QThere are so many estate agents in the area. What should I look for to make the right choice to represent my property?

ADon’t believe the hype, it’s hardly rocket science. Properties tend to sell

themselves and it’s rare that a buyer buys a property they don’t like.

However, our role is to optimise the position of the seller. We ensure the best buyers get to view the property and are encouraged to pay the right price. There is little reckless spending these days, so it is crucial we as agents are experienced and familiar with local evidence and pricing to be able to inform the buyer accurately and underpin the value of the property.

A great deal can go wrong between an offer being agreed and an exchange of contracts taking place. A sale rarely goes exactly to plan. A successful sale often needs a good agent in the middle who has been able to build an honest and credible relationship with both the buyer and the seller.

The survey will likely be unfavourable, bank valuation low, solicitors winding each other up and timings may slip. This is quite normal but should be dealt with sensitively. No one benefits from a brash estate agent charging in like a bull in a china shop with little real understanding of the process.

Watch out for the highest price and the lowest fee – it’s a common trick. Keep your wits about you and your feet on the ground. The agent who capitulates on their fees at the first sign of negotiation is hardly going to be a poor negotiator for themselves and then suddenly a great negotiator for you when dealing with the buyer. The difference between a successful sale and a not-so-successful sale is likely to be greater than any fee-saving.

It certainly helps to choose an agent that understands your requirements and that you can communicate with, but also think about how the agent will get on with a buyer. If you were a buyer, would like the agent’s approach and manner?

Beaney Pearce sales manager Richard King presents his personal guide to Notting HillATTRACTIONS Notting Hill remains a firm favourite for young professionals, media types

and families drawn in by the mix of period property, tree-lined avenues and garden squares that sit cheek-by-jowl with vibrant bars, restaurants and shops. With development of the area mostly completed by the 1870s, property on offer is still predominantly Victorian, with high-ceilinged first-floor conversion apartments and garden square houses typically being most in demand.

SHOPS From Holland Park Avenue to Notting Hill Gate and on through Portobello Road, there is a dazzling array of choices for the discerning shopper, especially foodies. Lidgate has provided the very best meat and game that the country can offer since 1858. The Spice Shop on Blenheim Crescent will add another dimension to your cooking, and Portobello Market can offer you just about any vegetable or fruit known to man.

TOP STREETS Holland Park’s Italianate villas and the houses surrounding the communal gardens of the Ladbroke Estate are the top addresses in the area, with proximity to the Central Line being a big draw for apartments.

RESTAURANTS CAFES AND PUBS In addition to well-loved staples such as Julie’s, E&O and First Floor, there have been some exciting new restaurant openings in the past year or so, with more to come. The Shed, just off Notting Hill Gate, offers nose-to-tail cooking with animals sourced from the family farm in

Sussex. Granger & Co on Westbourne Grove has a modern, produce-driven breakfast, lunch and dinner menu and is well worth the occasional wait for a table.

LEISURE You can’t mention Notting Hill without thinking of the annual carnival, now into its 47th year, bigger than ever and set for the bank holiday weekend in August. Film lovers are spoilt in Notting Hill, with not one but three cinemas with a more boutique feel than some of the 16-screen behemoths in neighbouring areas. The refurbished Electric has now re-opened, and the beautiful Coronet and Gate Cinemas continue to show an eclectic mix of arthouse, blockbuster and classic films.

SCHOOLS Private schools in the area tend towards pre-prep and prep age groups, with Wetherby School, Norland Place, Bassett House and Pembridge Hall all much in demand. Both Fox School (primary) and Holland Park School (secondary) are local authority maintained schools judged by Ofsted as being outstanding, with Holland Park undergoing consultation with parents on whether to apply for academy status, and currently subject to an £80m refurbishment.

TRANSPORT It may be hard to find a better hub than Notting Hill. For trains there are the Central, Circle, District, Hammersmith and City lines, as well as the overground and National Rail services from Shepherds Bush. For buses there is easy access to the West End and City, and roads take you out easily to the A40, and are within easy reach of Heathrow.

The second half of last year was not that great for the London property market. Prices were maintained but the number of transactions was definitely down and there was a general feeling of hesitation. This was unsurprising really, as the Coalition was threatening an annual mansion tax on all homes valued over £2 million, and there was a White Paper due on a proposed annual levy on all homes held by companies and other ‘non-natural persons’. The result was stagnation.

