1. ObjectiveThe objective of the ODC Center is to enhance the regional researchcapacity and capability in ocean dynamics, air-sea interaction, climatechange and numerical modeling methods through the:1. Provision for annual, tuition-free, English-language training courses for

roughly 15-20 junior scientists and doctoral/masters students. Thesestudents will be drawn primarily from the developing member states inthe Western Pacific region of the IOC. These courses will invite the bestregional experts available to serve as guest lecturers;

2. Organization and hosting of English-language workshops on pertinenttopics to promote interactions between experienced practicingoceanographers and students;

3. Provision of a laboratory environment for testing open generalcirculation model theories and developing state-of-art wave-tide-circulation coupled ocean models;

4. Exchange of visiting scholars and doctoral education.

2. Establishment

Overview: Brief History of UNESCO/IOC-ODC Center

On 11 May 2010, a signing ceremony was held during the Eighth Intergovernmental Session of UNESCO/IOC Sub-Commission for the Western Pacific (WESTPAC-VIII) in Bali, Indonesia, on the establishment of a Regional Training and Research Center on Ocean Dynamics and Climate (ODC).

Officially launched on 9 June 2011

Mr. Cigui Liu, Administrator of the State Oceanic Administration of China, Mr. MitrasenBhikajee, Deputy Executive Secretary of IOC/UNESCO delivered their congratulatoryspeeches at the launching ceremony with witness of Mr. Geng Xia, Mayor of Qingdao City,Mr. Lianzeng Chen, Deputy Administrator of SOA, and other representatives of UNESCOBeijing Office, National Commission of China to UNESCO, and other relevant ministries,institutes and universities.

The first IOC/UNESCO Regional Training and Research Center waslaunched on 9 June 2011 at the host institute, the First Institute ofOceanography, State Oceanic Administration , Qingdao, China.

In the morning, Prof. Yasumasa Miyazawa (from Japan Agency for Marine-Earth Science and Technology,Japan) gave a lecture on ocean data assimilation.

In the afternoon, Prof. Tal Ezer (from Old Dominion University, USA) gave a lecture to discuss on the details of PrincetonOcean Model, including the introduction to ocean modeling and different model types, the terrain-following (sigma-coordinate) ocean models, the generalized coordinates ocean models, wetting and drying algorithms and applications, andthe tutorial of Princeton Ocean Model.

Through this training course, most of the trainees and lecturers become more and more familiar and a profound friendship have beenbuilt among them. Most students and lecturers have made pictures for memory and sincerely look forward to meeting in the nexttraining course.

Since the sign of agreement, ODC center has successfully organized 4 training courses with 204trainees from 28 countries, which have greatly enhanced the capacity building of IOC member states;

The high performance of ODC center and strong requirements from IOC member states suggest that the center should be a permanent one;

For each annual training, 60,000 USD from China, and15,000 USD is expected from IOC/WESTPAC.
