Objective of the project: By continuing to strengthen institutional capacities of the Marine Fisheries Administration for the maintenance and use of a Fishery Statistics System, the mapping of marine fisheries resources and landings and the development, implementation and monitoring of management plans adopting the ecosystem approach to fisheries management (EAFM), the project will further consolidate the knowledge base for the sustainable management and development of artisanal and semi-industrial fisheries in the Red Sea Sate of the Republic of Sudan. The project will contribute to the establishment of an ecosystem approach to the management of key commercial and harvested fish species in the Exclusive Economic Zone (EEZ), within biologically sustainable levels and increase the economic benefits from sustainable fisheries in a least developed country. Thus, by contributing to achieve targets 14.2, 14.4 and 14.7 of SDG 14 ‘Conserve and sustainably use the oceans, seas and marine resources for sustainable development’ the project will contribute to reducing the prevalence of undernourishment in the Red Sea State and to sustain per capita economic growth. And as such contribute to attain target 2.1 of SDG 2 ‘End hunger, achieve food security and improved nutrition and promote sustainable agriculture’. Furthermore by making decision makers aware of the economic potential of sustainably managed marine resources for non-fisheries related socio-economic development the project will also contribute to achieve target 8.1 of SDG 8. ‘Promote sustained, inclusive and sustainable economic growth, full and productive employment and decent work for all’. The outputs of the project will be: 1) Output 1: The Fisheries Statistics System (FSS) and the marine fisheries stocks and landings are mapped and further consolidated. Through technical assistance, training and capacity building. Output 2: A statistically relevant sampling scheme for trawling and purse seining data developed and integrated into the FSS. 2) Output 2: A statistically relevant sampling scheme for trawling and purse seining data developed and integrated into the FSS. 3) Output 3: The implementation of two coral reef ecosystem surveys of focal reef sites along the Red Sea State coast facilitated and the analysis reports prepared. 4) Output 4: The management plans developed and implemented for key harvested species following the Ecosystem Approach to Fisheries Management, including the development of specific ecosystem informed technical management advice for the Roving Coral Grouper (Plectropomus pessuliferus, "Najil"), the Squaretail Coral Grouper (Plectropomus areolatus, "Silimani") and other highly valuable exported species of special concern.

Objective of the project: By continuing to strengthen institutional capacities of the Marine Fisheries Administration for the maintenance and use of a Fishery Statistics System, the mapping of marine fisheries resources and landings and the development, implementation and monitoring of management plans adopting the ecosystem approach to fisheries management (EAFM), the project will further consolidate the knowledge base for the sustainable management and development of artisanal and semi-industrial fisheries in the Red Sea Sate of the Republic of Sudan. Output 2: A statistically relevant sampling scheme for trawling and purse seining data developed and integrated into the FSS.

3) Output 3: The implementation of two coral reef ecosystem surveys of focal reef sites along

the Red Sea State coast facilitated and the analysis reports prepared.

4) Output 4: The management plans developed and implemented for key harvested species following the Ecosystem Approach to Fisheries Management, including the development of specific ecosystem informed technical management advice for the Roving Coral Grouper (Plectropomus pessuliferus, "Najil"), the Squaretail Coral Grouper (Plectropomus areolatus, "Silimani") and other highly valuable exported species of special concern.

5) Output 5: A feasibility study implemented/conducted to assess the ecologic potential and

economic limitations of the Sudanese EEZ in the Red Sea as a fragile ecosystem to provide marine resources and ecosystem services, which can contribute to socio-economic development and inclusive and sustainable industrial development in the Red Sea State.

6) Output 6: Effective office management and logistical support provided 7) Output 7: A Mid Term and a Final Evaluation carried out

The project was planned to start on 1st October 2018. Since the project document and the related Administrative Agreement could be signed by the Norwegian Embassy on 9 December 2018 only, it was agreed that UNIDO in an attempt to condense the workplan will endeavour to implement the activities foreseen for the initial period in 2018 together with those foreseen in the project document for the first full year of project implementation during 2019. Should the delayed launch of the project request the completion of activities beyond the planned completion date (31 December 2022) UNIDO will request to be granted an extension of the project implementation period at no additional costs. Overall progress in achievement of the project’s objective: 7.5% Main activities conducted and achievements in the reporting period (1 January -30 June 2019): For the reporting period the project document foresees the following main activities:

a) Extension of the contracts of national experts (National Project Coordinator, Financial and Administrative Officer, Liaison Officer and Logistics Officer)

b) The implementation of the inception mission (Jan 2019) and the organisation of the first Project Steering Committee Meeting

c) The establishment of the subcontracts with IMR for the provision of subject matter expertise d) The implementation of the first 9 days Fishery Statistics System (FSS) training in Port Sudan e) The identification of a MSC student and a supervisor at the RSU for a MSC study on the FSS f) Procurement and deployment to Port Sudan of a Vessel Monitoring System (VMS). g) The identification of a MSC student and a supervisor at the RSU for a MSC study on trawling

and purse seining h) The establishment of the subcontract with Aqua Action for Water Sports Ltd. for the provision of

the vessel M.V. Don Questo for the implementation of the surveys and the maintenance of the MFA vessel

i) The implementation of the first 9 days training on video data analysis in Port Sudan. j) The identification of a 2 MSC students and supervisors at the RSU for two MSC studies on the

