Appendix A - Statement of Community Engagement
Introduction This document sets out the proposed engagement programme that Hawksworth Securities Ltd intends to undertake in support of its planning application for North Westgate.
Background The Proposals North Westgate is one of the Opportunity Areas highlighted in Peterborough City Council’s City Centre Development Plan. The intention to develop the area is well known to city residents and has received significant local media coverage over the last decade. The proposals are for a combined retail, residential and office development; a £100million investment to regenerate a significant part of Peterborough city centre. Hawksworth Securities proposes to submit a planning application that includes the following elements:
Cinema
Hotel
Supermarket
Market
Approximately 120 residential units
Retail/office units
Approximately 300 car parking spaces
Some properties are likely to be demolished as part of the development. As outlined in the City Centre Development Plan, compulsory purchase powers are likely to be needed to “ensure the optimum redevelopment solution.”
In taking forward this planning application, Hawksworth intends to undertake pre-application community engagement with key elected stakeholders and local Peterborough stakeholders, in particular residents and businesses located closest to the proposed development and those potentially affected by compulsory purchase orders.

Peterborough City Council’s Statement of Community Involvement We have developed our community engagement proposals in line with the consultation guidance for developers set out in Peterborough City Council’s Adopted Statement of Community Involvement. 1 Appendix A of the document is an advice note for pre-application consultation by developers. The note says that the Council particularly encourages pre-application consultation where the intention is to apply for:
Residential developments of 200 or more new residential units, or (where the number of residential units to be constructed is not specified) with a site area of four hectares or more; and
Any non-residential developments providing 10,000 square metres or more of new floor space, or with a site area of two hectares or more
Full details are available via the link below but key points from the document are that developers are advised to:
Publicise proposed applications in such a manner as a developer considers is likely to bring it to the attention of a majority of persons.... in the vicinity of the land in question
Undertake early and continuous consultation with those that may be affected by the proposal
Undertake consultation that is proportional to the size of the development and scale of the potential effect on individuals, families, communities or neighbourhoods. Examples of methods include meetings, focus groups, exhibitions and displays, information leaflets, letters, adverts and press releases
Present proposals to the relevant Neighbourhood Committee

Engagement objectives This Statement of Community Engagement is based on four key objectives designed to meet the requirements of Peterborough City Council’s Statement of Community Involvement (SCI) and the Localism Act to ensure that engagement is robust and approached in the right way:
1. To ensure that communications are clear and transparent and reach the right people. We want to ensure that people (including harder to reach groups) are fully aware about the vision and details of our proposals. The key points that we want to communicate and the ways in which we will communicate them are set out in the sections below.
2. To provide a variety of mechanisms for people to provide feedback. We want to ensure that the process is as accessible as possible by providing a number of different ways in which people can submit their comments.
3. To build constructive links with key stakeholders and local
organisations. We will engage key stakeholders and business organisations in the area to ensure that they are fully aware of and able to comment on our proposals. Where the proposals directly impact on individuals or businesses we want to ensure that people are informed in a timely way, are clear about the process and who to contact if they have any queries.
4. To respond to feedback. We want to ensure that we respond to
comments we receive and, where appropriate, explain how they have helped us to further shape our proposals.

Key messages Key points that we would want to communicate include:
the reasons why we are bringing forward plans for North Westgate and the key role that it will play in helping to regenerate this part of the City and in driving forward Peterborough’s ambitions for growth
details about what is being proposed and why - ensuring that people have a full picture about what the proposed development entails along with possible impacts and the proposals for mitigation. In particular, we want to ensure that all parties affected by any Compulsory Purchase Orders are fully informed and engaged from an early stage
findings from technical studies showing how we will address key issues such as transport
Our approach - Engagement Strategy In developing our engagement strategy we have taken into account the importance placed upon pre-application consultation in the Localism Act, as well as the key points set out in Peterborough City Council’s SCI. The engagement strategy for the new proposals includes five key elements:
1. A stakeholder and community audit 2. Pre-application communication and engagement 3. Capturing, tracking and responding to comments 4. Statement of Local Engagement 5. Community feedback
Stakeholder and Community audit The Stakeholder and Community audit is designed to ensure that we have a detailed understanding of the local community, including more marginalised groups, the local policy framework and stakeholder landscape. This has already informed the development of our engagement strategy and stakeholder database.
Pre-application communication and engagement We have developed a tailored approach for communicating with the following stakeholder groups:
1. Key Stakeholders - Key stakeholders including local Members of Parliament, Peterborough City Councillors, local community groups, businesses and other interested organisations. The engagement will include:
Meetings with Stewart Jackson MP for Peterborough, Peterborough City councillors in particular Marco Cereste, Leader of the Council, other key Cabinet Members as well as the three Central ward councillors to explain the proposals and obtain feedback
Early conversations about the proposals with other key stakeholders, including Gladstone District Community Association, Gladstone Street Mosque, Westgate Church, Peterborough Environment City Trust (PECT), Vivacity, the Chambers of Commerce, City Centre Forum, Disability Forum and Peterborough Civic Society

