11/ Despatch Instruction: Materials duly packed and insured are to be delivered

by road Consigned to the above Stores on freight paid basis . One copy of despatch document should invariably be forwarded to the Chief Manager,(P),07

Cell, HQ. 12/ Inspection: Final inspection of the materials shall be carried out at the

consignee’s end by the authorized representative of GM(E&T), ECL,HQ after receipt of materials. However, if any stores are rejected, consignee will have liberty to:-

a) Allow the supplier for satisfactory replacement of the rejected part within a specified time and supplier will bear the cost of replacement such as freight etc. and any such replacement will be without being entitled to any extra payment. b)Buy elsewhere the quantity of stores similar to those rejected at the risk and cost of the suppliers. c)Terminate the contract whether in part or whole. Rejected part/quantity shall have to be removed by the supplier within 15(fifteen) days of receipt of intimation of rejection.

13/ Guarantee/Warranty: (A) The EPABX should be guaranteed for a period of 12 (twelve)

months from the date of commissioning or 18 (eighteen) months from the date of receipt and acceptance of the equipments, whichever is earlier against the defects arising out of

materials/design/workmanship/operation and performance etc. (B) Guarantee of supply of spares for next six years after free warranty service of one year. A

certificate is to be required that the system is not obsolete and is currently under production line of the concerned company. Also there is no plan to phase out the system from production line in

the near future.

14/Terms & Conditions: This Purchase order is subject to terms and conditions as per Printed Annexure attached unless altered otherwise on the body of this Purchase order. General terms

and conditions of tender documents provided to you are also an integral part of this Purchase Order.

15/ Acknowledgement and acceptance : Duplicate copy of this order, duly signed should be returned to this office within 10 days as a token of formal acceptance of this order. In case the duplicate copy of the order is not received as above it shall be presumed that you have accepted the order in totality for execution of the same 16/ Submission of Bills: i) You shall have to submit bills (5 copies) to the Consignee along with

the consignment and challan along with other requisite documents, if any. ii) The Consignee shall then sent SR Notes, challan, inspection note and 3 copies of bills (including the original) and any other requisite documents, to the paying authority.

17/ Please quote purchase order number and date in all your correspondences. 18/ Price Certificate: You shall have to certify on the body of the bills that the prices charged

against this order are not higher than that applicable to other Govt.Deptt/Organistion/DGS&D/CIL/Other Subsidiary of CIL . In case of any reduction in price

during the validity of this Purchase order, then it would be your responsibility to inform ECL regarding such reduction in price and the said reduced price shall automatically be applicable to

this Purchase Order from the date. 19/ Dispute: In case of any dispute the decision of GM(MM)IC,ECL shall be final and binding

on you. 20/ Marking: Your materials should bear your identification mark so that it may be distinguished

from other make. The circuit diagram of the Telephone should be given at the time of supply. 21/ Price Fall Clause : The prices charged for the stores to be supplied under this

supply/Purchase order by you shall in no event exceed the lowest price at which you sell the stores or offer to sell the stores of identical description to any Customer during the tenure of this

supply order. If any time during the said period you reduce the sale price, sell or offer to sell such stores to any

other customer at a price lower than the ordered price you shall forthwith notify such reduction of sale or offer to sale to us to amend the rates of order..

22/ LD Clause and Risk Purchase Clause: Delivery shall be taken as essence of the contract. In case of failure, ECL reserves the right to any or all the following:-

a) To recover from you as agreed, liquidated damages @ ½% (Half percent) of the price of any stores, which you have not been able to supply for each week or part

b) of week during which the delivery of such stores may be in arrears, limited to 10% (Ten Percent).Where felt necessary, the limit of 10% (Ten percent) can be increased to 15% b) To purchase from elsewhere, after due notice to you on your account & at your risk , the stores not supplied or other materials of a similar description without canceling the supply order in respect of the consignment not yet due for supply.

OR c) To extend the delivery period with or without penalty, as may be considered fit &

proper. The penalty imposed shall not be more than the agreed liquidated damage referred to at clause (a) above.

OR

d) to cancel the supply order or a portion thereof if ECL decide to purchase the stores at

your risk & cost and also

e) To forfeit the security/earnest money or invoke the Bank Guarantee received. OR

f) Wherever under this contract any sum of money is recoverable from or payable to you, ECL shall be entitled to recover such sum due or which at any time thereafter may

become due to you in this or any other contract. Should this sum be not sufficient to cover full amount recoverable, you shall have to pay to ECL on its demand. You shall

however, not be entitled to get any gain on any such purchase. 23/ Commitment for accessories & Spare parts Supply: Shall be provided by you during

guarantee of (i) accessories & (ii) spare parts supply for six years after the completion of warranty period. 24/The following additional information should be incorporated in your invoice as per

schedule delivery period unless formal extension of Delivery period issued to you in writing from this office. Delivery of any materials against this order in violation of this clause shall be at the sole risk of the suppliers.

