Demonstrates expertise among staff and the organization has the infrastructure andcapacity necessary to achieve the project objectives.
Well written and comprehensive proposal.
Provides good evidence that organization is engaging with key priority populations.
The focus on human rights in the activities identified in this proposal does not alwaysdemonstrate a clear link to the public health objectives of the Fund. There were alsoconcerns that the outputs/outcomes are not sufficiently linked to objectives, andtherefore do not directly contribute to the goal of this Fund.

Activity 2.2 Know your rights: educating and empowering PLHIV
Activity: Develop and share eight know-your-rights information tools on topics
identified by people living with HIV/AIDS, regarding privacy rights and disclosureobligations in employment, education, childcare and healthcare contexts for frontlineorganizations.
Outputs: short survey to identify top-priority questions of PLHIV about HIV-related
privacy rights and disclosure obligations in contexts related to employment, education,childcare, health care and access to treatment; and 8 know your rights tools forPLHIV
Activity 3.1 Capacity-building workshops for front-line organizations and other serviceproviders AND
Activity 3.2 Annual Symposia on HIV, Law and Human Rights
Activity: Develop and deliver capacity building workshops, information sessions and
the Annual Symposium on HIV/AIDS, Law and Human Rights for people living withHIV/AIDS, frontline HIV/AIDS and public health service providers, lawyers and otherstakeholders in order to increase their knowledge, understanding and capacity toassist people living with HIV/AIDS and other key priority populations affected byHIV/AIDS and HCV in dealing with discrimination, disclosure issues and access barriersto a range of social and health services
Outputs: Approximately 27 domestic workshops for front-line organizations andservice providers on the topics of discrimination towards people living with HIV/AIDS;disclosure rights and responsibilities; and how to address access barriers to a range ofsocial support and health services.
Note: Workshops will be held at national, regional and provincial meetings of front-
line organizations and at CHLNs annual Symposia.
Activity 3.3 Technical support to ASOs/CBOs and others
Activity: Provide technical support (information and expert analysis) to people living
with HIV/AIDS, frontline AIDS service providers, community-based organizations,
health professionals, legal professionals and researchers on HIV/AIDS and co-infection-related prevention, care, treatment (including access to anti-retroviraltreatment) and support.
Outputs: Individualized written and/or verbal responses to an estimated 400-500
requests for information and analysis, primarily provided to front-line serviceproviders.
Note: Includes technical support (information and expert analysis) regarding access to
anti-retroviral treatment (treatment as prevention from Activity 1.4).

Activity 1.1 Aboriginal people and HIV/HCV in Saskatchewan: Public health and humanrights challenges
- This activity was deemed to be duplicative of activities already undertaken in the
province. While the potential for CHLN to bring value to the government andcommunitys efforts to address new cases and their underlying conditions,reviewers felt that the activity as described in the proposal would not be alignedwith the approach undertaken under the new provincial strategy and the provincialleadership teams structure.
Activity 1.2 Women, HIV and housing insecurity- It was unclear from the details provided in the proposal whether the resource
would be used for advocacy purposes, which is ineligible for funding.
Activity 1.3 HIV and Womens sexual and reproductive health- It was unclear from the details provided in the proposal whether the resource
would be used for advocacy purposes, which is ineligible for funding.
Activity 1.4 Treatment as prevention: human rights imperative and issues- It was unclear from the details provided in the proposal whether the tools would
be used for advocacy purposes, which is ineligible for funding.- However, technical support (information and expert analysis) regarding access to
anti-retroviral treatment has been recommended and included under Activity 3.3.
Activity 2.1 Women and the criminalization of HIV non-disclosure: video screenings and
panel discussions- It was unclear from the details provided in the proposal whether these events
would be used for advocacy purposes, which is ineligible for funding.
Activity 2.3 HIV and human rights e-bulletin- It was unclear from the details provided in the proposal whether the
communication tools would be used for advocacy purposes, which is ineligible forfunding.
Activity 2.4 Handbook for journalists
- It was unclear from the details provided in the proposal whether thiscommunication tool would be used for advocacy purposes, which is ineligible forfunding.
Activity 2.5 Making the links between human rights, HIV and public health: strategiccommunications via media

Salary increase between year 1 and year 2 can not exceed 1.5% for full-time
and part-time employees, and can not exceed 3% for contractual employees.
Allowable cost for hotel accommodation in Canada should not exceed$180/night
Hourly rate for contractual employees should not exceed $100/hour or$750/day
Honoraria can not exceed $200/day and should be reported as service contractrelated to a specific expertise (e.g., Elders, guest speakers).
If appropriate, incentives for participants may be used, but need to be providedas a non-cash vouchers (e.g., grocery gift certificate, bus tickets)
All proposed expenditures that can not be clearly associated with a specific
project activity and/or lack detailed information are deemed ineligible.
Note:- Salaries have been recalculated in year 2 on the basis of a salary increase of 1.5%.- Salaries have been reduced to reflect time allocated to recommended activities.
