Iowa River Valley Early Childhood Area Board Request for Proposal – School Ready and Early Childhood Funding

FY’12-13

The Iowa River Valley Early Childhood Area(IRVECA) Board has agreed to distribute this RFP which establishes uniform guidelines and procedures for soliciting grant applications from early childhood providers in the Hardin and Marshall

County area, who provide services to children age prenatal through five.

The IRVECA Board plans to allocate funds for Low Income Preschool Support for FY 2012-2013. Contingent upon receipt of School Ready Children Funding, the IRVECA Board is announcing the availability of the 2012-2013 Request for Proposals (RFP).

Purpose of the Early Childhood Iowa Initiative Early Childhood Iowa (formerly Empowerment) was established by Iowa state legislation during the 1998 session in an effort to create a partnership between communities and state government with an emphasis on improving the well-being of families with young children. Iowa River Valley Early Childhood Area Board has been established to improve results for young children and their families residing in Hardin and Marshall County.

Secure and Nurturing Child Care Environments Funding Parameters The two primary sources of funds available through the Iowa River Valley Early Childhood Area are Early Childhood and School Ready Funds. General funding parameters and limitations can be found in State ECI Tools CC(A), G(A) and (B). Early Childhood Funds (EC) are federal funds intended to enhance the quality and capacity of child care as described in Tool G(A). School Ready Funds (SR) are state funds used to support a comprehensive school ready children plan designed by the local early childhood area board and is described in Tool G(B). Services include:

Family Support and Parent Education Prenatal through Five (Tool FF) – Supports programs implementing evidence-based family support and parent education practices. All programs funded must have a home visitation component.

Preschool Programming Support for Low Income Families (Tool CC(A)) – Assists low-income parents with tuition for preschool and other supportive services for children ages three, four, and five who are not attending kindergarten in order to increase the basic family income eligibility requirement to not more than 200 percent of the federal poverty level; and for preschool program expenses not covered under Chapter 256C (Statewide Voluntary Preschool Program for Four-Year-Old Children). NOTE: Any program wishing to apply for preschool scholarship funds may obtain a separate application package by calling the ECI Director, Carrie Kube, at (641) 648-6575 or 641-352-5090.

Quality Improvement Funds (Tool II) – These funds are used to improve the quality of early care, health and education projects and programs that:

- Support quality improvement efforts. - Are evidence-based, quality practices and services that have been proven to positively affect outcomes

for children - Produce and document expected performance outcomes

Other Funds – These funds do not have categorical requirements, however, they must be used to support early care, health and education for children and families prenatal through age five.

IRVECA Community Plan A Community Plan was developed by the Iowa River Valley Early Childhood Area Board in support of residents prenatal through five, and their families in Hardin and Marshall County, Iowa. It reflects state and local goals that affect the well-being of Marshall and Hardin County’s youngest citizens. In addition, the plan identifies community assets, common needs, and gaps in services that help “steer” the Early Childhood Iowa Area. The plan can be used as a guide for grant writing and funding decisions. Applicants will find funding priorities in the IRVECA Community Plan, which is located at: http://iowarivervalleyeca.com/Community_Plan.html Eligibility To be considered eligible for funding the applicant must:

● Limit services to Hardin and/or Marshall County residents unless otherwise approved by the respective IRVECA Board.

● Be a not-for-profit entity or group (501(c)(3), or substantially meet the requirements to be certified as not-for-profit, or have a not-for-profit administer the funding; local governments, churches, and schools.

● Demonstrate that the applicant’s project strategy was developed to meet the specific needs outlined in this RFP. ● Demonstrate efforts to secure other sources of funding and outline a plan for continued funding, equaling 5% or

more of the requested amount. It is not the intent of the IRVECA Board to be the sole source of funding for any project.

● Demonstrate a commitment and ability to comply with all reporting requirements and relevant state and federal laws, including all rules and policies associated with this request for proposal.