The mansion tax generated widespread protest and Boris Johnson quite rightly labelled it a tax on London. Not only did it unfairly penalise hard-working families who had simply bought an average home in the capital, but it also penalised people who had bought their homes years ago when prices were relatively cheap and had simply seen prices rise.

The little old lady who bought her home a generation ago for a few thousand pounds could now be the owner of a million pound property and be taxed accordingly, despite earning no income from her property or other sources. In fact, few owners of million-pound houses were earning an income from them, but were to be taxed all the same.

The annual levy on properties held by so-called ‘non-natural persons’ was the Government’s response to a tabloid campaign against stamp duty avoidance. While a small minority were buying through companies to avoid this tax, most had perfectly valid reasons for doing this.

Many of my clients hail from countries that place restrictions on foreign home ownership. Others were structuring their affairs to minimise inheritance tax in their home countries. Many others were simply property developers, buy-to-let investors or estates, which were not private citizens but bought and sold property as part of their legitimate business dealings.

Finally, answers came. The Conservatives came out and said they would oppose any attempt to introduce a mansion tax. The Liberal Democrats seemed to take their Coalition partners at their word and, thankfully, have backed away from this ill-conceived proposal.

Opponents of the annual levy were not so fortunate. It is to go ahead but with some sensible exemptions for some businesses. No doubt it will cost far more to excise this tax than it will bring in revenues as the properties must be re-valued every five years.

This year has most definitely got off to a good start and while we may not see double-digit price increases, property values will most definitely increase. This could even be the year in which we see London consolidate its title as the world’s most expensive city. It looks like ’13 is not going to be unlucky after all.

With English Heritage’s blue plaque scheme under threat, would we miss it, asks Cheryl Markosky

Savills Sloane Street’s Noel de Keyzer, currently selling the former blue plaque home of lawyer and statesman Lord Haldane for £10.95 million, thinks blue plaques form a valuable part of London’s rich and varied heritage. “Overseas buyers are interested in who’s lived in a Georgian or Victorian house and find the plaques informative and entertaining,” he says.

His colleague Charlie Bubear in Chelsea adds: “Pictures of the plaques help get people round – including some of the more nosy spectators.”

A plaque commemorating someone significant in art or literature will gain attention, but anything less highbrow might not be such an attraction, explains Alexandra Mathew from Cluttons Holland Park.

Mathew believes inheriting a piece of heritage plays a big part in property deals. “Whether it’s a blue plaque, photos of the property in days gone by, or evidence of a connection to an historical figure or event, there’s no doubt the history of a building is intriguing and people want to buy into it.”

House finder Saul Empson from Haringtons UK comments: “I’m not sure a blue plaque helps sell a house per se, but anything that encourages more buyers (a bigger market) can’t be a bad thing. Some plaques are worth more than others. A plaque commemorating the stay of an obscure foreign poet may not help at all, whereas one for Karl Marx might appeal to the Russian market.”

Knowing that the house was built on the site of an infamous event (such as 10 Rillington Place) would be extremely important, as that could seriously impact the value of a house, he adds.

Curiously, Saul says the blue plaque put up for his poet and critic grandfather Sir William Empson (allegedly outside a building where he briefly rented a squalid garret flat on Marchmont Street, Fitzrovia) is attached to the wrong building. “In any case, he lived for most of his life in Hampstead, when not away teaching in China, Japan or Sheffield.”

At the end of the day, it doesn’t really matter whose plaque it is – it just lends a house an identity, a history and something interesting to write on a glossy brochure, suggests Roarie Scarisbrick from Property Vision.

“I did receive a brochure recently advertising a blue plaque house but nowhere in the marketing did it reveal the identity of the little-known former occupant. That it was blue-plaqued was sufficient for the sellers,” adds Scarisbrick.

Report by Glynn Gibb, head of Savills Fulham Bishops Park The market in SW6 so far in the New Year has been relatively active. We have seen a number of properties priced over

£3m go under offer, with a steady level of interest in sub-£2m family houses (of which there are few left in Fulham).

In terms of Bishops Park and Munster Village, we are being invited into a number of properties to give the owners up-to-date market advice on price and saleability, and have secured several good instructions in light of the fact that we now have strong local presence with the new Fulham Palace Road office.

Looking ahead, we expect a relatively strong spring market for the sale of good family houses, especially in the prime Parsons Green, Bishops

Park, Moore Park and Peterborough Estate areas. Some of the older stock that has been on the market for a while has now sold – a few resulted in multiple bids and deals for over the guide price.

