This technical manual, the Sutherland Shire Public Domain Technical Manual (the PDTM), is Sutherland Shire Council’s essential reference for the technical design guidance of the Shire’s public domain.
Together with its companion design document, the Sutherland Shire Public Domain Design Manual (the PDDM), it provides comprehensive design guidance aimed at advancing the Shire as a place for life and quality public domain.
The PDDM promotes sound technical advice. It recognises the central role that technical specification and design application plays in public domain planning and development.

01 PurposeThe PDTM is an important tool for guiding the design and construction of the Shire’s public domain.
It provides technical design advice and detailed guidelines directed toward achieving a public domain that is robust and of high quality.
The manual’s guidance draws upon current best-practice and council’s extensive public domain knowledge base.
The manual is supported by design considerations in the Sutherland Shire Public Domain Design Manual (the PDDM).

02 Who should use the PDTMThe PDTM is aimed primarily at a professional audience involved in designing, constructing and managing works within the Shire’s public domain.
The manual has three main user groups in mind:
Staff within Sutherland Shire Council whose decision making impacts on the public domain.
Design professionals working in the built environment, including, architects, landscape architects, and engineers in the delivery of construction documentation for works in the public domain.
Construction contractors responsible for delivering the delivery quality public domain outcomes.

03 Scope and Application The PDTM applies to all land that is under the care, control or management of Sutherland Shire Council.
While some of its content is prescriptive, the PDDM should be used as a guide to decision making and not as a rigid rule book (see How to use the PDDM on page 7).
Project designs should aim to create a sense of place and should reflect a full appreciation of all relevant design considerations, including site conditions, context, sustainability and the needs of all users and stakeholders.
Designs are subject to council approval on a project by project basis.

04 Structure of the PDTM and PDDMThe figure opposite shows the structure of the PDDM and PDTM as outlined below.
PDTM
The Sutherland Shire Public Domain Technical Manual (the PDTM) is a companion technical document to the PDDM. The PDDM and the PDTM should be used together.
The PDTM contains four main parts:
• Part A Introduction—introduces the technical manual and explains how to use it.
• Part B Locality drawings—provides location-specific detail drawings .
• Part C Standard drawings—provides standard construction documentation.
• Part D Specification—provides standard construction specifications.
PDDM
The PDDM contains three main parts:
• Part A User guide—introduces the manual and explains how to use it.
• Part B Design principles—contains design principles which apply to all categories of development within the Shire’s public domain.
• Part C Shire streets design guide—provides design guidelines which relate to the Shire’s public roads. These are structured into four main sections:
• Section C.1 Approval process
• Section C.2 Street elements
• Section C.3 Localities
The PDTM and the PDDM should be used together.
