PROJECT PROFILE: VARIOUS INSTALLATIONS FUSIBLE C-900 ® PIPE | FPVC ® PIPE Overview The Brunswick-Glynn County Joint Water & Sewer Commission (BGJWSC) provides water and wastewater services to Glynn County, Georgia, which has a population of approximately 82,000 people. Glynn County, on the Atlantic coast south of the Altamaha River, is one of Georgia’s original eight counties and was founded in 1777. The City of Brunswick serves as the county seat. Glynn County’s coastal location, with beautiful beaches on four coastal islands, including well known Jekyll, St. Simons and Sea Islands, is a recreational haven for residents and visitors. To meet the growing need for high-quality drinking water, BGJWSC operates 14 water production facilities. Water is primarily sourced from the Upper Floridian Aquifer and distributed through more than 450 miles of water mains, 9 elevated storage tanks and 11 ground storage tanks to nearly all of Brunswick and a third of the rest of the county. Wastewater is collected by over 285 miles of gravity collection lines and transported by 90 miles of force mains and nearly 200 lift stations to 3 treatment facilities. Through its comprehensive asset management program, the BGJWSC continually monitors and upgrades these systems to maintain compliance, ensure quality service and be good stewards of the beautiful coastal environment. Like most other municipalities in the state, if a new BGJWSC water or wastewater distribution line involved a GDOT road crossing, the typical crossing design would specify a jack & bore installation of a steel casing to avoid disrupting traffic flow. Casings are sized to be able to insert a fully restrained carrier pipe with sufficiently sized casing spacers to prevent the mechanical coupling bell joints from resting on the bottom of the casing. In 2013, BGJWSC engineering staff evaluated a different approach using horizontal directional drill (HDD) installation of Fusible PVC® pipe as the casing and slipping inside a slightly smaller Fusible PVC® pipe that would carry the water or wastewater. This approach was advantageous for several reasons. First, it eliminated the requirement to dig, dewater and install shoring for jacking and receiving pits. Second, it enabled the casing to be significantly smaller and, because it is Fusible PVC® pipe, it will never corrode. Finally, it removed the requirement for casing spacers. Collectively, these differences simplified installation activity and reduced material costs, which created significant cost savings for BGJWSC.

The Spur 25 Utilities Relocation project, bid in the fall of 2013, was the first project where this HDD crossing approach was specified as an alternative to traditional jack & bore. It included 10 road crossings involving either a) mechanically restrained 8- to 12-inch bell-and-spigot PVC water lines inside steel casings of 16- to 22-inch diameter installed using jack & bore, or b) the same size Fusible PVC® pipe water lines inside FPVC® casings of 12- to 16-inch installed using HDD. The low-bid utility contractor chose the Fusible PVC® pipe HDD alternative based on the trenchless subcontractor, D&C Directional Boring, LLC, quoting it as lower cost than the jack & bore approach.

Based on a successful performance of this new road crossing approach with the Spur 25 Utilities Relocation project, BGJWSC included it as an option or basis of design for road crossings on the SR 99/US 341 – Sterling Industrial Park, Canal Road Water & Sewer Improvements and Sam’s Club Utility Extension projects that bid in 2015 and 2016. All of these projects used the Fusible PVC® pipe HDD road crossing approach with Fusible PVC® carrier pipes from 8- to 20-inch and HDD FPVC® casings of 12- to 24-inch.

BGJWSC, like many other municipalities, has clearly established that when a cased trenchless crossing of a road is needed, utilization of Fusible PVC® pipe by HDD for the casing along with a slightly smaller Fusible PVC® pipe for the carrier pipe lowers cost and eliminates potential corrosion compared to traditional jack & bore designs.