Application Content Applications must adhere to the following criteria:

● Applicant agencies must submit a separate proposal for each program, and may not submit a single application for multiple programs. A program that serves both counties may submit an single application.

● Must follow the outline format (Required forms may be recreated using computer) ● Must answer all questions clearly and concisely ● Must be typed using single-spaced 12 point font ● Incomplete applications will not be considered.

Criteria for Funding 1. Demonstrates a linkage to the Local and State Early Childhood Iowa’s five priority areas as stated on page one. 2. Qualifies under guidelines for Early Childhood or School Ready Funding . 3. Addresses the indicators, goals and recommendations included in the Iowa River Valley Early Childhood Area

Community Plan. 4. Demonstrated efforts to secure other funds; outlines a plan for continued funding. 5. Recommendation for funding based on the following:

● Demonstrates a need for service/addresses a gap in services in Hardin and/or Marshall County ● Collaborative/non-duplication of service ● Ability to implement the plan ● Previously funded projects will be evaluated on past contract compliance and performance. ● Services provided to Hardin and/or Marshall children, prenatal-5 years ● Number of children prenatal-5 years served/number of units of service ● Includes a clear program evaluation component ● Ability to evaluate and assess program outcome measures

● Cost fits the need/cost effective ● Available funding ● Overall value and impact of the project

6. Applicant will agree to report all State Early Childhood Iowa Board required data, if awarded funds. Requirements for Funded Programs Applicants receiving funds may be required, but not limited to:

● Submit quarterly or semi-annual reports to the IRVECA Board, which include description of progress made toward meeting quality standards, number of scholarships utilized, description of parent education programs, and updated financial information if requested by the Board.

● Conduct an on-site visit. ● Provide year end performance measure data as required by the State Early Childhood Iowa Board ● Provider of Services or Representative must attend at least one IRVECA Board Meeting per year. Each meeting

will have time allotted on the agenda for public input and provider updates.

How to Submit an Application The deadline for submission of applications is Friday, May 11, 2012 by 4:00PM. Applications should be submitted as an email attachment (one document file only named specific to your organization) followed by 5 signed hard copies, one of which must be originally signed. No faxed copies will be accepted. Applications must be received by the deadline and late applications will not be considered. How Applicants Are Selected for Funding

1. Each proposal will initially be reviewed for completeness. Proposals must be received by the scheduled due date and time. Proposals lacking the required elements may be negatively impacted during the review and scoring process.

2. Programs demonstrating QRS, QPPS or Head Start Program Performance Standards and utilizing a research-based curriculum will receive priority funding. Programs who do not currently meet these requirements, may submit a copy of the application and/or registration information to demonstrate their commitment.

3. Family Support: ECI Area Boards are required in Iowa Code, Chapter 256I.9(2), to give priority funding to programs who are evidenced-based or promising models for home visitation as defined in Tool FF. Programs working towards or have received the Iowa Family Support Credential or comparable state or national standard are preferred.

4. The IRVECA Board will review the applications and determine grant awards.

Notification of Awards All applicants will be notified in writing regarding the funding decision. Notification will be made to the Contact Person on the application cover sheet within 30 days of the IRVECA Board’s decision to make the award. Review of Award Decision Applicants who are denied funding may appeal to the respective Early Childhood Area Board. The appeal must be made in writing and filed within 10 days of the date of the written notification to the applicant of the grant committee's decision. The request to review the award decision must be in writing and must clearly and fully identify all issues being contested by references to the line(s), section(s) and page(s) number of the RFP. The Board shall review the request to review the award decision based only on the record and issue a written decision within thirty (30) working days of receipt of the review request. The decision of the Board shall be final.