The following activities were carried out:

a) Contracts of the UNIDO project team were extended.

b) The inception mission was carried out by the IMR team leader and the UNIDO project manager from 17 January until 26 January. The first Project Steering Committee Meeting was organised on 24 January 2019 and as per the provisions of the project document, the Steering Committee Meeting was preceded by a series of technical meetings (see Annex 1)

c) An offer has been solicited by UNIDO from IMR for the provision of subject matter expertise. In this offer the entirety of the services to be provided over the whole project implementation period was broken down into 52 work packages. In line with funds availability (UNIDO can only establish contracts up to the amount of funding actually received) a subcontract for the provision of the services related to the work packages set-out below was established. The subcontracts with IMR for the provision of scientific subject matter expertise was established in March 2019. Work packages contracted so far:

• WP 1 participation by the IMR team leader in the inception mission and the first meeting of the PMC (€ 17,488.45)

• WP 2 preparation and implementation of the first FSS training (9 days in PZU plus 4 travel days per expert and mission) (€ 36,104.76)

• WP 3 preparation and implementation of the second FSS training (9 days in PZU plus 4 travel days per expert and mission) (€ 36,279.68)

• WP 5 first training (6 days in PZU plus 4 travel days per expert) on integrating data from trawling and purse seining into the FSS and the use of the VMS and TEDs/BRDs (€ 29,526.74)

• WP 6 second training (13 days in PZU plus 4 travel days per expert) on integrating data from trawling and purse seining into the FSS and the use of the VMS and TEDs/BRDs deferred to 2020 (€ 44,875.46)

• WP 8 the preparation and implementation of 1 training (13 days in PZU plus 4 travel days) on fish taxonomy (€ 24.954.88)

• WP 9 preparation of the survey by cruise leader (5 days in home office and 5 days training mission to PZU plus 4 travel days) (€ 20,159.31)

• WP 10 implementation of 1 21 days at sea survey (provision of a scientific cruise leader, a technical cruise leader and a guest lecturer) (€ 134,116.91)

• WP 11 training (9 days in PZU plus 4 travel days) on underwater video analysis by a senior scientist and a senior engineer (€ 36,104.76)

• WP 12 one day EAFM LEAD training by a senior scientist (€ 36,104.76) • WP 13 5 days EAFM training (for 20 trainees, 1 lead trainer =EAFM training expert ,

and 3 trainers from Sri Lanka) back to back with 3 days TOT training (€ 52605.30) • WP 14 provision of a traininer coach (engineer) to backstopp the MFA trainer in

running a 5 days EAFM training for 20 trainees (€ 10,842.53) • WP 15 backstopping services related to output 4 by the IMR team leader (28 days) and

the EAFM training expert (1 mission and 15 days from home office) (€ 63,852.71) • WP 16 participation by the IMR team leader in the second SCM by means of skype (€

5,090.12) • WP 17 participation by the IMR team leader in the third SCM (€ 15,069.19)

The total value of the subcontract established with IMR during the reporting period amounted to € 537,092.83

d) The first FSS training was scheduled for the period 26 April -5 May 2019. Due to the political events and the consequent advice of the Royal Norwegian Embassy against all travel to Sudan this had to be postponed until further notice.

e) Mr. Mohamed Abdelhameed Iragi was identified as the candidate to dedicate his MSC study to the FSS. He will be supervised by Dr. Sheikeldin M. Ealmin. The topic of his thesis will be: Statistical studies for some commercial families of fish landing on Sigala market (Port Sudan) and some biology studies of Epinephelus fuscoguttatus

f) A VMS was procured and shipped to Sudan. In order to allow counterparts to become acquainted with the analysis of the date to be collected with this equipment the pilot unit will be mounted on the Don Questo and counterparts will be trained in data analysis.

g) Mr. Dia Yusuf Abdelsalam was identified as the candidate to dedicate his MSC study to the trawling and purse seining fisheries. But since trawling has been banned for an indefinite period, he shared part of the data from the fish database He will be supervised by Dr. Sheikeldin M. Ealmin. The topic of his/her thesis will be: Statistical and Biological study of Some commercial fishes in Sigala Market with emphasize on Epinephelus tauvina.

h) The establishment of the subcontract with Aqua Action for Water Sports Ltd. for the provision of the vessel M.V. Don Questo for the 2019 survey was completed. An offer has been solicited for the provision of the vessel and its crew and a subcontract for the 21 days at sea 2019 survey were established. A separate sub-contract was established for the maintenance of the MFA vessel.

