II. Summary
Mozambique is a Pilot Program for Climate Resilience (PPCR) recipient country which is funded by the
World Bank. The PPCR program is under the Strategic Program for Climate Resilience (SPCR) approved
by the Government of Mozambique in 2012. The pilot projects are designed to demonstrate ways to
mainstream climate risk and resilience into developing countries’ core development policies and planning.
The country-led approach has enabled Mozambique to transform country-specific plans and investment
programs to address climate threats and vulnerabilities, building on relevant country studies and strategies.
Mozambique is implementing 8 PPCR projects namely Transforming Hydrometorological Services-
HYDROMET, Baixo Limpopo Irrigation and Climate Resilience project-BLICRIP, Roads and Bridges
Management and Maintenance programme-APL-2, Sustainable Land and Water Management-SLWRP,
Cities and Climate Change and Climate Change Technical Assistance project-CCTAP. Among these
projects the CCTAP is the inter-ministerial coordinating the SPCR and DPO, assisting the PPCR projects
which includes the establishment of the Nacional Climate Change M&E and reporting mechanisms as well
as the Operationalization of the Knowledge management Centre.
The CCTAP project’s objectives (PDOs) are to strengthen the institutional and technical capacity of the
Government of the Republic of Mozambique to mainstreaming adaptation and mitigation of climate change
resilience into key economic sectors and to improve the evidentiary basis for future development policy
and planning. The CCTAP project was planned to be implemented from 2012 to 2016 and has three
components: 1- Policy and Institutional Reform 2-Knowledge Management and Evidence Building, and
3-SPCR Management and Coordination.
This report presents the summary of the CCTAP project implementation, as well as the PPCR projects
progress January to March 2016. During the reporting period DPO round 3 has dominated the report as for
the appraisal phase which took place in March. Sectoral planning, Knowledge management (the web portal)
and the M&E framework and a quick round of the PPCR activities were all brought here.

III. Component I: Policy and Institutional Reform
3.1. Development of Policy and Institutional Reforms
The DPO coordination is under the Ministry of Economy and Finance working in close collaboration with
the UMC team and now working with key government ministries such as MITADER, Agriculture, Ministry
of Health, Ministry of Gender, Child and Social Affairs, Ministry of Mineral Resources and Energy, Road
Administration, Water Resources Management Directorate, the Institute of Meteorology. The appraisal
phase consisted in discussions with sectors around the already proposed and approved policies to make sure
that prior actions and agreed indicators are met before embarking in the negotiations with the World Bank.
Overall the DPO 3 appraisal went well in a sense that all the sectors achieved the approval of the already
agreed policies except the Ministry of Mineral Resources and Energy which did not meet the agreed policy.
However, the Ministry of Energy made a compromise to present the agreed climate change reform by the
end of April.
Mention that DPO round 3 is the last cycle of development of policy operations through the World Bank
climate change policy program. This program has led to the approval of over 18 climate change policies
and has also supported the Mozambique state budget in over $100 million. The World Bank assured to
approved and disburse $35 million once the DPO 3 is successfully negotiated and approved.
Please see the attached status of DPO 3 appraisal mission held in April 4 to 8, 2016.

IV. Component 2: Knowledge Management and Evidence Building
The main focus of this component is to enable the Government of Mozambique to establish the Climate
Change Knowledge Management Centre (KMC) and to collect and disseminate the lessons learned from
PPCR investments and the implementation of the DPO in order to fill gaps knowledge in relevant sectors.
To achieve these objectives, two sub-components have been developed:
(I) Design and support implementation of the knowledge management system;
(II) Fill the knowledge gaps in some sectors.
In order to operationalize the two sub-competent the following activities are underway:
2.1 Development and implementation of a knowledge management system and information
sharing on climate change
Update the KMC Web Portal with new features to facilitate better sharing of information on climate change
and climate-related initiatives - in this regard, there were updated on web portal the following knowledge
products:

Climate Finance Readiness Workshop held in Maputo on
4-6 April 2016

I. Electronic newsletters on climate change activities in Portuguese and English – These
monthly e-newsletters (called info flash) bring updates on climate-related news and events - global,
national and local. Thus, e-newsletters are regularly updated and shared to more than 200 users that
were subscribed in the system called “Mailchimp”. In addition to electronic newsletters, briefing
papers on PPCR were printed out and there are being distributted to relevants institutions.

