PRESENTERS

Susan Welber, Esq. is a staff attorney in Civil Practice Law Reform Unit of The Legal Aid Society in New York City, where she focuses on impact litigation, administrative and legislative advocacy on public benefits issues, including immigrant access to public benefits, welfare work rules and disability discrimination. Susan earned her B.A. from Columbia College and her J.D. from Fordham University School of Law, where she has taught legal research and writing and poverty law as an adjunct.

Shawn Rahman, Esq. is the Managing Attorney for Training and Capacity Building for CUNY Citizenship Now!, has trained hundreds of Citizenship Now!’s volunteers and pro-bono attorneys on Citizenship over the past several years. He is a graduate of CUNY-Queens College and St. John’s University School of Law and an adjunct professor at Baruch College.

Julie E. Dinnerstein, Esq. is a supervising attorney at the Center for Immigrant Representation, a low-cost service provider affiliated with the Immigrant Justice Corps. She provides representation in both affirmative applications and removal defense. Her prior experience includes working as an attorney with the City University of New York (CUNY) Citizenship Now!, running her own private practice, directing and co-directing the immigration project of the legal department at Sanctuary for Families, administering policy and training programs at the New York Immigration Coalition, serving as an associate at Cleary Gottlieb Steen and Hamilton LLP, and clerking on for the Honorable Jack B. Weinstein. She is a graduate of Columbia College and Columbia Law School.

Luz Medrano, Esq. is the Supervising Attorney at the CUNY Citizenship Now! Hostos Community College Immigration Center. She is a graduate of The CUNY School of Law and Amherst College. A member of the American Immigration Lawyers Association, she is fluent in Spanish.

MODERATOR

Monique A. Francis, the Deputy Director of CUNY Citizenship Now!, the nation’s largest university-based legal assistance program providing free immigration legal services, oversees the day-to-day administrative operations of more than 45 service locations. Under her leadership, Citizenship Now! has grown from a staff of 20 to more than 85 employees, and she manages a budget of more than $5 million. Monique holds a Master’s Degree in Higher Education Administration from Baruch College and an Advanced Certificate in Immigration Law from the School of Professional Studies | CUNY.