June 19, 2012 The IRVECA Board meets to make grant award decisions contingent on notification of fund allocations

from the State Early Childhood Iowa Board. Contracting Period Contracting period will be for the period July 1, 2012 - June 30, 2013, unless terminated earlier in accordance with the Termination section of the Contract. The Early Childhood Iowa Area shall have the option to renew the Contract for up to three additional one (1)-year extensions upon mutual agreement of the parties in writing. Statewide Budget Cuts Statewide budget cuts may occur after grant awards have been made. In that event, the IRVECA Board will apply budget cuts as equitably as possible. Providers will be given notice of any pending budget cuts as soon as possible so that they can plan accordingly. Cuts would first be taken out of unallocated funds. Additional cuts would be taken out of the unspent fund balance of individual contracts. These budget reductions would not apply to services for which providers had already been paid. The application of any budget reductions would require Board approval, whereupon contract amendments would be issued to individual contractors. Contract Payments Successful applicants may not draw down more than 25% of their grant award per quarter without prior approval of the Early Childhood Area Board. If the applicant expects to spend large lump sums in any given quarter, this must be explained/justified in the grant application. Use of Funds Grant funds may be used to support all budget categories identified in the budget page form provided in this document. Questionable costs or costs not addressed clearly via these cost categories should be gauged against the following cost restrictions to determine whether or not they are acceptable. a. Grant funds cannot be used to supplant other federal, state or local funds supporting existing programs or activities

(i.e. child care assistance or subsidy to eligible recipients). b. Grant funds cannot be used for construction, renovation or land acquisition. c. Grant funds cannot be expended for the payment of real estate mortgages or taxes; dues to organizations or

federations; costs for social activities not related to the purpose of this program; costs related to political activity; interest costs, fines, penalties, law suits or legal fees; contingencies such as pending litigation possible liabilities, etc.; and contributions and donations.

d. Grant funds cannot be used for the purchase of fixed assets such as automobiles, computer equipment, or fixtures unless such purchases have been specifically approved by the Board during or after the contract negotiation period of this grant award process.

Memberships, subscriptions, and professional activities (i.e. memberships in business, technical, and professional organizations; civic, and community, social organizations; or lobbying organizations.)

College classes and state licensures unless prior authorization from the Empowerment Board has been given. Payment of Administrative/Indirect Costs The Early Childhood Area Boards will allow applicants to request an administrative/indirect cost allowance of up to 3% of the provider’s total grant award. Agencies requesting Administrative/Indirect Costs must specify what expenses will be included in their Budget Narrative. It is the policy of the Early Childhood Area Boards that a cost may not be assigned to a grant award as an administrative/indirect cost, if any other cost incurred for the same purpose in like circumstances has been allocated to the award as a direct cost. See “Operational Definitions” for more information.

Insurance If a contract is awarded, the Contractor, and any subcontractors performing the services required under a Contract, shall maintain in effect, with insurance companies authorized to do business in the State of Iowa, at its own expense, insurance covering its work. The insurance shall be of the type and in the amounts reasonably required by the Early Childhood Area. The Contractor’s insurance shall, among other things, insure against any loss or damage resulting from or related to the Contractor’s performance of this Contract. All such insurance policies shall remain in full force and effect for the entire life of this Contract and shall not be canceled or changed except after thirty days written notice to the Early Childhood Iowa Area.

Unless otherwise requested by the State, the Contractor shall, at its sole cost, obtain the insurance coverage(s) set forth below:

All insurance policies required by this Contract shall provide coverage for all claims arising from activities occurring during the term of the policy, regardless of the date the claim is filed or expiration of the policy.

The Contractor and any of its subcontractors performing work on this project shall submit certificates of insurance described above at the time of execution of this Contract. The receipt of such certificates does not constitute approval of the coverage contained on the certificates, and the Contractor remains responsible for determining that its insurance coverage meets each and every requirement of this Contract. Acceptance of the insurance certificates by the Early Childhood Area shall not act to relieve the Contractor of any obligation under this Contract.

The Contractor shall obtain a waiver of any subrogation rights that any of its insurance carriers might have against the State. The waiver of subrogation rights shall be indicated on the certificates of insurance coverage supplied to the Early Childhood Iowa area.