There are great opportunities in Fulham for the seasoned property developer, and the Savills auctions team have secured a few instructions that will no doubt be very popular. Landlords serviceLack of availability in mortgage finance, in conjunction with a growing requirement for many wanting or needing to move to a larger home, has dramatically boosted demand for rented homes. This has, in turn, increased the number of investors with a lettings portfolio.

In addition, an increase in the number of accidental landlords made up of prospective vendors unwilling to sell in the current market, or families and professionals relocating abroad for work but who want to retain a residence in the UK, has led to an increase in rental stock.

To help its clients as much as possible, particularly those who are new to the industry or who are managing a large number of properties, international real estate adviser Savills offers a rent receipt service. The company will collect and chase rental payments on behalf of the landlord, alleviating much administration and any potential awkwardness that may arise between a landlord and tenant regarding any financial transaction. London’s homes are now worth an aggregate £1.12 trillion, accounting for 22.5 per cent of the UK’s housing value but just 12.2 per cent of total stock, according to Savills statistics.

The capital’s value has risen by £140 billion over the past five years, and that value gain alone exceeds the total value of all homes across the whole of North East – just £128 billion, down 19.3 per cent from peak.

Oliver Lurot, head of Savills Notting Hill, says that while figures show that house prices across the UK have not reached the levels of 2007, prime Central London is still seeing growth year on year.

“According to our research department, appetite for the best property in prime Central London will continue to rise over the next five years as international private wealth continues to flow into the capital, be it investment driven or those looking for boltholes in London,” said Lurot.

“Attracted by the city’s robust financial status and transparent market, buyers from India, the Middle East and Russia come to London’s prime locations looking for prestigious and secure turnkey properties. It is the demand from both these and the

existing domestic buyers that has kept prices fairly bulletproof, particularly in the boroughs of Westminster and Kensington and Chelsea, where the stock levels are low and there is little room for development.”

The best houses in the best streets still are still generating competition between buyers, reports Lurot. Two such properties currently on the market are a mews house on (above) Holland Park Mews (offers above £2.95m) and (below) a Wycombe Square townhouse (£10.5m).

Buyers are motivatedProperty buyers are growing more motivated and expanding their searches to find the right home, according to the latest London Barometer by estate agent Douglas & Gordon.

“January reaffirms our hunch that 2013 will be a good year for sellers as stock levels are 10 per cent down compared to this time last year, and we received 50 per cent more offers from what felt like more motivated buyers,” said Ed Mead, Douglas & Gordon director.

“The actual number of buyers registering is consistently high and the fact that they are looking in multiple locations shows that many are willing to expand their search at a time when stock is increasingly scarce.”

Douglas & Gordon’s latest sales price index for London shows that at the end of 2012, the average price of a four-bed house was £2,199,167, three-bed house £1,409,167, two-bed flat £644,167, and one-bed flat £417,917.

A year of first-time progressThis year could see real progress for prospective home buyers thanks to the Government’s Funding for Lending scheme, predicts estate agent Marsh & Parsons managing director Peter Rollings.

“The Funding for Lending scheme has rekindled the mortgage market, and the freeze on lending is starting to thaw. But the most crucial development towards returning to a healthier level of house sales is that it is fanning the flames of the first-time buyer market,” said Rollings.

“Not only have rates plummeted, but an increasing number of new buyers are able to access cheaper finance at higher LTVs (loan-to-value). Nearly one fifth more first-time buyers were able to get onto the property ladder in December compared to two years ago and if this trend persists, it will help unfreeze property chains, allowing moves higher up the market,” he said.

“Lenders seem to have a renewed confidence in the housing market, and if they continue to increase their commitment, 2013 will be a real year of progress for prospective home buyers.”

Rollings has also seen signs that the London market will see an even stronger spring. “Strengthened domestic buyer demand has been supplemented by increased interest from Europe following the euro’s climb against the pound, and as a result we’ve seen buyer numbers up by 9 per cent compared to the same time last year,” he said.

“This will feed through into enhanced competition in coming months, boosting sales prices and transactions in prime London in the first half of the year.”

OPINION DIVIDED ON FLS IMPACTMortgage brokers are divided about whether the Government’s Funding for Lending Scheme, which was introduced to encourage banks to lend money to small business and housebuyers, is having any real impact on the mortgage market.

A recent survey showed that nearly half (43 per cent) of mortgage brokers felt that the FLS is having a positive impact – yet almost as many (41 per cent) took the opposite view. Bank of England figures for December 2012 show that while mortgage lending for house purchase by the major UK lenders increased by £1.7 billion in the first five months of the scheme, compared with the same period in 2011, their overall mortgage lending during this period actually fell by £2.3 billion.

