II. Narrative Report on Environmental Mitigation Monitoring
A Introduction In 2008 a Rural Participative Diagnostic (DRP) was developed in 15 rural municipalities of Diriamba, Jinotepe, Santa Teresa and La Conquista by Association de Development Communitarian de Department Carazo (ADECA); population situation was evaluated on health aspects: sanitary hygiene conditions, gender, food security and environment, among the findings we identified the deficit on water storage infrastructure. For this reason 15 communities were selected to execute the Water Sanitation Project “Promoting hygiene among rural families”, with financing from the United States Agency for International Development (USAID), with the end goal of “Contribute to improving health conditions and the quality of life of rural families”. In compliance to this covenant, an environmental mitigation plan was elaborated for the construction of water infrastructure works for activity 2.7 Construction of 16 water storage basins. This document reports the monitoring activities on Environmental Mitigation for activity 2.7 Construction of 16 water storage basins and describes compliance to the Environmental mitigation Plan (PMA) presented to and approved by the agency in the III quarter 2012.
B Justification for Water Storage Basins Construction
In the year 2011 the Water Sanitation Project achieved the initial baseline, and found that families in the 15 communities had deficit on water storage infrastructure, families prioritized water storage only for human consumption limiting water disposition for personal and home hygiene actions. Greater capacity water recipients for storing water were metal and plastic barrels which did not satisfy the whole family water demand. Families had the need for a greater water storage capacity infrastructure to guarantee showering, house cleaning, laundry and washing dishes at home.

Due to the situation described above, the Water and Sanitation Project-Carazo stated activity 2.7 Construction of 16 water storage basins within its framework. This action would be realized between the second and third quarter FY2013.
C Activity Description The Water and Sanitation Project-Carazo stated the construction of water storage basins in 5 communities located in the municipalities of Diriamba and Jinotepe. Basins construction was realized in an area of family home selected under technical and organization criteria; benefitted families lent their labor during the whole construction process. On August 30th 2013, 22 water storage basins construction was concluded, benefitting approximately 106 families of the communities Paso Real, Tepano, Los Guerreros, Los Baltodanos and Los Díaz; such basic infrastructure increased water availability in their homes, which in turn brings conditions for adopting personal and environmental hygiene habits. In the communities Los Guerreros, Tepano and Los Baltodanos, water storage basins are filled with potable water that reaches them temporarily; in the case of communities Los Díaz and Paso Real, they only work with rain water during the rainy season. A detailed number of constructed basins per community follows:

The 22 basins constructed ease water storage for 106 families in their house chores and personal hygiene practices, contributing to decrease women chores’ burden and less time spent on transporting water home from the source. To guarantee work construction and quality, the following actions were taken: (1) Choose basin location, (2) Materials purchase, transport and delivery to communities and (3) Basin construction
1. Choosing basin location
Basin was located at a minimum distance of 10 meters from latrine and 20 meters from running water, river and creeks.
2. Materials purchase, transport and delivery to communities
Materials used for basin construction were bought in stores from the department of Carazo, transported to each community and delivered to the members of water and sanitation committee (CAS). This activity was conducted by the task team who coordinated with CAS for delivery and distribution of materials in each community. CAS members were responsible for storing, protect and distribute the amount of material previously diagnosed to each benefitted family.
3. Water storage Basin construction
The basin was built with materials such as quarry stone, cement, sand, gravel and iron; they have a square shape with a capacity of 3.5 cubic meters approximately, depending on the number of benefitted families. A basin with a 3 cubic meters dimension would be of 3 meters long by 1 meter wide by 1 meter deep. In the case of a 5 cubic meters basin, its dimensions would be approximately 2 meters long, 2 meters wide by 1.25 meters deep.

III. Implemented Environmental Mitigation Measures From the use of the Environmental Control Application Form (Table 1) for the infrastructure work: 2.7 Construction of 22 water storage basins, it was concluded that the work has a minimum potential to generate adverse substantial environmental effects and thus an Environmental Mitigation Plan (Table 2) was elaborated, where potential impacts of the work were described together with its correspondent mitigation measures. Following, a description of the environmental mitigation measures for the potential impacts in the different phases of activity 2.7 Construction of 22 water storage basins, in its different phases:
A Sites selection
Prior to the construction of water storage basins, task team accompanied user families together with CAS (Water and Sanitation Committee) to evaluate and select ideal sites in order to comply with technical specs and avoid environmental problems in the future for this activity.
B Work construction
1. Work Team groups for cleaning and proper solid waste deposition
User families conducted cleaning labor during and after construction; all waste produced by pit excavation as well as those produced by the water storage basin construction were eliminated and construction.
2. Personal protection gear use, such as: gloves, helmets
People hired for this activity and families participating in the same used the protective equipment handed in by the project (helmets, gloves, mono glasses) and signaled construction area, which helped to avoid accidents and satisfactorily comply with this activity. People transporting materials (sand and gravel) were also oriented to cover it during transport to avoid generation of suspended particles that could harm people or the environment and thus avoid accidents or damages to people.
C Work use and maintenance
1. Families training on use and maintenance of the work
User families are trained on the importance of proper use and maintenance of storage basins through periodic washing to avoid illnesses related to vectors. Also, timely maintenance was promoted to allow for work durability.

2. Keeping water storage basins covered
All 22 storage basins constructed count with built lids, which guarantees that water stored remains clean and avoid vector breeding that could cause illnesses.
3. Use the water just for household chores
Families have been oriented that water stored in basins is exclusive for house chores (wash, shower, garden). Nevertheless, families from the communities of Tepano, Los Baltodanos and Los Guerreros collect water from the domicile net and in shortage moments use it for consumption and cooking by using filters.
4. To not introduce back pumps to avoid contaminating the water (chemicals)
During follow-ups, it was verified that basins are not use by families for activities that could contaminate the water and they were oriented to avoid agro-chemicals introduction.
