Project Need

– Lack of aesthetic benefits– Regional Traffic Congestion– Constraints at intersections

– Lack of connectivity– Lack of low stress routing options– Lack of public transit lanes

Project Objectives

– Reduce vehicle miles traveled (VMT) by encouraging transportation mode shift

– Improve access to businesses along SR 29

– Improve accessibility for all modes of transportation

– Improve mobility for all users

– Improve safety for all users through Vision Zero

– Eliminate overhead utility poles

– Improve corridor aesthetics

– Caltrans DP – 30/Other Various Policies | Caltrans internal policies to incorporate climate change into all Caltrans project

– AB 1358 | Circulation element of local government general plan must accommodate all users

– Caltrans Deputy Directive (DD) 64-R1 | Caltrans Complete Streets Policy – roads for all ages and abilities

– SB 743 | Reduction in Vehicle Miles Traveled

– Caltrans DD-R2 | Refinement of DD 64-R1

Changing Policy Parameters

– SB 1 | $54 billion over ten years for roads, but cannot be used for capacity expansion projects

– EO N-19-19 | Directs CalSTA to leverage discretionary state transportation funds to reduce transportation-related GHG emissions and adapt to climate change

– EO N-79-20 | Reaffirms commitment to EO N-19-19 and sets a target date of July 15, 2021 for CalSTA to "identify near term actions, and investment strategies, to improve clean transportation, sustainable freight and transit options, while continuing a 'fix-it-first' approach to our transportation system."

– Climate Action Plan for Transportation Infrastructure (CAPTI) | Recently adopted investment strategy for achieving state goals related to transportation, climate change, and equity, which deprioritizes projects that increase VMT

Collision data collected between October 2016 and September 2019 indicate that the SR 29 project area experienced:
