Introduction
“Everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care and necessary social services, and the right to security in the event of unemployment, sickness, disability, widowhood, old age or other lack of livelihood in circumstances beyond his control” says article 25 of Universal Declaration of Human Rights. But the flood affected people of Pakistan are still deprived of these basic rights despite intense work of Government and Civil society organizations. School and hospital buildings are either collapsed or need renovations. Physical infrastructure: roads, bridges, water courses and irrigation channels are destroyed. Problems in registration and compensation for flood victims are manifold. Agriculture is the back bone of the people of the South Punjab, which is badly affected due to this flood. Small farmers especially women are amongst the most affected people and they are most neglected too. Thus the livelihood activities of these areas are badly affected. To overcome this difficult situation, FDO in collaboration with UNDP has implemented a Project for the Rehabilitation of Flood Affected Communities in Union Council Daira Deen Panah of Tehsil Kot Addu, District Muzaffargarh. The project iterated the history of FDO’s dedication towards its dream of better, stronger and prosperous communities once again. The project for The Rehabilitation of Flood Affected Communities was implemented by Farmers
Development Organization with the financial assistance of UNDP Pakistan in following six villages of
Union Council Daira Din Panah, Tehsil Kot Addu district Muzaffar Garh:
1. Basti Babni
2. Basti Samandri
3. Basti Shouri
4. Basti Muzamill Wala
5. Dhadhi Wala
6. Basti Boha
Objectives: The objectives of the projects were as following:
1. To restore the Basic Community Physical Infrastructure (Irrigation, sanitation and clean drinking
water ) to resettle the flood affected communities in six villages of UC Daira Din Panah
2. To assist 500 Flood effected families to be less dependent on external aid in their current situation
and to support the restoration of livelihood systems through provision of seeds and fertilizers,
Business Incubation and installation of Family Nutrition Kits(Kitchen Gardening)
Methodology:
FDO adopted the methodology of social mobilization to achieve the above mentioned objectives. 7
democratic and inclusive community organizations were formed in above mentioned six villages with an
effective representation from the most vulnerable segments of society e.g. poor of the poorest, widows,
tenants, elderly people and persons with disabilities (Annex-I). A project Management Committee with
representatives from FDO and COs were also formed to provide assistance to FDO and these Community
Organizations in project implementation (Annex-II).
Activities and Achievements of the Project:

The objectives of the project were achieved through
a set of activities; we are enlisting major activities
which were further divided into small activities:
1. Distribution of seeds and fertilizers to small
farmers for wheat sowing season
2. Implementation of Physical Infrastructure
Schemes
3. Installation of Family Nutrition Kits
4. Enterprise Development Training and
Business Incubation
Distribution of Seeds and Fertilizers: a baseline survey of the target areas was conducted
by FDO team to identify and prioritize the needs of
local communities. After baseline survey, Community
Organizations (COs) were formed. These Community
Organizations consisting on the marginalized and
disadvantaged members and these COs were formed for
managing their own development through transparent,
equitable, inclusive, accountable and community demand
driven processes.
COs immediately after their inception, ranked the challenges
faced by their
community and it
was revealed that
the provision of
seeds and
fertilizers for the
small farmers and tenants was the most important challenge to
be met immediately. They prepared inclusive lists of the small
farmers and tenants for the provision of seeds and fertilizers.
FDO tallied these lists with the data of Government
departments; Project Management Committee further
scrutinized the list.
Seeds and Fertilizers Distribution
Community Physical Infrastructure: Each CO identified the needs of Community Physical Infrastructure (water, sanitation brick pavement and clean drinking water) in their area. FDO’s engineers along with Social

Mobilization team visited the site to prepare the feasibility reports for the schemes proposed by the community. Proposals were developed only for the feasible schemes with detailed cost estimations. These proposals were approved by the Project Management Committee. Once approved by PMC, phase of implementation of the schemes was started. From among the local communities, various working committees were formed for the implementation of each scheme; procurement committee, Finance Committee and Audit Committee. The purpose of these committees is to enhance the sense of ownership among the communities for this kind of interventions. All the material was procured from the local markets to inject money in to local economy. Local community was encouraged to work as skilled and unskilled laborers for these schemes.
FDO kept multiple checks through community participation to ensure quality in implementing such schemes; Procurement committees ensured the high quality material e.g, bricks and cement. For provision of clean drinking water, FDO installed hand pumps (100 feet deep). (Annex-IV)

Installation of Family Nutrition Kits:
Community Organizations were asked to identify the lists of women holding small patch of land for
installation of 17’*12’ FNK. FDO signed an
agreement with Micro Drip for installation and
training to manage this high efficiency irrigation
system for 105 households.
Since this irrigation system is new to the women of local communities, Micro Drip experts and FDOs
social Organizer spent a good amount of time in making it understandable to the local women regarding
its management (Annex-V).

