Dear Friends,

Purchasing a house in Delhi had become a distant dream owing to high land cost and unavailability of land with DDA for allotment to Group Housing Societies as had been done earlier in Patparganj, Rohini and Dwarka around the1980s. The opportunity has now come by way of DDA’s Land Pooling Policy (LPP) under Delhi Master Plan, 2021 to de-congest the National Capital Region and facilitate it with all modern amenities on the concept of “Smart Cities”. As per the Policy, a Society/ Developer should have minimum 5 acres of agricultural land for submission to DDA, who will develop the whole area and return the residential land equivalent to 60% of their land.

As per the Policy, Delhi has been divided into 15 zones and all the left out land of around 22,000 hectares in Delhi has to be converted into residential zone, most prominent of which is L-Zone comprising around 10,000 hectares of land (25,000 acres) in view of it's being adjacent to Dwarka, Gurgaon and IGI Airport, where DDA has already constructed Urban Extension Road (UER-II) and planned Diplomatic Enclave, AIIMS, International Golf

Club etc. Hundreds of developers, builders and Societies have already acquired the land in the area as the land rates are expected to be doubled within a year, the moment DDA announces its modalities for development of land. If we go by the history of Dwarka since its development, in every 7 to 10 years, the price of the flats have been doubled and presently the rates are roughly Rs. 10,000 per sq. ft. for a normal flat. Going by the same analyses, the projected price of the flats in this area would be around Rs. 16,000 per sq. ft. by the time this project is complete. So an investment of roughly Rs. 4,000 per sq.ft. in 5 years’ time is expected to be 3-4 times in 5-7 years.

Encouraged by this welcoming development, the Group A officers of the Central Government Ministries formed Central Secretariat Services Officers Society (CSSOS) under Societies Registration Act XXI, 1860 ( Regn. No._S-E/784_). The society comprises of the officers from various Ministries/ Departments including Home, Finance, Civil Aviation, Delhi Metro and Urban Development, who are responsible for drafting the LPP and its execution through DDA.

The society has already entered into an agreement for land aggregation and procurement with the largest developer in L-Zone and launched their project “CSSOS Officers Enclave” to provide high-quality dwellings with competitive prices only for its members and the membership is open only for Central/ State Govt., Public Sector Undertaking and Bank employees. This Project will be unique in terms of its amenities/ facilities, which can boast of not just an elite address but elite neighborhood also.

Executive Body feels gratitude to all its members for their overwhelming response which has made us complete requisite membership for Officers Enclave I on 5 Acres land and announces opening of membership for Officers Enclave II. The Society has already purchased the land in Samaspur Khalsa and Ujjwa Villages being the growth centre of L Zone, Dwarka.

Unlike builders, CSSOS being a Non-profit Society with working group "A" Officers" from Ministries/ Departments in Governing body, you can rest assured of integrity, credibility and responsibility which you can never have with any builder. So let’s enter the zone of an ethical happy housing of CSSOS to have your own flat in the heart of Delhi. Till the time banks open up for housing loan after DDA develops the sector and allots the residential land in lieu of society's above mentioned land, CSSOS offers a PL convertible into home loan @11 -12% from banks with a subsidy of 2.5% through its Promoter & Facilitator, making the effective interest rate @ 8.50-9.50%.

Don't be Lured by false promises and cheaper rates by private Societies/Developers who may collect your hard earned money and cheat you later like any Ponzi scheme.

The Members will have exclusive rights to the premium Membership of CSSOS Officers Club within the Enclave. They will also be entitled to the discounted price of flats (from 1 lakh onwards) of reputed builders in Delhi – NCR in their Projects, with whom Society is entering into collaboration soon. DDA DELHI MASTER PLAN 2021

DDA is all set to transform the landscape of Delhi. It is building 4 new smart cities. Two smart cities near Dwarka(L & K-1 Zone) and one each near Narela and Rohini. These smart cities will be self-sufficient sub cities with 24x7 water and electricity supply. Wi-fi connectivity, metro, wide network of road and expressways, commercial zones having malls, entertainment zones and offices.

Each smart city will have specialized healthcare facilities with modern hospitals equipped with the latest machinery. These smart cities will be based on the concept of the green city with space for green belt, landscaped gardens, rainwater harvesting, zero discharge through dedicated sewerage treatment plant. These smart cities will be a showcase of 21st century India.

