Ratification Campaign of OAS Conventions A68 A69

To continue signature and ratification campaign of OAS Conventions A68 and A69 against racism and all forms of discrimination and intolerance, at all levels.

Proposal:

PSI must also defend the creation of a world agency to work with the issues of racism and xenophobia, articulating the work done, nowadays, by many international organizations (ILO, UN and other). This, would provide a better coordination of all work done against racism and xenophobia, worldwide.

PROPOSALS

PSI shall make a public statement supported by TUCA and INSPIR, aiming to invite governments to ratify and implement ILO International Conventions on Fundamental Rights in the Workplace: such as Conventions 29, 87, 98, 100, 105, 111, 138 and 182, and OAS Conventions A68 and A69.

To strengthen the Inter-American Committee Against Racism, Xenophobia and all forms of discrimination by integrating representatives of unions in the US and Canada

• To integrate the fight against racism and offer international solidarity to the work performed by the union movement in organizing, negotiating and working at international level.

TO PROPOSE TO PSI WORLD, ITUC and TUCA THE CREATION OF A COMMITTEE TO FIGHT RACISM AND XENOPHOBIA

Proposals

• To adopt PSI March 21 activities calendar as the Global Day of Action against Racism, such as UN does, and request ITUC and other global unions to join this effort.

At international level To seek the inclusion and integration of our signature and ratification campaign of OAS Conventions A68 and A69 in the activities of the Decade for People of African descent, decreed by UN, from 2015 to 2024.

Proposals

At national level:

To constitute alliances with community organizations, civil society groups and workers groups facing multiple forms of discrimination, in order to develop a basic action strategy.

Proposals

To urge PSI members to adopt policies and to campaign for the protection of the undocumented migrant worker's rights, tasks that should be carried out in coordination with PSI migration staff, calling attention to the situation of Haitians in the Dominican Republic and the Nicaraguans in Costa Rica.

PROPOSALS

PSI affiliates at the local and national levels:

To integrate the fights against racism, racial discrimination, xenophobia and all related forms of discrimination and intolerance in all union structures and programs, in the national coordinating committees as well as in the women and youth committees, to ensure full integration of people of color, migrants and indigenous peoples, at all levels.

Proposals

To bring forward awareness campaigns and training programs on racial equality, including national and international legislation on equality.

To involve each of the committee members in researches on racism in their own sub-regions on national legislation on equality.

PROPOSALS

To urge PSI trade union organizations to include clauses against racism, xenophobia and all related forms of intolerance in collective agreements and to provide capacity training on ending bad practices against migrants, workers of color, indigenous peoples and ethnic minorities and various LGBTI groups, taking into account ILO Convention 111.

To promote the inclusion and development of individuals or groups subject to situations of racism, discrimination or intolerance;

To adopt legislation which clearly prohibits racism and intolerance, applied to both the public sector (authorities) and civil society members.

To organize studies on the nature, causes and manifestations of racism, racial discrimination and related intolerance at local, regional and national levels.

To disseminate statistics on the situation of groups or individuals who are victims of racism, racial discrimination and related intolerance.
