Missing Children Poster Display InstructionsPlease display this poster prominently on bulletin boards in retail lobbies of main post offices,
classified stations, and branches. Operators of contract postal units may display this poster attheir option.
Companion posters, authorized for display on bulletin boards maintained by employeeorganizations, appear periodically in The Postal Record, a publication for members of the NationalAssociation of Letter Carriers.
This poster is published in cooperation with the National Center for Missing and ExploitedChildren, the United States Department of Justice, and the National Association of Letter Carriers.Information appearing on this poster is selected solely by NCMEC.
In addition to Postal Bulletin updates, NCMEC distributes information via broadcast fax.Notification of newly reported missing children is sent to designated district “Missing Children”coordinators at fax numbers provided by district managers. Within 24 hours of receipt of afacsimile Missing Children poster, district coordinators should distribute copies to all postalfacilities in their districts. Missing Children posters are to be displayed for 30 days in post officelobbies, workroom floor areas, and other postal facilities, unless notification is received (fromNCMEC) to remove a particular poster sooner. The broadcast fax network is used to distributeposters and information in only the most urgent cases of missing and exploited children. Thissystem supplements, but does not replace, the missing children information in this Postal Bulletin.
Missing Children posters are available to the U.S. Postal Service only as described above. Ifpostal employees are contacted by individuals or local agencies about displaying a sign or posterof a missing child in local post offices, the individual or agency should be politely informed that theU.S. Postal Service displays only those posters provided by NCMEC, because it has beendesignated by the U.S. Department of Justice to be the national clearinghouse and resourcecenter for missing and exploited children. The individual or agency should then be referred toNCMEC at 1-800-843-5678.

Ongoing Political Campaign MailingsSeveral states are conducting elections for statewide
and local offices this Fall, and some are conducting specialelections for open congressional seats. Campaign mailingsfor those elections are already being entered into the mail-stream, and they will continue to grow in volume in the com-ing weeks.
Postal Service managers and employees: Please en-sure that you successfully prepare, accept, document, pro-cess, and deliver those important mailings.

CORRECTION
Transportation of Live Animals
Please disregard the article titled “Notice: Transportation of Live Animals” in Postal Bulletin 22060 (10-4-01, pages 24–25).That article listed the incorrect AMC/AMF contact names and phone number for Los Angles, CA. The correct name andphone number appear in bold in the table shown on page 9.
In response to new Federal Aviation Administration restrictions, the Postal Service is required to adjust the service it pro-vides for the transportation of live animals.
The Postal Service will continue to accept live animals that do not require delivery within a 72-hour period, such as earth-worms, lizards, snails, crickets, grasshoppers, and bees, which can move on ground transportation.
In addition, the Postal Service will continue to accept live animals for which the postage is $3.50 or less for shipment via airtransportation.
The Postal Service will provide limited service for live animals for which the postage is more than $3.50 and that require airtransportation, such as day old poultry, adult poultry, and queen honeybees. This service will be available to and from theairports listed in the table below. The customer must present the mail to the applicable AMC/AMF no later than the cut-off timelisted below (all times are local). Service will be available from Monday through Friday from the airports listed below.
Mail containing live animals for which the postage is more than $3.50 should only be accepted at an AMC/AMF, or a retailunit or P&DC as authorized by the AMC/AMF manager. Employees accepting live animals that must be moved on air trans-portation must contact the appropriate AMC/AMF personnel to ensure that adequate space will be available and that theanimals will reach their destination within the required time frame (see DMM C022.3.0). Mailers tendering live animals arealso encouraged to contact the appropriate AMC/AMF personnel to facilitate the delivery of service. The list of AMC/AMFcontacts in each city is listed below.

