Dear Delegates

It is with immense pleasure that I present to you the 1st Edition of Panjab University Model United Nations (PUMUN) Conference. PU-MUN Conference 2013 will be held from 23th to 24th March 2013 in Mumbai, Maharashtra, India.

The conference this year is simulating two councils, which includes the simulation of a Security Council. Along with that are a couple of socials happening in “Jhankaar”, social ven-tures program and a strict environmental pol-icy.

At PUMUN 2013, it is our humble attempt to bring together students from different walks of life and engage in discussions having global importance by stimulating one’s thought process with an aim of resolving some of the most pertinent issues. The real test however lies in putting these wishful thoughts and ideas into practice, starting from penning the basic ideas, initiating, and the final execu-tion. Hence, we are striving this year; to increase the substantive and the procedural quality of debate that will happen at PUMUN.

It is always easy to do what is expected out of you, but the challenge lies in standing out exceptionally and entice thousand others, this is what we aspire to do by bringing to you the Panjab University Model United Nations Conference 2013.

The start of the day saw immensely enthusiastic delegates streaming up and the Executive Board directly starting the procedure without much ado. In the absence of a rapportuer the chair proposed to elect a joint vice-president democratically through chits (Poor delegate, losing out on his imaginary prize).

The Delegate of China had trouble phrasing the Topic for motion, as the chair asked him to rephrase the topic thrice. The conference opened with an agenda of ‘discussion on Syrian Crisis' proposed by the Delegate of Russia. Frustrated, the Chair had to spend next couple of minutes teaching the delegate of Russia the proper MUN communication etiquettes.

The delegate of Pakistan initiated by stating conference should not judge terrorist with regard to caste or religion, a vague note completely remote to the agenda on floor.

The Delegate of Syria pleaded that the situation in Syria is unstable and had put forth his stand against the western intervention.

The director took immense pain in clearing out the haze in the minds of Delegates owing to the chapters and articles of UN Charter.

The delegate of USA raised the plea to follow up the director flaunting his jovial nature, acted sarcastically and responded as ‘next time you say plea to follow up, my answer al-ways would be ‘give in writing’.

The chair addressed to the delegates that he would not correct unless all of you embarrass yourself by phrasing wrong motions.

The delegate of Syria opposed the motion to suspend the council for break-fast, it came as a surprise to everyone that the delegate of USA pleaded over the concern for basic human rights and not let other delegates starve to death.

The joint vice president started chewing the chits addressed to the chair! May be he fell victim to the boredom.

In the second session the delegate of Syria tried to express his frustration by threatening the council- you take down the Syrian government and the Bashar al asad is ready for 3rd world war.

The delegate of USA during formal moderated caucus quoted “anybody happen to read the background guides”!!

The chair trying to be Math whiz pointed out that time for discussion allotted by delegate of china 20mins with 60 seconds for each speaker would let 18.18577257889 delegates speak!

Towards the end of the session the council put forth various measures to cope with the Syrian crisis.

Chairpersons Urvashi Kapila, Vice-Chairperson Ivan Khosa and Rappourteur Rushil Sharma began the session with a very comprehensive and detailed explanation about the workings of the Model United Nations for the benefit of a considerable strength of the newbies don-ning suits and ties for their first MUN.

No sooner did the delegate of USA raise the motion to open the floor to debates, the delegate of Uganda wan-dered off on a long odyssey of yawning, stretching and messaging which seemed to last the entire session.

The session progressed at a snail's pace with Chairperson having to explain the dele-gates again and again to vote for the procedural matters.

The council was injected with some energy when the delegate of Palestine re-marked “The greatest trick the devil has ever played was convincing the world that it did not exist. So is the US disguised as the messenger of peace who is invading all the

countries and has the maxi-mum refugees”. This fetched aggressive thumping by the delegate of Democratic Peo-ple's Republic of Korea who thumped the chairs so ag-gressively that even the poor chair regretted his presence! Expectedly he was subject to stern disciplinary remarks by Chairperson. The furious delegate of US jumped to his country's defence expressing his “deep shock and horror” at the accusations levelled by North Korea. Unmindful of this, the council was buzzing with a wide assortments of chits ranging from “being unable to focus due to Chair-person's hotness” to “are you single?” to “kutti!”..talk about being formal in ECOSOC!

The council had its own characteristic dull slow and bizzare moments. It also resulted the counties bond-ing over refugees when Iran passed a chit to Syria saying ”I house your refugees, how about we get together and draft the solutions to-gether?”. Disrupted by the staccato between India and

Denmark the Chair sarcasti-cally remarked “India and Denmark seemed to be friends and making a way to find out a solution together.”

A warning signal for the im-peding boredom in the Council was the incessant failing of all motions and repeated queries to the Chair about lunch. “When is this getting over?” questioned Iran to Syria. In one of the lighthearted moments the Secretary General asked the council to vote for lunch and immediately all hands went up!

Making the way slowly and swiftly from passing worth-less chits into the foray of rights of refugees and the various countries's positions on them, the discussion did yield some engaging re-marks!

The session commenced with the Chair Chairperson Kapila, Ivan Khosa and Rushil Sharma addressing the delegates with a very com-prehensive and generous explanation of the function-ing of the Committee. The chair was extremely coop-erative and understood the fact that many delegates were first-timers. Chairper-son explained the various definitions and demarcated the boundaries of “personal privilege”.

After the roll-call, the agenda was put forth. Sub-sequently, the motion for General Speaker’s List was raised by the delegate of USA, thus opening the floors for debate. Soon, the com-mittee moved to a moder-ated caucus discussing the issue of “Re-evaluating the existing definition of refu-gees and the returnees and internally displaced per-sons”, the motion being raised by the delegate of Jordan. It was a slow process of discussions, but the com-mittee relished the debate between Palestine and the U.S. According to the dele-gate of Este-timor, the basic

rights of food and shelter should be provided to the refugees immediately but the right of recognition of their legal status can be post-poned.

The committee then re-sumed to the GSL and subse-quently raised the motion of “Root causes of refugees and IDP problems. The delegate of Palestine had a very inter-esting viewpoint on the same. According to Dele-gate, the western world is responsible for creating the refugee problem worldwide and that the UK is the “mother” of all imperialistic tendencies over the globe and their celebrated policy of ‘divide and rule’ was respon-sible for creating conflicts. The delegates of Denmark and India supported the ar-gument.

Resuming with the GSL once more, the delegate of France pointed out that not only do we need to evaluate the problems related to the refu-gees, but it is equally essen-tial to work out a concrete and feasible solution. For this, it is an obligation of all the countries to provide asy-lum on humanitarian

grounds as well as to prevent the outflow of refugees from their own countries.

The Committee was ad-dressed by Birender Dhil-lion, the Chief Patron of Student Council as well as Jevajyot Singh. They were immensely delighted with the response of the delegates and wished them luck for their future endeavours.

Delegate of Iran said that the Committee was all in all good, but the delegates pre-ferred to play the blame game about the agenda and the Executive Board was not recognising everyone. Ac-cording to the delegate of DPRK, there were a high number of first timers, and taking this fact into account, the delegates were very well researched. The Committee reached no specific conclu-sion, but the International Press is impressed to see the seriousness and intensity of the debate, indicating the profound interest of the delegates in the social and economic issue of the refu-gees.