One of the most promising components of this project was the restoration of livelihood for fifty
households. FDO designed its intervention utilizing the inherent capacity in enterprise development. After
identification of fifty five beneficiaries, their capacity to manage a business was nourished through three
days intensive business development training. The training was delivered according to the needs and
understanding of the local community. All of these participants have started their journey to prosperity
once again after this training and their business incubation.
55 community members were trained through Three Days Business Development Training These
participants were nominated by their local Community Organizations through participatory wealth
ranking. The training ended up incubating the businesses for the 53 participants, hence reaching for it
objective of sustained livelihood support to flood victims (Annex-VI).
Objective of the workshop:
1. To sustain and improve the economic conditions of the flood affected households by business
incubation
2. To build the capacity of the trainees about basic concept of business(market survey, marketing,
book keeping etc)
Sessions Plan: This three days training was divided into 11 sessions. This training workshop was conducted in two groups concurrently to maximize the effectiveness through individual attention, but both of the trainings followed a similar pattern. Both groups were facilitated by Mr. Mohammad Waqas and Babr Sufian who were trained in capacity building for Enterprise Development. The sessions were supervised by Mr. Rafi Ullah Baloch who was a master trainer on enterprise development. The training continued for three days and a range of business related topics were brought into discussion. This EDT was a task which offered numerous challenges to FDO team but poverty, misery, self pity, sense of helplessness among the participants proved to be the most challenging, but as the training was proceeding towards its hype, it systematically conquered all the psychological complications of the participants. All the business were conceived, keeping the local social and market context in view, they emerged as an independent, confident and responsible citizen with a determination to be a support for other. During the third and fourth day businesses were all set to be launched with grandeur of a solid determination.
Business Incubation:
At the end of the participants developed their business
development plans. A purchase committee was finalized in a
management meeting for business incubation which includes
representative from project management committee,
representative from each group of business identified, from FDO
program, finance and admin sections to make the procurement
process transparent and economical. The procedures for the
procurement committee were defined and after completion of business development plan, procurement
committee started to procure business kits for the participants. They visited markets in Kot Addu and
Multan for procurement, identified the required material for each business from business plan and

prepared the kits for each individual business. These kits were supplied to the premises of respective
business and with proper visibility and marketing tools (banners and visiting cards) implementation, these
businesses were started.

Lessons Learnt:
Working in post disaster conditions always confronts the organization with ever new challenges and
resolving these challenges brings loads of wisdom to the organization, this project was no exception.
Let’s explain the challenges and lessons learnt from those challenges for each activity:
Distribution of Seeds and Fertilizers:
After formation of community groups, next milestone was the distribution of seeds and fertilizers
to the small farmers and tenants.
Procurement of quality seeds and fertilizers was the first management challenge because the seed
available with the government departments was not up to the mark.FDO negotiated with the
management of Engro Foods and procured high quality seed for its project.
FDO collected the lists of land holding from Government departments but the records and not up
to date. Moreover in post disaster conditions, most of the things are manipulated to attract the aid.
In order to ensure the provision of seeds and fertilizers only to the most vulnerable families, FDO
requested its Cos to provide the list of small farmers and tenants in their area. These lists were
compared with the lists from Government departments to remove the discrepancies. To further
ensure the authenticity of the list of beneficiaries, it was again scrutinized by Project management
Committee. Getting the lists of beneficiaries verified from three groups of stakeholders left no
room for any kind of injustice.
Implementation of CPI schemes:
FDO believes in community participation to achieve the best results. COs were entrusted with the
responsibility of identifying and prioritizing the needs of basic physical infrastructure in their
areas.
At times late disbursement of funds cause hindrance in implementation of these kinds of schemes
but FDO managed to overcome these challenges with its own resources.
In this activity, duplication has always been a threat of which FDO team was warned in the very
beginning. But the psyche of the disaster hit communities poses a greater challenge for field
workers. A couple of such problems faced us; a community requested for a hand pump to be
installed for clean drinking water in their area. After going through all the procedures of
feasibility and implementation it was revealed that another organization has also installed hand
pump in vicinity.
FDO increased its communication with district government and other organizations working in
that area regarding its interventions.FDO uninstalled that hand pump and installed it to another
location where it was needed more.
Similarly on a request from community group FDO started digging for water course but the
opposite party got stay from the court so we had to cease our activity on that project. These kinds
of issues causes wastage of time and human resources, so critical in short term projects.
Such conditions are often hard to predict when you choose to rely on the local communities.
Installation of Family Nutrition Kits (FNK)
Community Organizations were asked to identify the lists of women holding small patch of land
for installation of 17’*12’ FNK. FDO signed an agreement with Micro Drip for installation and
training to manage this high efficiency irrigation system.
Since this irrigation system is new to the women of local communities, Micro Drip experts and
FDOs social Organizer spent a good amount of time in making the women understand its
management.
Enterprise Development Training and Business Incubation
Through participatory wealth ranking community organizations identified the most vulnerable
families for livelihood assistance who were further evaluated by FDO through poverty score card
for vulnerability. 52 households, thus identified were invited for a three days Enterprise
Development Training. The training was focused at developing an understanding of community