Operational Definitions Direct Costs: Direct costs are costs that can be identified specifically with a particular sponsored project or other activity, and that are charged directly to the account assigned to that project or activity.

Salaries, wages, and proportional fringe benefits of personnel directly engaged in the sponsored project.

Administrative/Indirect Costs: Limited to 3% of total project budget. Agencies requesting Administrative/Indirect Costs must specify what expenses will be included in their Budget Narrative. Administrative/indirect costs are typically utilized by agencies managing multiple contracts or programs. Indirect costs are those that have been incurred for common objectives benefiting all programs and cannot be readily identified or assigned to a particular final cost in a program. Administrative/indirect costs relate to central management and administrative functions that are necessary and beneficial to all programs administered by the organization. Costs may include general administration and general expenses such as the director’s office, accounting, personnel, and library expenses. Outcomes: The overall desired social condition for children, families or communities toward whom interventions are directed. Often these are referred to as goals or desired results. Outcomes, goals or results can be identified at the system, program or client levels. Different requests often determine the appropriate level for the identified outcomes, goals or results to be achieved. (e.g. Children enter school healthy and ready to learn) Indicators: A set of measurable behaviors, events or conditions that indicate some level of change relevant to the desired outcome. Indicators provide an approximation of whether progress towards the outcome is being made. Often multiple indicators are needed to determine if progress toward the outcomes is occurring. In short, it is how we know we are going in the right direction. (e.g. Rate of low birth-weight babies) Measures: The data that helps quantify and determine if the indicators have changed. A variety of measurement methods and tools may need to be used to provide the data needed. Sometimes proxy measures need to be employed, as direct measurement is not possible. (e.g. Percent without repeat abuse/neglect, number without repeat abuse, number of children served) Strategy: An approach or methodology that is designed to lead to the achievement of an outcome or outcomes. A strategy is a plan to achieve a result and is a response to the question “what works” or needs to be done for achievement. In other words, what needs to be done to get the desired outcomes. Programs and Services: These are specific and targeted approaches, aligned with general strategies, designed to influence indicators and outcomes. By nature, programs and services may impact more than one result and utilize multiple strategies. Performance Measures: Performance measures are used to evaluate the progress toward achieving goals and are expressed in quantifiable terms. They measure effectiveness of programs and services by measuring the impact the effort has on the client group. Typical performance measures address matters of timeliness, cost effectiveness and compliance with standards. Types of measures include:

Outcomes/Results: Focused primarily on desired results. Measures impact the effort has on the client.

Input: Resources that are used to produce outputs. Measures the resources invested in programs, such as dollars appropriated, physical resources, or staff assigned.

Output: Units of service provided, products provided, or people served by programs. Measures the amount of work accomplished by the program or volume of goods or services produced.

Efficiency: Measures the cost, unit cost, or productivity associated with a given output or result.

APPLICATION INSTRUCTIONS

I. Cover Page - The attached cover sheet should be completed and signed. II. Abstract: (Not more than 3 pages)

A. Include the name, a description of the program and previous accomplishments. Describe your ability to implement the project, how your project qualifies under the guidelines for Early Childhood/School Readiness funding, relevant state indicators, and how the project relates to the goals included in the Iowa River Valley Early Childhood Area Community Plan.

B. Indicate whether your program is Evidence-Based, Research Based, Promising Practice, or a Locally Developed Model. Demonstrate how your program meets that particular standard, based on definitions included in Attachment B. Family Support Programs: refer to definitions in Tool FF. Submit a copy of any findings that supports that model.

C. Describe and show evidence any quality practices that are in place listed in Tool CC(A), and may also include instruction/implementation of PBIS.

