Introduction

Contents PMCM, as the name implies, was established to provide mainly Project Management and Construction Management services by following 15 years experience in construction mainly in Azerbaijan.

PMCM’s core services are project management and contracting , however those are enhanced by a range of specialist services such as construction management, cost management, design management, scope management, time management, quality management, resource management, risk management and procurement management.

Although the idea of assigning a third party project management company was charmless for majority of the local Investors, by following successfully managed projects such as Port Baku Tower, National Gymnastics Arena and

Boulvard Hotel, assigning PM & CM for projects are being recognized and improves its position on the local market.

Since the unique resource of project management is human, as a part of its mission, PMCM aims to increase awareness and trigger the importance of continuing personal development in Azerbaijan. To do so, PMCM provides professional trainings on project management, quantity surveying, cost and tender management.

For Investors that still does not prefer to assign a professional body but instead prefer to use their own time and resources, PMCM may contribute as a third eye of the investor, means as an audit, to check the construction procedures, work-flows and provide snap-shot reports.

Some of Our ProjectsBaku International Dryport Project

Role : Complete set of design services, main contractor selection tender management, quality consultant and audit during construction stage

Baku International Dryport project is being under construction with the aim to serve as a terminal to connect roads and railways. Total area used for this project is 350.000 m2 with 6021 mt railways located inside the project area.

We were responsible for the full engineering and design services from the initial investment idea till complete handover to the main contractor.

In addition to the Client’s brief on requirements, with the help of railways transportation and logistics experts, we defined full project requirements by adding technical requirements, and develop full detailed design works of 3 No’s warehouses with in total 9526 m² floor area, 2300 m² GPA, 3 floors office building, 500 m² service building, 250 m² entrance gate and infrastructure and landscape of an area 35ha.

Date:January 2017 / August 2017

Location:Lokbatan / Azerbaijan

Apart from design development, we managed the tender process on behalf of the Client and successfully handover all the works to the main contractor.

Our services continued during the first 6 month of the project as design consultant, quality control and audit purposes.

Project is expected to be finalist in September 2018.


Chinar Plaza Facade Design

Role : Architectural Design

First contract in Turkey.

The brief was to prepare several alternative building appearances that shall be coherent to the neighborhood but more modern and unique.

Following the brief, on the final stage, we provided 3 different alternative facade designs which were all compatible to the brief, resistant to the excessive wind load and within the limits of the project budget.

The one, shown render above was chosen by the Investor and design information was finalized and passed to the Contractor.

We still believe it is the best high rise facade design of the city.

Role : Bidding process management, project management

Bidding process was a real success for PMCM which was managed the bidding process of the main contractor selection on behalf of AGT Construction.

Following a real tough competition in between several main contractors in the region, finally PMCM & AGT Construction is chosen as the main contractor of the project.

The project consists of 3000 m2 steel construction production plant, two floors R/C office building. silo bases, water tanks and several service buildings.

Construction Management

The production equipment were ordered to be in place on May,2018, which gave just 6 months for the construction and we were in a position to loose first month for design revisions and value engineering options.

Remaining 5 months were challenging. In spite of the scattered design information, progress was impressive for the first three month and almost 80% of the project were completed during this catalogue is written at the end of March,2017.

Our first aim and target is to finish the project on time, compensate the loose time on the first month and provide the Client to start production on time to save their resources.

We strongly believe, with our current planning and with the help of gained cooperative and production environment in between all shareholders, we will hit the target on time.

This project shows us the impact of the shareholder management to the project success.

Project Management

During the initiation process of the project, all shareholders were suffered and wasted the most valuable time of the project on typical and common mistakes of local project management.

Clients requirements were not fully understood and designed accordingly, thus the initiation stage of the project was full of design revisions thus to keep in the budget possible value engineering option were investigated.

With PMCM management of the process, all shareholders, main contractor, Client and the designer has reached a final agreement, only then after the project were able to commence the execution period.

Unfortunately, all shareholders have lost one month of project time.


Role : Procurement Management of the Main Contractor

Project Name:Microsoft Azerbaijan Office Renewal

Carpets imported from Germany, lighting fixtures from Italy, Spain and Turkey from 5 different manufacturer and 5 different cities, IT and AV materials all imported from USA, monitors from Korea, logo is from Turkey.

