1. Background

1.1 Introduction

Strathfield Municipal Council (SMC) has been assigned to prepare a traffic engineering reportinvestigating a proposed Community Hall in place of an existing Scout hall. It is understoodthat a Development Application will be lodged with SMC. A Child Care Centre as well operateswithin the same site and will be retained as part of the proposed development.

1.2 Site Location

The site is located at Strathfield, on the Melville Reserve, as shown in Figure 1. 1. The site hasroad frontages to Hampstead Road and is currently occupied by a Scout's building and ChildCare Centre.

2. The Proposed Development

2. 1 Proposed Site Access

All vehicular access will be via a single existing access driveway 6 metre wide (Category 2)located on the western boundary from the Hampstead Road frontage.

2.2 Proposed Parking Supply

Car parking for 33 vehicles is proposed which includes the following:

< 31 visitor car spaces

< 2 disabled parking spaces

< Small rigid vehicle space (shared within the PWD space)

< On site bicycle parking (6 spaces)

2.3 Proposed Service Arrangement

< On-site servicing consisting of small to medium rigid vehicle

< On-site refuse collection

3. 1 The Road Network

All roads in the immediate vicinity of the site are administered by Strathfield Municipal Council.The hierarchy and characteristics of roads in the immediate vicinity of the site are shown belowin Table 3. 1.

Hampstead Road has a 10m wide carriageway at the site frontage. The Hampstead Road /Arthur Street are priority controlled (give-way) intersection approximately 50m to the south ofthe proposed / existing access.

3.2 Public Transport and Pedestrian Facilities

Flemington train station, on The Crescent is located 550m north of the site.

The nearest on-street bus stop is located on hlampstead Road 250m north of the site.

Formal pedestrian footpaths are located on both sides of all roads in the vicinity of the site.Existing formal pedestrian footpaths exists within the site connecting to Fraser Street.

The proposed parking supply is as follows:

< The total proposed on-site parking supply for the development is 33 car parking spaces(incl. of 2 PWD spaces), as detailed in Table 4. 2 - Council requirements are not satisfied.

SMC considers the adopted parking rate for the proposed development suitable for thefollowing reasons:

< The existing mixed use development has 17 car parking spaces and is currently operatingwithout adverse impact on the surrounding road network. Additional 16 car park spacesproposed will supplement for the additional 467sqm of GFA in the Community Hall.

« For a mixed use development where the users share the car park, it is generally acceptedthat the parking supply can be reduced due to the peak parking demands for each use,occurring at different times of the day and week. For example, in this instance it is expectedthat the Community Hall will peak during weekends and evening hours, when child carecomponent will not operate. Hence the 33 parking spaces can be shared between the ChildCare Centre and Community Hall.

As such, the number of proposed spaces across the development is considered appropriate toaccommodate the normal operation of this development.

4.2 Proposed Parking Arrangements and Their Adequacy

The proposed parking arrangements have the following characteristics:

4.2. 1 Parking Bays

The minimum 90° angled parking space dimensions for medium term parking, in accordancewith AS2890. 1 allows 2.4m x 5.4m. Where a vehicle may overhang the end of a space,provided the first 600 mm immediately behind it is unobstructed, space lengths measuredparallel to the parked vehicle may be reduced by 600mm.

The minimum width required for parallel parking with aisle width of 3m (One-way) is 2. 1 m fromkerb. The minimum space length required is as shown below

The proposed car park has the following parking bays:

« 14 90 degree angled parking spaces measure no less than 5.4m x 2.4m - AustralianStandards requirements are satisfied.

< 13 Parallel parking spaces are provided with a width of 2. 1m and the space length as 6. 3mwith an additional 0.3m for the obstructed end and reduced length of 5.4m for theunobstructed end. - Australian Standards requirement are satisfied.

< 4 Parallel parking spaces measures 2. 4m X 5m where a vehicle can overhand the end of aspace - Australian Standards requirement are satisfied.

< 2 PWD parking spaces measure 5.4m x 2.5m - Australian Standards requirements aresatisfied against the minimum requirement of 5. 4m X 2. 4m with a shared area of same size.