Electronic Option Confirmation Services — Acceptance and DeliveryAcceptance
Several versions of electronic option labels exist forDelivery Confirmation� service and Signature Confirma-tion� service items. The majority of electronic option mail-ings are entered at a business mail entry unit (BMEU).However, customers mailing electronic option ConfirmationServices items may also bring them to the retail counter formailing. Those items generally would include postage-affixed mailings.
Use the following instructions when handling electronicoption Confirmation Services items that are entered assingle-piece mailings at a retail counter.
� Look for an “e” indicator on the following electronicoption Confirmation Services labels:
– Label 314, Delivery Confirmation.
– Label 315, Signature Confirmation.
– Customer-printed labels.
� Do not scan these labels at the time of acceptance.(Electronic option Delivery Confirmation service andSignature Confirmation service fees are not pro-grammed into POS ONE and Integrated Retail Termi-nals (IRTs) at this time.)
� Electronic option Confirmation Services items pre-sented at the retail counter may have sufficientstamps, meter strips, or PC Postage� — but the cus-tomer may need to purchase stamps or a postagevalidation imprinter (PVI) label to cover additionalfees and/or postage.
� Collect the appropriate electronic option DeliveryConfirmation service or Signature Confirmation ser-vice fees, as listed below:

Procedures for customers purchasing retail option Deliv-ery Confirmation service (PS Form 152, Delivery Confirma-tion) and Signature Confirmation service (PS Form 153,Signature Confirmation) have not changed. Scan the Con-firmation Services barcode and charge the appropriate re-tail fee.
If a customer presents PS Form 3152, Confirmation Ser-vices Certification, with a mailing, scan it with a handheldscanner (mobile data collection device).
Follow current procedures for acceptance of Confirma-tion Services presort and/or manifest imprint mailings at re-tail counters that process bulk mailings, at BMEUs, and atdetached mail units (DMUs).
Delivery
When preparing Priority Mail “e” or “e/” label items fordelivery, do not charge postage due for the Delivery Con-firmation service fee, or return Priority Mail “e” label items tothe sender marked “Postage Due” for payment of the Deliv-ery Confirmation service fee. There is no Delivery Con-firmation fee when the service is with Priority Mail service.Follow current scanning procedures when delivering theitem.
Note: Electronic option items that contain a permit im-print do not require an “e” or “e/” on the label.

is subject to certain conditions or restrictions of mailing re-garding content, preparation, and handling. The table be-low outlines these conditions by APO/FPO ZIP Codesthrough the use of footnoted mailing restrictions codes,which appear on the page following the table.
Acceptance clerks should use this table with the Inte-grated Retail Terminal (IRT) or POS ONE terminal to
determine whether an APO/FPO ZIP Code is active andwhich conditions of mailing apply.
For Express Mail Military Service (EMMS) availability,all acceptance clerks must refer to the local hardcopyEMMS directory.

B1. Form 2976 or 2976-A is required. Articles are liable for customs dutyand/or purchase tax unless they are bona fide gifts intended for use bymilitary personnel or their dependents. When the contents of a parcel meetthese requirements, the mailer must endorse the customs form, “Certified tobe a bona fide gift, personal effects, or items for personal use of militarypersonnel and dependents,” under the heading, Description of Contents.Exceptions: All other exceptions listed in restriction B above are applicableto this restriction.

New International Reply Coupons, Item Number 330660Effective January 1, 2002, a new version of the Interna-
tional Reply Coupon (IRC) will be available for sale to cus-tomers. The new version will have a printed expiration date.The price of the new IRC will be $1.75 per coupon. All priorversions of U.S.-issued IRCs in inventories as of the closeof business December 31, 2001, will be obsolete and willno longer be available for sale to customers.
Stamp distribution offices (SDOs) and stamp servicecenters (SSCs) will receive automatic distribution quantitiesof the new IRCs from the New York accountable paper de-pository (APD) by November 1, 2001.
Initial Supply to Post Offices
Post Offices must requisition initial quantities of the newIRCs, Item Number 330600, by submitting PS Form 17,Stamp Requisition, to their SDOs or SSCs after November1, 2001.
Retail Units
Retail units must withdraw all obsolete IRCs from salesinventories and return them to the unit reserve at standardfield accounting procedures (SFAP) units or the main stockat non-SFAP offices by the close of accounting period (AP)5 ending January 25, 2002. Instructions for disposing ofthose obsolete IRCs from unit reserves/main stocks atPost Offices will be published in a future PostalBulletin.
SDOs and SSCs
SDOs and SSCs must send all obsolete IRCs in in-ventory to the Eagan accounting service center (ASC) withthe statement of account for AP 4, which ends on Decem-ber 28, 2001. A memorandum, in duplicate, containing thefollowing information must be included with the obsoleteIRCs:
� Total number and value of obsolete U.S.-issuedIRCs.
� Signatures of the employee and a witness verifyingthe count and dispatch.

