,

business and public authorities. He is currently a member of the Mirror Group advising the Commission’s

Smart Specialisation Platform and contributing to a study for the EC on university/business links vie

teaching. His latest book on The University and the City (with Paul Vallance) was published by Routledge in

January 2013.

Niels Maarbjerg Olesen, Faculty Director, Aalborg University

Niels Maarbjerg Olesen, Msc. Economics, is head of the secretariat at the Faculties of

Engineering, Science and Medicine and AAU Innovation at Aalborg University. He has

participated in a number of institutional initiatives for the purpose of improving the

possibilities for transferring and utilising the knowledge and technology of the

university in relation to society at large. Among the initiatives are: the establishment

of the university’s Network Centre that organizes about 40 research networks; the

establishment of a Regional Innovation Forum; the establishment of an Office for

Fundraising and Project Management, and the establishment of SEA – Supporting

Entrepreneurship at Aalborg University. Furthermore, he is a teacher of business economics focusing on

innovation in a strategic and organisational perspective, and has conducted research on the interplay

between economic and technological development including innovation processes and -systems.

Anne-Mari Järvelin, Director PR and Partnerships, Tampere University of

Technology

Anne-Mari Järvelin holds a doctorate in economics and business administration. At

the beginning of 2013 Järvelin transferred to Tampere University of Technology (TUT)

from Tredea, the Tampere Region Economic Development Agency. She has recently

been “on loan” at Hermia Ltd, working as a development director and overseeing the

international aspects of the national Centre of Expertise programme.

Up until 2004, Järvelin occupied various positions at the University of Tampere and

Tampere University of Applied Sciences. She has experience of working as a

researcher, teacher, professor and the director of a research centre. She has

collaborated with TUT, among others, within the framework of the e-Business

Research Center eBRC that was part of the eTampere programme. She has also been involved in the TULI

programme, which was funded by the Finnish Funding Agency of Technology and Innovation Tekes and has

already been completed.

Alexander Frank Peltenburg, Secretary and Treasurer of Urban and Regional

Development association

Currently serving as treasurer of the board of YES!Delft Students. YES!Delft Students

is responsible for the pre-incubation fase of YES!Delft, Europe’s biggest high tech

incubator. In that role he is not only responsible for the financial state of YES!Delft

Students but also for the organisation of various entrepreneurship related events. At

the Delft University of Technology he studied Technology Policy and Management

and specialized in Urban and Regional Development. In his minor studied Technology-based

entrepreneurship. Alongside his study Sander did various committees, from Designer at the faculties

magazine to facilitating the marketing of the Technology Policy and Management students association’s

activation committee. In 2012 he was as secretary and treasurer of the board also co-founder of the Urban

and Regional Development association.