The total value of the subcontracts established with Aqua Action for Water Sports amounted to € 55,152.

i) The first 9 day training on the video data analysis was implemented from 30 March to 7 April (See Annex 2)

j) Mr. Mohamed Osman Mohamed and Ms. Khadija Yousif Ibrahim were identified as the candidates to dedicate their MSC study to the analysis of the video data collected with BRUVs and UVCs. The registration process is in progress for the first candidate. The topic of the thesis of the second candidate who completed her registration will be: Assessment of coral reefs status along the Sudanese Red Sea Coast She will be supervised by Dr. Sheikheldin Elamin.

k) The hydro acoustic tags and receivers were procured, imported and are readily available in Port Sudan for deployment during the 2019 survey.

l) A tender was launched and the PADI Red Sea Diving Centre of the Red Sea University Faculty of Marine Sciences and Fisheries was identified as the competent service provider offering the trainings agreed upon in the inception mission for the lowest costs. A contract was established and trainings were completed in May 2019.

3 complete sets of scuba diving equipment were procured, delivered to Port Sudan and one set was handed over to each of the 3 counterpart institutions.

m) TORs for the socio-economic survey were developed and Mr. Ahmed Elhag was recruited as a national expert. He completed the first part of his assignment in April 2019. The second part of his assignment was to coincide with the mission of the international expert that UNIDO had recruited for the socio-economic survey and the livelihood analysis.

n) TOR for a combined socio-economic survey of coastal communities and a livelihood analysis of fishing communities in the RSS were developed and Ms. Leigh Dowsett was recruited by

UNIDO as an international expert. She was on her way to the airport on 17 April when her mission had to be aborted due to the drastically deteriorated security situation in Sudan.

o) See above p) The EAFM LEAD training was conducted on 10 April 2019 (see Annex 3) q) Contract negotiations with the Department of Aquaculture and Fisheries, Wayamba University

of Sri Lanka to host the delegation after the end of Ramadhan and to provide the necessary logistical support were in advance stage and travel arrangements were made, when the terroristic attack took place in Sri Lanka. Ever since UNDSS recommends against any missions to Sri Lanka for security reasons. Consequently an alternative host organisation in a country with comparable socio-economic conditions had to be identified. After several failed efforts the Southeast Asian Fisheries Development Center (SAEFDEC) was approached to host the study tour in Thailand. For SEAFDEC the first possible date to host the delegation from Sudan was the period 19-24 August 2019 and a contract to provide the logistical support (lectures and transport) was established accordingly with SEAFDEC.

r) Ms. Oneisa Abubakar Mohammed was identified as the candidate to dedicate her MSC study to EAFM. Her registration is still in progress

s) Despite seriously hampered communication (internet was frequently rendered dysfunctional in Sudan during the anti-government protests and after the military coup d’état, IMR managed to continue to provide back-stopping services to counterparts in Sudan throughout the reporting period.

In February 2019 the government of the Red Sea State took the decision to suspend trawling activities until further notice. It has to be seen what is going to happen with regards to this decision once the situation in Sudan returns to normal and once the new government is going to fully take up its functions.

According to the project document 6 trainings on the collection of data from trawling and purse seining and the inclusion in the FSS. In the assumption that the situation in Sudan will revert back to normal during the second half of 2019 it has to be seen which stance the new government will take with regards to trawling and purse seining and a decision will have to be taken in the 3rd PSC planned for December 2019

Consequently The Southeast Asian Fisheries Development Center (SAEFDEC) was chosen to host the study tour in Thailand. For SEAFDEC the first possible date to host the delegation from Sudan was the period 19-24 August 2019

Decision makers at the level of federal and state government have been made aware of the benefits of an EAFM approach and are fully supportive. It has to be seen which personnel changes will go along with the political changes. If the changes are drastic and a massive change in leadership is to be observed the EAFM LEAD training might have to be delivered a second time

Implementation of the EAFM study tour to Thailand abd delivery of the EAFM train the trainers trainings. Given that since April 2019 no missions by Norwegian experts could be effected to Sudan a proposal to explore alternative approaches (bring the counterparts to Egypt for training) has been made in June 2019. This will have to be discussed during the 2nd meeting of the PMC in July 2019

