Knowledge Collection & Dissemination The main aims of the KSS Collection and Connection Development is to:• avail and disseminate ECA knowledge products – both physical and digital from a holdings of over 100,000

titles in various formats to be searched and browsed online through:• ECA’s Knowledge Repository at: http://repository.uneca.org• The Online Public Access Catalog (OPAC) at: http://libcat.uneca.org/ • The E-resources at: http://atoz.ebsco.com/Titles/9719• The Access to Scientific & Socio-economic Knowledge in Africa (ASKIA) Platform at:

http://askia.uneca.orgUpcoming Collection Development Projects @ SROs:• Expand ECA’s Knowledge Repository to SROs• Rollout policies and guidelines; provide training; deploy necessary infrastructure; etc.

• Upgrade SRO Information Resource Centers• Virtual access to select online resources and databases via IP ranges; increase subscriptions; deploy

branch library modules for the ILMS; access to materials via interlibrary loan; SDI on thematic topics of interests; etc.

• Provision of Library Liaison Officers; email and telephone reference support; provision of advice on various issues

• Operationalization of the African Virtual Library and Information Network (AVLIN)

Archives and Records Management (ARM) Program

The ARM program was put in place to ensure that:◦ records documenting decisions and transactions of the Commission are properly created, managed

and that information is timely, accurate, complete, cost-effective, accessible and useable. ◦ vital records are identified and managed appropriately◦ the Corporate Memory of the Commission is preserved according to UN rules for future research,

planning and management decisions ◦ the Commission operates in a paperless environment thus contributing to ECA Greening policy.

ARM will assist SROs in:◦ reducing operating costs: filing equipment, space, staff, etc.◦ improving Efficiency and Productivity: Time spent searching for missing or misfiled records◦ Minimizing litigation risks and reduce the risks associated with litigation and potential penalties◦ Safeguarding Vital Information from disasters & allowing business continuity

Knowledge Connections Coordination of the Solution Exchange COP and provides support and advice on ECA-Sponsored knowledge networks and Forums

Solution Exchange Services◦ A United Nations-sponsored peer-to-peer facilitation service for professionals having

similar interests and concerns (“Communities of Practice”), tapping their knowledge and experience towards the common objective of problem-solving

◦ The African Planning and Statistical Communities located at MPD and ACS◦ Facilitation Team is on board for Planning while the STAT facilitator has visa pbx◦ SROs expected to play a central role by facilitating the participation of relevant

stakeholders from their respective sub-regions

Knowledge Sharing Platform◦ PIKMD hosts the African Knowledge for Development Network – a platform that

promotes knowledge sharing on Economic and Social Development in Africa. ◦ It serves as a mechanism to build relations among practitioners, government entities

& other stakeholders working on Socio-eco Development◦ Being used extensively by SRO-NA, SRO-SA and SRO-WA; SRO-CA

Challenges Lengthy, cumbersome & inappropriate procurement procedures

◦ Difficulties in renewing licenses and acquiring library material and online subscription to platforms:◦ most vendors are proprietary, Waiver problems, Absence of corporate credit card

Lack of funds to provide operational support to SROs, Regional Organizations, etc.◦ Capacity Building and Advisory Services

Knowledge Facilitation & Sustainability of COPs ◦ Securing visa for consultants – The Guinean case◦ Coordination Teams will break after 9 months as per UN rules◦ How to keep them on board? The UNOP way or others?◦ Need to fully engage SRO KM Officers in repackaging and delivering knowledge

Continuation of ARM◦ Policies and guidelines developed and approved, implementation has started and positively acknowledged◦ Funding of the ARM Expert ends in August 2015; Need for resources both for the expert and the support staff◦ ACBM has rejected PIKMD request for funding of the expert’s post