Land Pooling Policy

Delhi has witnessed a huge gap in the demand and supply of housing units. When the Master Plan of Delhi (MPD) was reviewed in 2006,

it came to light that only 3.5 lac units are being provided by DDA whereas the need is for 35 lakh units. This has forced the people to live in

unauthorized colonies which are lacking in basic civic amenities and moreover are still of agricultural land status.

The Delhi Development Authority (DDA) has proposed the new 'Land Pooling Policy'. It is based on Public-Private Model (PPP) in land

assembly and development in Delhi. It will allow the entry of the private partners in the land acquisition of Delhi.

The policy will allow consolidation of the private land by its owners through pooling and surrendering it to the DDA. The DDA will then provide

a chunk of the developed/converted land back to the owner instead of compensation.

According to Master Plan for Delhi-2021, notified on 07 February 2007 NCT of Delhi has been divided into 15 planning zones. Out of these, 8

zones (A to H) cover existing Urban Area. Zone 'O' covers River Yamuna and the remaining 6 Zones (J to P) are part of the Urbanizable Area.

The policy has been notified on 5th September 2013 and stated that the immediate urban extension could be in the zones J to L, N & P (I & II).

Government of India has approved the land Pooling Policy in May 2015, which has been notified by Delhi Govt. on 17th May, 2017.

The Aim of the project

Since the Society has been formed by Group of officers of the Central Government Ministries with the majority of members from CSS including IASs/ IPSs/ IRss, the society envisions a close cohesive ambiance with a view to foster brotherhood and fraternity among all the members.Central Secretariat Services Officers Society (CSSOS) is a society of CSS officers for CSS Officers of Central Govt. along with officers from State Govt., PSU, Banks, Financial, Academic Institutions and selected professionals, with an aim to provide not only an (i) affordable housing but also an elite neighborhood ; (ii) Officers’ Clubs all over India; and (iii) Quality education through its Schools, specifically for the officers/ families/ relatives of Central/ State Government officers/ officials, Public Sector and Bank employees.

Central Secretariat Services Officers Society (CSSOS) is a symbol of service, unity and epitome of solidarity. This long association of the CSS fraternity has now taken a formal and legal shape when the officers decided not only to live together in proximity and take forward the CSS legacy but also to provide high-quality dwellings with competitive prices to others. This culmination has resulted in the formation of a housing society christened as CSSOS.Our society is registered under Societies Registration Act XXI, 1860.Unlike business persons, private sector professionals, the Government officers have to live on their limited means. Purchasing a house in good locality of Delhi was becoming more of a distant dream. The opportunity has now come by way of DDA’s Land Pooling Policy (LPP) and Government’s announcement to develop Delhi into a “Global City”, with setting up of 3 “Smart Cities” to de-congest the National Capital Region and facilitate it with all modern amenities.“Smart Cities” will be established in the proximity of Dwarka. Ministry of Urban Development has already approved the Master Plan of 2021 and land pooling policy of DDA.These led to coming together of many like-minded Govt. officers and form a society with a view to putting in place a Housing project for all to be mutually beneficial.

The Society aims to facilitate acquisition of agricultural land in this area, which will then undertake construction of a Group Housing project once the gross residential land is returned by DDA after development in lieu of the agricultural land pooled as per the Government Notification SO 2687 of 05 Sept 2013, and all the requisite approvals from the Governmental authorities have been obtained. The land is to be allotted within the “L- Zone” (within a radius of around 0-5 kilometer from Dwarka) for the Society’s Housing Project. The government is likely to come up with detailed regulations by the end of this year, based on which the approval for commencing construction will be undertaken. Therefore, the financial outflow will be staggered over the period and in the meantime, the value of the land would also appreciate as time passes by, hence the most beneficial groups would be the early subscribers to the scheme.Our society aims to procure land for the Project at better locations, closer to Dwarka and IGI Airport. The land prices are going up rapidly following Government’s announcement of the “Smart City”. Therefore, the present land cost is expected to increase substantially in the coming months compared to the cost currently being charged by the Society / Developer.The society, therefore, aims to arrange resources and register the land in its name from the Developer at the earliest, to reduce the Project cost, in view of the rush by various competing developers and Societies to procure land in that area.
