The Director of the District Department of Transportation (DDOT), pursuant to the authority in

Sections 4(5)(A) (assigning authority to coordinate and manage public space permits and recordsto the Department Director), 5(3)(D)(i) and (iii) (allocating and regulating onstreet par!ing), and5(4)(A) (assigning duty to re"ie# and appro"e public space permit re$uests to the DepartmentDirector) of the Department of Transportation %stablishment Act of &''&, effecti"e ay &,&''& (D*+* a# 43-. D*+* Official +ode // 5'&&'*'3(a)(2), and(b) (&'& 1epl* &'4 Supp*)), hereby gi"es notice of this proposed action to adopt rules thatamend +hapter &4 (Stopping, Standing, ar!ing, and Other ono"ing 6iolations) and +hapter00 (Definitions) of Title 7 (6ehicles and Traffic) of the District of +olumbia unicipal1egulations (D+1)*

The proposed rules #ill clarify and update the references to the temporary home health carepro"ider par!ing permit and the temporary "isitor par!ing permit, establish and update thereferences to an annual "isitor par!ing pass (6) program for 8ards , 3, 4, 5, 2, -, and 7 andAd"isory eighborhood +ommission (A+) &9, describe the process for other A+s in 8ard &to re$uest inclusion into the 6 program, describe the process for residents to obtain an annual"isitor par!ing pass, limit the use of the 6 program to the A+, and define the terms Annual6isitor ar!ing ass, :ousing ;nit, Temporary :ome :ealth +are ro"ider ar!ing ermit, andTemporary 6isitor ar!ing ermit*

9inal rulema!ing action shall not be ta!en in less than thirty (3') days after the date of

publication of this notice in theD.C. Register.

(b) DDOT adds the Ad"isory eighborhood +ommission area to the annual6 program by rulema!ing*

&44* %ach housing unit located on a residential permit par!ing bloc! or an %1 bloc!as defined by Subsection &4*&5 in the 6 program area shall be eligible to

recei"e one () annual "isitor par!ing pass*

&44*& (a) %ach annual "isitor par!ing pass shall authori>e a person using the pass topar! a "ehicle only in the Ad"isory eighborhood +ommission areadesignated on the pass*

(b) The Ad"isory eighborhood +ommission area designated on the annual"isitor par!ing pass shall be the geographic area of the Ad"isoryeighborhood +ommission in #hich the housing unit for #hich the pass isissued is located*

&44*3 %ach annual "isitor par!ing pass shall be "alid during a single calendar year (fromCanuary through December 3)* The calendar year shall be designated on thepass*

&44*4 A person=s use of the annual "isitor par!ing pass shall be "alid only ifB

(a) The pass is clearly displayed on the dri"er side of the "ehicle dashboard.

(b) The "ehicle is par!ed in the Ad"isory eighborhood +ommission areadesignated on the pass.

(c) () The person using the pass is a guest of a resident in the Ad"isoryeighborhood +ommission area designated on the pass. or

(&) f the pass is displayed on a commercial "ehicle, the operator ofthe "ehicle is actually in"ol"ed in the performance of construction,maintenance, repair, or reconstruction #or! at an address in theAd"isory eighborhood +ommission area designated on the pass.and

(d) The "ehicle is par!ed in a location #here it #ould be "alid for a "ehicle#ith a residential permit par!ing stic!er to be par!ed*

&44*5 n order to obtain an annual "isitor par!ing pass, a resident from an eligiblehousing unit shallB

(a) Submit an application, either online or o"er the phone, in a format

pro"ided by DDOT. and(b) ro"ide confirmation of District residency*

&44*2 After appro"al of an application by DDOT, DDOT shall mail the annual "isitor

par!ing pass to the address on the application*&44*- An annual "isitor par!ing pass may be used in an Ad"isory eighborhood
