A Summary of the Proceedings of the Lyon County Board
6:30 p.m. pursuant to notice the Lyon County Commissioners met with the following members present: Commissioners Graupmann, Anderson, Crowley, Sanow and Ritter. Also present: Auditor Treasurer Moberg, Assessor Kitchenmaster and Property Appraiser Mark Buysse.
MSP to reduce the value from $497,200 to $465,200 which is a reduction of $32,000 until the Twin Lakes water levels are reduced for 16-025002-0 Dale and Julie Wieme.
MSP to value the land at $4,955 per acre for a total market value of $195,000, a reduction of $79,000 for 06-022003-4 Richard Deutz.
MSP to approve the proposed changes throughout the County.
MSP to approve the proposed changes for the City of Marshall.
MSP to adjourn at 8:23 p.m.

a conflict of interest; we argued, I don’t know how many times, and when it was all said and done, he said ‘No, I was wrong, it wasn’t a conflict,’” Peterson said at Monday’s council meeting. “I made the motion to do the recall that year.”
Peterson felt attacked at Monday’s council meeting, saying he was offended by having his integrity put under scrutiny. As soon as the issue involving the potential ouster of EDA board member Jeff Salmon became a talking point, he went into defense mode.
“This offends me to the point where I’m boiling on the inside,” he told the council. “Ten years. Ten years, never missed a meeting. Ten years, never lost my temper, and tonight you’re making me lose my temper.”
While Peterson wore the bullseye Monday, he’s technically not the one at the center of yet another personal controversy at City Hall. His employer, Salmon, has been accused of a number of violations, stemming from his relationship with roofer Jamie Mattson, who did work for Salmon earlier this year.
Peterson said everyone on the council needs to have a copy of the investigation so they can make an informed decision, and that he would have no problem abstaining on the issue if all the facts are accurate.
“But if I see that we don’t have any investigation results — if I see that this is a witch hunt, or sour grapes for somebody — hell no, I’m not going to abstain,” he said. “If you’re going to bring this out in the public and chastise one (person), I intend to bring out the rest. And let me tell you something — you probably don’t want to hear what I have to say, but I’m going to say it. How deep you want to dig this hole?”
Peterson also shared his disdain for how the process has gone down, saying Salmon has already been tried and convicted in the minds of most.
“It’s the way small towns work,” he said. “And I’d defend anyone at this table the same way I defend Jeff. It’s just not right.”
Tracy Mayor Anthony Dimmers said a hearing would allow everyone to have their say and a chance to defend themselves.
“Everyone involved will have all the material related to the allegations and the investigation well before the hearing,” Dimmers said. “There’s no prejudice here.”
Councilmember Jeri Schons defended Peterson throughout Monday’s meeting and said what Peterson went through last year was wrong.
“There were allegations, but there was never any hard evidence,” she said. “It went to a recall, I voted for a recall … but I sit here and think, his character, his integrity was called into question, and I don’t want people out in the
community thinking, all (they) have to do is write a letter with allegations with complaints, and it’s going to get out there for everybody in this community to hear it before it’s even known to be factual or not. I’m concerned that a precedence has occurred twice … and it’s gotten blown up to such a point where damage has been done.”
Without having the facts in front of him, Peterson said he has a hard time drawing any conclusions and making any determinations for or against Salmon.
“It smells an awful lot like what happened to me,” he said. “I wasn’t allowed to have any information. It just smells bad.”
However, Peterson said he tries not to let any controversy that he is a part of get to him.
“You can’t let that stuff eat at you,” he said.
Peterson said he is disappointed about the current situation because he believes the EDA was at a point where it was progressing and looking ahead past the next meeting and getting things done.
“Jeff is instrumental, he’s the kick-start and he branched off to the TDC (Tracy Development Corporation),” Peterson said. “Then this … mess comes up with some fly-by-night person who thinks the city owes him something.”
On the topic of a potential conflict of interest, Peterson is adamant there is none with him.
“I can see the perception, I truly do,” he said. “I can separate my professional life from my personal feelings. When I’m out there, my professional life is fixing cars, when I’m (at City Hall) my life is the City of Tracy — nothing more, nothing less. There is no money in it and there damn sure ain’t no glory in it.”

THE FIRST LAURA-NELLIE LOOK ALIKE CONTEST for 2019 took part this past weekend as part of the Family Festival in Walnut Grove. The Laura contest winner was Mackenzie Lane, 9, of Poland, ME. The Nellie contest winner was Mari Follingstad, 11, of New Hope.
