Project Synopsis of Gujarat Petroleum Chemical & Petro-chemical Special Investment Region

The Ministry of Chemicals and Fertilizers, Govt. of India has formulated the Petroleum, Chemicals and Petrochemicals Investment Region (PCPIR) Policy in 2007 and under this policy, 4 PCPIR's have been declared by the GOVT. of India. GIDC estates and big industries like Reliance, Welspun, Birla Copper, GACL etc. were already existing at Dahej area. Considering this, and since Dahej area is situated within the DMIC and DFC, Ministry of Chemicals and Fertilizers, Govt. of India declared Gujarat PCPIR under the PCPIR Policy on 31/03/2009. Govt. of Gujarat constituted the Gujarat Petroleum, Chemicals and Petrochemicals Special Investment Region (GPCPSIR) having an area of 452.98 sq.km under the Gujarat Special Investment Region (GSIR) Act, 2009 vide notification dated 09/06/2009. The Gujarat Petroleum, Chemicals and Petrochemicals Special Investment Regional Development Authority (GPCPSIRDA) was constituted on 18/09/2010 under the GSIR Act, 2009. GPCPSIRDA has prepared the Development Plan and the same has been sanctioned by Apex Authority and is in force from 15/09/2012. The total area included in the Development Plan is 45298 Ha.Out of the total area, 3477 Ha. area falls within CRZ limit as per study conducted by Anna University for CRZ mapping. In the final Development Plan, total processing area proposed is 50.78% non-processing area is around 49.22 %including water bodies and lakes, forests, agricultural land, gamtal, existing roads and proposed Kalpasar canal etc.

Land Development Mechanism in Gujarat PCPIR:

GPCPSIRDA has conferred the powers to develop the PCPIR under section 15 of the GSIR Act, 2009 and Govt. of Gujarat has designated GIDC as a Project Development Agency under sub section (1) of section 20 of GSIR Act, 2009 for GPCPSIR vide notification no. GHU/2016/(78)/SIR/102016/1432/G dated: 31/08/2016 (Annexure – I). The provisions of the Gujarat Town Planning and Urban Development Act, 1976, shall mutatis mutandis, apply with respect to the Development Plans and to the Town Planning Schemes made under section 17 of the GSIR Act, 2009. Out of the total area i.e. 453 sq km, 50 sq.km of area covered under forest area, agriculture area and water bodies and lakes etc. Total processing area i.e. Industrial area in development plan is 230 sq. km, out of which GIDC acquired 109 sq. km area for GIDC Estates which would be developed by GIDC and remaining processing area i.e. 121 sq.km would be developed by private Developers. Total non-processing area i.e. residential, commercial, institutional, recreational, utility, bhukhi-khadi river development, Eco park, Eco zone, Gamtal Buffer Zone, proposed roads etc of 173 sq.km is proposed in development plan, out of which 118 sq.km area shall be developed through T. P. Schemes by GPCPSIRDA, 8.5 sq. km area is acquired by GIDC for housing purpose and remaining 46.5 sq.km area shall be developed by private developers, GIDC and GPCPSIRDA. Area of 34 sq.km situated within CRZ limit. (Annexure – II: copy of recommendation letter received from Director

(Environment) & Member Secretary, Gujarat Coastal Zone Management Authority dtd: 07-06-2016.) With reference to above detail, the critical developmental area for EC is 230 sq. km. to be used for development of chemicals, petrochemicals and other industries.

Environmental Clearance for PCPIR:

The existing industries in GIDC estates and outside GIDC estate but within the PCPIR, total 50 Industries have availed the EC and 7 industries have availed CRZ clearance as per the type of the Industries/product manufacturing from MoEFCC or State pollution control board of GoG as applicable. Govt. of Gujarat has authorized GIDC as a “Project Development Agency” for GPCPSIR under subsection (1) of section 20 of GSIR Act, 2009 vide notification as per Annexure-I and also to deal with the environmental issues as project proponent vide letter dtd: 21-06-2013 (Annexure-III). To carry out EIA studies for the PCPIR region, GIDC has appointed M/s. NEERI, Nagpur. And thereafter, GIDC has applied to avail the Environmental Clearance for PCPIR to MoEFCC. Water Demand in PCPIR

At present, domestic water demand of the existing area is catered by GWSSB (Gujarat Water supply & Sewerage Board) intake well close to village Nand and Industrial water demand is catered by GIDC from intake well close to Nand village and Angareshwar village. The total water requirement of the region has been estimated1385.58 MLD (305 MGD) out of which 374.99 MLD (82.48 MGD) is estimated for domestic &1010.59 MLD (222.30 MGD) is estimated for Industrial development till the year 2040. GIDC has developed two water supply schemes, i.e. 113.65 MLD (25 MGD) installed capacity each based on River Narmada basin. Out of which, 150 MLD (32.85 MGD) water is being provided by GIDC presently and supplied to the industries. Whereas, industries like Reliance is directly lifting water upto 100 MLD (22 MGD) from River Narmada. Moreover, Narmada Canal based 227.30 MLD (50 MGD) gravity water supply scheme is under implementation from Miyagam Branch Canal of Sardar Sarovar Narmada Nigam Limited (SSNNL). GIDC has made adequate ground reservoirs in Dahej to store water. In total GIDC has 455MLD of water supply sanctioned from the Government of Gujarat to cater demand of entire GPCPIRDA, which shall be sufficient till 2030. (Annexure-IV : copy of approval letter from Irrigation and SSNNL for water supply.) Thereafter, GIDC will draw water from the Bhadbhut Barrage proposed within PCPIR, which is in a process of construction.