2. Cooperation with other projects and discussions held with local stakeholders The project maintains cooperation and synergies with other NGOs, UN agencies and regional organizations working in the Red Sea. Exchange of data and information, attendance of workshops intended to address issues in fisheries and consultative meeting are examples of such cooperation. Currently the project cooperates with: UN Women, German Agro-action and SOS Sahel. Regionally channels of communications are open with PERSGEA regarding exchange of information. While the National Project Coordinator and the Liaison Officer are engaging with stakeholders on a regular basis, the technical meetings with the partner institutions (19-23 January 2019), the first meeting of the Project Steering Committee on 24 January and the EAFM LEAD trainings were the main occasions during which the UNIDO project manager and international experts were consulting and exchanging with local stakeholders. 3. Main problems encountered and measures taken: In order to overcome the problems with visas for Norwegian experts often issued with delays by the Sudanese Embassy in Oslo as it was observed in the predecessor project, a representative of the Norwegian Ministry of Foreign Affairs, the IMR team leader and the UNIDO project manager undertook a curtesy visits to the Sudanese Embassy in Oslo on 12 March 2019. The objective of the project were explained to the Ambassador and the Ambassador ensured to support the timely issuance of visa for the Norwegian experts by the consular section of the Embassy. Only time will tell whether this intervention will have the desired outcome and whether visa will be issued without undue delay once the training activities in Sudan can be resumed by the Norwegian experts. The main problems encountered during the reporting period were of political nature and security related: The present political situation in Sudan is negatively affecting project implementation progress. The EAFM lead expert was in Sudan to conduct the EAFM LEAD training when on 10 April 2019 the protests escalated and the president was ousted in a military coup d’état. His return journey had to be postponed by several days in close consultation with UNDS. In line with the recommendation issued by the Norwegian Ministry of Foreign Affairs to discourage from all travel to Sudan1 the mission by the international expert to conduct the stakeholder analysis of the marine fisheries in the Red Sea State and the livelihood analysis of fishing communities in the Red Sea State (scheduled for the period 14 April -3 May) had to be postponed until further notice. The First FSS training and workshop foreseen for the period 26 April -5 May 2019 had to be postponed too. Preparation of these missions/trainings can only be started again once the security situation in Sudan improves and when the Norwegian Ministry of Foreign Affairs no longer advises against any travel to Sudan. The UNIDO and the IMR project manager are regularly checking the Ministry of Foreign Affairs website and have been in contact with the Norwegian Embassy in Khartoum to obtain information whether and when an improvement of the security situation can be expected. Project implementation was also negatively affected by the terrorist attack that occurred in Sri Lanka on Easter Sunday. As per the project document a study tour to Sri Lanka has been foreseen to expose a delegation from Sudan to first hands experience, lessons learned and benefits observed from adopting an EAFM. Contract negotiations with the Department of Aquaculture and Fisheries, Wayamba University of Sri Lanka to host the delegation after the end of Ramadhan and to provide the necessary logistical support were in advance stage, when the terrorist attack happened. Following the attacks throughout Sri Lanka, UNDSS has put a temporary restriction of external missions to Sri Lanka till further notice into effect. With this restriction still being in place by mid of May, the Southeast Asian Fisheries Development Center (SAEFDEC) was approached to host the study tour in Thailand. For SEAFDEC the first possible date to host the delegation from Sudan was the period 19-24 August 2019

and a contract to provide the logistical support (lectures and transport) was established accordingly with SEAFDEC. 4. Forthcoming work-plan for the second semester 2019: This workplan is subject to the situation in Sudan returning to normal and subject to the Royal Norwegian Embassy to revoke its advice against any travel to Sudan. NB from the moment the Embassy no longer advised against travel to Sudan a period of at least 2 months has to be calculate before trainings can be delivered. This is partly due to the fact that the Norwegian experts will have to plan their work schedule anew and mainly due to the fact that the administrative procedures to obtain and entry visa for Norwegian experts takes some six weeks.

The implementation of the EAFM study tour will not be affected by the situation in Sudan and will be carried out from 19-24 August. 5. Financial implementation of the project: 5.1. Norwegian contribution: In accordance with the Administrative Agreement the Norwegian Embassy affected the transfer of the first instalment of NOK 4,000,000 upon signature of the Administrative Agreement. At the prevailing exchange rate the amount of € 412,732.81 (exchange rate 1 NOK= 0.1048 €) was credited to UNIDO on 12 December 2018. . Upon UNIDO’s request and as stipulated in the Administrative Agreement the second instalment of NOK 8,000,000 was transferred by the Norwegian Embassy in April 2019. At the prevailing exchange rate the amount of € 831,039.32 (exchange rate 1 NOK = 0.1039 €) was credited to UNIDO on 15 April 2019. For the calculation of the detailed budget as comprised in the project document the exchange rate of 6 June 2016 (1 NOK=0. 0.1075 €) was applied. Due to the devaluation of the NOK against the Euro the project was credited in total with € -46,227.87 less than applying the exchange rate used in the project document. installments received:
