The Continuing Education Program conducted successful activities in these areas: provision of nonformal education workshops; CACE publications; consultations; conferences and seminars; networking adult educators and trainers; the CACE Resource Centre for provision of educational support and resources; and development of a proposal to develop a Program of Lifelong Learning. CACE continued three international exchange programs with the Fircroft-CACE Academic Links Program; Center for Adult Educators; and Steelworkers Humanity Fund. Research projects undertaken were Social Uses of Literacy Project, Adult Education and Training in the Context of Globalization, and staff research for higher degrees. CACE

/There is major rethinking of adult education and training globally.1 Many of the issues are raised in a forthcoming book which CACE

is co-publishing with Zed Books entitled Globalisation, Adult Educationand Training. The issues have also been apparent in the preparatorymeetings held during 1996 in the lead up to the Fifth InternationalConference on Adult Education which is being organised underUNESCO's auspices. This will be held in Germany in July 1997. SomeCACE staff have been involved in the preparatory meetings in Africa,Asia and Europe.

The Conference intends to bring together the different actors involvedin adult education practice (governments, NGOs, academics, otherUN agencies, international and regional multilateral financing institu-tions, aid agencies, amongst others) to "forge a world-wide commitmentto adult and continuing education in the perspective of lifelong learningaimed at :

1) facilitating participation of all to sustainable and equitabledevelopment;

2) promoting a culture of peace based on freedom, justice andmutual respect and

3) enhancing the quality of life of women and men of all ages."

The Conference, which has "Adult Learning The key to the 21st cen-tury" as its theme, is particularly pertinent for South Africa. This isbecause a key question for many adult educators and trainers locatedwithin the democratic tradition is: what should we be doing in orderto enhance the possibilities for a more people-centred social and eco-nomic programme of transformation to succeed in South Africa, at apolitical moment when global economies dictate neo-liberal market-based policies as the only acceptable solutions?

The new South African government has adopted a policy framework,the Reconstruction and Development Programme (RDP), which con-tains the long-standing demands of the democratic movement for amore radical social and economic programme of transformation.Fundamental transformation is urgent as South Africa, among com-parable middle income developing countries, has one of the worstrecords in terms of social indicators (health, education, safe water, fer-tility) and amongst the worst records of income inequality. Povertyhas a strong racial dimension with nearly 95 percent of the poor beingblack. To turn around the poverty-stricken reality of 70 percent of thepopulation will not only take a long time but also requires the politi-cal will and a great deal of resources.

The impact of globalisation and the neo-liberal policies that dominatethe world and therefore the restructuring of South African political,

economic, social and cultural realities are very powerful. Some arguethat the closure of the RDP office earlier this year and the GrowthEmployment and Redistribution (Gear) Strategy which was publishedare evidence of this. But the criticalquestion that the South African govern-ment is confronting is how to combineformal democracy, an open, growingeconomy, and people-centred develop-ment.

South Africa is having 'to build anation'. at a time when the nation-stateis tending to become less important inthe world. Global economic forces areinclined to minimise differences andnational borders at a time when SouthAfrica is needing to build political unityand recognise differences amongst itsdiverse population of 40 million peoplewho speak 11 languages, who havebeen systematically organised alongracial lines, and who vary widely acrossdivisions of culture, gender, social class, and regions. There is a senseamongst some adult educators and trainers that the tide is too power-ful that there is no alternative but to go with it. But there are othersthat recognise that they must join forces in a process of "globalisingfrom below". A key challenge for adult educators and trainers is tobuild solidarity in a context of competition.

The South African case throws up the starkness of developmentsaround the world. There continues to be a great deal of interest in whatSouth Africans are doing to grapple with the contradictory pressureswithin the field. In the field the realities are very mixed. On the onehand at a rhetorical level the importance of lifelong learning has beenrecognised in various policy documents. For example, the NationalCommission on Higher Education has identified the need for thefuture of higher education to be located within a notion of lifelonglearning. The South African Qualifications Authority (SAQA) is beingestablished. The area of adult basic education and training (ABET) hasbeen given recognition with at least some state support. Also, the firstnational Adult Learners Week campaign was successfully run by aconsortium of organisations and individuals under the auspices of theAdult Educators and Trainers Association of South Africa (AETASA).

On the other hand, many more NGOs have failed to obtain financialsupport so have had to close or reduce their services. State services,

certainly in the Western Cape Province, are struggling to maintaineven the very low levels of service that they have. There is manifestlyvery limited understanding of the central role that adult educationand training must play if there is to be political, social and economicprogress. This was graphically illustrated in the new legislation relat-ing to schools which did not address adult education and training atall in that context. There is hope though that the new HumanResource Development Strategy of the Department of Labour willgive new impetus to education and training in the workplace.

In general terms, there is still a very unfortunate tendency in SouthAfrica to reduce adult learning to ABET instead of seeing it in health,welfare, economic, social, and cultural development. This is notunusual but there is a growing realisation around the world that adultlearning throughout life is one of the keys to facing the challenges ofthe 21st Century. It is the aim of the UNESCO Conference to lay astrong basis for increased international commitment and cooperationso that emerging 'best practice' can be shared and the scale of deliveryincreased. It is therefore important that South Africa is well represent-ed at the Conference both by state, civil society organisations andbusiness. On the local level it is important that the second nationalAdult Learners Week from the 2 March is well supported in order toeducate the South African public to their new right to adult basic andfurther edu cation which is enshrined in the Bill of Rights.

In order to revise the work and direction of CACE and to build cohe-sion amongst staff, several of whom are new, all staff participated in

a retreat at Noupoort Conference Centre, Piketberg in late November.Prior to the retreat there were several processes within the differentprogrammes in order to reassess and toplan. The administration team present-ed a useful report under the leadershipof the co-ordinator, Sonia Wanza, asdid the other presenters. The retreathelped to consolidate the staff teamthrough the re-building of a vision ofCACE's work. A firm foundation waslaid for constructive work in the newyear.

StaffingThere were several staff changes inCACE this year. Three staff resigned.They are Eunice Christians after nineyears of service, Bev Thayer after sixyears and Salma Ismail after threeyears with CACE. We greatlyappreciated all of their contributions toCACE's work.

Zelda Groener returned after overthree years of study leave in the USA.She has submitted her doctoral thesisfor examination. Joe Samuels was onstudy leave in the first half of the yearand Roy Crowder from late July.Temporary short term assignmentswere undertaken by Marian Clifford,Doug Reeler, Louise Sterling, MinnieVenter, Cathy Gush, Kathy Watters.Aso Balan assisted with administrationuntil May and Hay ley Swart landassisted with setting up the CACEKimberley office from August.

Shirley Walters was promoted tosenior professor in recognition of heroutstanding contribution to the university and the field. She becomesthe first woman in the history of UWC to be promoted to this position.

Committee Work of Staff

This included serving on several CACE committees, other universitycommittees, and on committees of a range of community and non-governmental organisations (NGOs). The CACE ManagementCommittee (CMC) was serviced by Shirley Walters, David Kapp, RoyCrowder, Bev Thayer, Eunice Christians in the first part of the yearand later Zelda Groener, Lucy Alexander, Sonia Wanza and JoeSamuels joined the director. CACE was represented on the followingUWC committees:

FundingFunding has come from the followingfunders: the Charles Stewart MottFoundation, Anglo AmericanChairmans Fund, Kagiso Trust, JointEducation Trust, the IndependentDevelopment Trust, SteelworkersHumanities Fund, SwedishInternational Development Agency,Engen, Liberty Life, BP South Africa,Students Services Council, the GermanAdult Education Association (DVV),Desmond Tutu Trust Fund. We arevery appreciative of the ongoingsupport from the funders.

The university currently funds the posts of 3 lecturers, 1 professor and1 administrative assistant. All other posts are funded privately. Theaccounting function has been coordinated by Glynnis Lawrence whohas worked closely with the UWC Finance Department.

We wish to thank our funders for their continuing support and Andrede Wet, Registrar of Finance, and his staff for their co-operationduring the year.

AccommodationDuring the last year CACE students and staff have continued to feelthe loss of the CACE Hall that was converted to a student recreationcentre. The university has yet to provide adequate substitute accom-modation and this has frustrated both staff and students alike,especially those on the certificate programme. Office space is stilllimited with several staff sharing space with one or more.

In order to rationalise the use of computers and to improve staffeffectiveness a Local Area Network has been installed and managedby David Kapp. We are still anxiously waiting to be linked into theUWC network. 111

PROFESSIONAL

TRAINING OF

ADULT EDUCATORS

AND TRAINERS

The importance of the professional development of adult educatorsand trainers has been emphasised by the recognition of ABET and

human resource development (HRD) as part of the reconstruction anddevelopment of the country. National and provincial plans are beingdeveloped for systematic delivery. CACE staff have been closelyinvolved with the Western and the Northern Cape ProvincesDepartments of Education in the development of their ABET plans.

In the Northern Cape Province (NCP) we have a formal partnershipwith the Ministry and Department of Education and Culture. On the8 September, International Literacy Day, there was a formal ceremonyrecognising the partnership. This was witnessed by the nationalMinister of Education, Professor Sibusiso Bengu. Both the Certificateand Advanced Diploma programmes have been delivered in the NCPfrom 1996. During 1995 a great deal of groundwork had been done inorder to prepare for this.

The National Training Board continued to explore the concept of the'Education and Training and Development Practitioner' (ETDP)through an action research project under the auspices of WorkingCommittee 10. CACE's courses are operating broadly within theETDP framework.

Nationally there are attempts to streamline the professional develop-ment of adult educators and trainers. On the one level, the practition-

ers are organising themselvesthrough the Adult Education and

Training Association of South Africa(AETASA). On another, under theauspices of the ABET NationalStakeholders Forum (NSF) of thenational Department of Education, aprocess is underway for the setting ofstandards for ABET practitioners tolink into the National QualificationsFrame-work (NQF). CACE staffmembers have been activelyinvolved in these processes.

CACE's experience in distance edu-cation is being recognised in the uni-versity and the Rector has set up aTask Group on Distance Educationwhich will draw on this experience inorder to develop a university-wideapproach to this mode of delivery.

ing this past year. CACE now offers two Advanced Diploma Coursesa distance course for students in the Northern Cape and a campus-

based course. Roy Crowder was overall co-ordinator of the AdvancedDiploma courses in the first half of the year and Zelda Groener in thesecond half.

The main innovation in AdvancedDiploma work this year has been thedevelopment of materials based curric-ula while still running a full campusbased teaching programme as well asdelivering the distance course in theNorthern Cape. Roy Crowder con-vened the course work teams whichcreated the curricula and managed theprocess of materials developmentand production. During the secondsemester Zelda Groener, as well aspioneering our delivery in theNorthern Cape, led the first experi-ment with providing a campus basedcourse using our newly developed dis-tance materials. As we explore the useof distance learning modes we believethese innovations help us becomebetter able to reach a broader speCtrumof learners.

The Advanced Diploma in the Northern Cape

The distance Advanced Diploma for Educators of Adults in theNorthern Cape Province was launched in Kimberley this year. 36 stu-dents registered for the course. 23 students have been promoted totheir second year. The majority of the students are actively involved in'adult centres', while others are involved in NGOs and industry.Students live in different parts of the Northern Cape and have had totravel from Upington, Magogong, Barkly West, Douglas, Hanover,Noupoort, Colesberg and De Aar to attend study sessions inKimberley. As many students are reliant on public transport and taxiservices, they often have to make extraordinary efforts to participate.For instance, some students arrive at train stations during the earlyhours of the morning where they have to sleep until dawn when thetaxi transports them to Kimberley. Despite these adverse conditions,students' attendance and punctuality have been remarkable.

During the past year we met with students for 4 four-day studysessions during which time we introduced students to the coursematerials, enabled them to develop study skills and engaged them indiscussions and debates. Developing course materials has been amajor challenge and we are thankful to Marian Clifford and DougReeler who assisted in this regard. Marian assisted with the develop-ment of the course on Adult Basic Education and Training (ABET)which was offered in the first semester. Marian and Doug both assist-ed with the course on Adult Education and Training Theory andPractices (AETTP) which was offered during the second semester.Zelda Groener was the course co-ordinator. Distance tutoring andsupport was facilitated mainly by telephone. Although manystudents do not have telephones in their homes, they have managedto communicate by using public facilities. Students provided supportfor each other through study groups.