International Mail — Global Express MailEffective November 1, 2001, the International Mail
Manual (IMM) is revised. Pursuant to its authority under 39U.S.C. 407, the Postal Service will offer a 5 percent dis-count off of regular postage for all Global Express Mail�shipments paid through the shipping site at www.usps.com.The discount will apply only to the basic portion of GlobalExpress Mail published rates. It will not apply to pick-upservice charges, additional merchandise insurance cover-age fees, or shipments made under an International Cus-tomized Mail agreement.
The Postal Service is proposing changes in conditionsfor certain mailing categories to automatically reduce everypayment transaction by 5 percent for all Global ExpressMail purchased at basic published prices and paid on theshipping site at www.usps.com. The discount will be de-ducted from each piece paid for through the Web site. Thediscount will be offered on postage only; it will not apply topickup fees, any special fees, or postage for shipmentsmade under an International Customized Mail agreement.
The Postal Service established the shipping site atwww.usps.com to offer an online capability for customers tobe able to prepare, ship, and pay for service shipments.Payment will be made using an online postage capability.Global Express Mail will be included in the services that areoffered through this Web site. International Customized MailOn September 11, 2001, the Postal Service amended an
International Customized Mail (ICM) Service Agreementdated November 16, 1999. The Agreement was publishedin Postal Bulletin 22014 (12-30-99, page 29). The Amend-ment modifies the Agreement to include new rates for Inter-national Priority Mail to Mexico. In accordance withInternational Mail Manual (IMM) 297.4, the Postal Servicepreviously announced entering into an International Cus-tomized Mail Service Agreement with this qualifying mailerand now makes public the following information regardingthis Amendment:

The Postal Service will issue a 57-cent Love Letters(Item Number 565700) stamp in Washington, DC, onNovember 19, 2001, which will go on sale nationwideNovember 20, 2001.The stamp, designed by Lisa Cataloneof Washington, DC, will be issued in a self-adhesive paneof 20; the pane may be split and the stamps may be soldindividually.
The Love Letters stamp celebrates the art of letter writ-ing and the centuries-old tradition of expressing love inletters, and it is intended for use on Valentine’s Day corre-spondence, as well as on wedding invitations, announce-ments, and RSVPs. The stamp has the same design as the55-cent Love Letters stamp issued in February 2001, with achange in denomination.
How to Order the First Day of Issue Postmark
Customers have 30 days to obtain the first day of issuepostmark by mail. Post Offices requiring quantities of Item Number 565700must order them from their designated SDO using a sepa-rate PS Form 17, Stamp Requisition. SDOs must not dis-tribute stamps to Post Offices before November 14, 2001.
Additional Supply
Post Offices requiring additional stamps must requisitionthem from their designated SDO using PS Form 17. SDOsrequiring additional stamps must order them from the ap-propriate accountable paper depository (APD) using PSForm 17.

