Season’s Greetings, Merry Christmas, and Happy New Year. I hope everyone enjoys the holidays with family and friends this year and please be safe during this special time with loved ones. It seems like yesterday I was saying this to everyone last year, the time goes by so fast today and seems to get faster every day, it seems although we should still be getting started instead of finishing up 2016, it has been a good year with signs that 2017 will be better. The work over all was decent this year and at times real good. District two has been as busy as anywhere with GM and a lot of private work popping up, which is a good sign that the economy is good in pockets around the country. Highway work has been pretty consistent over the whole Local with some big jobs on I 65 and also on I 69. Despite the misleading title, Right to Work laws do not create a right to work, nor do they protect workers from being fired for unjust reasons. The champions of Right to Work are not supporters of workers’ rights. The National Right to Work committee was founded in 1954 by a group of ultra conservative businessmen, including Whitford Blakeney, one of the best known anti-labor lawyers of his time, whose career included representing the J.P. Stevens textile company, whose campaign against unionization was found by the National Labor Relations Board to include egregious and excessive labor practices. To this day, the National Right To Work committee functions as an arm of organized business. It did not support civil rights laws protecting workers from racial and gender discrimination. It does not support increasing protection against retaliation for workers who try to organize. It does not support protecting workers lives by improving enforcement of occupational safety and health laws. In fact, the committee’s leadership works closely with those who oppose improving workers’ rights. Advocates of Right to Work laws claim that such laws protect workers right to freedom of association by preventing them from being forced to join unions against their will. This is not true. Workers already have this right under the National Labor Relations Act. Section 7 of the act prohibits discrimination against any employee because he or she has chosen to join or not join a union. No new state law is needed to protect workers in this area. Right to Work laws allow workers to accept benefits of union membership without sharing the cost. This is a right no one should have, the right to get something for nothing and make others pay the bill. In December 2015, the President signed into law a long term federal surface transportation program that includes modest funding increases and allows state and local governments to plan and finance with greater certainty through 2020. This provides about $305 billion for surface transportation with highway and transit funding to increase by approximately 15 to 18 percent, over the five year duration of the program. While the modest funding increase and certainty provided by the Fast Act are a step in the right direction, the funding falls way short of the level needed to improve conditions and meet the needs of our nations mobility and fails to deliver a sustainable, long term source of revenue for the Federal Highway Trust Fund. When the Fast Act expires at the end of 2020, the Congressional Budget Office projects the average annual shortfall to the federal Highway Trust Fund will grow to $18 billion. I would to thank all of you dedicated members for your everyday efforts, that are most generally taken for granted, and for your hard work this year and continuing to move the union construction trades forward and especially IUOE Local103. Apprenticeship & Training Report We are in our first week of classes and have been very busy with Orientation, MSHA Part 48 and finance classes. The first year apprentice spent two days in Orientation Class with Mike Hibbs. They were very engaging when we were going through the different Contracts and Bi-Laws of Local #103. It is very encouraging to see the new groups of Apprentice showing so much enthusiasm about the fundamentals of our Local.

In the fall of 2017 we will begin offering an Applied Science Associates Degree through IVY Tech Community College. The Degree Program is based on 60 credit hours over 4 Years in the Apprenticeship Program. This program will be mandatory for all new Apprentice that are accepted into the Apprenticeship for 2017 and beyond. The Apprentice already in the Apprenticeship Program prior to 2017 will also be eligible for this Degree Program as well as any Journeyman that is in good standing with Local 103 and has a High School Diploma or G.E.D... The 60 Credit Hours will equate into approximately 700 hours of total time over the Four Years. This Degree Program will be at no cost to the members. If a member has any outstanding Student Loans, those loan payments can be differed while you are enrolled in this Applied Science Degree Program. We will notify the membership when all details are finalized.

Here at the Training Site, we have added a few new pieces of equipment to the fleet. We purchased a new John Deere 650J Bull Dozer equipped with new Top-Con G.P.S. system. This is the latest version of Top Con G.P.S. System that doesn’t require any mast on the blade. The Top-Con system seems to be very stable in operation. It has all the same principals as Trimble G.P.S. systems but navigation and some of the terms might seem a little foreign to the operator that has used Trimble only. Please contact us at 765-378-0013 if you are interested in checking out the New Top Con as well as our 4 other Trimble G.P.S. Systems. These G.P.S. Systems are here every day of the year for the members to learn on. We also purchased two used Mini Excavators with low hours and great condition. We now have a 2015 John Deere 35G, 2011 Caterpillar 303.5 D in addition to our E35 Bobcat Mini Excavators. Local 103 members really do have an impressive fleet of equipment at

your disposal. If you have not been able to make it to the training facility I would like to encourage members to come catch a class or run a piece of equipment you might not be so familiar with.