During 1997 the new course will be'resource-based' where the writtenmaterials developed for the distancecourse will be used. Students willmeet for face-to-face tutoring oneight Saturdays during the academicyear rather than weekly sessions. Weare hoping that this format will giveaccess to more students who find itdifficult to attend weekly meetings.

he Certificate Programme is a two-year part-time distance edu-cation n course for adult educators, which is now in its ninth year of

delivery. Those admitted to the course do so with a minimum of a Std8 although increasing numbers enter the course with a Std 10; theCertificate course has therefore the potential to act as an access courseto higher education. Over the years, the primary target audience hasbeen marginalised communities of the Western Cape and the WestCoast up to Namaqualand. This year, the course has extended itsboundaries geographically to include students in the whole of theNorthern Cape. The implementation of the Certificate in the NorthernCape Province is seen as one way to help to build capacity of ABETpersonnel in the province. Recruitment and selection was undertakenin partnership with the Ministry, and in contrast to past practice, somestudents were accepted without work experience.

1996 was the first year of a two-year cycle for 71 students in theWestern Cape and 77 in the Northern Cape Province. The followingtable provides a profile of the students and their progress.

combined with an end-of-year examination. Some materials requiredupdating. The Contextual Studies and Basic Research modules havebeen rewritten by Louise Sterling and Jonathan Geidt respectively.Next year Adult Learning will be revised.

Student supportApart from correspondence and limited telephone counselling, fivestudy weekends served as the main opportunity for contact betweenCACE staff and the students: these two to three day workshops for allstudents are held in Kimberley and Cape Town and aim to introducenew sections of the workbooks, to explore areas of difficulty with stu-dents, to develop computer literacy, to strengthen reading and writingskills as well as to introduce students to the use of libraries. Duringthe face-to-face component of course delivery, a variety of study skillssessions and community-related education workshops and field tripswere arranged. These included presentations on local government,environmental issues, vigilantism, group dynamics, and local historyin the Northern Cape.

As part of our distance education support system, students areexpected to meet fortnightly in Study Groups of between 5 14 withtrained tutors who live in their regions. Together they work throughsections of their workbooks, prepare for assignments and discussproblem areas. This important aspect of student contact and supportrelies on the recruitment of motivated, creative and committed tutors,familiar with adult education methodologies.

A number of new part-time tutors were employed this year andreceived induction and training at CACE through two workshopsheld in Cape Town in the second half of 1996. Support for tutors inthe Northern Cape has been more difficult than in the Western Cape,and in some areas tutor-support has not been sustained.

The new tutors in the Western Cape are Anthea Nefdt, Deon Visagie,June Roodt-Saldahna, Funeka Loza and Alfred Seabe. They joinedCACE's very experienced tutors, Johanna Stoffels, Rachel Balie andTom Johnson. In the Northern Cape, Don Ramah, Eddie Thebe,Lisanne Le Roux, John Adams, Myner Bovu, Wilfred Moller, HayleySwartland and Phillip Antonie joined the tutoring team.

Attendance at Study Groups has fluctuated in accordance with stu-dents' own needs and commitments but distances in the NorthernCape have had a negative impact on sustaining this key element ofCACE's student support model. This is an area which needs to bestrengthened in the coming year, and will be assisted by CACE'sincreased personnel capacity in the Northern Cape Province.

Future trajectory for the Certificate course1997 will be the second year of delivery of the current Certificatecourse; during this year, CACE will be engaged in planning for certain

developmental changes in the Certificate. In the context of policydevelopments in adult education, CACE is in the process of re-assess-ing the level at which the Certificate course is delivered, that is as afoundation qualification for adult educators.

A number of national developments demand that CACE evaluates thequalification level and sustainable funding of the Certificate.Contributing factors are the processes which have been embarkedupon towards a National Qualifications Framework, the reconcept-ualised role for adult educators and trainers as Education and TrainingDevelopment Practitioners to accommodate a wider grouping of prac-titioners, the disparities between the level of the CACE Certificatequalification and those being developed at other institutions and thefact that the course is presently donor funded and may not besustained in the coming five year period. Research has been commis-sioned, and the findings will be considered in the course of 1997, sothat steps to re-shape the course can, if necessary, be taken beforeJanuary 1998.