29] Manufacturer’s Test Certificate : Manufacturer's test & Guarantee certificate for all items shall have to be provided along with each supply

30] You shall have to supply all relevant manuals/maintenance manual/system features along with the supply. 31] Performance Bank Guarantee : You shall have to furnish a Bank Guarantee towards Performance Guarantee for an amount equal to 10%(ten percent) of the ordered value on landed basis, after placement of order but prior to supply of materials. The Bank Guarantee must be submitted on a Non-Judicial stamp paper of appropriate value and must be executed by any Nationalized Bank/Scheduled Bank in India as per our enclosed format. The stamp paper should be in the name of issuing Bank. The Bank Guarantee must be valid till guarantee/warranty period. You may be requested to extend the validity of the BG, in case the materials do not work satisfactorily within the validity period of BG. The above Bank Guarantee should be sent by the issuing Bank directly to Chief

Manager(P), ECL,HQ under Registered Post. 32] Security Deposit: You shall have to deposit Security Money for 10% of the ordered

value (On Landed Basis) within 15 days from the date of receipt of order in the form of Bank Guarantee as per our enclosed prescribed format or in the form of Bank Draft of any

Scheduled/Nationalised Bank payable at Asansol drawn in favour of “Eastern Coalfields Limited”. The Bank Guarantee should

be kept valid till execution of the order complete in all respect but minimum validity should be for 6 months. The security money will be refunded to you within 30 days of

satisfactory execution of the contract. For unsatisfactory performance and /or contractual failure, the security money shall be forfeited. In case you fails to deposit the security

money, the order shall be cancelled and the case shall be processed to order elsewhere and your performance shall be kept recorded for future dealings with you. If the Bank

Guarantee suits you, the same must be strictly as per our enclosed format on a Non-Judicial Stamp Paper of required amount executed by any Nationalised/Scheduled Bank.

The Non-Judicial stamp paper should be in the name of issuing bank. The Bank Guarantee should be sent by the issuing Bank directly to Chief Manager(P), ECL,HQ under

Registered Post. 33] Installation & Commissioning: Included. Site for installation & Commissioning of

each EPABX shall be given by GM(E&T), ECL, HQ. 34] Operation and Technical Manual(Minimum 02 sets for each EPABX) are to be

provided. 35] Training of operators on site for the system are to be arranged by you Free of Cost.

36] Comprehensive Annual Maintenance Contract: In case of comprehensive Annual Maintenance Contract (including supply of spares for EPABX and FCBC) for the

consecutive 03(three) years after warranty period is required to be concluded by GM(E&T), the same should not exceed Rs. 5336.33(including service tax) per Annum per

Annexure-X

Technical Conditions of EPABX of Capacity 64 Extension

Total Quantity Required - 10 Sets.

1. GENERAL DESCRIPTION

The EPABX should have PCM/TDM technology, non-blocking, modular and with minimum 32-bit CPU processor, should have ISDN (PRI & BRI), E1 compatibility,

VOIP, LAN/WAN, Broad Band compliant. The offer should include supply, installation, testing and commissioning of the EPABX and other accessories as mentioned below.

(i) Minimum 64 extensions, 04 CO lines, 4 E&M ( 4 wire ) lines including 50 nos

telephone sets, along with a digital operator console with flexible keys, message waiting lamp etc. suitable for attending calls.

(ii) The EPABX should be wired for a minimum of 128 lines, so that by insertion of additional cards, the extensions could be increased as and when required.

(iii)The exchange should have over voltage, surge voltage and under voltage protection on

supply voltage.

(iv) The exchange should have over voltage, surge voltage and short circuit protection on

all junction lines & extension lines.

(v)EPABX should have a separate MDF ( 64 lines, Krone type) on which all the Subscriber lines / junction lines are to be properly terminated with cables.

(vi) The supply should include one set of spare control cards, power supply card & one

subscriber line card for the offered EPABX.

2 TEC Approval

You should submit valid TEC approval certificate for the offered model and /or any other certificate as required by Govt. law/rules.