II. Operationalization of National Climate Change Network (Rede Nacional das Mudanças
Climáticas) - It was hired a consultant in collaboration with the UNDP and he has already begun
with presentation of inception report. Participated in the workshop, public institutions which are
part of GIIMC members including private sectors.The objective of this activity is to establish a
National Mechanism of sharing data/ information with relevant sectors. The sectors include: (i)
coastal, fishing and tourism areas, (ii) climate modelling, (iii) communities and local knowledge,
(iv) water resources, (v) biodiversity and ecosystems, (vi) human health, (vii) food and nutrition
security (viii) agriculture, livestock and forestry; (ix) cities and energy and (x) economics and
finance.
III. Production of cultural initiatives on climate change (music) in partnership with MAZU
BAND – Thus, it was produced two songs in this partnership: (1) Mudanças Climáticas “Climate
Change” and (2) Queimadas descontroladas “wildfires”. All these songs will be upload on website.
The objective of this activity is to build enthusiasm young people especially the students through
champion performing Artists and Social Media.
2.2 Strengthening institutions and capacity building on climate change issues
The UMC has been working with various government sectors with the aim of integrating climate change in
key sectors of the economy through policy and institutional reforms as well as strengthening capabilities.
It is in this context that the UMC in coordination with the Knowledge Management Center (CGC) has
supported a number of sectors in the training of its technicians on climate change and disaster risk
management. The table below shows the number of training carried out in climate change topics by

V. Component 3: Coordination, Monitoring and Evaluation, Procument and Finance
4.1. Climate Change Mainstreaming into Sectorial planning
Climate change mainstreaming is underway since the approval of the ENAMMC in 2012 and the National
Climate Change M&E system. In the last three months the UMC has been working with government sectors
namely Agriculture, Health, Fishery and Social Protection. The agriculture M&E system is over 60% of
accomplishment. The Consultant has delivered the draft of the system which as massively shared and
commented during the WB support mission in March. The Consultant is making combination of CA
(Conservation Agriculture) techniques among 8 found in the data. The idea is to find the optimal number
of practices relevant to CA during the last agriculture survey (2014 and 2015). Two field works will be
conducted one in Maputo province on May 11, and another on May 28, in Gaza province, for trial before
the data collection which is scheduled for the first quarter of June in Chimoio and Nampula.
The Ministry of Fishery has been engaging discussions with partners and government sectors for the first
phase of the exercise. The Consultant has submitted the inception draft which also outlines the work road
map final report outline. While the Ministry of Fishery is taking some time to share the inception report
within their network, a “go ahead” has been given to the Consultant to move forward with the data collection
process and start building the actual sector plan. The Ministry of Health experiencing difficulties to
mobilize a Consultant. The process has been going back and forward and this has hampered the timely
delivery of the sector plan. However, the Health Protocol for cholera and other related diseases during the
emergency was approved as part DPO described in next paragraphs. Overall the planning process at sectoral
level has been experiencing some delays due to lack of flexibilities within the ministries. We have learnt
that working with the Government ministries require patience as simple processes can take a piece of time.

4.2. Climate Change Public Expenditure and Institutional Review (CPEIR)
UMC is delivering the Climate Public Expenditure Institutional Review with support of CCTAP funds.
This activity is being implemented closely with MITADER, FUNAB and Ministry of Economy and Finance
(MEF). This summary is sorely a progress portray, and that is why it is well-thought-out in
chronological sort so as for depicting deliverables, as time goes. It should comprehensively inform
the UMC, in particular taking into consideration the tasks it is in charge of for the completion of
the work. Currently the two consultants are working on the draft report and will be delivering a
workshop on Thursday (12.05.16) on the outcomes of the work. Overall the Consultants are
working on the inclusion of “Off budgets” figures, as well as the municipalities. A field work will
be conducted to three sites, namely, on some of climate change relevant expenditures such as
Maputo city and Province, Beira, Quelimane and Pemba. Some of these cities have the PLAs
approved or in preparations. This work should be completed by end of June.
4.3. Climate Finance Reediness Workshop
The workshop was held in the Southern Sun Hotel with the objective of building government capacity. The
workshop was organized collaboratively between the Unidade das Mudança Climaticas (UMC) at the
Mozambique Ministry of Land, Climate and Development (MITADER) and the World Bank to provide
advisory and capacity building services to help improve and enhance their Climate Finance Readiness.
Building on previous discussions between the World Bank and UMC, it was agreed that a set of learning
activities, with practical applications and tailored to the Mozambique context were delivered. This is key
to improving the ability of the MITADER to access more strategically, international and domestic sources
of climate finance for low carbon, resilient growth.
The workshop was part of a longer-term initiative that will draw on expertise within the Climate Change
CCSA (Policy and Carbon Finance teams), the ENR GP (Africa region) and other external partnerships to
deliver a series of learning activities on Climate Finance Readiness. The World Bank team led by Tambi

