National Telephone Hotline on HIV/AIDS Problems
within the Program “Overcoming HIV/AIDS Epidemic in Ukraine” implemented by
International HIV/AIDS Alliance in Ukraine with the support of
The Global Fund to Fight AIDS, Tuberculosis and Malaria
CO “Substance Abuse & AIDS Prevention Foundation”
Background:
July 2002 –
July 2003 –
November 17, 2003 –
CO SAAPF opened a Hotline on Drug Use andHIV/AIDS Problems for Kiev residents with thesupport from the United Kingdom Departmentfor International Development.
National Hotline on HIV/AIDS Problems (45151-41, free for Kiev callers) was launched witha financial support from the Global Fund toFight AIDS, Tuberculosis and Malaria.
All-Ukrainian toll-free, round-the-clock linewas launched (8-800-500-45-10)
Team:
23 specialists working 24 hours a day: 4 counselors – at day; 3 counselors – at night);
• 4 infectious disease doctors and 1 chief expert on health issues
• 18 psychologists and also, working under a flexible work schedule:
administrator, system administrator, lawyer-counselor, website administrator, website editor, webmaster, software developer, janitor and project administrative group.

Further Hotline Development Trends
• The growing number of people are using the website services and turning for the online counseling
• The number of clients, who call repeatedly after the receipt of call-in services is increasing: approximately from 10% in 2003 to almost 30% in 2006.
• Counselors ever more frequently perform the functions of distant case managers (this is especially related to medicinal treatment)
• The number of clients, who turn for a specialized therapy is growing. • The number of calls from journalists has reduced: from 5-10 per
month to 0 in the most recent months in 2006.• A very large amount of information at the Hotline calls for a special
research or a regular analysis of the presumptions made by administration and counselors.