3 Power Supply

The exchange should have separate power supply unit FCBC for:

(a) The power supply unit should have input voltage of 230 VAC,+/- 10% and

float battery charging with automatic change over on Power supply/restorstion along with battery back up for minimum 4 hours.

(b) Separate rectifier charger module for normal and boost charging of standby battery,

along with suitable measuring meters.

© The offer should include offer for maintenance free (SMF) battery with back up against power failure, of 4 hour full load capacity . Only make of reputed batteries will be accepted.

Also offer should include stand for batteries. The connectors and nuts should be cadmium coated. Installation and commissioning of the batteris should be included in the offer.

To cater the rated load current of exchange, quantity & ampere-hour of each batteries, sufficient to back-up for 4-hours.

4 Networkig Capabilities of EPABX

(i) The EPABX should support networking on all standard signaling protocols like:

E&M

DID

CO

Private Circuits

Level DID with R2 MFC

DTMF

2 MB E1 (CEPT)

ISDN ( both PRI & BRI )

VOIP Trunk

IP

(ii) The system should also fully compliant to the latest networking standard, QSIG networking on ISDN BRI, PRI, GSM, Broadband interface as well as IP connectivity to LAN/WAN & leased

line.

(iii) The EPABX should capable of working on IP-Telephony on trunk circuit by installing

IP-Telephony trunk card in the CO-junction slot in future and you should supply the desired IP-trunk card as an when required.

(iv) The EPABX model should capable of working on IP-Telephony ( on extension lines )

through a IP-Telephony gateway card and the maximum no. of IP phones can be used.

(v) The EPABX should be capable of being part of the voice and data network of

different sites in future with full feature without any degradation of services. The network should support latest networking standards. The EPABX should also support

inter-working with other vendor exchanges through common digital standards. All the specified features should be supported for all extensions across network.

5 Features of EPABX

(i) The EPABX should support analog extension with at least upto 1200 ohm loop resistance and junction lines upto 1800 ohm ( minimum), excluding telephone sets.

This should be mentioned in the TEC certificate clearly.

(ii) The EPABX should have both decadic and DTMF outgoing dialing facility from extensions and console.

(iii)The EPABX should have DID facility to call individual extensions/console from outside

through junctions. It will also have programmable DIL facility.

(iv) Programmeable Junction lines.

(v) Common abbreviated dialing facility.

(vi) Connect when free, and call diversion on busy/no reply.

(vii) Minimum 3 party conference including one external line.

(viii) Minimum 8 different class of service (COS).

(ix) Music on hold to both internal & external lines.

(x) Distinctive ring for external, internal and operator calls and DID.

(xi) Authorisation code to dial from any extension to avail higher COS.

(xii) Emergency switching of junctions to specified extensions.

(xiii) Call transfer facility.

(xiv) Night service facility ( auto/manual during absence of operator ) should be available.

(xv) Programmable timed alarm from extensions.

(xvi) Hot jack insertion/out for extension/junction line interface card.

(xvii) Howler tones alert on line lock out.

(xviii) Call metering facility.

(xix) Malicious Call tracing facility.

(xx) The system should have a front LED panel and LED indication is also available in each card to indicate the status of each card.

(xxi) All other standard features of digital EPABX system.

(xxii) The system should also offer standard tones such as dial tone, ring back tone, busy tone, NU tone, feature tone, assurance tone, warning tone etc. These tone should be adjustable /

programmeable for different duration.

(xxiii) The EPABX system should support remote maintenance facility.

(xxiv) There should be self-ringing testing facility for the extension.

(xxv) The EPABX should permit automatic dialing of calls between stations without intervention of the operator. All the calls from the EPABX to the Public exchange can be

programmed as automatic or through the operator.

(xxvi) Hot Swapping of cards possible.

(xxvii) Inbuilt testing & diagnostic facility should be available.

6 Features of Push-Button Telephone sets

The preferred analog telephone sets should be Push-Button base type with minimum facilities of :

(i)Push Button Keypad in 3/4 matrix format with rubber mat cover and the dial pad should

be PCB type.

(ii) Tone / Pulse selectable dialing.

(iii) Ring tone volume control along with LED indication.

(iv) Redial / Flash button.

(v) Should have embossing of the word 'ECL' and Logo of ECL/CIL. (vi) Easy to handle, aesthetic look and with attractive colours.

(vii) Each set should be supplied with rosette & line cord.

(viii) Literature of offered model telephone set should be enclosed.

7 Earthing & Protection

(i) Proper chemical earthing by suitable copper conductor for the system should be provided.