When questioned about the anticipated impacts of the FLS, the most common expectation among brokers was a reduction in mortgage rates (77 per cent). Just over half (51 per cent) thought it will result in an increase in the availability of loans (51 per cent), while slightly fewer (49 per cent) predict more lending at higher loan to value ratios.

COMPETITION BETWEEN LENDERSMortgage lending dropped dramatically at the end of last year, according to figures from the Council of Mortgage Lenders, but this is hardly surprising and nothing to worry about, says Andy Knee of specialist firm LMS.

“The drop in activity in the second half of 2012 was widely anticipated, this being a lull before the full introduction of the Funding for Lending Scheme (FLS) which is widely expected to bring a pick-up to the mortgage market in 2013,” he says.

“December’s drop can also be attributed to savvy homeowners holding off for more competitive products in the New Year, combined with the normal seasonal lull in activity in the months leading up to Christmas. We expect FLS to increase competition between lenders and this should result in better deals for the mortgage customers and a restoration of growth in the market this year.”

Rates still fallAt least we’ll have extra cash for petrol, suggests Duncan FarmerNews that the Government will not launch an investigation into the price of petrol and diesel after a

report by the Office of Fair Trading has come as a disappointment to drivers. Motoring organisations have claimed that when the wholesale price of oil rises, the price we pay at the pump soars like an arrow but when oil prices fall, the cost of filling our tanks drops like a feather.

While the outcome of the OFT report will be a blow to haulage firms and other motorists, it will make little difference to the life of the average Londoner. According to figures from the Office for National Statistics, Londoners spend less on fuel and transport than people living in most other parts of the country.

That is probably not surprising, but remarkably the ONS survey also found that Londoners spend far less on food, going out, culture, and alcohol and tobacco, even though people living in the capital have far more disposable income and higher gross earnings than the rest of the nation.

By far the biggest cost for those of us living in the capital is housing, both in terms of rent and mortgage repayments. At a time when the Retail Prices Index suggests that the cost of living is rising by three per cent a year, the cost of mortgages is falling. And it

is set to fall further, as brokers believe fixed rates could drop to 1.5 per cent. .

Yorkshire Building Society has just launched a 1.99 per cent two-year fixed-rate mortgage, and Nationwide, the UK’s largest building society, has cut rates to two per cent on its two-year deals.

“Rates are likely to fall further and two-year fixes could go as low as 1.5 per cent,” says Mark Harris, chief executive of mortgage broker SPF Private Clients. “They are falling all the time with no upward pressure on underlying swap rates. The base rate is set to stay the same for years to come.”

Last month I reported on Citi’s prediction that the Monetary Policy Committee would hold rates at 0.5 per cent until 2017. Since then, many analysts have put that date back a year to 2018.

So while the rest of the country suffers from the high cost of living, Londoners who shop around for the best home loan can look forward to having a little extra cash to spend on petrol.

Incidentally, the high price we pay for unleaded and diesel is being blamed on the weakness of the pound against the dollar. It is also down against other major currencies, which makes London an even more attractive place for overseas buyers, and that is likely to buoy the London property market for some time to come.

used to vote for Tony Blair’s New Labour will be casting their votes in Ed Miliband’s direction now he has put the Labour Party firmly in the ‘mansion tax’ camp, along with the Liberal Democrats?

I love the way he specifically blamed Gordon Brown at the same time for the ‘mistake’ of dropping the 10p tax rate, as if Ed Balls had nothing to do with it. By their own calculations, the proposal works out to be £25,000 per annum for each home worth more than £2m.

Chancellor Gordon Osborne (sorry, I can’t help myself) is not much better, belatedly announcing that he intends to burden UK companies holding UK residential properties worth over £2m with the same onerous new taxes that he proposes for offshore company ownership. At least he has so far resisted the mansion tax idea for UK residents.

The three extra taxes he is proposing are:

• 15 per cent stamp duty.• Capital gains tax from April 2013.• Annual Residential Property Tax

(ARPT) ranging from £15,000 to £140,000 depending on value.

The good news is that foreigners owning property in their own name are exempt. UK and foreign companies

holding and buying properties over £2m will be exempt if they are being genuinely and legitimately used for business purposes. In most cases this would mean they are let out to a non-related person or company on an ‘arms length’ basis. How do they police that one?

Probably most of the properties bought in London by companies are let out, so it will really only be wealthy foreigners wishing to mask their identity who will be subjected to these new taxes.

