Invitation from the PresidentI want to invite you to join us June 9-12, 2019 for the PSAB 108th Annual Conference being held at the Hershey Lodge. These conferences are an opportunity for you to get in front of current and emerging issues affecting borough communities.

My conference theme, Investing in the Leaders of Tomorrow, encourages you to educate, inspire, prepare, mentor, and engage youth and others in your community by helping them to understand and appreciate the local government process.

If you attend conferences regularly, thank you for taking advantage of the professional development opportunities available through this Association. If it’s been awhile – or if you’ve never attended – now is your chance to learn, network, engage, and advocate with other peers from across the state.

This is your chance to learn from speakers on a variety of topics including ethics, stormwater management, conflict resolution, municipal auditing, combatting neighborhood blight, police liability, and much more. You will also learn from state and federal experts about programs available to help your borough.

You can also meet with exhibitors who can save your borough money; participate in Advocacy Day at the State Capitol; honor your peers receiving service awards; and vote on PSAB’s legislative agenda.

As you can see, there are many reasons to attend the PSAB Annual Conference. My wife, Linda, and I look forward to seeing you in Hershey – the sweetest place on Earth!

REGISTRATIONThere are two ways to register for the PSAB Annual Conference. The first is to complete and mail the enclosed form to PSAB with a check payable to PSAB. See page 13 for more details.

The second is to register online at www.myaccount.boroughs.org under the “Conferences” tab. Please make sure you designate those officials who will be attending the conference for the first time. Spouses and guests must be registered to participate in program activities and to visit the exhibits.

If you can’t attend the entire conference, one day registration is available. The fee is $100 for Sunday, and $115 for either Monday or Tuesday. To register, use Package B, C, or D on the enclosed registration form.

Cancellation Policy for Delegates and Spouses

Cancellation requests must be made in writing. Full registration fee will be refunded if the can-cellation notice is received no later than May 1, 2019. No refunds will be given after May 21; however, substitutions are permitted.

Conference Expenses

Section 701 of the Borough Code provides reimbursement for mileage, registration fees, and all other actual expenses for the Conference which Council agrees to pay.

Attendees working toward their Certified Borough Official designation can earn 12 credits at this conference.

G E N E R A L S E S S I O N S1:30 – 2:30 P.M. The Borough Code: A Local Official’s Guide to ComplianceJoan London, Esq. from Kozloff Stoudt, will help officials understand and navigate the Borough Code.

2:45 – 3:45 P.M. Conflict on the Board – Can it Be Productive?Serving on a municipal board is usually a rewarding experience, but there may be times when conflict and disagreements will arise. Janet McNally, D.Ed., owner and principal educational consultant for Team Development Services, will explore the nature of conflict on boards and will show how conflict, if handled well, can be productive and lead to increased teamwork and effectiveness.

3:45 – 4:45 P.M. The Borough’s Annual Audit – Make it More Than a “Necessary Evil”Each year, your borough is required to conduct an audit. It is easy to think of this only as a “necessary evil.” However, this does not have to be the case. This session will help to dispel this myth by helping you understand the importance of an audit and how the process can strengthen your borough. James A. Krimmel, MBA, CPA, CFE, CFF, Shareholder from Hamilton & Musser, PC, CPAs will give attendees tips for navigating the audit process and avoiding common pitfalls.

2:45 – 6:00 P.M. Advocacy Day at the State Capitol MEET AT THE CONVENTION CENTER ENTRANCE – BUSES WILL LEAVE AT 2:45 P.M. SHARP! (Must be Pre-Registered)Who Can Attend? Municipal Legal Update Back by popular demand, this interactive update will educate attendees on relevant statutory changes and recent court decisions which have altered the legal environment for borough communities, and how these changes may affect your borough. Through this Jeopardy style format, Sam Wiser, Esq. and Zach Rice, Esq., from Salzmann Hughes, will offer guidance on the necessary practical steps your borough can and should take to stay compliant.

same direction through a common vision for world-class safety performance.