(ii) Each and every line and trunk circuit should be provided with IPMs protection in the MDF against voltage/current spikes. Other than the protections available on the MDF,

each trunk card should be equipped with GD tubes.

8 Call Billing Information

The system should have in-built facility to give detail about calls made by the extensions &

through trunks for which software is to be provided. The call billing PC is not required to be supplied. The details available on this port can be processed separately by the PC with call

billing software.

9 Annual Maintenance Contract

You should indicate the maintenance support against the system ( during warranty & AMC

period).

(i) Any fault in the exchange is to attended within 24 hours from reporting the fault & it should be rectified within 48 hours from reporting fault, if required the faulty product should

be replaced within 48 hours from reporting the fault. The bidder should have their service engineers posted as near to the installation site as possible along with stock of spares so

as to cater for the above up time requirement for the system.

(ii) Comprehensive AMC charges (including supply of spares for EPABX and FCBC) for three

years after one year warranty period to be provided.

10 Other Requirements

(i) You should indicate ensuring supply of all relevent manuals/details with the EPABX e.g.

(a) User's / Operator's manual

(b) Maintenance / Administration manual

(c ) System features

(ii) You should indicate ensuring supply of authorised copy of all software's used in the

system in suitable storage medium for long-term storage. The offer should include a list of all modules / cards to be supplied with the system. Breakup of costs may be indicated whereever

possible.

(iii) You should ensure supply of any special tool e.g. krone tool, digital multimeter required for maintenance of the system.

Technical literature / brochures are required to be submitted along with the supply.

You would produce a certificate that the system is not obsolete and is currently under production line of the concerned company. Also you should give undertaking that there

is no plan to phase out the system from production line in next 6 years.

A list of environmental requirements and other requirements if any from ECL end should also be indicated in the offer.

You should include all charges including supply, installation, testing and commissioning

of the system upto MDF including FCBC and chemical earthing by suitable cupper conductor, for the system. Also offer should include AMC charges for consecutive two years after

completion of warranty period.

A bill of material (unpriced) required to be submitted is enclosed in (Annexure-A) which is

required to be filled up and submitted along with technical bid.

You are required to submit parawise compliance statement for all the NIT specifications noted above.

12 Annexure - A Bill of Materials for EPABX

12] Despatch Instruction: Materials duly packed and insured are to be delivered by road Consigned to the above Stores on freight paid basis . One copy of

despatch document should invariably be forwarded to the Chief Manager,(P),07 Cell, HQ.

13] Inspection: Final inspection of the materials shall be carried out at the consignee’s end by the authorized representative of GM(E&T), ECL,HQ after receipt of materials. However, if any stores are rejected, consignee will have liberty to:-

b) Allow the supplier for satisfactory replacement of the rejected part within a specified time and supplier will bear the cost of replacement such as freight etc. and any such replacement will be without being entitled to any extra payment. b)Buy elsewhere the quantity of stores similar to those rejected at the risk and cost of the suppliers. c)Terminate the contract whether in part or whole. Rejected part/quantity shall have to be removed by the supplier within 15(fifteen) days of receipt of intimation of rejection.

14] Guarantee/Warranty: (A) The EPABX should be guaranteed for a period of 12 (twelve) months from the date of commissioning or 18 (eighteen) months from the date of receipt and

acceptance of the equipments, whichever is earlier against the defects arising out of materials/design/workmanship/operation and performance etc.

(B) Guarantee of supply of spares for next six years after free warranty service of one year. A

certificate is to be required that the system is not obsolete and is currently under production line of the concerned company. Also there is no plan to phase out the system from production line in

the near future. 15]Terms & Conditions: This Purchase order is subject to terms and conditions as per Printed

Annexure attached unless altered otherwise on the body of this Purchase order. General terms and conditions of tender documents provided to you are also an integral part of this Purchase

Order. 16] Acknowledgement and acceptance : Duplicate copy of this order, duly signed should

be returned to this office within 10 days as a token of formal acceptance of this order. In case the duplicate copy of the order is not received as above it shall be presumed that you have accepted the order in totality for execution of the same 17] Submission of Bills: i) You shall have to submit bills (5 copies) to the Consignee along with the consignment and challan along with other requisite documents, if any. ii) The Consignee shall then sent SR Notes, challan, inspection note and 3 copies of bills (including the original) and any other requisite documents, to the paying authority.