The B.ed Module on Adult and ContinuingEducation .

46 students took the course with 43 completing successfully. Judgingfrom the attendance figures and assignment marks there were highlevels of commitment from students, many of whom study part-time.An evaluation of the course suggests that the course was largelysuccessful in achieving its aims. The course concentrated on the polit-ical and social context of ABET. An effective system of feedback ondrafts of written work may have been responsible for helping to sus-tain interest. Students were asked to investigate and assess an ABETprogramme in the light of national ABET policies and there wereseveral outstanding responses.

The course was co-ordinated by Jonathan Geidt and taught by JoeSamuels, Tony Sardien, Jane Dickie, Jonathan Geidt and ShirleyWalters.

External ExaminingRoy Crowder was external examiner for the B.Ed course on Adult andContinuing Education at the University of Venda, the AdvancedDiploma for Educators of Adults (by distance) at University of Natal,Pietermaritzburg, and the Advanced Diploma for Educators of Adultsat the University of Cape Town. Shirley Walters is external examinerfor the Department of Adult Education, University of Zimbabwe.

Post Graduate DegreesTwo thesis masters student and one doctoral student are beingco-supervised by Roy Crowder and Shirley Walters. The one mastersstudent is from the University of Montreal, Canada.

Continuing Education ProgrammeCEP is responsible for the continuing education and training ofcommunity-based and other adult educators. This involves

1. Provision of Non-formal Education Workshops2. Development of training handbooks and other publications3. Provision of seminars and conferences4. Consultations5. Networking with practitioners and their organisations locally,

nationally, and internationally6. Provision of educational support and resources through the CACE

Resource Centre7. Provision of leadership in the university for continuing education

policy.

The CEP had a successful year with numerous highlights. The full-time staff are Joe Samuels as co-ordinator; Tony Sardien as a specialiston the 'race', class, gender and culture training; David Kapp as com-puter networker, Elizabeth Schutter as administrator and AlbertNtunja as Resource Centre co-ordinator.

In this report we will describe the major activities:

Provision of Non-formal Education WorkshopsThis involves the running of our own programmes, the facilitationand design of educational programmes on request from other organi-sations, and the joint running of programmes in partnership withothers.

Anti-racist and anti-sexist training for practitioners has been a keyfocus area for several years. In the last few years the emphasis hasbeen on the integration of 'race', gender, class and culture within abroader framework of challenging power relations. This year a num-ber of courses and consultations occurred. The importance of inte-grating the issues into the formal courses in a consistent way wastaken forward through materials-development, through the runningof workshops for tutors on the certificate programme, and presenta-tions in the B.ed course. A distance-education course, which buildson prior experience, will be finalised during 1997.

Examples of programmesA diploma course run from April May on Organisational change

strategies, specifically affirmative action.A course on Integrating 'race', class, gender and cultural issues into

the education of adults was part of a course for principals run byGrassroots Educare Trust in July 1996.

CACE PublicationsBooks produced by CACE have continued to sell well, both locally andinternationally. We have had unsolicited positive feedback onour books from adult educators in countries around the world. Theyhave been reviewed and advertised in awide range of journals and magazines.One new publication was co-publishedwith ZED Books and co-edited byShirley Walters and Linzi Manicom,"Gender in Popular Education: Methodsfor Empowerment". This was launchedon National Women's Day at an eventco-hosted with the Gender AdvocacyProject and the Cultural HistoryMuseum and attended by over 300people.

ConsultationsSeveral CACE staff act in consultingcapacities for a range of individuals andorganisations in informal and formalways. Formal consultations includedtwo weeks in Namibia for ShirleyWalters as a member of a consulting

team to the National LiteracyProgramme of the Ministry of Education in Namibia. CACE staff actedas consultants to the Ministry and Department of Education in theNorthern Cape and will be working closely with them over the nextfew years. Joe Samuels participated in several consultative meetingsin the run up to UNESCO's World Conference on Adult Learning inHamburg, Germany, July 1997.