C O N C U R R E N T S E S S I O N SCombatting Neighborhood EyesoresThere are many laws at your disposal to eliminate neighborhood eyesores. Chris Gulotta, Principal, Gulotta Group; Councilman Ian Mahal from Minersville Borough, Schuylkill County; and George Connor, Executive Director of the Dauphin County Office of Economic Development, will share how some municipalities in PA are using land banks, conservatorship, and other tools to clean up their communities.

Safe and Sound: Role of a School Resource OfficerSchool safety is a top priority in the wake of high-profile shootings and violence in schools across the country. Act 44 of 2018 increases security measures and bolsters funding for school security and safety, including using school resource officers (SRO) who utilize municipal police officers stationed in school districts and require intergovernmental agreements that spell out the details of these arrangements. This session will be comprised of a group of panelists, including Bellefonte Borough Manager Ralph Stewart, who will share successes of its SRO program.

Crime Watch: A Community EffortA community Crime Watch Program is one of the most effective ways to prevent crime and reduce fear in your neighborhood. During this session, you will learn techniques for operating an effective program, engaging the public, reporting incidents, and communicating with residents.

Stormwater 101 This program, designed specifically for newly elected or appointed officials, will cover the basics of municipal stormwater management. Topics covered will be helpful to communities with and without municipal separate storm sewer systems (MS4s). Speakers for this session will be announced.

Mayors Association Membership Roundtable and Business MeetingOpioids and Workers’ Comp. ClaimsDavid Leng, Vice President, Duncan Financial Group and Certified Work Comp Advisor, will discuss the impact of opioids and legalized medical marijuana on employees, employers, and workers’ compensation claims. Leng will share tips on how to prepare and defend your borough against claims. He will also review other current issues regarding workers’ compensation affecting boroughs.

C O N C U R R E N T S E S S I O N SCrash Course: Police Liability Issues Based on real life scenarios, Christopher P. Gerber, Esq. of Siana Bellwoar will address the fundamentals of civil rights lawsuits filed against municipalities, elected officials, chiefs of police, command staff, and non-supervisory officers. Attendees will be offered practical guidance on the risks associated with mismanaged police departments and how to improve the quality of services through effective assessment and implementation of critical internal operating procedures. The session will focus on recurring sources of exposure to litigation such as inadequate administrative investigations and confusion over the chain of command, which can plague a municipal police department.

Is There an App for That?Many local governments are turning to technology like drones, GIS, and mobile apps, among others. Mario Leone, Borough Manager from Monaca Borough and Justin Smith, GIS Analyst from Lansdale Borough, will share how each is using technology in their communities.

2020 Census – Why an Accurate Account is Important for Your BoroughThe Census is the basis for distributing federal funds as well as political representation in local, state, and federal districts. During this session, Lynne V. Newman, JD, Partnership Coordina-tor, U.S. Census Bureau – Philadelphia Regional Census Center, will help you understand how your community can get an accurate census count by working with the Census Bureau com-munity partnership engagement program. This workshop will give you an understanding of what’s new for the 2020 census, confidentiality, area census offices, and recruitment efforts.

Diversity and Leadership to Empower Social JusticeTerry Green, CEO of Think Make Live, will engage participants in a social diversity dialogue on innovative ways to bridge that gap between college students and urban inner-city youth. Participants will understand the value of embracing diversity to create social inclusions and will learn best practices and new strategies on diversity and leadership to empower social justice.

Each member borough in good standing with the Association shall appoint a Voting Delegate for the purpose of electing the Officers of the Association and voting on proposed resolutions and policies.

Borough council must approve the individual appointed to serve as the Voting Delegate as well as an Alternate Delegate (in case the primary appointment cannot participate in the election and voting during the annual conference). Per the PSAB Constitution, these names must be provided to the PSAB Executive Director at least 15 days (May 24, 2019) prior to the conference.

The election of Officers will be held Tuesday, June 11 between 9 a.m. and 2 p.m. and voting on proposed resolutions and policies will occur during the Closing Business Meeting on Wednesday, June 12. These two activities help to shape the leadership and policy platform of the Association. Participation in this process is an essential role that borough officials play in guiding the future of PSAB.

ALL VOTING DELEGATES MUST BE REGISTERED TO ATTEND THE ANNUAL CONFERENCE.