Every member should have received their winter class schedule. If you, for some reason did not receive a schedule please call Stephanie at 765-378-0013 or go onto our website www.iuoe103training.org and click on schedule a class tab.

After 29 years of service at Local #103, we would like to wish Brian Whitehead a Happy Retirement. He was a Crane Instructor/ Site Manager and so much more here at the Training Site for last eight years. Brian had a major part of improving the Crane & Rigging Hand Signal Classes that are offered. He has always had the open door policy and was willing to help any member at any given time.

As we look forward to the 2017 construction season, I hope everyone had a great holiday season. With the work to finish up from last year and the work for this year, it looks to be another good year. Milestone has some work to finish up on US 40 in Richmond. Milestone has the work at Blue Buffalo dog food factory, site and pipe work in Richmond. Milestone has the work on Manor drive road extension in Richmond. The work on US 27 in down town Richmond is going to get let the first of the year. Milestone has some work to finish up at the Richmond Airport. E&B is going to be doing the work on SR 38 west of New Castle, Visibility Improvements.

The work on SR38 in down town New Castle is going to get let the first of the year. Milestone is doing the work on SR13 and I69. There is a lot of road work and bridge work coming up in the state lettings in 2017. For those members that live in Fayette, Rush, Henry county’s and want the Wind Mill Farms to happen, express your concerns and the work it will create for Operating Engineers. For those members who work under the Distribution Agreement i t is up Apri l 30, 2017, plan to attend your contract meet ings , a lways remember, strength in numbers. I would like to encourage all to take advantage of your training site this year and update all of your certifications. In closing I hope everyone has a safe and prosperous New Year and see you at the upcoming meetings.

Well another year has gone by, I hope everyone had a prosperous year, work wise and a very happy Holiday Season! I’m sure everyone is getting ready for the 2017 work year. Now that the smoke has cleared from all the politics and the general election, we can see the road is clearly going to be rough and challenging for all working men and women who are members of a labor union. The best way to summarize this is to fasten your seat belts and stick together for the next four years, and ride out this political storm against working families as we have done for over 100 years now.

This new year the local will be sending out invitations to all new journeymen members encouraging t h e m t o a t t e n d J o u r n e y m e n orientation classes. The classes will be held at your Local district office. All new members who were initiated in 2016 should contact the Apprenticeship and Training Center to schedule a date to attend

classes. Orientation Classes for new journeymen will begin Jan, 23rd at the Indianapolis District Office and Jan 25th at the Kokomo District Office, starting at 8:00 am; Ft Wayne District Office Feb 6, and Indianapolis on Feb 9, Feb 28, and March 14. All classes start at 8:00 am till 4:00pm, and Lunch will be served.

T h i s p a s t J u n e w e w e r e approached by a group of workers from the Sunbelt Rental equipment facility, located in Ft Wayne, IN. After meeting with the group and hearing their concerns, it was clear that this group of mechanics and transport personal needed a union contract and representation by Local 103. We proceeded to file for an election with NLRB in which the workers won unanimously. I would like to thank all our new Sunbelt Brothers for their will and determination to stick together to achieve their goal. Another big thanks goes out all of our Operator brothers who came out in support of the Sunbelt workers when we

engaged in picketing activities at the Sunbelt Location. We hope to have their agreement finalized by the time the members read this.

Business RepresentativeWork has been very busy this

year in Hamilton and Marion Counties. Milestone is going to try to work all winter on the 69 project, weather permitting. Crider & Crider is working at 116th and 69 on the Top Golf project, E & B Paving will be paving the lot this spring. Gradex is working on Ikea off 69 and 116th Street also on 125th Street from Rangeline Road to Keystone Parkway working on the road, water and storm sewer. Gradex will have some carry over work this spring. F.A. Wilhelm is working on a parking garage on Rangeline Road and City Center Drive, also an office building on 1st Avenue and 3rd Street in Carmel. Rieth-Riley got a road job on Springmill Road from W. Main Street south to 96th Street.

They will also have carry over work for next year. The Deep Rock Tunnel Project, S-K JV is going well. They’re working year-round 3 shifts.