III. Needs Assessment: (Not to exceed 3 pages)

Document the need for services to be provided to include: A. Description of population to be served and the service area. B. How the project meets the needs identified in the IRVECA Community Plan, or how the project strategy

meets a gap in services not previously identified in the IRVECA Community Plan. C. If you choose to address a community need not addressed in the above plan, please provide assessment data

and other information to support your project. IV. Outcomes & Indicators: (Not to exceed 3 pages)

A. Prepare an Outcome Statement for the service you intend to provide with the Early Childhood Iowa funds, if granted, in the following format: “The purpose of the (program/service) is to provide/produce (service/activity/product) to/for (customer) so they can/in order to (measurable outcome/planned benefit).” Example: The purpose of the IRVECA ABC Program is to provide a home visitation service for parents of preschool children age 3-5, in which our goal is to have at least 85% of participants improve family functioning.

B. On the provided form, identify and describe your project’s goals/outcomes, objectives/indicators, action

steps, and time frames. You may make copies of the form for additional pages. Outcome, objectives/indicators be defined, measurable, and obtainable and include anticipated number of children or families to be served.

Provide a clear, concise description in narrative form of the action steps to meet the stated goals/outcomes and objectives/indicators, to include the following:

A. The services designed to address the identified population. B. A detailed description of how the services will be delivered, location, how accessed, offered by whom and

their qualifications, how often, follow-up and any planned changes. C. A detailed description of how services will build on current services, fill a gap in services, and avoid

duplication of services. Consider how the project will address the state results priorities (see page 1); what local goals and service recommendations from the Iowa River Valley Early Childhood Area Community Plan will be addressed.

D. If this is an existing program, describe the successes to date and numbers served. VI. Project Coordination: (Not to exceed 2 pages)

A. Describe how this project will integrate with other community based projects within the entire ECI Area. B. List specific collaborating agencies/organizations and describe how each will be involved in the project. If

this is a new project or you plan to work extensively with new agencies, please attach letters of commitment/collaboration from each.

C. Describe efforts to secure other sources of funding, the results, and how the project will be sustained in the future.

VII. Project Monitoring & Evaluation: (Not to exceed 2 pages)

Provide a narrative description of how the project will be monitored and evaluated to include: A. Describe how the success of the project will be measured. B. Describe how required performance measures data will be collected and reported. C. What state and local indicators will be tracked? (Refer to the IRVECA Community Plan) D. What record keeping system(s) will be developed/maintained? E. Describe who will monitor/evaluate the project and describe their experience with evaluation. F. Who will be responsible for reporting to the Early Childhood Area Board?

VIII. Sustainability Plan: (Not to exceed 1 page)

A. What fund raising activities does your agency conduct and how much do you typically raise? (Be sure to note the source and amount of other funds used to implement your project here and on the

Budget sheet.) B. Have there been any major funding changes for your agency in the past year or do you expect upcoming changes in funding? If so, please identify and document, including sources and amounts.

C. What would be the impact of a severe reduction or elimination of Early Childhood Area funding? VIII. Project Budget/Budget Narrative: (Not to exceed 2 pages)

Salaries and Personnel Benefits: Identify anyone to be paid as a salaried position on this grant. Give the title of individual, the annual salary, the percent of time he/she will devote to this project and the amount requested. List any benefits and percentages that are associated with the salary section. These could include Social Security, Worker’s Compensation, Unemployment Compensation and Health Insurance.

Contract Services: (services under written agreement with applicant) State name, address, hourly or daily rate for all individual contract or consultant services. Include a brief description of the services to be provided. For contracts with firms, state type of contract and total cost.

Travel: Itemize all in-state travel. Grant recipients are bound by the State of Iowa rates. Please note that travel expenses are currently $.39 per mile, lodging is $75 plus tax per night and meals can total $34.00 per day (breakfast - $7.00, Lunch - $12.00, Dinner - $15.00). Grant funds may not be used for out-of-state travel not specified in this application.

Professional Development/Training: Clearly identify the amount of professional development/training expenses your agency will incur with the request. If known, state the specific opportunities it will be used to fund.

Equipment: The purchase of fixed assets will require specific approval by the Board.