All materials found from different manufacturers by, materials approvals were taken by, orders placed and delivery arranged by PMCM. Also, all financial planning and bank operations were managed by PMCM to hand-over the office to the tenants on time.

Apart from some specified AV equipments, all materials were delivered on time and office was operative on the day that was requested.

PMCM managed the bidding process of AGT Construction on the Microsoft Baku Office Renewal project tender. AGT successfully awarded as the General Contractor of the project with PMCM support. PMCM also appointed as contract manager and procurement manager of the project due to complexity and limited time.

Project is designed by Arup and managed by ACT. Specified materials should be imported from 6 different countries within 60 days of total project time.

As per the PMCM’s initial time schedule, all items shall be procured within the first week of the project which was seen almost impossible due to fit various procedures of AGT such as shop-drawings preparation, tendering, material approvals, placement of orders, manufacturing, transportation, customs and approval processes.


Role : Decoration of Dreamland 3 No’s Mock-up Apartments

Decoration projects are extraordinary challenge for the management companies. It requires vision, marketing, understanding people’s behavior, ability to find compatible parts from different resources and combine them to act together. Also, as it is ordinary for all the projects, that has to be done as soon as possible with limited budgets.

Our team accepted the challenge as always, and achieved the target and get the Clients satisfaction on Dreamland Golf Apartments.

Majority of the products were imported from Europe and Turkey however those are successfully combined with local products even products available on local bazaars like Sederek.

This become a must-see apartments and special thanks and appreciation of the Client encourages us to invest more on decoration concepts in Azerbaijan. Soon we are planning to settle a new companies which will be specialize in decoration.

Role : Facade Contractor

Typical example of the work that we are eager to get. Complex, complicated, in combination of different material and have to be completed within limited time.

That is why we were there. The building’s RC frame was delayed due to lack in planning and we had just three months to complete facade works to complete the building before the opening ceremony of the golf course.

This would be the only building to welcome guests during the ceremony and it was delayed. Materials were specified as SAPA from Sweden for windows and doors,

Rheinzinc from Germany for the roof and facade metal covers, thermowood for facade timbers and decks, natural stone from Turkey. Even just for windows we were given 8 weeks delivery time but we had only limited time for the envelope to close out because the fit-out works Contractor have to start working at least two months before the ceremony.

That was a real challenge we would like to deal. Dealing with manufacturers, finance problems, banks regulations, logistics, customs, transportation and installation. It all should fit in the schedule and there were no time for rectification.

At the end, we got special thanks from Dreamland management, it was a perfect opening organization with lots of guests invited, and it was the first impression of this gigantic project.

Ok, we can confess that after the opening, we did some rectifications more however target was achieved and Client was happy.

Project Name:Caspian Waterfront Small Power and Lighting Works

PMCM provided bid management services to the contractor on his first MEP tender in Azerbaijan.

The contractor was awarded with a contract and PMCM provided contract management, procurement management, Client management during planning and execution period.

In addition to consultancy services, PMCM provided subcontracting of cable pulling and termination of the cables on the distribution boards.

After a strong storm in Shahdag, the roof insulation of the Gondola restaurant flew away and all the restaurant subjected to flood and hazard. We were chosen as the contractor of its renewal because its limited time due to high season opening ceremony. Having just 35 days with heavy winter conditions for renewal of the roof, renewal of the timber ceiling and parquet floor and renew the toilets and kitchen were breathtaking.

In 35 days we did,1400 m2 Remove the damaged roof PVC waterproofing and XPS heat insulation1400 m2 Supply and installation of brand new heat insulation waterproofing membrane600 m2 ceiling timbers renewed800 m2 parquet floors removed and new and more resistant to moisture parquet supplied and installed. Toilets, kitchen and services rooms paint, gypsum boards were renewed.

From the early stages of the project, we have been involved in the project and were awarded as the first contractor of Lenkaran Istisu Hotel Construction.

The existing 5 stories hotel was demolished by our team in a short duration as 10 days, then after excavation works of new hotel was commenced by removal of the debris.

It took 50 days to excavate the hotel and other service buildings foundation, about 50.000 m3 of soil was excavated and carted-away.

Project Management

Following successful operations during the contract period, works were handed over to the RC frame contractor on time. A couple of months later, PMCM were invited as project manager by the RC Frame Contractor to carry operations in Lenkaran.

RC Frame Contract was also successfully handed-over to the Client and by spending 17 months in Lenkeran, our mission was completed.
