develop Japan Industrial Townships (JITs), one of the initiative of India-

Japan Promotion Partnership announced by both the Prime Ministers in

2014.

• This report summarizes the efforts and achievements of JITs being set

up in nine states namely

Indian Cooperation on JIT in Gujarat (Mandal Industrial Park)

Single Window Clearance: All applications under single window clearance portal “Investor Facilitation

Portal” (Land, Building Plan Approval, Electricity, Water, Environmental Compliances, Availing

Incentives, and Labour Compliances) (https://ifp.gujarat.gov.in/DIGIGOV/). Detailed procedures,

checklists and timelines for all approvals have been made available on the website .

GIDC provides almost all the services under single roof. The Online application facility is available for:

Land Allotment, Lease Deed, 2(r) permission, Time, Limit Extension, Transfer, Sub Division,

Amalgamation, Sublet, Water Connection, Drainage Connection, Plan Approval, Plinth Check, Building

Completion Check, Request for Site Inspection

As a step towards investor facilitation and investment promotion, GIDC has set up virtual ‘Japan Desk’

which provides customized solutions to Japanese investors, addresses investor queries and provides

OHC as requested TN Govt. for following.

• Alienation of Government lands and Poramoboke lands. The permission to hold or

lease lands in excess of ceiling limit under Land Reforms Act.

• Both the above requests are under process in Government of Tamil Nadu

Indian Cooperation on JIT in Tamil Nadu (OneHub Chennai Industrial Park)

• Tamil Nadu Government has been carrying out the reform points suggested by DIPP on

Ease of Doing Business. For the year 2018, 203 reform points have been proposed by

DIPP spread across 33 Departments.

• Also, as part of Ease of Doing Business, Tamil Nadu Government has already enacted

the Business Facilitation Act 2018 and Business Facilitation Rules 2017.

• This Act includes 10 Pre-establishment clearances, 9 Pre-operative clearances, 6

Renewals, 26 other clearances and 3 categories of incentives.

• Power – The Government through TNEB facilitated and established one 230/110 KV sub-station and

another 110/11 KV sub-station to meet the power requirements of industries in this JIT. Both the sub-

stations are completed and nowoperational.

• Ground Water (demand 5MLD) - OneHub Chennai requires 5 MLD of water from a lake /Ground water

/reliable source till water pipe line work from Nemmeli Desalination plant executed. This is being provided

from Nemili desalination plant

• Center Median opening at OMR entrance. This is being facilitated by Highways department

• Flood Mitigation – In and around OneHub Chennai flood mitigation works being done by PWD to avoid

inundation like 2015.

• Transport Facility – Public transport facility is provided for Industrials workers to commute nearby towns

(Thiruporur and Mahabalipuram)

Industrial Infrastructure Development in JIT

Roads

• OMR Phase 2 widening from Siruseri to Mahabalipuram will be accelerated.

• Chennai Peripheral Road (CPR) from Ennore Port to Poonjeri (Mahabalipuram) completion

will facilitate locators in easy movement of goods 24x7.

• This JIT has a hostel which will support for industry workers to stay near by work

place also this JIT has a plan to develop the Residential, Commercial, Hotels, Hospitals

and Schools in future.

• Several initiatives have been initiated to finalise and expedite implementation of

infrastructure projects of interest to Japan. Several rounds of JCCIC and JWC

meetings have been convened, various issues relating to the Japanese projects are being

discussed and decisions are taken to resolve the same.

• With the assistance of JICA, Tamil Nadu Investment Promotion Programme (TNIPP) is

being implemented. A High level Monitoring committee monitors the implementation of

this. Under TNIPP, infrastructure projects required by Japanese companies are taken

up for implementation.

• Guidance Bureau, jointly with JETRO has established a Japanese Desk within the

premises of Guidance Bureau wherein a Japanese official sits regularly to assist the

visiting Japanese SMEs. This mechanism has been found to be very useful by the

Japanese SME companies.

• Encouraged by the success of this mechanism, the State Government is exploring the

possibility of having country wise desk with few more countries.

Land: private purchase of large parcels of land for formation of industrial park was a challenge for

aggregating such huge land which took more than 5 years. All 280 acres are purchased under

private negotiation.

Indian Cooperation on JIT in Tamil Nadu (Sojitz - Motherson Industrial Park)

• Tamil Nadu Government has been carrying out the reform points suggested by DIPP

on Ease of Doing Business. For the year 2018, 203 reform points have been proposed

by DIPP spread across 33 Departments.

• Also, as part of Ease of Doing Business, Tamil Nadu Government has already enacted

the Business Facilitation Act 2018 and Business Facilitation Rules 2017.

• This Act includes 10 Pre-establishment clearances, 9 Pre-operative clearances, 6

Renewals, 26 other clearances and 3 categories of incentives.

TN Govt. has been sanctioned the 110 KV Substation with the fund support of JICA- TNIPP

funding.

Access to the SMIP-JIT has been approved for widening the road for around 2.8 KM distance

with the TN Govt. fund with the support of JICA- TNIPP funding.