Operational Expenses: Operating expenses must be enumerated separately, such as rent, telephone, office machine rental, etc. Expendable office supplies may be shown as a lump sum, such as paper, pens, pencils, staples, etc. Indirect or Administrative costs may be listed under this budget category.

Administrative/Indirect Costs: The IRVECA Board will allow agencies/entities to request a standard administrative/indirect cost allowance of up to 3% of the provider’s total grant award. Agencies requesting Administrative/Indirect Costs must specify what expenses will be included in their Budget Narrative. Cash or In-Kind Funds: Clearly identify the amount of cash or in-kind funds, the specific source for the funds, and any specific portion of the program it will be used to fund. Total contribution must be equal to or greater than 5% of the requested amount. IX. ATTACHMENTS Each proposal must have the following attachments: 1. Please attach a summary of your agency’s most recent financial audit 2. Attach a minimum of three letters of support. (If you are agency submitting more than one RFP, letters of support

must be specific to each program seeking funds.) 3. Attach a list of your agency’s Board of Directors and Officers. (If applicable, also attach advisory councils and

officers.) 4. Include a copy of your 501(c)(3), or written paragraph describing your organization’s status. 5. Attach a copy of your agency’s organizational chart (in chart or written form). Include the number of employees and

volunteers within each position. 6. If your agency is required to receive a license or accreditation, please attach a copy of the license and survey report

used to gain the license or accreditation. 7. If your agency uses sliding scales or other methods to determine a fee that clients are charged, attach a copy of

ATTACHMENT A - ASSURANCES

A. ASSURANCES OF COMPLIANCE WITH CIVIL RIGHTS ACT OF 1964

No person shall, on the grounds of race, creed, color, national origin, gender or sexual orientation be excluded from

participation in, be refused the benefits of, or be otherwise subjected to discrimination under agency grants awarded

pursuant to P.L. 93-415 or any project or program supported by such grants. Sub grantees must comply with the

provisions and requirements of Title VI of the Civil Rights Act of 1964 and regulations issued by the Department of

Justice thereunder as a condition of award of federal funds and continued grant support.

B. THE HATCH ACT

Federal law prohibits certain partisan political activity by an officer or employee of the State or local agency if his/her

principal employment is in connection with an activity that is financed in whole or part by loans or grants made by the

United States or a Federal Agency. The law is enforced by the United States Civil Services Commission.

C. PROCUREMENT OF SPECIAL EQUIPMENT

The Iowa River Valley Early Childhood Area Board expects that the sub grantees will procure such special equipment

being purchased in whole or in part with grants funds by that method, authorized by state law or local ordinance, which

results in the lowest price of goods of the kinds or type required.

D. NATIONAL HISTORIC PRESERVATION ACT OF 1966

This project application either will not have an effect on a site listed on the National Register of Historic Places or the

applicant has notified that such a site is or will be involved.

E. APPLICABILITY OF STATE AND FEDERAL POLICIES

All conditions, rules and regulations of federal and state governments, which relate to the administration of public funds

and financial accounting, shall apply to sub grantees and contractors of the Early Childhood area.

F. NON-SUPPLANTING REQUIREMENT

Federal and state funds made available through this program may not be used to supplant federal, state and local funds

that would have been available in the absence of this program’s aid. In complying with this requirement, the Iowa River

Valley Early Childhood Area Board will rely on written certification by State agencies and local government units to the

effect that program funds have not been used in place of other federal, state and local funds.

G. REPORTS

The sub-grantee shall submit quarterly or bi-annual financial and progress reports indicating activities undertaken,

expenditures, and general progress of the project for which the sub-grant was awarded. The contractor may be

required to provide one oral report to the Early Childhood board as scheduled by the Director. In addition, a final report

(using the same report forms) dealing with the evaluation of the entire project will be required. This will include data

needed to verify the success or failure of the project and a statement as to the effectiveness of the project.