Matambo (Environmental Specialist) and Pablo Benitez (Sr. Economist), Carlos Cordova (Environmental
Analyst) worked with the UMC and the WB team in Mozambique.
The workshop covered: an overview of key concepts of climate finance and relevance to Mozambique
Context; Sources of Climate Finance: landscapes and Instruments; and, an overview of the key processes
of investment planning and information on tools and frameworks that can help structure and inform low
carbon investment planning processes in the Mozambique context. (CF-Assist)
4.4. Climate Change Monitoring and Evaluation
4.4.1. Build a strong M&E for Climate Change
Mozambique has successfully developed the System for Monitoring of a climate change. Following the
approval of the framework, the country is moving towards fortifying the implementation process. Currently
the process is conducted through Inter Institutional Group for Climate Change who has a responsibility to
report on climate change. In addition, the Climate Change Network developed in coordination with the
KMC will strengthen the M&E system.
Currently, two sectors are reporting to UMC in terms of climate change. They are (Government staff, and
the GIMMC). Further communications is being conducted to guarantee full reporting from Climate change
network (to be created), the NGO network and the financial institutions (Figure below)
The process of building strong Monitoring and Evaluation process is completed by frequent monitoring
visits to Government staff as well as to the Pilot Project for Climate Resilient (PPCR) projects within the
country to monitor the level of implementation of the activities and recommend improvement. The
monitoring system culminates with the production of Report that monitors progress of all actions in
Mozambique. The process of preparation of reports to the pilot projects for climate resilience (PPCR)

4.4.2. Document the results to achieve the report requisites
During the quarter, the project prepared a first draft of the National Monitoring and Evaluation report
The main objective of the report was to summarize progress towards the performance indicators
developed for the National Monitoring and Evaluation Framework and presented in the National
Climate Change Monitoring and Evaluation System (NCCMES), which monitors the National climate
Change Adaptation and Mitigation of Strategy in Mozambique (NCCAMS). The report provides
guidance to the Government of Mozambique in relation to the readiness of different Sectors to report
regularly on the Climate Change Agenda.
The report covered the main sectors implementing activities on Climate Change and produced the table
below that states the level of climate change policies and the progress achieved per institution.

4.5. Procurement and Procurement
During the quarter, the CCTAP Procurement team is to take full responsibility for procurement
under the CCTAP project and other projects and initiatives under UMC management.
The current situation of the consultancy services under CCTAP is summarized in the table below:

4.5.1. Assistance to FUNAB and MITADER.
As mentioned in the previous reports, the CCTAP procurement and finance component has been directly
involved in executing the activities, due to lack of FUNAB’s technical capacity in dealing with Mozambique
procurement and finance regulation - Regulamento de Contratações de Obras Públicas, Contratação de
Bens e Prestacao de Serviços ao Estado, aprovado pelo Decreto 15/2010, de 24 de Maio; incluing, the
World Bank’s procurement and finance procedures.
We realize that the role of the CCTAP procurement and finance staff is not limited in executing the
activities, and due to lack of internal capacity, the CCTAP assistance has been flowing from the role of
executor– UGEA, Financial Reports at FUNAB has been benefiting training which is mostly based on
“learning by doing”. Although can be considered that capacity building have been created to
FUNAB/FUNDES, some challenges to the procurement unit still remain. For instance, they do not have
technical ability to independently; work with consultancies and specifically in international tenders.

Following the balance, the project projections indicate that there is 668 049.92 USD to be used up
to October 2016. However, given the timing of the project and the amount of money available it
is predicted that remaining budget will not be used until October.