regarding basic principles of running a good business like
marketing, book keeping and linkages building. All the
participants developed their business plan for the next year in
which they identified the resources to restart their businesses. A
procurement committee consisting of representatives from
Community and FDO started procurement for the assets for
these trainees and assets were transferred to their business
locations. Their businesses were properly launched through
marketing tools and now they all are running their businesses
better than ever.
The first challenge for FDO was to train a group of people who have never been through training
and most of them were illiterate but FDOs Enterprise Development Trainers started from scratch
and through practical work and market survey, taught them the principle of business
management.
Secondly, FDO has never been for cash grants. To ensure the procurement of business Kits
through transparent and participatory approach and their delivery to the beneficiaries, FDO
established a procurement committee consisting of representatives from Community and FDO.
This committee surveyed the local markets for the procurement of assets and delivered these
assets to the business place of beneficiaries.
Best Practices:
Since rehabilitation in post disaster circumstances is in process of developing and following a standard
way of doing things that multiple organizations can use. FDO’s following best practices are often based
upon common sense, are commonly used where no specific formal methodology is in place or the existing
methodology does not sufficiently address the issue.
1. A strong communication with district government and other organizations regarding target area
and interventions is of utmost importance to avoid the duplication.
2. Social Mobilization is of essence in post disaster conditions to get the people out of the
psychological trauma and building their spirit for collective actions for development.
3. For all the interventions, the most vulnerable groups of the community e.g. women, children,
widows, elderly people and persons with disabilities must be given priority
4. For the interventions like distribution of seeds and fertilizers:
Time factor must be kept in mind whether it’s the right season for sowing the crop?
Data for the beneficiaries must be collected from multiple sources and it must be
carefully scrutinized.
Criteria for the selection of beneficiaries must be very clear and objective.
5. For Basic Physical Infrastructure Schemes:
Community should be engaged in identifying and prioritizing the need of basic
infrastructure.
Schemes benefiting the entire community should be implemented
Local Community should be engaged in implementation
for procurement of materials and as laborers. It develops
a sense of ownership.
Material must be purchased from local markets to inject
money and increase the employment opportunities for
local communities.
6. For the Installation of FNK
If a technology is new to the people of local
communities, they need demonstration on how to
manage it.
Vendor must be sensitized regarding the importance of

successful implementation of this kind of interventions
7. For Business Incubation
People must be capacitated on how to create opportunities for livelihood according to
their local context.
Their capacity must be built through training in local language, with local example and
exposure to local markets.
Their know-how regarding basic business concepts e.g., marketing, nook keeping and
linkages building must be enhance.
Instead of cash grants, people must be provided with the resources (business kits) to start
their businesses.
Since the procurement of a diverse range of assets like
livestock, donkeys carts, poultry and others is not
possible through generally accepted accounting
procedure(collecting quotations, signing agreements and
payments through checks), a group of responsible people
must be entrusted to accomplish this task with
transparency.
Recommendations:
For such short term projects, time is the most critical
resource. All the official procedures that may cause delay
in implementation process must be catalyzed.
Coordination and collaboration with general stakeholders
in general and with partner organizations must be very
effective.
Such emergency projects are best accomplished in an
environment of mutual confidence and support. Partner
Organizations must facilitate each other to overcome the challenges they face.