H. BUILDING ACCESSIBILITY AND USE BY PEOPLE WITH DISABILITIES

Any construction, design or alteration of a building or facility which will be used by the public or which may result in the

employment or residence of people with disabilities must comply with the regulations issued by Federal Agencies,

including the Department of Justice, under the Americans with Disabilities Act of 1990.

I. AMENDMENTS TO THE APPLICATION

The Iowa River Valley Early Childhood Area Board reserves the right to modify this application at any time. In the event

the Board amends, adds to, or deletes any portion of the application, an amendment will be provided to all applicants

who received the original application.

J. COST OF PROPOSAL

The Iowa River Valley Early Childhood Area Board is not responsible for any costs incurred by an applicant which are

related to the preparation or delivery of an application or any other activities carried out by an applicant related to this

application. Thus, you cannot bill the Iowa River Valley Early Childhood Area Board for time or materials it takes to

prepare and submit the application.

K. COPYRIGHTS

By submitting an application, the applicant agrees that the Iowa River Valley Early Childhood Area Board may copy the

application for purposes of facilitating the evaluation of the application or to respond to a request for public records.

The applicant consents to such copying by submitting an application and warrants that such copying will not violate the

rights of any third party.

L. PUBLIC RECORDS

All information submitted by an applicant may be treated as a public record by the Iowa River Valley Early Childhood

Area Board unless the applicant properly requests that the information be treated as confidential information at the

time the proposal is submitted. Public records will be copied as necessary to comply with Iowa’s public record law. By

submitting a proposal the applicant grants the Iowa River Valley Early Childhood Area Board the right to make the

required copies of the proposal. Any request for confidential treatment of information must enumerate the specific

grounds in Iowa chapter 22, which support treatment of the material as confidential.

M. RESTRICTIONS ON GIFTS AND ACTIVITIES

Iowa Code chapter 68B contains laws which restrict gifts which may be given or received by state employees and

requires certain individuals to disclose information concerning their activities with state government. Applicants are

responsible for determining the applicability of this chapter to their activities and are responsible for complying with

these requirements.

N. RELEASE OF CLAIMS

With the submission of a proposal, each applicant agrees that it will not bring any claim or have any cause of action

against the Iowa River Valley Early Childhood Area Board based on any misunderstanding concerning the information

provided herein or based on the Board’s failure to provide the applicant with information.

O. OTHER CONDITIONS

The Applicant also understands and agrees: (1) that any funds received as a result of this application shall be subject to

the conditions and other policies, regulations and rules issued by the Iowa River Valley Early Childhood Area Board; (2)

that funds awarded are to be expended only for the purposes and activities covered by the Applicant’s approved

application and budget; (3) that the funds may be terminated in whole or in part at any time that the Iowa River Valley

Early Childhood Area Board finds a substantial failure to comply with contractual conditions or with regulations

promulgated by the Iowa River Valley Early Childhood Area Board; and (4) that appropriate records and accounts will be

maintained and made available for audit as prescribed by the Iowa River Valley Early Childhood Area Board.

Early Childhood Iowa

Summary Document of Evidence Based and Promising/Researched Based Programs and Locally Developed Models

Evidence Based programming is defined as a program that has completed a randomized control trial conducted by an independent researcher that has demonstrated positive results for children and families. It can also include research conducted by the program that has been published in a peer reviewed journal that also demonstrates positive results for children and families. To meet this definition the program must include stringent standards for program replication including standards for implementation and monitoring to ensure the program is being operated with fidelity to the original model. Some programs may be based on sound research but they do not have the on-going monitoring to ensure fidelity to the model. These programs would be considered Research-Based. Some programs may have completed an evaluation but it has not yet been published so the research has not been verified by an independent panel. These programs would be considered to be Promising Practice. Locally Developed Models may be based in part on an evidence based model or a promising/researched based model but have been modified. Unless the modifications have been approved by the model developer as non-impacting, the model is considered to be a locally developed model. Most modifications are considered to impact the fidelity of the model and therefore the ability to produce meaningful outcomes for children and families is compromised.