Waste Management in PCPIR Effluent: Total effluent generation for the region has been estimated around 300 MLD up to 2040. At present, larger industries like Reliance, GCPTCL, BASF, Hindalco, GACL, GAIL, Welspun are having their own effluent disposal system within their premises and after treatment, the same is disposed in deep sea. The existing

wastewater generation from other large scale industries is approximately 24 MLD for which GIDC has laid 90 MLD capacity effluent disposal conveyance in 2005 in which the treated effluent is collected through underground collection network to the final pumping station in Dahej and safely discharged as per the norms of GPCB and MoEF. It is proposed to construct 3 CETPs, in Dahej and Saykha Industrial estate for all small and medium scale units in the PCPIR.

Sewerage: Total sewerage output for GPCPSIR area is around 250 MLD for which 5 STPs have been proposed. Solid waste: Out of total solid waste generated of 630 TPD, after separating the inert and recyclable waste, the quantity of waste 378 TPD would reach the processing site, where after process of composting, the rejects from this process along with inert would reach the landfill site for final disposal. Infrastructure in PCPIR: Power: Currently power is available from GETCO through 220 KV substation situated at Dahej-I GIDC from which GACL, Indo Gulf, ONGC, ABG, GFL and LNG Petro net are linked. Moreover, 66 KV sub-stations at Dahej supplies power to the units of GCPTCL, BASF, Meghmani, TOYO-INK, LINDE, FILATEX, Universal Power and Sumit Polymer but it receives power from 66 KV Vagra sub-station. IPCL draws power directly from Haldarva at Vilayat Industrial Estate. 220 KV & 66 KV sub-station has been set-up and in operating condition. As per the industrial utility projection, the total power requirement of around 1800 MW for industrial and around 200 MW for residential set up has been envisaged.

SWD: The design of storm water drain network has been undertaken by the rational method. Different sections has been planned to carry the storm water run-off from different planned roads and contributing areas. Different sections have been worked out as per the total storm water contribution from its adjacent area. A total of 105 km of RCC storm water drains have been constructed at Atali Housing I and Dahej SEZ area while a total of 180 km is being constructed at Dahej I, Dahej II and Dahej III. Road: Approx. 150 Km of Roads have been constructed in the GIDC estate. It is also proposed to construct 150 meter wide escape route connecting PCPIR to NH-8 at Nabipur which also intersects proposed 100 meter wide Expressway and DFC. Flood Risk assessment (FRA): Four types of natural flood have been estimated in the study area i.e. Fluvial Flooding, Coastal Flooding, Pluvial Flooding & Groundwater Flooding. For flood mitigation strategies: Dharamsinh Desai Institute of Technology, Nadiad was appointed by GIDC for design of storm water disposal in Dahej region. Storm water drains in the Dahej Region have already been constructed by GIDC within GIDC estates while for the area outside GIDC estate, study will be done and necessary measures shall be taken as per the progress of development. Existing Village pond enhancement:

As a part of flood mitigation measures, it is planned to enhance the existing 14 nos of village ponds and approximately 3.79 mcm water can be saved due to ponds enhancement. Rain Water Harvesting: A provision for rain water harvesting in the PCPIR area has been mandated for all development as per General Development Control Regulations of Development Plan.

Housing Facilities in PCPIR: Total around 16lacspopulation is estimated for Gujarat PCPIR by 2040. It is

estimated that direct employment shall be 2,33,115 and indirect employment shall be 3,66,860 for Gujarat PCPIR up to 2040.

To cater to the demand of the housing facility an area of 8795 Ha.is proposed as residential development in the Final Development Plan.

Many housing areas have already been developed by the private developers to take care of housing in this region. Moreover, GIDC has acquired 694 ha area of land for industrial worker residential purpose out of which 145 hectares have already been allotted to the industries for their residential purpose.

In Town planning scheme area, Authority is reserving around 5% of the residential area for workers and SEWS (socially and economically weaker) housing which shall be developed as per the planning in the final TP Scheme.

Public hearing - main points with solutions / proposals The Public Hearing Proceeding was carried out on July 30, 2014 at village Atali, Taluka: Dahej. The complete proceedings of Public Hearing were made under the chairmanship of District Magistrate, Bharuch and representative of Member Secretary, Gujarat Pollution Control Board. The following important issues were raised during the public hearing:

1) After this Public Hearing of PCPIR and GIDC the new industries that will come, Public Hearing of their Environmental Clearance (EC) will be held or not?