4.2.2 Parking Aisle Widths

Australian Standards require a minimum parking aisle width of 3m for one way traffic flow.Parking aisles vary in widths with a minimum of 3m wide - Australian Standards are satisfied

5. Site Access Arrangements

5. 1 Australian Standards Requirements

With regard to site access, Australian Standards guidelines require the following:

< A class 2 car park with a capacity between 25-100 vehicles and access from a minor roadto incorporate 2 accesses with a 6m to 9m wide category 2 driveway crossover.

< A driveway on a minor road to be not less than 6m from straight edge of the street at anintersection

« Sight distance (for access to 250 parking spaces from a SOkph minor road) to ideally be69m, and a minimum of 45m.

fl An exit queue capacity of 2 vehicles (12m) is required for car parks with a caoacity no morethan 100 car park spaces

< The first 6m of driveway inside the site boundary to be no steeper than 1 in 20

5.2 Proposed Access Arrangements & Their Adequacy

The proposed access has the following characteristics:

« A single driveway incorporating a 6.0m wide driveway crossover along the western boundaryon Hampstead Road - Australian Standards is not satisfied

« The driveway is located over 50m from the intersection with Ari:hur Street - AustralianStandards are satisfied

< Sight distance from access is clear to the Arthur Street intersection and clear to the north -Australian Standards requirements are satisfied

« A queue storage capacity exceeding 4 vehicles (24m) is provided between the site boundaryand the first conflict point (parking aisle) - Australian Standards requirements are satisfied

« The first 6m of driveway inside the site boundary is at a grade no greater than 1 in20 (5%) -Australian Standards requirements are satisfied

< Issue 1 - Access Design

Australian Standards requires 2 access driveways for a car parking greater than 25 spaces andthat the width should be 6m to 9m wide access driveways to cater for service vehicle. Thedevelopment proposal has incorporated a single 6.0m wide access driveway on HampsteadRoad. This is considered appropriate for the proposed development as the existing site catersfor garbage collection and service vehicles within the site boundary. Moreover service activitiesnormally take place during off peak times.

6. Service Vehicle Arrangements

6. 1 Proposed Service Vehicle Arrangements & Their Adequacy

The proposed development has service vehicle access on to the site where the bins will berolled from the storage area up to the loading bay. The manoeuvring area has been designedto accommodate the swept turning path requirements of a garbage truck, allowing them toenter and exit the site in a forward direction at all times.

4 car parking spaces will be unavailable while refuse vehicle manoeuvring occurs. This activitywill take place only once in a week mostly during off peak periods. Hence it is consideredacceptable.

SMC have applied Auto Track to the proposed car park layout to demonstrate RCV's can enterand depart the site in a safe forward motion. The diagram detailing the RCV turn path inprovided in Figure 6. 1.

The existing public transport facilities / services are considered adequate for the needs of theproposed development, and no additional facilities or services are considered necessary

8. Recommendations

8. 1 Car Parking Arrangements

For a mixed use development where the users share the car park, it is generally accepted thatthe parking supply can be reduced due to the peak parking demands for each use, occurring atdifferent times of the day and week. In this instance it is expected that the Community hlall willpeak during weekends and evening hours, when child care component will not operate. Hencethe 33 parking spaces can be shared between the Child Care Centre and Community Hall.Moreover the existing development is operating adequately as a Child Care and a Scout hlallwith lesser number of car park spaces.

According to SMC's assessment practical requirements are met and can be consideredadequate.

8. 2 Development Access

The proposed driveway arrangement for this development does not strictly meet AustralianStandards requirements with respect to width and number of access crossovers. However,SMC considers the arrangement adequate as the current site is operating satisfactorilyproviding access to service vehicle as well as ordinary vehicles on site without impact on theroad network via single access driveway.

8.3 Service Vehicle Arrangements

The refuse collection will take place within the site boundary. The site can also cater for smallto medium rigid vehicles on site at the PWD space or loading bay. The manoeuvring area hasbeen designed to accommodate the swept turning path requirements of a garbage truck,allowing them to enter and exit the site in a forward direction at all times. hlowever 4 car parkingspaces will be utilised for manoeuvring. Since the refuse collection will take place during earlymorning hours the arrangement is considered acceptable.

8.4 Public Transport

Existing services are adequate for this development.

8. 5 Bicycle / Pedestrian Facilities

Existing services are adequate for this development.

8. 6 External Works

No external works are required from this development from a traffic and transport point of view