Work is looking good for next year. HIS picked up a bridge replacement over I-70 on Lynhurst Drive. 3-D picked up a round-a-bout on 116th Street and Hazel Dell Parkway. Milestone picked up Marion County Resurfacing (area 6), a little over 3 million in asphalt. Atlas will be working at 40th and Butler on Drainage Improvement, Phase 1. There will be some upcoming work at the Indianapolis Airport and FedEx for new runways. Our Mayor Joe Hogsett is still saying he’s going to build the new jail. IU Health Methodist Hospital is planning a $750 million dollar expansion starting in 2017 with completion in 2022. Milestone picked up road rehabilitation on Southeastern Parkway to 136th Street. 3-D will be starting intersection Improvement at Prairie Baptist Road southeast of State Road 238. 2016 ended up getting better than it started. The Milestone project on I-65 from Greenwood to Franklin kept several Operating Engineers working with multiple contractors. The adding of lanes, new shoulders and complete rebuild has been needed for several years. The Project turned out a lot of long hours and high traffic volume challenges. You can tell a lot of pride was put in place by how awesome the finished project turned out. Another example of “Union Built and Union Strong”

and not only shows off the Operating Engineers on the project but represents the talent that is within all the Local 103 area of coverage. The entire southern rebuild plan that took place from E&B / Gradex at Worthsville Rd. and Reith-Riley adding lanes and round-a-bouts off Whiteland Road and the Franklin exit. Milestone and Beaty on Hwy. 252 beginning the widening has really show cased the efforts of the Operating Engineers commitment in getting the job done. And it doesn’t stop there. Dave O’Mara started with rebuilding downtown Franklin, Freeman Grading started another new Big Box warehouse job just off I-65 at Greenwood. Downtown Indy The Cummins new Corporate Headquarters was another great example of Union Trades showing they have the training and talent to stay way out front of any non-union un-skilled labor force. Two projects

side by side with the Market Tower Project non-union and the Cummins Engine building performed union was a great display of Union Construction at its best. Not only did the Cummins finish first and started its project after the Market Tower but they have shown the quality of craftsmanship by extremely lower redo and cost over budget work that should have every non-union company put on notice by the Union Construction Trades. And Operating Engineers are doing it again with the Pacers Practice Arena downtown. And the way it is progressing, again it may finish before the non-union rats on Market Tower project. This should get some notice from the newly elected Governor and new elected officials that will be taking office. When considering any new and future work as to why Union Strong is and Union Built is not just another construction slogan. Fox Contractors have been going strong on the new Celedon Trucking Headquarters in Mt. Comfort. E&B showed an impressive slip paver concrete to cover the Celedon

Trucking lot. Force Co. continues building another new building for Nichi Steel in Shelbyville. Indiana Excavating has been working on a new sub-division in Wanamaker and has made a big impact in keeping 103 Opera tors working wi th several new projects. Brandenburg wil l begin the Demoli t ion of the old St. Francis Hospital in Beachgrove sometime later in 2017. Renascent,Ben Hur and Gradex to name a few have been working at the expansion of Community East Hospital. This is just a portion of the work that has been going in Eastern Marion, Hancock, Shelby and Johnson counties. Speaking with the contractors they have been very busy bidding and have a very good

outlook for a lot of work coming for the new year of 2017. As the work year again gets off to a start, please watch out for your I.U.O.E. Brothers and Sisters. 2016 brought accidents and fatalities to some of our members. We must remind ourselves just how dangerous the career we have. Traffic is faster and obsessed with texting while driving. Prayers go out to those who have suffered tragic loss and the pain and suffering from accidents that occurred in the year 2016. Again, I would like to say thank you for allowing me the opportunity to represent our Local 103. Take advantage of our training site and have a safe upcoming work year.

Work in the southern half of District 2 got off to a good start in 2016 and continued throughout the season. For the better part of the year, weather was not a factor on most job sites, which allowed a lot of projects to be completed ahead of schedule. Fortunately, our contractors were able to keep up with this scenario and always had another job waiting for us to start.

The deep sewer interceptor project that Al Fleming has in Decatur is still ongoing which should last another six weeks. Bowen has three crews working in

the Muncie area that will continue into 2017. 3D is still working in the McKinley neighborhood area of Muncie with their C.S.O. project. J.G. Case has a few more weeks left on their C.S.O. job around the Middletown Park Neighborhood.

Milestone’s total rebuild of State Road 26 in Jay County is ninety percent done and on hold until the spring, they had eight to ten Operators busy most of the summer and fall. E&B along with their sub 3D has work left on the Tracy St. total rebuild job in Markle.

