1. Background As a result of urbanization and improved living standards, energy consumption in the civilian and
transportation sectors has increased rapidly in the APEC region. In order to address these community-wide challenges, it is not sufficient to take measures just targeting buildings, but needed to promote the introduction of low-carbon technology, improve energy efficiency and reduce the use of fossil fuels at the community level. For this purpose, Japan launched the ‘APEC Low-Carbon Model Town (LCMT) Project’ in 2010.
2. Three Pillars of the Project (1) Formulating the Concept of APEC Low-Carbon Town Define low-carbon town in the APEC region Formulate the Concept of APEC Low-Carbon Town and Low-Carbon Town Indicator Dispatch an APEC official liaison to ISO/TC268 in order to develop international standards on low-carbon towns
(2) Conducting Feasibility Study (F/S) Develop low-carbon strategies for selected towns
(3) Policy Review Policy review to realize low-carbon town development conducted by an expert group

3. Summary of the LCMT Phase 4 Project
The proposed, additional 22 LCMs across all five design categories will help San Borja to exceed its 15%* reduction target by 2021, and achieve reductions below its 2012 baseline by 2035.

These expected reduction results and the sustainability outcomes by the proposal will position San Borja to help Lima Province bring the LCMT approach to scale across the other 42 municipalities within Lima.
Performance indicators and progress metrics, robust GHG performance management, and a plan for climate resilience are essential to making a compelling business case for public and private investment and financing for LCM implementation.

6 experts and 5 AEPRC staffs as a member of Study Group B visited San Borja January 2015 for Policy Review.
The Study Group B Team made 50 recommendations in 7 section. Policy Review Report will be finalized soon.

Site Visits to Australia, NZ and Chile to: Revise the Fourth Edition of the ‘Concept of the Low-Carbon Town in
the APEC Region’ Refine and determine the applicability of the ‘APEC Low-Carbon
Town Indicators’ (LCT-I) Cover all sectors, but address, in particular, industrial development
and post-industrial areas
Next steps: Synthesize the experts’ findings Incorporate findings into the ‘Concept’ and the LCT-I including
industry and regulatory chapter Revise and re-edit the ‘Concept’ Publish the Fifth Edition of the Concept in the fourth quarter of 2015

4. Progress of the LCMT Phase 5 Project
Mr. Michi Kohno, as a Liaison Officer (LO) of APEC, participated in ISO TC268/WG2 meetings (June 8-12 in Grasmere, UK).
The LO introduced APEC Low-Carbon Town Indicators. The LO also expressed APEC’s intentions to work with ISO to establish
low-carbon city indicators as one of sub-sets of ISO 37120, a global standard.
Next Steps: (1) Submission of proposal to meetings in October (2) Two-month In-Committee Ballot for approval (3) Launch of Project Team for Low-Carbon City Indicators
