I know that there has been some push back on renewing the funding for Measure M. I urgeyou to stay the course and heed Marilynne Robinson's admonition:

“We live in the midst of great wealth prepared for us by generations. We inherited sound roadsand bridges. Our children will not be so favored. Since the value of basic investments is notrealized immediately, we cannot rationalize the expenditure. We are the richest country inhistory, therefore richer than the generations that built it, but we cannot bring ourselves evento make repairs. Our thrift will be very costly over time.”

Dear Drew and members of the SCTA Board,Please support the new GoSonoma Act. Measure M from 2004 hastransformed cycling infrastructure *and safety* in Sonoma County. Ourtowns and the county as a whole is more accessible by bicycle and saferfor the effort. But that work is not done.

In August 2019, not far from downtown Santa Rosa, I was hit by a carwhile commuting to work on my bicycle on a designated "Share the Road"route. I broke my right shoulder and my left hand. After many years as anavid cyclist, it was the first time I had been hit with that level of injury. Asign reminding motorists to "Share the Road" didn't do me much good thatmorning, but the other dedicated bike lanes and other infrastructure thatsupports cyclists (like traffic light sensors that can "see" us) have madecommuting in Sonoma County usually a bright spot in my mornings.

So, please support the GoSonoma Act, and continue to lead SonomaCounty into a more sustainable, healthier, and safer future.

Dear RCPA staff and board members,

Thank you for your work to prepare and advance the 2030 Climate Emergency MobilizationStrategy. I can think of no initiative more important than this. Please accept my input on theStrategy Framework included in the agenda packet.

1) I recommend that you add a "Car-free Sonoma County Campaign" or "Carbon FreeCommunal Transportation Network" (or expanding the Bikeable Sonoma CountyCampaign) -- to include improved public transit and/or other new transportation modes thatreplace single auto trips, such as smart-app guided EV vanpools, etc. Given that transportationis the county's largest emission source, we should have an all-hands-on-deck approach toreducing transportation emissions. This approach needs to include transit as a central pillar,along with two other pillars of active transportation and EV transition.

2) Add "Tree Planting Campaign" or equivalent, under Carbon Sequestration. Thiswould include publicly owned lands, urban street greening (which also fits with resilience, asit helps to reduce urban heat islands), and a backyard tree campaign for the public (similar toreferenced "carbon gardens.") There are several local non-profits whose expertise could beleveraged for these projects.

3) Formatting comment: I note that most of the subheaders include a mission statementdirectly below the campaign name (such as "Green New Deal for Housing: Build XXNumber of Carbon Free Affordable Homes by 2030") -- with the exception of four, which donot have mission statements. (These four are: Zero Waste by 2030, Bikeable Sonoma CountyCampaign, Community education campaign/carbon gardens and Climate in All Policies.) Forclarity and consistency, I recommend creating similar statements for those four.

4) Resilience category may want to fit in something about coastal impacts of sea levelrise, increased flooding risk on local waterways, and land management to reduce firerisk. The category seems a little thin as written.

5) I agree with the recommended new category: "Community Engagement" (whichconveniently was written with a mission statement already!)

6) I second Pete Gang's comments, with respect to a) the importance of explicitlyembedding equity into the strategy; and b) the importance of including a morecomprehensive list of strategies. I worry about the stated goal to "Define a short list of highimpact measures..." We must attack from every possible angle if we are going to reach the topof the mountain by 2030. A short list will not be sufficient. I realize there is limited capacitywithin RCPA staff to tackle a "long list," but would argue that RCPA can create the list andthen identify capacity within county/city staff, non-profits, and other communityorganizations. It is important for the list to be comprehensive--not truncated--and then we cancollectively tackle it one piece at a time.

We need the extension of the Measure M.

All road users (motorists, truckers, walkers/runners, bicyclists) will benefit from this measure. Withbetter infrastructure, fewer mishaps and deaths will occur. AND tourism within Sonoma County willbe maintained, if not made better, with a better transportation infrastructure.

As a bicyclist I support the tax extension and am concerned about it being on the Novemberballot. If it fails, I assume it will be brought up again at a time more suitable for voting ontaxes. However, losing in this election I believe it will make it more difficult the next time toconvince people it is a good thing.

Dear SCTA-RCPA Board of Directors: I’m writing about the bike/pedestrian bridge described in this link https://www.sonomacity.org/fryer-creek-pedestrian-bicycle-bridge-project/ . Simply put, this project’s cost has grown all out of proportion to any actual value to the communityit’s intended to serve. For well documented reasons of utility, safety, liability and privacy, many of usin the immediate neighborhood objected to the project from the start. Eventually the “greatrecession” pushed it off the City’s to-do list when community redevelopment funds were garnishedby Jerry Brown in 2011-2012. But now it’s back with OBAG-2 money apparently successfully soughtby SCTA. According to the project engineer in discussions had with her in May of 2019, site specific challengeshave arisen that are pushing costs toward the million dollar mark.I’d like to suggest that Covid-19’s massively negative impact on federal, state and local budgets iseasily reason to reconsider a project as expensive as this one. As I argued in the attached Index Tribune op-ed from 2011 (and would argue today except withmuch higher dollar amounts), this is a project of preference not necessity. February 26, 2011 VIA EMAIL AND U.S. MAIL Editor Index Tribune 117 West Napa Street Sonoma, CA 95476 Dear Editor: The City of Sonoma is planning to spend nearly $200,000 in Community Development or Bicycle Transportation Account funds on a redundant pedestrian and bicycle bridge across Fryer creek. We believe the additional bridge is an inappropriate extravagance destined to benefit a small sub-set of Sonoma residents and that the $200,000 should instead be used in a way that addresses more fundamental and immediate concerns of the broader tax-paying public. There are two existing bridges across Fryer creek, one 200 yards to the north of the proposed third bridge, one 500 yards to the south. With the exception of a handful of residents who live mid-way between the two existing bridges and would prefer a more convenient third-bridge option, the communities on either side of the creek are, in general, adequately served by the existing bridges. Primary promoters of the third bridge are the Sonoma City Council, and the Sonoma County Bicycle Coalition. Their position is that, because a third bridge would provide additional creek-crossing options, more westside school children would ride bikes to schools east of the creek, local residents would be encouraged to abandon their cars in favor of bicycles, and more tourists would be attracted to bike-friendly Sonoma. Because these hypothetical and unquantifiable benefits of a third bridge are marginal even if fully realized, and, because existing bridges serve existing traffic adequately, we believe the proposed $200,000 investment in a third bridge does not meet any real world cost/benefit test. The people are entitled to, and indeed must, derive more from 200,000 of their tax dollars than this project provides. Given impending horrific cuts by Federal, State, County and City governments to vital public functions like Education and Public Safety (among many others), and notwithstanding claims that money is (or will be) irrevocably budgeted for projects like the proposed bridge, we believe the $200,000 should be used to keep teachers or fire fighters or police officers on the job. The benefit to the public of that use of the money is obvious and timely.