United We Stand Definitive Stamp

The Postal Service will issue a 34-cent United WeStand definitive stamp on October 24, 2001, in Washington,DC. The stamp may be purchased via telephone at1 800 STAMPS-24, through mail order from Stamp Fulfill-ment Services, and via the Postal Store Web site atwww.usps.gov. It will also be on sale on October 24, 2001,in Post Offices only in the Washington, DC, metropolitanarea and statewide in New York, New Jersey, and Pennsyl-vania, by order of Postmaster General John E. Potter. De-signed by Terrence W. McCaffrey, U.S. Postal Service, thestamp will go on sale nationwide November 5, 2001.The stamp will be issued in a self-adhesive convertiblebooklet of 20 (Item Number 661200) and a self-adhesivecoil of 100 (Item Number 779100).
Anticipating unprecedented demand, the Postal Serviceis intentionally holding off the nationwide sale date of thisstamp until November 5 to allow sufficient time for initialshipments to reach most Post Offices. Production anddistribution of the stamp will be ongoing to ensure replen-ished stock and continued sales throughout the next year.
Consequently, postmasters should not become alarmed iftheir initial shipments become depleted due to heavy cus-tomer demand, because new shipments will be arriving andreorders will be replenished. This stamp is expected to stayon sale until a new rate is implemented.
The United States flag is one of the most recognizedsymbols of freedom in the world. The United We Standstamp features a stirring image of “Old Glory” with thewords “United We Stand” across the bottom. The stamp isa fitting tribute to the invigorated patriotic spirit of our nationto unite together in purpose, pride, and determination fol-lowing the tragic events on September 11, 2001.
How to Order the First Day of Issue Postmark
Customers have 60 days to obtain the first day of issuepostmark by mail. They may purchase new stamps by tele-phone at 1 800 STAMP-24, via the Postal Store Web site atwww.usps.gov, and via mail order through the Kansas City,Missouri, Stamp Fulfillment Center. They should affix thestamps to envelopes of their choice, address the envelopes(to themselves or others), and place them in a larger enve-lope addressed to:

After applying the first day of issue postmark, the PostalService will return the envelopes through the mail. There isno charge for the postmark. All orders must be postmarkedby December 23, 2001.

Stamp distribution offices (SDOs) will receive threewaves of distribution for this PSA definitive booklet. Eachwave of distribution consists of approximately one-half thestandard automatic distribution quantity for a PSA booklet.The first wave began distribution October 10, and will com-plete shipment by October 25, 2001. SDOs in the Washing-ton, DC, metropolitan area and statewide in New York, NewJersey, and Pennsylvania will be given priority in distribu-tion order. The second wave will complete shipment by No-vember 15, 2001. The third wave will complete shipment byDecember 6, 2001. Distributions are rounded up to thenearest master carton size (4,000 booklets).
Initial Supply for Post Offices
From the first wave of distribution, SDOs will make asubsequent automatic distribution to Post Offices for one-fourth their standard automatic distribution quantity usingPS Form 3309, Advice of Shipment/Stamp Invoice, andPS Form 17, Stamp Requisition. SDOs must not distributebooklets to Post Offices before October 29, 2001.

U.S. Stamps, Item Number 890100, is available for sale atall Post Offices, philatelic centers, and by mail, telephone,and internet order from Stamp Fulfillment Services.
To obtain the initial supply for your Post Office, immedi-ately order Item Number 890100 from your designatedstamp distribution office (SDO) using a separate PS Form17, Stamp Requisition.
All locations may place the new edition of the guide onsale as soon as initial quantities are received. You shouldpromote the new edition of the guide during National StampCollecting Month in October.
The new 28th edition features over 30 additional pages,more than 100 new illustrations, hundreds of new listingsand prices, plus new features and stamp-related facts.Priced at $17.95, the 612-page guide includes lists of mar-ket-based values for all U.S. used and unused stamps andfor many valuable stamp errors. In addition, the guide con-tains more than 2,000 full-color stamp illustrations; exten-sive lists of philatelic organizations, publications, and
resources; and a wealth of basic stamp collecting informa-tion. These features make it a valuable tool for beginning,intermediate, and advanced collectors, and it is still one ofthe best bargains in the hobby.
The printing contractor for the guide will ship the books(which are accountable items) in cartons of 20 to SDOsand Stamp Service Centers (SSCs). You must verify thatyou received the quantities of the guide recorded on theAdvice of Shipment. Installations should report any dis-crepancies between the quantities shown on the Advice ofShipment and those actually received by using the proce-dure outlined in Handbook F-1, Post Office AccountingProcedures, sections 436 or 446, Handling Discrepanciesin Stock Received.

