Punjab Resource Management Program was launched by Government of the Pun-
jab with the overarching objective of assisting the Punjab Government in reducing poverty
through good governance including improved public sector resource management. The
need for capacity building of officers has been felt as a result of various reforms intro-
duced by the Government. To ensure sustainability of these reforms, Government of the
Punjab has developed an integrated capacity building program for its officers in relevant
areas which will equip them with suitable professional skills to undertake the upcoming
challenges. Moreover, there is a dearth of trained professionals with the capability to ad-
dress the complex issues of present day policy making and policy implementation at all
levels, particularly ever since the devolution of power has taken effect.
Keeping this in view, Planning & Development Department launched the Punjab
Capacity Building Program funded by World Bank in 2007. PRMP is organizing this pro-
gram, the main focus of which is training of officers of the provincial cadres. Provincial
Government officers will be given an opportunity to pursue one-year Masters Degree Pro-
grams abroad in quality training establishments / institutes, in fields relevant to their pro-
fessional areas of work.
Background

Objectives of Capacity Building Initiative
The objectives of capacity building initiative are to increase knowledge and skills of officers specially
in the areas relevant with their field of work. This would enable the smooth implementation of reforms in-
troduced by the government and would also lead to the achievement of the twin goals of Government of
the Punjab leading to poverty reduction and economic development. This would also ensure sustainability of
reforms by adopting exit strategy through strengthening of Management & Professional Development De-
partment.
Implementation Arrangements
Capacity Development Intervention Committee is the policy formulating committee for capacity
building initiative undertaken by Punjab Resource Management Program. The committee is headed by
Chairman, P&D Board and comprises of the following members:-

5. Secretary, PP&CMW
6. Program Director, PRMP
The Capacity Development Interventions (CDI) Committee provides leadership, guidance and coor-
dination for all the capacity building initiatives undertaken by PRMP. It also plays a very important role as a
clearing house of all proposals pertaining to capacity building. The committee monitors and evaluates the
progress being achieved by the capacity building initiative. In case of PCBP-I the final list of scholarships
was approved by the CDI Committee. The capacity Development Intervention Committee also approved in
principle to appropriately utilize the services of the officers returning on completion of their foreign studies.
In this context, S&GAD would frame a placement policy for their postings. The role of PRMP was to facilitate
the committee to finally decide the scholarship allocation.
PRMP implemented all the guidelines stipulated by the CDI Committee including initial screening,
research work pertaining to master programs, preliminary evaluation of applications and execution of all
modalities and mechanics of the scholarship process. PRMP is also following up the progress of the PCBP-I
scholars and is coordinating with their respective universities to get a regular programs update of the offi-
cers. A comprehensive evaluation report will be compiled upon the completion of the degree programs by
the scholars.
NST test was conducted to test the suitability of the officers. The purpose of this test was to facili-tate the Selection Committee to assess the suitability of the candidate for higher studies in a foreign land.

LIST OF COURSES
In this regard, PRMP prepared the list of universities / programs by using the list identified by Civil
Service Reform Unit, Establishment Division, Islamabad programs that were not relevant to the provincial
government but were a part of the list of Civil Service Reform Unit were taken out. Other programs which
were considered to be useful and relevant with the provincial subjects were added by PRMP. PRMP also
wrote to Secretaries of all Administrative Departments for comments on this identified list. They were also
invited to propose universities / programs that would be relevant to their department but were not included
in the list identified by PRMP. Their input was received and courses proposed by them were added to the
already identified list.
PUNJAB CAPACITY BUILDING PROGRAM (PCBP)
Eligibility Criteria for Applying for Scholarships for Degree Programs
An applicant for PCBP must:-
a. Hold a masters degree or 16 year education (MBBS, BE etc)
b. Fulfill the following age criteria at the closing date of application:-
1. For BS-17 Officers 38 years
2. For BS-18 Officers 45 years
3. For BS-19 Officers 52 years
c. Have at least 5 years public sector work experience in BS-17 or above.
d. Be a regular employee of the Government of Punjab, a Civil Servant or Technical / Specialist
Cadre or Ex-Cadre (officers belonging to autonomous bodies, corporations, regulatory bodies.
Education, health judiciary and not involved in public policy making and implementation would
be ineligible for the program).
e. Hold a permanent post with the Provincial Government or at the District level.
f. Furnish an undertaking on a legal paper that she/he will serve the Punjab Government for a
period of at least 5 years after training (on given format).
g. Not enrolled and pursuing a degree program at the time of application and not getting funds
from the Government of Pakistan / Punjab or any other source, scholarship etc.
h. Not got a foreign degree during the past 5 years.
i. Not be on currently on deputation to a donor or international agency.
j. Not be on long leave from the government (equal or more than one year).
k. Not be involved in any inquiry or disciplinary action.

l. Be in good mental and physical health.
2. Only those candidates would be considered for funding who get admission in the identified degree
programs against the indicated universities / institutions. The candidates are advised to get admission in
those degree programs only that have a direct relevancy with their occupational group as detailed in the
“Guideline of Course Descriptions and Recommended Institutions”.
3. For purposes of application, applicants are only required to show evidence of having applied to one
or two schools.
4. Women are encouraged to apply and will be given preference in selection.
APPLICATION PROCESS
Applications were invited from interested candidates through advertising in the local press. Multiple
advertisements were given by PRMP on three occasions to create awareness and promote solicitation of
maximum number of applications. Secretaries of all Administrative Departments and DCOs of all Districts
were requested to encourage their officers / staff to apply in the identified universities / programs. Initially
74 applications were received. Only 3 of these were female officers. Apart from considering broad based
representation from different departments and districts, special attention was paid to accommodating the
maximum number of female officers. It was earlier envisaged in the program that women would be given
preference at the time of selection. In order to give a better opportunity to the lady officers to participate in
this program, it was decided by CDI committee in its meeting dated 7th April 2007 that the deadline for re-
ceipt of applications for female participants should be extended by 2 weeks. In response to this, 3 more
lady officers applied for the said scholarship.
The above specified applicants directly applied to different universities in the fields relevant to their
scope of work / departments. Only those officers who were able to obtain valid offers of admission from a
foreign university were considered for award of scholarship by PRMP.

