Zoning Requirements. Medical Cannabis Dispensaries shall be subject to special locationalstandards as indicated in Chapter 21.45 (Special Development Standards), and shall only bepermitted in Zones CNP, CCP, CH% and IL.C. Business License and Permit. All Medical Cannabis Dispensaries must obtain a businesslicense or business permit pursuant to Title 5 of the Long Beach Municipal Code. Businesslicenses and permits for Medical Cannabis Dispensaries shall be issued without undue delay andfollowing normal and expedient consideration ofthe application-Section 5.89.100. Compliancewith all applicable laws.Nothing in this chapter shall be construed as excusing any person or entity from compliance withall other applicable federal, state and local laws. The City may make compliance with such lawsa condition of deeming such person or entity in compliance with local law, except to the extent itwould conflict with the purposcs of this chapter.Section 5.89.110. Medical Cannabis Commission.The purpose of this Section is to ensure that medical Cannabis in Long Beach and The PatientsAccess to Medical Cannabis Act of 2013 are conducted in a safe and orderly manner to protectthe welfare of Qualified Patients and the community.A. A medical Cannabis commission is established. The commission shall consist of ninemembers. Appoinfinents to the commission shall be made, and vacancies shall be fille4 bycouncil members in accordance with the provisions of Chapter 2.18. At least one commissionershall be a member of a Medical Cannabis Dispensary, one shall be a member of a MedicalCannabis Collective that does not operate a Medical Cannabis Dispensary, and one shall be aQualified Patient who is not primarily associated with a single Medical Cannabis Dispensary or aMedical Cannabis Collective, but who provides medical Cannabis to other Qualified Patients.B. The commission shall recommend to the City of Long Beach operational and safety standardsfor Medical Cannabis Collectives and Medical Cannabis Dispensaries, and shall consult withany individual, organrzation, affrliation, collective, cooperative, or any other entity which seeksto open a new Medical Cannabis Collective or Medical Cannabis Dispensary in Long Beach, orrelocate a Medical Cannabis Collective or Medical Cannabis Dispensary within Long Beach.The commission shall advise the City as to whether the proposed Medical Cannabis Collectiveor Medical Cannabis Dispensary has a strategy for compliance with the published safetyand operational standards before the new Medical Cannabis Collective or Medical CannabisDispensary commences operation.C. The commission shall monitory the compliance of Medical Cannabis Collectives and MedicalCannabis Dispensaries in Long Beach for the purpose of correcting any violations of the safety