The Postal Service Guide to U.S. Stamps, 27thEdition
As the 28th edition of The Postal Service Guide to U.S.Stamps becomes available, you must withhold all remain-ing copies of the 27th edition (Item Number 890000) fromsale and take the following actions:
1. Retail Outlets. Collect any copies of the 27th editionof the guide from stamp credits. Immediately returnthem to main stock using PS Form 17, Stamp Requi-sition. Post Offices. Consolidate all remaining copiesof the 27th edition of the guide, if any, into the unit re-serve stock. Prepare all 27th editions of the guidein accordance with procedures established fordisposing of obsolete and redeemed stock, andsubmit according to local district quarterly stampdestruction or return schedules.
2. Local Office Philatelic Programs. Submit PS Form 17or PS Form 17-S, Stamp Distribution Network StampRequisition, to the local SDO and SSC for the num-ber of 27th editions of the guide (Item Number890000) needed for philatelic/promotional programs.You may give one or more copies to local schools, li-braries, student groups, stamp clubs, retirementhomes, and so on.
3. Stamp Distribution Offices. Stamp all copies of theguide used in promoting philatelic programs “NOTFOR RESALE.” The SDO custodian of accountablepaper must attest that each item is so stamped andprepare PS Form 3238, Stamps and Stamped PaperDestruction Certificate, endorsed “PHILATELICPRODUCTS GIVEN TO PHILATELIC PROGRAMS.”Program coordinators must acknowledge having re-ceived Item Number 890000 and be responsible forits control.
Note: The instructions for providing obsolete edi-tions of the guide for philatelic and promotional pur-poses are an exception to general guidelines fordestroying accountable items, especially regardingobsolete (withdrawn from sale) items. In thisinstance, it is Postal Service policy not to destroycopies of the previous year’s edition of the guidewhen they can be used for valid promotional and/oreducational purposes.
Disposing of Excess Guides
Dispose of all remaining copies of the 27th edition ofThe Postal Service Guide to U.S. Stamps (Item Number890000) in accordance with Handbook F-1, section 450,Destroying Stamp Stock. Because disposition instructionsare issued annually for past issues of the guide, your PostOffice should have only the 28th edition in inventoryafter you complete the above procedures. 2001 Commemorative Stamp YearbookThe 2001 Commemorative Stamp Yearbook, Item Num-
ber 990100, will soon be available for sale at all PostOffices, philatelic centers, and by mail, telephone, and in-ternet order from Stamp Fulfillment Services.
The yearbook is a 64-page hardbound book that in-cludes 76 commemorative stamps, with mounts, and sellsfor $49.95. The beautifully illustrated book contains colorfulpictures and text featuring celebrated subjects on stampssuch as Honoring Veterans, Diabetes, Baseballs Legend-ary Playing Fields, Lucille Ball, Peanuts, American Illustra-tors, Roy Wilkins, and 17 other 2001 commemorativestamps. The 76 commemorative stamps have a combinedpostage value of $31.25.
The yearbooks and stamp packets are being shipped tostamp distribution offices (SDOs) separately from differentsuppliers.
The printing contractor for the yearbook has alreadycompleted its shipments to SDOs. Shipments are in mastercartons of 15 books.
The stamp packets will be banded in bundles of 15 andshipped to SDOs in master cartons of 150 packets. Partialcartons will be used for shipments not in multiples of 150.
Minnesota Diversified Industries (MDI) will ship thestamp packets to SDOs in two waves. Wave 1, consistingof one-half the SDO’s designated quantity, is scheduled tobegin shipment on October 17, and complete shipment onNovember 1, 2001. The remaining stamp packets will shipin Wave 2 beginning on November 2, and completing onNovember 16, 2001. All SDOs must verify receipt of thequantities of stamp packets, as recorded on their PS Form3309, Advice of Shipment/Stamp Invoice, and verify thenumber actually received. SDOs should also verify thatthey have received equal quantities of books and stamppackets.
To obtain an initial supply of the 2001 CommemorativeStamp Yearbook, all Post Offices must submit a separatePS Form 17, Stamp Requisition, to their designated SDO.SDOs must not distribute the yearbook to Post Offices be-fore October 18, 2001. All locations may place the year-book on sale as soon as initial quantities are received.