A round table briefing offered to all key stakeholders
Communication with Invesco (owners of Queensgate)
A councillor Q&A session following the May elections to ensure that any new councillors are fully briefed about the proposals
A ‘fact finding’ briefing for members of the Planning and Environmental Protection Committee including a site visit
2. Local Community - The homes and businesses closest to the
proposed sites – in particular those that may be directly affected by the development and / or potentially subject to Compulsory Purchase Orders. The engagement will include:
A letter to nearby residents and businesses directly affected by the proposals ahead of any announcement by Hawksworth about the proposals. The letter will outline the plans as well as ways to get in touch and provide feedback. We will also arrange meetings with those directly affected by the proposals ahead of the public exhibitions and invite them to the stakeholder round table briefings
A leaflet will also be delivered to households and businesses in the wider local area giving details about the proposals, the exhibitions and ways to provide feedback
posters to be displayed at key community facilities advertising the exhibitions and with brief details about the proposals and how to find out more
two public exhibitions – at Westgate Church. Whilst the exhibitions will be open to all, we have chosen a venue near to the proposed development in recognition of the need to make it as accessible as possible to local people. The exhibitions will be staffed by the project team and will provide people with an opportunity to find out more about the proposals, raise questions or concerns and give feedback. Translation will be available at the exhibition on 30 April in Punjabi, Urdu and Hindi
Feedback forms will be available for people to complete either in hard copy or via ipads at the exhibitions. In addition, people will be able to provide feedback via an online survey on the website (see below).
Wider Community - The engagement will include:
Posters to be displayed at key community facilities advertising the exhibitions and with brief details about the proposals and how to find out more information
An advert about the proposals and exhibitions which will be placed in the Peterborough Telegraph. Media releases will also outline the proposed development and advertise and promote the exhibitions
A stand-alone website which will provide full details about the proposals, the exhibitions and how to provide feedback – including an on-line survey
An unmanned exhibition where the exhibition boards are on display and people can complete feedback forms

A Freephone number, Freepost address and dedicated email address to allow people to comment and ask questions.
Capturing, tracking and responding to feedback
There will be a range of ways in which feedback can be provided:
Through the stakeholder meetings and roundtable briefings
Via the website
In person, at the exhibitions ( either on hard copy feedback forms or electronically via ipads)
By email
By calling the Freephone number
By writing to the Freepost address All feedback will be recorded and acknowledged. All feedback will be considered by the project team and where appropriate, a written response will be provided. Feedback will be collected and securely stored by Athene Communications on behalf of Hawksworth Securities Ltd in accordance with the Data Protection Act. Athene Communications is registered with the Information Commissioner’s Office as required by the Data Protection Act. An overview of feedback and responses will be presented in the Statement of Local Community Involvement, explaining how the comments have helped to further shape the proposals or why they have not been able to be addressed.
Community feedback At the time of submission of the planning application, a summary of the application will be made available to stakeholders and the local
community via the website and key elements will be communicated via the local media.

