The Government of India has obtained a loan from the Asian Development Bank (ADB) towards the cost of Uttar Pradesh Major District Roads Improvement Project (UPMDRIP), and it intends to utilize part of the proceeds of this loan towards the cost of the contract for consulting services related to Road Safety Audit of the Major District Roads (MDRs) under Core Road Networks including all 8 roads taken up under UPMDRIP. A project implementation unit (PIU) under the Uttar Pradesh Public Works Department (UPPWD) is designated as the Implementing Agency (IA) for the project. The government of Uttar Pradesh, acting through the UPPWD will be the executing agency (EA) for the project. 2. The general scope of consulting services includes an overall assistance to Road Safety Capacity Building and Strengthening in the Department in line with best practices, mandatory legal requirements as per Transport and Road Safety Bill 2015 Draft, assessment of road safety scenario in the state, analyzing the situation, proposing solutions, based on agreed approach to addressing road safety issues in consultation with state authorities (i) conduct a detailed safety audit of the MDRs under the CRN, and including all eight roads(10 contract packages) taken up under the UPMDRIP; (ii) designs and drawings for improving identified accident prone locations (black spots); and (iii) supervising the contractor(s) implementing such improvement measures .. A full description of the services is detailed in the Terms of Reference (TOR) which can be downloaded from the ADBIUPPWD website.The services are expected to be carried out commencing from Aug., 2018 and is expected to be completed by Aug., 2021. 3. UPPWD now invites eligible consulting firms to express interest in providing the consulting services. Only the firms from the ADB member countries are eligible for submitting the EOIs. 4. The consultant will be selected in accordance with ADB's Guidelines on the Use of Consultants and applying the Consultant's Quality and Cost Based Selection (QCBS) method. 5. Simultaneous to this invitation, a Consulting Services Recruitment Notice (CSRN) is published on ADB's website. The website includes a link to standard expression of interest (EOI) form that firms can download, fill out and submit online through ADB's website "www.adb.org". Expressions of Interest MUST be submitted through ADB's CMS through the CSRN and manual submissions to ADB or UPPWD will not be accepted. t,

For online submission: (1) register with ADB's CMS (Consultant Management Sys~'m)at http://cms.adb.org (2) go to http://csm.adb.org, (3) Click on "INDIA", (4) find the captic.. dproject name and click on "view", (5) click on submit "EOI" and (6) follow the instructions. Allrequired information must be filled in completely.

8. A pre-bid meeting will be held on 29.11.2017 at 15.00 hours in the office of theundersigned. EOIs must be submitted online only on or before 12.12.2017 up to 15:30 Hrsthrough ADB's website www.adb.org.Incaseofanychange.this will be reflected on ADB'sCSRN and only such date and time shall be valid.

9. Any further information, if required, may be obtained on any working day, before5.12.2017 during normal office hours (10:30 hrs to 17:00 hrs) from the office of the undersigned.