As per the EIA notification, 2006, section 7(i), stage-III, point. No (i), (b) of (Public Consultation): “All category ‘A’ and category ‘B1’ projects or activities shall undertake Public consultation, except: “all projects or activities located within industrial estates or park (item 7(c) of schedule) approved by the concern authorities, and which are not disallowed in such approvals.””

2) Status of Greenbelt development within PCPIR

GIDC has already planted 2.50 lakhs of trees along roads and public utility plots and proposed to plant 1.5 lakhs tress in the running financial year. As per the GDCR of PCPIR, deposits are taking for tree plantation as Rs. 500/- per tree and tree plantation to be @ of 3 tress for every 200 sq. meter deposits for tress plantation are taken at the time of issuance of development permission. If developer has developed the trees as per

the proposal then tree plantation deposits are given back at the time of BU permission after site visit.

3) Land acquired by GIDC -Gauchar land/Lakes/Kabaristhan

GIDC cannot acquire the Gauchar land/ Lakes / Kabaristhan as per the decision of the Supreme Court and resolution of the Govt. of Gujarat. Accordingly, GIDC has not acquired any Gauchar land/ Lakes /Kabaristhan within GIDC Estate, situated in PCPIR.

4) Education & Employment to the Land loser.

GIDC has made special condition in the offer cum allotment letter to the industries to give employment to the local villagers. GIDC has also developed Skill Up - gradation Centres (SUCs) to provide and sharpen the technical skills of the local people. PCPIR welfare society has been formed to look in the welfare issues of the region where there is the representations from the village sarpanches. The society gives financial assistance to the candidate for their technical courses .Around 700 persons have been given the employment till today out of about 2800 envisaged. PHC have been constructed in the villages and also the work of sanitation taken up. GIDC has constructed concrete roads in many villages and undertaken the strengthening of the water supply schemes in the villages.

5) Gujarat PCPIR Welfare Society towards the betterment of villages and Project affected people.

Gujarat PCPIR Welfare Society is a body created by GIDC to act as an autonomous body for implementations of schemes of development and up-liftment of people of villages affected by land acquired on account of Dahej – Vilayat area development and such other projects having similar objects as may be handed over ot the society by GIDC or Govt. and other organizations. The activity shall not be carried out with the motive of earning profit.

Major CSR Initiatives of Gujarat PCPIR Welfare Society

GIDC, the Project Development Agency of PCPIR, charges an additional amount of Rs. 15 per sq. mtr of industrial plot allotted. About Rs. 50 crore have been collected so far and Rs. 35 cr have been spent on welfare activities in the villages of PPCIR. Under CSR initiatives, PCPIR society has sponsored over 350 land losers for technical training in 3 skill up-gradation centres. It has provided monthly stipend of Rs. 3000 and tuition fees of Rs. 15700 per year. Grant of Rs. 18 crore has been allocated for 50 bed modern hospital has been setup at Dahej and other activities like construction of toilet blocks in the villages, portable water supply, pakka village roads, skill development training, construction of police station, model Aanganwadi cum Livelihood centres etc have been carried out by PCPIR welfare society in the PCPIR towards the betterment of the villagers.

6) Livelihood of Fisherman PCPIR is having 34.77 sq km of CRZ area, development of the said area will be carried out as per the CRZ notification, 2011 with due permission of Gujarat Coastal Zone Management Authority. However, Shipbuilding yard is permissible within CRZ limit hence, it would not feasible to reserve whole CRZ area for fisheries but considering the requirement we will reserve the area for fisheries in the final development plan along the CRZ area where no other development shall be permitted.

Details of Rehabilitation & Resettlement in PCPIR  

a) GIDC has acquired lands of 17 villages of the 44 villages falling under the PCPIR. However, GIDC did not acquire any gamtal of villages and also left buffer zone about 300 meter as residential zone around the village gamtal for future expansion of village gamtal.

b) In the case of PCPIR - RDA shall develop all the non-processing area such as residential, commercial, specific mix use, institutional, utility services through the mechanism of T. P. Scheme. In the T. P. Scheme, 35 % land shall be deducted from each owner and Final Plot having area of 65% of original plot shall be allotted to each owner. 35 % deducted land shall be used for road network and other infrastructure and amenities development. And thus within PCPIR -RDA, rehabilitation or resettlement would not arise.

Environmental issues and detailed monitoring plan

In comprehensive EIA & RA studies by M/s. NEERI, Environmental impacts have been anticipated and mitigate measures have been given in chapter no. 4. Moreover Environmental monitoring programme and Environmental Management plan are also incorporated in chapter no. 6 & 10 respectively.

September, 201 0.

And Whereas, the said Authority has resolved to designate the

"Gujarat Industrial Development Corporation" (herein after referred

to as "GIDC") as a Project Development Agency" under subsection

(1) of section 20 of GSIR Act, 2009.