Pictorial Cancellations AnnouncementAs a community service, the Postal Service offers picto-
rial cancellations to commemorate local events celebratedin communities throughout the nation. A list of events forwhich pictorial cancellations are authorized appears be-low. If available, the sponsor of the pictorial cancellationappears in italics under the date. Also provided, as spacepermits, are illustrations of those cancellations that werereproducible and available at press time.
People attending these local events may obtain thecancellation in person at the temporary post office stationestablished there. Those who cannot attend the event,but who wish to obtain the cancellation, may submit amail order request. Pictorial cancellations are availableonly for the dates indicated, and requests must be post-marked no later than 30 days following the requested pic-torial cancellation date.
All requests must include a stamped envelope or post-card bearing at least the minimum First-Class Mail post-age. Items submitted for cancellation may not include
postage issued after the date of the requested cancella-tion. Such items will be returned unserviced.
Customers wishing to obtain a cancellation should affixstamps to any envelope or postcard of their choice, ad-dress the envelope or postcard to themselves or others,insert a card of postcard thickness in envelopes for sturdi-ness, and tuck in the flap. Place the envelope or postcardin a larger envelope and address it to: PICTORIAL CAN-CELLATIONS, followed by the NAME OF THE STATION,ADDRESS, CITY, STATE, ZIP + 4 CODE, exactly as listedbelow (using all capitals and no punctuation, except thehyphen in the ZIP + 4 code).
Customers can also send stamped envelopes andpostcards without addresses for cancellation, as long asthey supply a larger envelope with adequate postage andtheir return address. After applying the pictorial cancella-tion, the Postal Service returns the items (with or withoutaddresses) under addressed protective cover.

Purchasing Manual, Administrative Support Manual, and Handbook AS-709, CreditCard Policies and Procedures for Local Buying
Effective October 18, 2001, the Postal Service Purchas-ing Manual (PM), Administrative Support Manual (ASM),and Handbook AS-709, Credit Card Policies and Proce-dures for Local Buying, are revised to provide new or re-vised policies regarding contracts with former employeesand the use of personal services contracts. A new solicita-tion provision and a new contract clause accompany theserevisions.
We will incorporate these revisions into the next printedversion of the ASM, as well as into the online versions ofthe PM, ASM, and AS-709 on the Policies and Procedurespage on the Postal Service Intranet at http://blue.usps.gov/cpim and the Postal Service Internet at www.usps.com.
PM Revisions
In PM chapter 1:
� Retitled and revised section 1.7.13 to address con-tracts with former employees and to create a reviewand approval procedure for those contracts.

1.7 General Policies

1.7.13 Contracts with Former Postal ServiceOfficers, Executives, and Employees
[Revise 1.7.13 items a and b, and add item c to read asfollows:]
1.7.13.a General. The Postal Service contracts with formerofficers, executives, and employees when theirexpertise is deemed important to furthering thebusiness and competitive interests of the PostalService. Whether these individuals are the subjectof personal services contracts, or are keypersonnel, experts, or consultants employed by asupplier, the following restrictions apply and theseprocedures must be followed.
1.7.13.b Contracts with Former Officers andExecutives
1. Policy. It is Postal Service policy not to contract withformer officers or Postal Career Executive Service(PCES) executives or entities with which such indi-viduals have a substantial interest for five years afterthe date of their separation from the Postal Service(whether by retirement or otherwise) if the contractcalls for substantially the same duties as they per-formed during their career with the Postal Service asdetermined by the vice president of Human Re-sources. Purchase teams must enforce this policywhen purchasing professional/technical or consultingservices (see 4.6.3 for definitions of these types ofservices), and include Provision 1-6, ProhibitionAgainst Contracting with Former Postal ServiceExecutives or Officers, in relevant solicitations, andClause 1-11, Prohibition Against Contracting withFormer Postal Service Officers or Executives, in re-sulting contracts.