Conferences and SeminarsCACE co-hosted an international conference with the Centre for AdultEducators (CAE), University of Linkoping in November 1995. Theconference focused on "Adult Education and Training and its Role inNational Reconstruction and Development: Lessons from the Northand South". Follow-up to the conference has included the production

committee drawn from the conference met twice during the yearunder the convenorship of Shirley Walters. Other members were:Maurice Amutabi (Kenya), Keith Jackson (England), Ove Korsgaard(Denmark), Pauline Murphy (Northern Ireland), and Teresa Quiroz(Chile).

Roy Crowder was Assistant Conference Co-ordinator of the Fifthmeeting of the International Consortium for Experiential Learningwhich was held at UCT. Three hundred delegates from twenty sixcountries met in the first week of July to consider the theme'Reconstruction and Development: Experiential Learning in a GlobalContext'. As well as a full programme of academic papers and expe-riential workshops, the conference included a very wide range of sitevisits and tours on each day so that delegates could experience therealities of South Africa's educational context more directly.

Networking adult educators and trainersIn the last three years CACE has been playing a key role in organisingthe field of adult educators and trainers. It assisted in the establish-ment of the Association of Adult and Continuing Education (AACE)in 1993 and provided the secretariate in 1994. AACE together withother provincial associations formed the Adult Educators andTrainers Association of South Africa (AETASA). This organisation has

provided leadership to the field. JoeSamuels is currently the chairperson.

CACE's support to AETASA includedassistance with the organisation of thesuccessful first National Adult LearningWeek in March. This was a high-profilecampaign to promote a culture of life-long learning across the country, cele-brating the contribution made by adultlearners and practitioners to adult edu-cation and training; and to promote theneed for a national, integrated educationand training system. The campaign wasco-ordinated by a coalition of organisa-lions from the state, NGOs, and private

=sector. It involved many thousands ofpeople and utilised TV, radio, and print-ed media. Awards were given to out-

standing adult learners and facilitators. The outstanding facilitator'saward went to a CACE alumnus and previous staff member, NtombiMakwasa. The second ALW is being planned for March 1997 and

CACE is playing a central role in this.

Other networking and support for the field have come through thestaffs' active involvement in many provincial and national structures.CACE staff have been very active in the standards-setting processesfor ABET practitioners with Joe Samuels chairing a national taskgroup. A specific programme to develop the professional capacity ofadult educators with regard to outcomes-based education is currentlybeing set up.

Other networking among adult educators occurred through DavidKapp's assistance to organisations. CACE's database of adult educa-tors and organisations, including a comprehensive mailing list of justover 900 community-related organisations in the Western Cape,remains an important networking tool and is a much sought-afterresource.

The CACE Resource CentreThe CACE Resource Centre stocks a wide selection of adult educa-tional material. A major challenge which the Resource Centre has hadduring the year is the servicing of students in the Northern CapeProvince. Albert Ntunja, the co-odinator, has visited the NorthernCape on several occasions and has arranged for CACE materials to bestored at various venues in Kimberley, Upington, Noupoort,Namaqualand, and Carnavon for use by our students.

A significant activity has been the organisation of a continuing educa-tion Microcomputers Course for librarians. This will be run in January1997 for librarians from historically disadvantaged institutions.

The Resource Centre annually provides three students with the oppor-tunity to learn about resource centres, develop intellectual andadministrative skills through UWC's workstudy programme. Theco-ordinator provides on-the-job training, as well as monitoring andevaluating the progress of the student assistants. This year thestudents were Melford Janda, Mzikazi Nkele, and Ivy Senne.

An external preliminary evaluation of the Resource Centre was con-ducted and this will form the basis of its future direction.

University-wide InitiativesA major proposal for the UWC to develop a Programme of LifelongLearning by 2001 has been developed by Shirley Walters during a visitto the University of Missouri. This has been presented to the Rectorand is currently being developed further for formal submission to theleadership of the university. Within the Faculty of Education a stand-ing committee on Continuing Education has .been proposed and willhopefully be established in 1997.

