Pilot Program

The purposes of the pilot program are: To reduce crime and the fear of crime To use private security as a supplement

to existing law enforcement and crime prevention services

To augment community services in target areas

Pilot Program

The enhanced services may include activities such as:Checking abandoned or vacant propertiesIdentifying Code Enforcement violations

that contribute to blight Victim/citizen contacts Checks on the elderly High visibility in crime hotspotsResidential security surveys

Communities

The pilot program would consist of a private security company contracted with the Orange County Sheriff’s Office to provide enhanced services in the neighborhoods of Holden Heights and Azalea Park for a minimum of a 90 day period.

University of Central Florida

The University of Central Florida College of Health and Public Affairs, Criminal Justice Program will conduct surveys, collect data and provide an independent analysis on the effectiveness of the pilot program.

Feedback from the initial survey may be used to help shape the deliverables for the security company.

Attorney General The Sheriff’s Office sought an Attorney General

opinion on the use of Florida Contraband Forfeiture Trust Fund monies.

In AGO 14-05 Attorney General Pam Bondi opined that the use of the monies is permitted under the Forfeiture Act for this pilot program.

Action RequestedTo expend $150,000 from the Law Enforcement Trust Fund to fund a private security/law enforcement pilot program.

The funds would be used to:Contract with the private security

company Fund interns from UCF who will conduct

surveys and collect dataMiscellaneous administrative expenses