2. Exceptions. The vice president of Human Re-sources may grant exceptions to this policy when heor she determines that doing so is in the best interestof the Postal Service. All such exceptions must bedocumented and included in the contract file.
1.7.13.c Contracts with Other Former Employees
1. Policy. The Postal Service may contract with formeremployees (other than former officers or executives)or with suppliers proposing the use of former em-ployees during contract performance when the for-mer employee’s expertise will further the success ofthe purchase and the business and competitive inter-ests of the Postal Service. Contracts with former em-ployees or with suppliers offering the services offormer employees should not be confused with theemployment of annuitants (see 1.7.13.c.2).
2. Reviews and Approvals
(a) All requests for contracts with former employees(non-officer or executive) must be forwarded bythe purchasing organization to the manager ofCorporate Personnel Management (CPM), forreview and approval. The manager of CPM willdecide whether the former employee should behired as a retired annuitant (see Employee andLabor Relations Manual 323.33) or should becontracted with by the purchasing organization.When appropriate, the purchasing organizationmay award a personal services contract to theformer employee (see 4.6.4).
(b) When a supplier proposes using a former em-ployee, the manager of CPM will review the for-mer employee’s employment history and advisethe purchase team as to whether the substitutionof another individual is in the best interest of thePostal Service. If such substitution is the case,the contracting officer must advise the supplierto propose another individual to perform the du-ties called for. If following contract award, thesupplier proposes the use of a former employee,the same review and approval process is re-quired before the former employee may beginwork.
3. Provision and Clause. Purchase teams must con-sider this policy in light of the particular purchase,and the potential need for reviews and approvals,and as necessary, include Provision 1-7, ProposedUse of Former Postal Service Employees, in relevantsolicitations, and Clause 1-14, Use of Former PostalService Employees, in resulting contracts.

4.6 Special Categories of Purchases

4.6.3 Professional/Technical and ConsultantServices
4.6.3.a Policy. It is the policy of the Postal Service tocontract for professional/technical and consultantservices when doing so makes good businesssense in light of available personnel resources. Forexample, short-term expertise may be necessaryto assist in the development of new customerservice programs or to manage spikes inoperational workload. In other cases, long-termcontracts for these services may prove morefiscally and technically beneficial than the use ofcareer employees. When contemplatingcontracting for these services, and for personalservices (see 4.6.4), purchase teams mustconsider the financial commitment and potentialreturn on investment. For certain requirements,such as those affecting craft positions and duties,additional reviews and approvals are required;these include meeting legal and labor agreementobligations set forth in Federal regulations andlabor union agreements. In these cases, purchaseteams must consult with Strategic Initiatives atHeadquarters. In addition, reviews and approvalsare required for contracts with former PostalService officers, executives, and employees,regardless of whether these individuals arecontracted with directly or are employed orproposed to be employed by a supplier (see1.7.13).
4.6.3.b Conflicts of Interest. When purchasingprofessional/technical or consultant services,purchase teams must pay particular attention to thepotential for organizational conflicts of interestand consider using Clause 1-8, OrganizationalConflicts of Interest, or a similar clause in thecontract (see 1.7.7).
4.6.3.c Professional and Technical Services
1. Definitions. Generally, professional services arethose performed by individuals or firms of recognizedstatus, in fields such as accounting, engineering, law,and the sciences. Technical services are provided byindividuals or firms who are expert in a given field,such as information technology, training, writing andediting, purchasing, marketing and demographics,