CAGE has three international exchange programmes. The first one isthe Fircroft-CACE Academic Links Programme which is coordinatedby Roy Crowder and Keith Jackson, principal of Fircroft College ofAdult Education, Selly Oak Colleges, Birmingham, England. It issponsored by the British Council. The aims of the programme are forstaff members to learn from each others' developing work in the areasof: anti-racist and multi-cultural education for democracy; the train-ing and formation of education, training and development practition-ers; and our understanding of theory and practice of popular educa-

tion especially in relation to policy developmentsin adult education and training systems.

\\\Shirley Walters visited Fircroft in Marchwhen the editorial committee met whilst prepar-ing the book on Globalisation, adult education andtraining. Polly Wright visited CACE from Fircroftin July to participate in the InternationalConsortium for Experiential Learning at UCTand to explore the work being done in Drama inEducation, especially in the field of health, atCAGE and in Cape Town as a whole. RoyCrowder visited Fircroft in October to participatein the College's orientation programme, to studyexperientially-based access to education whichthe college offers in Birmingham's inner city, andto do doctoral-studies preparation work.The second programme is with the Centre forAdult Educators, University of Linkoping,Sweden. This is sponsored by SIDA. In 1995 amajor part of the programme was the co-hostingof the international conference in Cape Town inNovember. In 1996 the major effort related to thepreparation of a manuscript for publication. Anew proposal for the extension of the linkage iscurrently being prepared.A third programme is with the SteelworkersHumanity Fund in Canada. As part of this, TonySardien visited Toronto in May. He was exposedto anti-racist and anti-sexist educational method-ologies in NGO, trade union and universitycontexts.

Social Uses of Literacy Project

The Social Uses of Literacy Project came to an end officially in June1995 but the publishing of the book which captures the research find-ings was achieved in 1996. The book is co-authored by MastinPrinsloo and Mignonne Breier, "The social uses of literacy: Theory andpractice in contemporary South Africa", SACHED Books, SouthAfrica and John Benjamins Publishing Company, USA.

This was a joint project with UCT, funded by the Joint EducationTrust. Researchers used ethnographic research methods to explore theuses of literacy among people who are traditionally the target of adultliteracy programmes. At CACE, researchers focused on work sites:the minibus taxi industry, farms, a factory and a school. The CACEproject was co-ordinated by Mignonne Breier. The book was launchedby JET in Johannesburg in July 1996.

Adult Education and Training in the Context ofGlobalisationThe first stage in this research project consisted of coordinating theproduction of a book following on from the international conferenceco-hosted by CACE and CAE, University of Linkoping. The book isentitled "Globalization, adult education and training: Impacts andIssues" and will be co-published with ZED Books.

Staff Research for Higher DegreesLucy Alexander is preparing her thesis for an M Phil degree throughDept of Adult Education and extra-mural studies, University of CapeTown on Edward Roux's construction of adult learners' needs in his educa-tion interventions of the 1940s: is there continuing relevance for ABETtoday?

Zelda Groener has submitted her doctoral thesis on Adult Educationand Training in the South African Transition: A Study of Policy making tothe University of California, Los Angeles, USA

Joe Samuels is registering for a doctorate with the provisional thesistitle: A critical analysis of the theory and practice of outcomes-based assess-ment in adult education using an articulation perspective.

Roy Crowder is working on a doctoral proposal in the area of organ-isation studies. Four related areas are being explored : studies of andframeworks for understanding the role of unconscious processes inorganisations; ethological research into power holding in organisa-tions; theories of charismatic leadership and followership; andresearch into individual intraorganisational influence strategies,

In South Africa, in the Western Cape Province, in UWC, in CACE wehave been in a process of rapid transition. Operating on shiftingsands, we have been trying to understand what is happening to us,keeping our balance and adapting accordingly. As the year closes itfeels as though we have just managed to keep our balance and tomake at least some of the required adaptations. We are grateful to arange of people for helping us manage to do this.

We are grateful to our funders for their continued support. We appre-ciate very much the constructive partnership we have with the MECfor Education and Culture in the Northern Cape Province, Ms TinaJoemat, the Deputy Director-General, Zodwa Dlamini, and their staff.

We wish also to acknowledge the cooperation we have received fromthe Rectorate, the Dean and Deputy-Dean of the Faculty of Education,Professors Wally Morrow, and Dirk Meerkotter, and the many friendson and off campus.
