Introduction to the Green Climate Fund (GCF)
A review of the GCF processes and procedures
Overall Objectives of the Fund1. To make a significant and ambitious contribution to the
global efforts towards attaining the goals set by theinternational community to combat climate change
2. To contribute to the achievement of the ultimateobjective of UNFCCC and serves the Paris Agreement
3. In the context of sustainable development, to promotethe paradigm shift towards low-emission and climate-resilient development pathways

NDA and Accredited Entities • National Designated Authority (NDA)
represents the interests and priorities of the country when providing “non-objection” letter
• Accredited entities: Countries can work through various implementing entities – international, regional, national, or sub-national
• Entities applying for accreditation with GCF need to fulfil the Fund’s fiduciary standards and environmental and social safeguards (ESS)

Project Preparation Facility (PPF) • What is Project Preparation Facility (PPF)
• To support project and programme preparation, especially formicro and small sized projects.
• US$1.5 million• 2 year to submit project to the GCF
• A PPF request should be submitted by an Accredited Entity to [email protected]• Required documents:
• PPF application form• No-objection letter for PPF• Project idea (Concept note, or Funding Proposal, or Annex of PPF application from)
• What is assessed?• Aligned with GCF investment criteria• Justification of PPF needs• Activities for funding proposal development• Budget and implementation plan
Simplified Approval Process (SAP)• The simplifications are two-fold:
i. The application process is simpler, requiring fewer pages and easier form-filling. ii. The review and approval processes are streamlined.
• Projects or programmes are eligible for the SAP if they meet three main eligibility criteria:
1. Ready for scaling up and having the potential for transformation, promoting a paradigm shift to low emission and climate-resilient development;
2. A request for financing to the GCF of up to USD 10 million of the total project budget; and
3. The environmental and social risks and impacts are classified as minimal to none.
• Over time, projects from Direct Access Entities should constitute at least 50 percent of the SAP portfolio.