Background to the site…
• 1992 The redevelopment of North Westgate became a topic of debate for Peterborough and planners. Hawksworth acquired its first site
• 2002 The area for development was included within the City Council’s masterplan for regeneration of the city
• 2003 Hawksworth proposed a retail-led development, not favoured by City Council
• 2004 Hammerson and Morley Fund Management proposed a larger development
• 2007 The credit crunch struck and all development plans were withdrawn
• 2013 Hawksworth bring forward the proposals for the leisure development scheme
The Proposals…The proposals to regenerate an important quarter of Peterborough will offer an attractive piazza and an 8 screen multiplex cinema. These will be surrounded by restaurants, shops, bars and a food hall with a community of apartments and offices above.
Hawksworth will submit a planning application for the development during the summer of 2015. If planning is approved, it is anticipated construction will begin early 2016 with completion expected during summer 2017.

£100M NORTH WESTGATE PROJECT ANNOUNCES PUBLIC EXHIBITIONS
The developers behind the ambitious North Westgate project, which will regenerate a key part of
Peterborough’s city centre, today announced that public exhibitions on the planned development
will be held on 29 and 30 April 2015.
In advance of submitting a planning application early in the summer, the developers will be sharing
their exciting plans for the £100 million project, which include a new eight-screen cinema complex, a
new public square around Westgate Church plus homes, a Food Hall, offices, shops and restaurants.
The aim is to create a regional leisure centre to regenerate the area and attract more people to the
city centre.
The public exhibitions will take place from 2pm to 8pm on 29 and 30 April, at Centre 68, 68B
Westgate, behind Westgate Church.
The North Westgate development extends from Bourges Boulevard across to Lincoln Road, and from

£100m North Westgate project prepares to request planning permission
The ambitious North Westgate project, which will regenerate a key part of Peterborough’s city
centre, is gearing up to submit a new planning application early in the summer.
The developers have been engaging with members of the city council, MPs and the local community
to share their exciting plans for the £100 million project, which include a new eight-screen cinema
complex, a new public square around Westgate Church as well as homes, offices, shops and
restaurants.
Marco Cereste, Leader of Peterborough City Council said: “Hawksworth’s proposals show that this
city is a place where people want to invest. The regeneration of the city centre that has taken place
so far has attracted new businesses to Peterborough as well as created new homes and jobs.
“We’ve made huge strides in the past few years following the investment in Cathedral Square and
around the Station Quarter and with developers now coming forward, and our partnership with
Lucent to redevelop Fletton Quays, there is still so much more to come.
“We’ve made very clear our vision for the city centre to be a leading destination for shopping,
leisure, culture, business and entertainment. Hawksworth’s proposals for a new city centre cinema,
hotel, restaurants and bars would bring new jobs for the city, and entice more people into
Peterborough both in the daytime and evenings. I hope all interested parties in North Westgate can
work together to develop the best scheme for residents and visitors to Peterborough.”
An important feature of the development is the retention of Peterborough’s much-loved venue and
micro-brewery, the Brewery Tap.

“Well Peterborough’s a special place. It’s a major city, and North Westgate has been as you’ve indicated in serious need of regeneration for quite a long time. Now’s the time to get on with it.
“The concept is a new regional leisure centre caught in the heart of Peterborough city, driven by a multiplex cinema, eight screens or more, a large piazza around the church, restaurants, shops, bars, a food hall, and a large number of apartments. And indeed some offices and possibly even a health hub.
“The aim is to make it somewhere that not only Peterborians but others living within a twenty or thirty mile radius will see as an attractive place to visit and spend time, popping into a coffee shop or a restaurant as they stroll through the piazza.
“A lot of effort has gone into this. There’s support from all parts of the city. Marco Cereste the Leader, Stewart Jackson the MP, and all the councillors we’ve met have been extremely supportive, and indeed everyone we’ve met. So I have every hope this is going to be delivered now.
“At this stage we are starting discussions with major funders for this sort of scheme. It may even be overseas funding. We’ll have to see. But it’s too early to strike a deal until the outline consent is secured, which we hope will be before the end of this year.”