Some of the upcoming work in the area for 2017 will be Brooks in Decatur on U.S. 224, Morphey Construction on State Road 26 east of Hartford City, HIS Construction on U.S. 27 north of Berne, 3D in Winchester and Brooks in Portland. The district offices will be hosting winter classes for some of the certifications that our Training Site offers, please try to attend them. DISTRICT No. 2 ContinuedBy BOB DOUTT

Business RepresentativeIt’s been a good season in the

northern counties of District 2. The GM project is still underway. The paint shop is 95% complete with several Operators working in the new paint shop finishing up punch list work. The work in the new body shop is starting to ramp up for the new tooling and equipment installation. Commercial Contracting Corp. will be doing the installation with Dearborn Midwest doing the facility upgrade project. RMF Nooter Inc. will be doing the flat top conversion work in the new body shop also.

The dirt work in my area is winding down. Fox is finishing up several jobs and still has utility work to do at the Canal Place project on Lafayette Center Road, Parkside project. The Lafayette Center Rd. project is done for the season but will begin again in the spring. Fleming is also finishing up several jobs, they still have utility work to do on the RCI Development project and several housing additions north of Fort Wayne.

Phend & Brown is still working on the Gump Rd. project putting in utilities. They will resume the site work in the spring. Miller Bros. is still moving dirt on the Wal-Mart processing plant at Bluffton and Pleasant Center Rd., they have also been awarded the pipe package for the site.

Don R. Fruchey was awarded the steel on the Skyline Apartments

downtown Fort Wayne, Fox is doing the site work. Fruchey should be starting the steel erection mid-March. The asphalt work in my area is coming to an end this season with both E&B and Brooks finishing up smaller projects in my area.

KOKOMO DISTRICT No. 3By CORY LODGE

Business RepresentativeAs the season winds down, one

would have to say it’s been a pretty good year. With the rain, early in the season, most of the work stayed and finished on time due to the commitment and hard work of our members. Work still looks good with the Chrysler plants in Kokomo keeping Walbridge, Shook, Aristeo and HMH busy. Christen Labor also has the roof job at Chrysler as

well. Work at the Chrysler plants also looks good into the foreseeable future as well.

The GM plant in Marion has a lot of work coming, but it has been slow in rolling out. E & L Construction and Duke & Duke have started work at the GM plant though. The work at Grissom Air Force Base is still ongoing with H.I.S. It has started to slow down, because of weather, but a lot more is to be done. It will pick back up when the weather breaks in early spring.

Deichman has some good sewer work in Kokomo and in Clymers as well. The new hospital in Wabash didn’t go our way early on, but now that the steel is going up, Smith Erectors has that and it should last most of the winter. E & B had a lot of work this year and the Washington Street project is finishing up. They look to be busy in the new year as well. The maintenance work at the Wildcat Windfarm has been steady

this year with Central Crane and Mammoet getting that work.

The Rieth Riley job at US 31 and State Road 28 is complete, but that was a very good job for us this year. There is a lot of work bidding now and a lot of bridge and sewer work is bidding or set to start after the new year. 2017 looks as though it will be a busy year as well. I hope everyone had a safe and happy holiday and has a great year as well.

DISTRICT No. 3 ContinuedBy JOE HAYDEN

Business Representative It’s hard to believe it’s winter

already. Hopefully everyone had a decent year. I know the 2016 season got off to a slow start in the western side of District 3. We’ve had several nice projects this season. Walsh has been continuing work on I-65. Bowen was on the south River Road project, Greenbush Street project and a small grinder project at the

treatment plant. Milestone has been working on rebuilding the south River Road project, working at the downtown street scape project, the mill and fill project on State Road 26, with continued work in Delphi and the Sagamore Parkway project.

Rieth Riley is also finishing on Sagamore Parkway, Happy Hallow Road, Purdue Airport and a mill and fill on I-65 at the 201 Exit. They also have the State Street redevelopment project that goes through the Purdue campus. Atlas had a couple of projects across our area, including a target job. They were just awarded a job in Fowler, IN, that is also a target job. Siteworx has completed several jobs around West Lafayette with even more to come in the spring. F.A. Wilhelm has the Active Learning Center project they are finishing, and have started three other building projects this year that will continue into 2017.

M.A. Mortenson has started the access roads and radius at the Meadow Lake Windfarm, phase 5. This consists of 50 tours. Rock Solid is also there stabilizing the county roads. Crider & Crider finished up their widening project between county road 450 and 350 south. They picked up a small project off south River Road and have completed it. Poindexter is out at Saint Elizabeth Hospital doing site work for the addition. They are also out at the CAT logistics building doing the building pad, parking lot, and pipe. Superior Construction will continue replacing the U.S. 52 bridge over the Wabash River. Gradex has work going at the Indiana Packers Plant.

I would like to encourage everyone to utilize the training site this winter. You can enroll in any of the classes being offered, update your certifications or just improve your skills on the equipment. I hope everyone had a great holiday season, and safe travels in 2017.
