PROTOCOL FOR THE SCIENTIFIC AND TECHNOLOGICAL COOPERATION BETWEEN THE ITALIAN REPUBLIC AND THE REPUBLIC OF KOREA FOR THE YEARS 2004-2006 On the basis of the Agreement on Scientific and Technological Cooperation between the Government of the Republic of Korea and the Government of Italian Republic (Article 4) which was signed in Rome on February 3, 1984, the Seventh Session of the Korean-Italian Joint Commission was held in Seoul on September 24, 2003 to examine the present state and further development of scientific and technological cooperation between the two Countries and define the new Program for the years 2004-2006. The Korean delegation was headed by Hon. Oh-Kab Kwon, Vice Minister of Science and Technology.The Italian delegation was headed by Hon. Stefano Caldoro, Deputy Minister for Education, Universities and Research. The members of both delegations are given in Annex 1 of this protocol. The following Agenda of the 7th Joint Commission was adopted: 1. Review of S&T cooperation between the two countries since the 6th Joint Commission 2. New Program of cooperation 2-1 Projects for exchange of researchers 2-2 Revision of Financial Provision 2-3 Joint Research Projects of particular relevance 2-4 The 2nd Science &Technology Forum 3. Multilateral Cooperation Initiatives 4. New bilateral Agreement for S&T cooperation 5. Venue and time of the next Joint Commission 1. Review of S&T cooperation between the two countries since the 6th Joint Commission The two Parties have agreed to recognise the growing importance of science and technology for the economic, social and cultural relations of the two Countries. The two Parties, considering the good relationships between the two Countries, stressed the need to develop and further the cooperation in the field of science and technology. 2. New program of cooperation In the period between June to July 2003 a joint call for proposals has been launched to collect bilateral projects in the following priority areas:· Information and Communication Technology (ICT) · Optoelectronics · Restoration and Preservation Technologies for Cultural Heritage · Physics and Astrophysics · Nano and Micro-technology · New Materials Technology · Agriculture and Food Science · Aerospace · Chemistry · Environment · Health and Biomedical Science · Dyeing and Finishing Technology The institutions in charge of the coordination and the realisation of the present protocol are: for the Italian party: Ministry of Foreign Affairs, Directorate General for Cultural Promotion and Cooperation for the Korean party: Ministry of Science and Technology, Science and Technology Cooperation Bureau 2-1 Projects for exchange of researchers The two Parties, in deciding to which projects should be given priority for financial support, have agreed on the following criteria: a) the scientific and technological needs of the two Countries; b) potential innovation capabilities. Based on these criteria, 11 projects have been selected to be granted financial support for the exchange

of researchers. The list of the selected projects is given in Annex 2. The administrative and financial provisions for the implementation of the Program are given in Annex 3. 2-2 Revision of financial provisions Both Parties agreed to discuss new financial provisions through diplomatic channels. Until its revision, the Annex 3 should be valid. 2-3 Joint research projects of particular relevance Pursuant to the criteria referred in Agenda 2-1, the two Parties selected 5 projects. Both Parties will consider granting a financial support to joint research projects of particular relevance. The list of such projects is given in Annex 4. Financial support will be granted on a national basis upon evaluation of the applications to be submitted according to the indications of the authorities of the two countries. 2-4 The 2nd Science & Technology Forum The 1st Korea-Italy S&T Forum has been organized by the Italian Embassy in Korea and the Korea Institute of Science and Technology Evaluation and Planning (KISTEP), on the occasion of the Joint Commission, in order to facilitate contacts between experts from both countries and to strengthen the bilateral cooperation in sectors of mutual interest. Both Parties expressed satisfaction with the holding of the 1st Korea-Italy S&T Forum, which would make a contribution to the improvement of science and technology cooperation relation between both Countries. Both Parties, recognizing the positive results of such initiative, consider it desirable to hold the S&T Forum on a regular basis in Korea and Italy alternately 3. Multilateral cooperation initiative The two Parties agreed to cooperate on issues of mutual interest in the framework of multilateral programs (particularly the 6th Framework Program of EU and the International Thermonuclear Experimental Reactor Program) and international S&T institutions. 4. New bilateral agreement for S&T cooperation As agreed during the past Joint Commission, the negotiation for the signature of a new Agreement of Scientific and Technological Cooperation between Korea and Italy started about two years ago. Both parties agreed to speed up the reviewing process in order to sign such agreement as soon as possible. 