The Vision:A £100 million regeneration project that will deliver a new regional leisure quarter and much needed housing in the centre of Peterborough. An attractive piazza and multiplex cinema are surrounded by restaurants, shops, bars and a food hall, with a community of apartments and offices above.
The site:
North Westgate is a 13.8 acre (55,000 square metres) area of Peterborough to the north of Queensgate shopping centre, bordered by Bourges Boulevard, Lincoln Road, Bright Street and Westgate. Much of the land is currently given up to car parks, but the area also includes the Brewery Tap, a number of houses and small businesses.
History:1992 The redevelopment of North Westgate became a topic of debate for Peterborough and planners. Hawksworth acquired its first site
2002 The area for development was included within the City Council’s masterplan for regeneration of the city
2003 Hawksworth proposed a retail-led development
2007 Hammerson and Morley Fund Management proposed a larger development
2008 The credit crunch struck and all development plans were subsequently withdrawn
2013 Hawksworth announce proposals for a leisure-led scheme
2015 Hawksworth commence public consultation and formal application

The development will attract more people to Peterborough city centre, especially with the cinema encouraging evening visits to enjoy a film and a meal in one of the nearby cafes.
It gives a new generation of people the opportunity to rent or own an apartment in a buzzing urban environment.
Local residents living in the new apartments and hundreds of other daily visitors will benefit both Peterborough’s existing businesses and the new cinema, shops and restaurants that will be built as part of the project.
The project will create around 1,500 new jobs, and the office space that forms part of the development will also attract businesses into the centre of Peterborough.
People living in the surrounding area will benefit from the regeneration, both through having a new supermarket and other shops and restaurants on their doorstep, and through increased property values.
The new piazza around Westgate Church will bring an attractive outside space for eating, drinking and entertainment.
The development is an important part of Peterborough City Council’s vision to create housing in central Peterborough, and to continue the city’s overall economic regeneration.
Approximately 300 parking spaces will be included within the project as part of the cinema building.

A key part of the new North Westgate development will be its Food Hall, where you could buy food to eat and enjoy on site or take away.
Local feedback so far is that the Food Hall should reflect Peterborough’s own heritage and cultural diversity. This could include British, Indian, Pakistani and Bangladeshi cuisine or eastern european delicacies. Would it tempt you to shop there?

It’s autumn 2018 and the North Westgate development is open for business. It’s a rainy Saturday morning so emma and Alex decide to take their two children, Alfie and Isabelle, out to watch a film.
They drive over to North Westgate, park in the cinema car park and take the lift to the multiplex on second floor.
There’s a great Disney movie on the bill so they buy their tickets, sweets and drinks and settle down for the film.
When the movie finishes, the rain’s stopped so Mum suggests they have some lunch. They walk out of the cinema into the pedestrianised street and towards Westgate Church. They stroll around the various restaurants and find a great café with outside seating and enjoy lunch and milkshakes together.
Needing to stretch their legs, the family take a walk around Westgate Square. They drop into a bookshop for Jack to spend a book token from his birthday.
After an ice cream each for the children and a cappuccino for mum and dad, it’s time to head home. On the way, they talk about how a simple trip to the cinema has ended up being a fun family day out.

After meeting up, they’re feeling peckish, so the group heads over to the food hall and spends some time wandering around the stalls, picking up a few tasty samples.
They then head to the multiplex cinema to watch a great new comedy, with plenty of popcorn.
After the film, Lou and Dean decide to head home, but Jack and Beth pass a bar on the way back. They’re tempted in for a couple of cocktails and some live music from a local band.

The Public Consultation...Thank you to everyone who took part in the public consultation about North Westgate’s regeneration. The consultation ran throughout April and early May 2015 and included two public exhibitions, stakeholder roundtable briefi ngs and an online survey.
• 212 people attended the exhibitions
• 115 people provided feedback either at the exhibitions or online
• 96% of people think that it is important for Peterborough to regenerate North Westgate
• When asked what was the most important aspect of the project, people’s top answer was regeneration
• Other features which people felt were important included:
• an enhanced evening economy for the city
• a city centre cinema • the creation of city
centre apartments • the food hall

Hawksworth is now considering, in detail, the feedback received and is aiming to submit a planning application for the development by the end of June.There will be a further opportunity to comment on the proposals once the planning application has been submitted. If planning is approved, it is anticipated that construction will begin in 2016.We will keep you updated about progress and issue a further newsletter when the planning application is submitted.