Perhaps that is fair enough. Often they have had massive capital gains on their UK property assets, yet have paid few, if any, taxes. It does not seem very equitable that a UK resident has to pay CGT (currently 28 per cent) on investment properties but foreign owners do not.

Since the Chancellor cleared up the ambiguities he created in the last Budget, we are already finding that buyers are back in the market keen to invest.

Average increaseAbout 80,000 housebuyers could find themselves paying three times more stamp duty this year as more properties look set to breach the £250,000 mark, at which the tax rate rises from one per cent to three per cent. The difference in tax between buying a property at £249,999 and £250,000 is £5,000.

The one per cent stamp duty ceiling has remained unchanged for more than 15 years while over the same period the average price of a house has increased threefold from £79,242 to £249,958. Hailed as Britain’s least favourite tax when it was introduced in 1984, the charge was simple. An average priced property, which was then £29,106, incurred no tax and properties over £30,000 were subject to a one per cent charge.

In 1997, stepped bands were introduced and, despite property prices having increased, the point at which the tax jumps from one per cent to three per cent has remained at £250,000 ever since. HM Land Registry figures show that, despite a lacklustre housing market, 2012 saw the average property price in the UK rise by 0.75 per cent to £249,958. A similar slight increase would bring the average property price above the £250,000 threshold.

With prices in the capital set to rise faster than those in the rest of the country, Londoners will suffer most.

Ringo lived hereSigned with love from ‘G and O’, the treasured postcard to R and B Starkey at 4 Glynde Mews in Knightsbridge is from Fiji’s luxurious Vatulele tropical island resort.

The card posted in the early 1990s is from George Harrison and his wife Olivia to the London home of their long-time friends Mr and Mrs Starkey, better known as Beatle Ringo Starr and actress Barbara Bach.

“Glynde Mews – into the Nineties. Barbara and I went to Fiji a lot. I love the Fijians,” wrote Ringo in his 2004 publication Postcards from the Boys, a collection of cards sent to him by

fellow Beatles John, Paul and George. George’s card to Glynde Mews is the last one in the book, which raises money for the Lotus Foundation.

Ringo’s home was part of a private mews cul-de-sac off Walton Street. Bought from the Wellcome Trust five years ago, the mews has since been redeveloped into four high-spec, high-tech houses, each with underground parking. The former Starr home is on the right in the ‘before’ picture.

Sir Christopher Chataway, now 82, was voted the first BBC Sports Personality of the Year in 1954, the year he paced Roger Bannister into the record books as the first man to run a mile in less than four minutes.

That same year, the 23-year-old Chataway helped himself to a world record by slicing five seconds off the 5000-metre time in a dramatic race against European champion Vladimir Kuts at White City stadium, West London.

Chataway raced on to enjoy several successful careers as an ITV newsreader, BBC Panorama reporter, minister of state, City operator, and Civil Aviation Authority chairman. “I never made up my mind what I wanted to do,” he told The Independent a couple of years ago, shortly before testing his running powers again in the Great North Run half-marathon, at the age of 79.

Although we are optimistic for 2013, the year has got off to a slower

than expected start. With market trends straying from the norm, we have found a dramatic increase in demand for studio and one-bedroom properties, as opposed to last year, where two-bedroom properties were the most popular.

We are anticipating that the larger properties will not start to feature on the market until springtime, as we move towards a faster-moving market, and it is apparent that enquiry levels for houses available come March and April are rising.

Realistic rents and high quality properties are being let in quick succession and we recommend landlords to take their agent’s advice if any improvements need to be made, and most importantly their guidance on price. A true example of the success of this strategy is a property in Courtfield Gardens SW5, sold through our sales department, which we recently let in just three days due to the high standard of presentation and correct pricing.

First time investors are at their highest level in over a year due to attractive yields, low interest rates and an opportunity to supplement their income. The flourishing number of landlords and increasing stock has caused rental prices to remain static in central London. However, we have noted that properties of good quality and presentation have been rented at a premium rate.

Tenants are becoming increasingly savvy to trends in property prices and as a result they are negotiating harder when it comes to renewal prices – overall 90 per cent of rents are remaining the same. Hasty decisions in terms of re-letting can be uncertain due to the increase in stock levels,

Tenants have many more options available to them. We advise landlords to be realistic on the rental amount achievable for their property. As with any investment, property owners in the private rented sector should not be disheartened by the current static state of the rental market as they will still see the benefit of capital value growth.