and other such areas. These services may be usedto: (1) provide needed expertise on an individual orgroup basis; (2) to supplement the career workforceas required by workload; and (3) to provide turn-keyservices in support of postal operations.
2. Licenses. When prequalifying or purchasing profes-sional services for which individuals are normallyrequired to be licensed (such as medical, legal,accounting, and architecture), licenses must berequired as a prerequisite to prequalification or con-tract award. Acceptable licenses may be limited tothose issued by a particular state or entity, butonly when local expertise is necessary to successfulperformance.
3. Required Clauses. All contracts for professional/technical services must include the following clauses:
(a) Clause 4-4, Nondisclosure (Professional Ser-vices). This clause may be modified with theapproval of the policy-originating official desig-nated in Exhibit 4.6.2 and assigned counsel.
(b) Clause 4-5, Inspection of Professional Services.This clause provides for inspection of the suppli-er’s work product and acceptance of only thoseproducts that meet reasonable professionalstandards. The clause is to be used in lieu of,and not in addition to, the standard inspectionand acceptance clauses prescribed in 2.2.
(c) Clause 4-7, Records Ownership. This clausegives the Postal Service ownership of contractfiles, including copies of all supplier work papers.While this clause is mandatory for professionalservice contracts, purchase teams have to de-cide whether to include it or not in technical ser-vice contracts, depending on the nature of theservice.
4. Other Clauses. Depending on the particular pur-chase, the following clauses should be included incontracts for professional/technical services:
(a) Clause 4-6, Invoices (Professional Services).This clause is included in all non-fixed price con-tracts for professional/technical services. Theclause requires presentation of invoices showingwho performed the services, the hours and par-tial hours of service provided each day, and theservices provided each hour or partial hour. Sup-pliers may be allowed to set minimum chargesfor partial hours or days.
(b) Clause 4-8, Key Personnel. This clause requiresuse of the key personnel identified in the sup-plier’s proposal, unless the purchase teamapproves substitution, and provides for contracttermination for failure to comply.
4.6.3.d Consultant Services
1. Definition. Consultant services are servicesprovided by expert individuals or firms possessingexceptional qualifications in a particular technicalor professional field. They are used to enhance theunderstanding of complex issues and to provide newinsights into alternate solutions to, or recommenda-tions on, business or decision-making functions of apostal organization. Consultants neither involvethemselves in the day-to-day operations of PostalService organizations except for study purposes, norwork under the immediate direction and control ofPostal Service employees. Usually, consultant ser-vice suppliers provide reports or analyses as the de-liverable upon completion of their contractual duties.
2. Use. Consultant services are used to enhance theunderstanding of complex issues and to provide newinsights into alternate solutions to, or recommenda-tions on, business or decision-making functions of apostal organization.
4.6.4 Personal Services Contracts
4.6.4.a Definition. A personal services contract is acontract with an individual under the terms of whichthe individual will: (1) work under the directsupervision of postal personnel; (2) work on postalpremises and use postal equipment; and (3)perform duties similar in nature to those of postalemployees. A personal services contract maycreate the appearance of an employee–employerrelationship, and may result in additional costs,such as tax withholding. For this reason, purchaseteams should strive to use contracting vehiclesother than personal services contracts, but, whendeemed appropriate and effective, they may beused, subject to the reviews and approvalsdescribed in 1.7.13.
4.6.4.b Use. Personal services contracts may be awardedfor professional/technical services but may not beawarded for consultant services.
4.6.4.c Contracts. All personal services contracts shouldbe written to ensure that the Postal Service doesnot incur unnecessary costs or liabilities. Purchaseteams should work with assigned counsel toensure that the interests of the Postal Service areprotected in areas such as taxes, unemploymentliability, etc.

National Ordering Agreement

Setting Clocks for Standard TimeManagers must ensure that before opening for business
on Monday, October 29, 2001, the clocks in all integratedretail terminals (IRTs) and debit/credit card terminals undertheir control are set back (in most locations) 1 hour to re-flect the change to Standard Time. Facilities with Saturdaynight operations should reset the time as soon as possibleafter the 2 a.m. start time, Sunday, October 28, 2001.
The correct system time in integrated retail terminals(IRTs) is critical since their internal clocks are used to verifyExpress Mail� and Global Express Guaranteed� accep-tance times and service commitments. The IRT systemtime is also printed on customer receipts and employee re-ports. It is very important that the debit/credit card terminalclocks be set to the correct day, date, and time as this willhelp reduce the possibility of accepting an expired card.
Integrated Retail Terminals (IRTs)
On the UNISYS III Supervisor Disk, select item 11, SetSystem Date and Time, from the Control Menu, and per-form the following steps:
1. Observe that the date appears.
2. Press ENTER key to accept the current date. Thetime appears.
3. Press CE key to clear the time.
4. Enter correct Standard Time in military format (exam-ples: 8 AM = 0800, 1:30 PM = 1330).
