1.0 INTRODUCTION1.1 ThisDesignStatementrelatestotheproposedoutlineresidentialdevelopmentoflandnorthofHigher
CollegeFarmoffBlackburnRoad.Itisinsupportofanoutlineplanningapplicationtoprovideanoutlineresidentialuseforthesite.
1.2 ThisapplicationfollowsplanningapprovalfortheoutlineconsentofcommercialandofficeunitsapprovedinDecember2017,planningreference3/2017/0602.
1.3 ThisdesignstatementillustratesthedesignintensionsandbasisfortheIllustrativeSiteLayoutaswellasreviewingthesiteandsurroundingareatodemonstratehowthisproposalwillsuccessfullyintegrateintothesitelocation.
2.0 EXISTING
GOOGLE MAPS
2.1 TheproposedsiteislocatedtothesouthofBlackburnRoadinasustainablelocationontheeasternapproachtoLongridge,adjacentfromtheTaylorWimpeyhousingdevelopmentwhichiscurrentlyunderconstruction.ItisborderedbyaresidentialpropertyaswellascommercialusesatHigherCollegeFarmtothesouth.ThereareanumberofresidentialhousesclusteredaroundtheCorporationArmsPHtothenortheast,Hillsideschooltotheeastandagriculturallandtothesouth.ThelanddirectlytotheeasthasoutlineapprovalforofficeandcommercialusewithanewaccessoffBlackburnRoad.
2.2 Thephotographsillustratedintheitem2.8visualanalysisaswellastheopportunitiesandconstraintsplan,showtheexistingcontextofthesiteandtheconsiderationshaveinfluencedthedesignoftheillustrativelayout.
2.4 Surroundingsitefactorsincludethedesiretopreserveexistingtrees,hedgerows,andnaturalfeatureswhereverpossible,safeandsecurevehicular,cycleandpedestrianaccessontoBlackburnRoad.
2.5 Existingsitefeaturesincludingboundarytreesandhedgerowswithinandadjacenttothesite,willberetainedwhereeverpossibleaswellasenhancedthroughnativeplanting.
2.6 Thetopographyoftheexistingsiteisgenerallyflatwhichslightlyslopestothesouthernboundarymakingitasustainablelocationfordevelopment.
2.7 Thesiteuseiscurrentlyagriculturalwithoutlineapprovalfor8noB1,B2andB8unitsaswellastheconversionofHigherCollegeFarmtoofficeuse.Figure1.1illustratesthecurrentapprovaldrawingwhichprovidesa2592m2floorarea,excludingtheofficeconversion.

3.0 THE PROPOSAL3.1 Theexistingsiteanalysisillustratedinitem2.9examinestheexistingsitecharacteristicswhichhave
influencedtheoutlinedesignlayout.Italsodemonstratespotentialdesignparameterswhicharedesignedtosoftentheexternalappearanceandimpactonthesurroundingarea.
3.2 Landscapingisanintegralpartofthethisproposalwhichseekstoretainandenhancetheexistingfeatures.Figure1.3demonstrateshowtheonlylossistocreatethesiteentrancehowever,thelandscapingissubsequentlyextendedtocreateanadditionalbuffertothesiteperimeteraswellintegratedwithinthesitewithacentralcorridorincreasingtheoverallaesthetic.Substantialgardenspacesprovideadditionallandscapedareaswhichwillbenaturallyseparatedandsharedaspartofareassuchasthepublicopenspace.
3.3 Hardlandscapingwillbesubtleandwiderangingtoallowmulti-usesurfacestoreducevisualimpact.Figure1.4illustratestheinitialhardlandscapedareaswhichisweavedwithintheproposedlandscape.
3.4 Theproposedillustrativesitelayoutshowsthepotentialtoaccommodatearangeof21no.newresidentialunitswhichareintendedtobeself-buildthusofferingamoreindividualbasisofthedevelopment.Thebuildingswillbeofthelocalarchitecturalvernaculartoprovideaqualitydesignaestheticreflectingthesurroundingsiteandlocalarea.Materialswillbeinfluencedfromthevicinityaswellasintroducecontemporarystylesandmaterials.Samplesprecedentsareillustratedinitem3.10intendedtodemonstratetherangeofaestheticswithwhichaself-buildschemecouldprovide.
3.5 Theunitfabricisshowninfigure1.5whichprovidessubtleavenues,drivenbylandscapinginordertoprovideanindividuallayout.Proposedplotshavevariedorientationsandstyleswithinasecureenvironmentdesignedtobeopenandcreatecommunities.
3.6 Potentialunitspaceshavebeenreplacedwithpublicopenspacesandincreasedlandscapingwhichwillinevitablyprovidelesshardstandingandindustrialaestheticthanthecurrentapproval.Thecurrentapprovedfloorspacesareaoveronestoreyis2592m2withthisschemeproposalbeingcomparativelyapproximately1940m2footprintwithagrossinternalareaofapproximately3250m2 overtwostoreys.
3.7 Theindicativelayoutrespondstothenaturalformandlandscapefeatureswithintheenclosedsite.Thisapplicationhasbeeninformedbytherequiredsurveysandsupportingstatementsandisdesignedtomeetprivacydistancesandareas.
3.8 AdetailedplanningstatementhasbeenpreparedbyPWAPlanningprovidesfurthersupportingevidencethatthissitewillprovidequalityhousingunitstomeetlocalandnationalrequirementsandpolicyonasustainablesite.

3.6 ACCESS TheproposalwillincludetheformationofanewvehicularaccessoffBlackburnRoad.Theproposed
entrancelocationispositionedonthecurrentapprovalbuthasbeenreducedinsizetoreflecttheresidentialuseofthisproposal.Theentranceispositionedtoprovidesafeandsuitableaccessfromthehighwaywithoutconflictingwithagriculturaltrafficandprovidesgoodvisibilityinbothdirections.FulldetailsofthehighwayandaccessproposalsareprovidedintheTransportStatementaccompanyingtheplanningapplicationandillustratedintheproposeddrawinginfigure1.6.
3.7 Theparkingprovisionisdesignedtomeetthenationalstandardsandisintegratedwithadditionallandscapingtoavoidlargeareasofhardstanding.

4.0 CONCLUSION
Inconclusion,theproposedschemehadbeendesignedtosensitivelyreflectandrespondtoitssurroundingcontextandthelocalarea.
Theproposalillustrates21noself-buildresidentialunitsinasustainablelocationclosetolocalservicesandamenities.ItoffersanopportunitytoprovideaqualityarchitecturaldevelopmentandaddtothefabricofLongridge.TheprincipleofdevelopmenthasbeenestablishedthroughthecurrentapprovalofB1,B2andB8usewhichwouldarguablycausemorevisualimpacttotheareaviaalargeraccess,moreparkingandhardstandingandlessvisualattractivearchitecture.
Theproposaliscontainedbyandretainsexistinglandscapingfeatures,aswellasproposingsignificantenhancementtotheboundariesandwithinthesitetoensurethereisnoconflictwithnearbyresidentialpropertiesaswellasscreeningthedevelopmentfromcountrysideviews.TheproposaloccupiesasuitableandsustainablelocationontheapproachtoLongridgewithincloseproximitytoresidentialareasontheedgeofthetown,andisprovidedwithgoodpedestrian,cycleandpublictransportconnections.