In all, 74 applications were received out of these 20 were incomplete or deficient. The number of
applications actively considered by PRMP was 54. The main causes of ineligibility included the following:-

Out of the 54 complete applications, 45 applicants were able to secure a valid offer of admission
from foreign universities before the deadline date of 15-05-2007.
Third Party Testing:
The eligible candidates were called to sit for the National Testing Service (NTS) examination. 43
individuals sat for the National Testing Service (NTS) examination and were called for interviews.

Basis of Evaluation of Candidates:
The candidates were evaluated on the basis of the following set of information:-
i. Valid admission in a designated program
ii. NTS exam
iii. ACR/PER record
iv. Experience
v. Gender of officer (female officers were given preference)
This information was collated and placed before the selection committee who then proceeded to
interview the applicants.
NTS test was conducted to assess the candidates’ language proficiency as well as basic analytical
skills. This information was provided to the Selection Committee in order to facilitate their decision making
process. Candidates who met the eligibility criteria for PCBP were made to pass through a selection proce-
dure which meant to gauge their potential, capacity as well as suitability for undertaking foreign studies.

INTERVIEW PROCESS
43 candidates were called for an interview before the Capacity Development Interventions Commit-
tee. In addition, the Secretaries of the parent Departments of the candidates were also invited as members
of this selection committee so that they could give their input at the time of interview. This included Secre-
taries of:-

C&W Department
I&P Department
Zakat & Usher Department
The committee held interviews for three days (from 16-06-2007 to 20-06-2007) and judged the
candidates on the basis of their performance. Past three years’ ACRs of candidates were also considered
while finalizing their results. As a result of rigorous selection process, the high powered selection committee
selected 18 candidates, including six women.
However, out of these three female candidates expressed their inability to join the program. These
included:-

PCBP-I MID-TERM RESULT
The mid-term results of PCBP-I candidates were solicited from their universities and a summary of
the result is enclosed on the next page. It is pertinent to mention that the universities have conveyed their
overall satisfaction with the progress of the PCBP-I scholarship holders. The results reflect that most of the
candidates are doing well in the program and have secured above average scores in most of the subjects.
However, a few candidates are facing a little bit of difficulty in some of the technical subjects. Overall the
mid-term results convey a satisfactory performance of the program. This is an interim assessment and the
final grades will reflect the actual effort put in by these scholars. Once the final grades are received, this
report will be revised and updated.

COMPREHENSIVE POST TRAINING EVALUATION
A customized evaluation form has been developed for PCBP-I and will be provided to all the schol-
arship holders for comprehensive feedback. The data received will be tabulated and incorporated into a
comprehensive analytical report. This evaluation form is multifocal and the methodology involves a mixture
of qualitative and quantitative enquiries about the program and the acquired knowledge coupled with its
efficacy for the candidate. The feedback of the scholars would also enable Government of the Punjab to
fine tune the mechanics and modalities for the next batch of PCBP scholars 2008-09 and will allow more
focused and meaningful contribution to the development of phase-2 of the program. Government of the
Punjab aims to utilize this facility to the maximum so that a pool of well trained and high skilled human
resource may be developed in the provincial government. The evaluation form is enclosed on the next
page.

PLACEMENT POLICY
Government of the Punjab launched Punjab Capacity Building Program in 2007 in order to equip
officers of the Government of Punjab with suitable professional skills, knowledge and competencies. Under
this program in 2007-08, 15 officers went to Universities of U.K for pursuing masters degree programs for
1 year in diverse fields. 2 officers were sent to Lee Kuan Yew School of Public Policy, National University of
Singapore for Masters in Public Administration.
Capacity Development Interventions Committee approved the recommendation of the Sub-
Committee for the appropriate utilization of the services of the officers returning on completion of their for-
eign studies in which S&GAD would frame a placement policy for their postings. This is an important aspect
of the capacity building exercise of Government of the Punjab as the recently acquired knowledge, skills
and competencies of these officers would be effectively utilized by following a prudent placement policy.
This would also result in the optimal utilization of their learning and experience of international
best practices in the Punjab.
CONCLUSION
Under PCBP-I Government of the Punjab successfully granted scholarships to 15 officers of the
provincial Government. This is the first endeavour of its kind as never has such an initiative been taken for
the provincial services in the Punjab. The program is completely focused on provincial cadres and attempts
to give a fair chance to competent and bright officers from general as well as technical cadres to build their
capacity in selected areas of public service related academic disciplines. The process was transparent,
merit-based and gave equal opportunity to all officers of government of the Punjab. The selected 15 offi-
cers are presently undergoing specialized education in foreign universities and have been obtaining satis-
factory grades. The officers will be returning to Punjab by mid-September 2008 and would be fully geared
to effectively contributing to the reform agenda of Government of the Punjab. The experiences of PCBP-I,
coupled with the feedback of the candidates would enable PRMP to further refine the selection and place-
ment mechanism for PCBP-II (2009) and would facilitate the optimum utilization of funds available for ca-
pacity building. This is an interim report and the final report will be compiled upon return of successful
scholars.