Sri City is a Private Industrial Park built in functional partnership with the Govt. of Andhra

Pradesh (GoAP). Govt. of Andhra Pradesh does not have any equity in Sri City. Sri City provides

Industrial Land on lease for a period of 99 years with all the Infrastructure Facilities along the

road adjacent to the plot. The land in Sri City is fully owned and converted for industrial use.

• Starting a Business - Registration under Mumbai Shops and Establishment Act is online, in

real time eliminating the requirement of inspection and there is no cost of registration. No

registration required for Shops and Establishment having 0-9 employees. Registration of

Profession Tax is granted in 1 day at zero cost.

• MAITRI - Single Window system has been institutionalized by the Govt. of Maharashtra to act

as the sole point of contact for all industry related approvals. Clear timelines have been

defined and mandated through the Public Service Delivery Guarantee Act and an online

system has been developed for application submission, payment and approvals with only one

time registration at MAITRI. An online grievance mechanism has been implemented.

• MIDC - Several services such as Building Plan approval, Land Availability, Land Allotment,

• Randomized risk based inspection - Maharashtra Pollution Control Board (MPCB) and the

Directorate of Industrial Safety and Health (DISH) have introduced randomized risk-based

inspection for selection of industries to be inspected.

• Registering Property - PAN and Aadhar database have been integrated with iSARITA to verify

identity of the parties during property registration. Title search and encumbrance search can

be conducted online. Stamp duty and registration fees can be paid online. Affidavit and notary

fee payment for mutation has been abolished.

• Labour Department - Filing of single integrated return and applicable payments happen

through online system under all Labour Laws. Self-certification/Third party certification is

now done for all the Boilers/ Economisers in the state. All the licenses regarding pertaining to

Factories are now given for a period of 10 years.

KIADB has taken up the Civil work (36mtr wide, 30mtr wide & 24mtr wide Concrete Roads, RCC

Box Drains, RCC Ducts, Compound wall, Water supply and UGD Works) for Rs.107.71 Crores.

60% of the work is completed. Remaining work will be completed by March 2019.

Water supply will be provided from the existing 5MLD potable water supply scheme of

Vasanthanarasapura Industrial area.

Implementation of 30 MLD Tertiary Treated Water Supply Scheme for industrial purpose is being

taken up for Vasanthanarasapura IndustrialAreas including Japanese Industrial Township.

Electrical power infrastructure is being created to cater anticipated load of 12 MVA of power. The

power infrastructure works will be completed by July 2019.

• Madhya Pradesh is a front running state in industrialization, which has always believed in

investor facilitation. Government of Madhya Pradesh has always welcomed investors and is

• INVEST Portal (www.invest.mp.gov.in)acts as one stop solution for any investor wanting to set

up business in the state. INVEST Portal cover’s full lifecycle of an investment proposal

including various stages like initial proposal, application stage, pre-establishment approvals,

pre-operation approvals, incentive processing & disbursal, renewals, expansion/diversification

etc.

• INVEST portal has not only helped an investor to apply for various state approvals, but a user

can also track the status of his/her applications, make online payment and receive the final

approval certificate through a single investor dashboard. There is no manual intervention

required in the entire process. Investor can provide feedback or file a grievance in case of

dissatisfaction, which are very strictly monitored.

Industrial Infrastructure Development in JIT

• Pithampur is one of the largest industrial area in the country spread over 4500 Hac.

• Smart Industrial Township is a 470 Ha. Integrated Industrial Township developed in

Pithampur, adjacent to NATRAX. Pithampur has a Dry Port (Inland Container Depot) facility

from Container Corporation India Limited (CONCOR).

• This facilitates direct exports of finished goods to foreign countries with all paperwork done at

Pithampur facility. Spread over an area of 17 Acres with adequate infrastructure, it offers

direct connectivity to ports like Jawaharlal Nehru Port (JNP), Nhava Sheva (NSICT), and

Mumbai Port (MBP) for containerized cargo. A Private Freight Terminal (PFT) at TIHI, 15

kms from Pithampur, is developed by CONCOR.

• Indore has a Centre for Perishable Cargo established at Indore Airport to facilitate transfer of

perishable goods internationally. World class plug and play internal infrastructure (water,

Pithampur, a town in the Dhar district of Madhya Pradesh, is located at a distance of about

22 km from Indore via Rau and is 8 kilometres from Mhow, which is another suburb of Indore.

Mhow is an army cantonment at 11 km from Pithampur. Mhow houses three premier training

institutions of the Indian Army- the Infantry School, the Military College of Telecommunication

Engineering and the Army War College. Pithampur is a well-developed industrial area.

A large number of national and international reputed companies are functioning in Pithampur.

Pithampur industrial area boasts of 1000 plus operating units from diverse industries, including

Pharmaceuticals, Automobile, Chemicals and Textiles. Major companies in the area include

Bridgestone, Panasonic, Mahindra & Mahindra, Volvo Eicher, Force Motors, Man Trucks, Lupin,