5. The place and time of next Joint Commission The two Parties have agreed that, in order to define the protocol for the years 2007-2009, the 8th session of the Joint Commission will be held in Rome. Details about the date will be agreed upon through diplomatic channels. The protocol for the years 2004-2006 will remain valid until the signature of the next one, but no longer than one year after its expiration. Any amendment to the text of this protocol has to be authorised by the competent Ministries and carried out through diplomatic channels. All initiatives foreseen in this protocol will be carried out within the limits of the budgets and according to the rules prevailing in each Country. ANNEX III Financial Provisions 1. The participating institution of each Country will bear the cost for the joint researches conducted in their respective Country. 2. Joint Projects mentioned in the Annex II of the present programme shall be financed. In order to obtain financial support, the researcher involved in the exchange must be citizens of one of the signing Parties. 3. The travelling expenses from the city of departure to the city of arrival will be covered by the sending Party, while the receiving Party shall bear the expenses for board and lodging. 4. On the basis of the legislation in force within its country, the receiving Party will provide the researchers with an insurance covering illnesses and work incidents, excluding already existing or chronic illnesses. 5. For each project listed in the Annex II each Party shall finance annually one short-term (7-10 days) or one long term stay (1 month). 6. The two Parties agree upon the following compensations for the long term stays: for Italians 1,700,000 Korean Won for a month, for Koreans 1,300 Euro for a month 7. The two Parties agree upon the following compensation for the short term stays: for Italians 110,000 daily allowance for Koreans 93 euro daily allowance. 8. The above amounts shall be paid to the researchers during their stay.The Korean researcher shall be paid at the Italian Ministry of Foreign Affairs or at the nearest Provincial Treasury ( Office of the Banca d’Italia ). The Italian researcher shall be paid at the Korea Institute of Science and Technology Evaluation Planning. 9. The applications for both long-term and short-term research visits shall be forwarded to the hosting Country, through diplomatic channels only, two months before the beginning of the visit. Korean researchers shall apply to the Italian Embassy in Seoul while Italian researchers shall apply to KISTEP. 10. At the end of the visit, the experts are mandatorily requested to present a short final report on the activities carried out. 11. Renunciations, unless serious and documented, might prevent the hosting Party from accepting applications for further missions. 12. All the documents shall be in English language. 13. The applications concerning the research stay in both Countries shall be completed with the following documents, in two copies:a) application signed by the researcher, his/her personal and professional data, title of the research project, date and length of the visit (two original applications and two copies) b) “Curriculum vitae” c) detailed work program of stay d) letter of invitation by the hosting Institution e) declaration of the project co-ordinator concerning the participation of researcher in the project (in case the researcher is not responsible for the project). 14. The application of the visiting researchers shall be completed with a declaration of the visitor who commits himself / herself: - to respect the indicated period of the visit - not to receive retributions by other International Organisations or Corporations for the researcher’s stay period - Not to change work program, centre of research and not to depart from Italy without authorisation

- To report to INA Assitalia, Lungotevere Flaminio, 34, 00196 Roma and to the Korea Institute of Science and Technology Evaluation Planning, accidents and/or diseases for the insurance coverage. 15. The Italian researchers who want to go to Korea for stays at the local Institutions, shall present, two months before the date of departure, a formal application to the Italian Ministry of Foreign Affairs, General Directorate for Cultural Relations (DGPCC), Uff. V°, Piazzale della Farnesina 1, 00194 Roma. The Italian Party shall cover only the costs of the travelling expenses in economic class.The application shall be completed with: -Letter of invitation by the hosting Institution with the researcher’s name and address; -Foreseen dates of departure and arrival; -Title of the research project; -Declaration by the Italian researcher with the engagement to pay penalties in case of renunciation to travel, to deliver within 15 days after returning air ticket with travelling documents and a final report on the activities carried out. -Declaration of the project’s co-ordinator concerning the participation of the researcher in the project if the researcher is not the person in charge/the head of the project.These modalities are available at http://www.esteri.it/polestera/dgpcc/index.htm, Attività scientifiche, Mobilità dei ricercatori italiani ANNEX IV A-Information and communication technology (ICT) A1 Ultrafast photonic devices