19] Price Certificate: You shall have to certify on the body of the bills that the prices charged against this order are not higher than that applicable to other

Govt.Deptt/Organistion/DGS&D/CIL/Other Subsidiary of CIL . In case of any reduction in price during the validity of this Purchase order, then it would be your responsibility to inform ECL

regarding such reduction in price and the said reduced price shall automatically be applicable to this Purchase Order from the date.

20] Dispute: In case of any dispute the decision of GM(MM)IC,ECL shall be final and binding on you.

21] Marking: Your materials should bear your identification mark so that it may be distinguished from other make. The circuit diagram of the Telephone should be given at the time of supply.

22] Price Fall Clause : The prices charged for the stores to be supplied under this supply/Purchase order by you shall in no event exceed the lowest price at which you sell the

stores or offer to sell the stores of identical description to any Customer during the tenure of this supply order.

If any time during the said period you reduce the sale price, sell or offer to sell such stores to any other customer at a price lower than the ordered price you shall forthwith notify such reduction

of sale or offer to sale to us to amend the rates of order.. 23] LD Clause and Risk Purchase Clause: Delivery shall be taken as essence of the contract.

In case of failure, ECL reserves the right to any or all the following:- e) To recover from you as agreed, liquidated damages @ ½% (Half percent) of the price of

any stores, which you have not been able to supply for each week or part f) of week during which the delivery of such stores may be in arrears, limited to 10% (Ten

Percent).Where felt necessary, the limit of 10% (Ten percent) can be increased to 15% b) To purchase from elsewhere, after due notice to you on your account & at your risk , the stores not supplied or other materials of a similar description without canceling the supply order in respect of the consignment not yet due for supply.

OR g) To extend the delivery period with or without penalty, as may be considered fit &

proper. The penalty imposed shall not be more than the agreed liquidated damage referred to at clause (a) above.

OR

h) to cancel the supply order or a portion thereof if ECL decide to purchase the stores at your risk & cost and also

e) To forfeit the security/earnest money or invoke the Bank Guarantee received. OR

g) Wherever under this contract any sum of money is recoverable from or payable to you, ECL shall be entitled to recover such sum due or which at any time thereafter may

become due to you in this or any other contract. Should this sum be not sufficient to cover full amount recoverable , you shall have to pay to ECL on its demand. You shall

all working days except Saturdays. 28] One copy of the despatch documents of the each consignment should invariably

be forwarded to this Office, ECL, HQ.,Sanctoria. 29] No materials shall be dispatched against this Purchase Order after expiry of the

schedule delivery period unless formal extension of Delivery period issued to you in writing from this office. Delivery of any materials against this order in violation of this clause shall be at the sole risk of the suppliers.

30] Manufacturer’s Test Certificate : Manufacturer's test & Guarantee certificate for all items shall have to be provided along with each supply

31] You shall have to supply all relevant manuals/maintenance manual/system features along with the supply. 32] Performance Bank Guarantee : You shall have to furnish a Bank Guarantee towards Performance Guarantee for an amount equal to 10%(ten percent) of the ordered value on landed basis, after placement of order but prior to supply of materials. The Bank Guarantee must be submitted on a Non-Judicial stamp paper of appropriate value and must be executed by any Nationalized Bank/Scheduled Bank in India as per our enclosed format. The stamp paper should be in the name of issuing Bank. The Bank Guarantee must be valid till guarantee/warranty period. You may be requested to extend the validity of the BG, in case the materials do not work satisfactorily within the validity period of BG. The above Bank Guarantee should be sent by the issuing Bank directly to Chief

Manager(P), ECL,HQ under Registered Post. 33] Security Deposit: You shall have to deposit Security Money for 10% of the ordered

value (On Landed Basis) within 15 days from the date of receipt of order in the form of Bank Guarantee as per our enclosed prescribed format or in the form of Bank Draft of any

Scheduled/Nationalised Bank payable at Asansol drawn in favour of “Eastern Coalfields Limited”. The Bank Guarantee should

be kept valid till execution of the order complete in all respect but minimum validity should be for 6 months. The security money will be refunded to you within 30 days of

satisfactory execution of the contract. For unsatisfactory performance and /or contractual failure, the security money shall be forfeited. In case you fails to deposit the security

money, the order shall be cancelled and the case shall be processed to order elsewhere and your performance shall be kept recorded for future dealings with you. If the Bank

Guarantee suits you, the same must be strictly as per our enclosed format on a Non-Judicial Stamp Paper of required amount executed by any Nationalised/Scheduled Bank.

The Non-Judicial stamp paper should be in the name of issuing bank. The Bank Guarantee should be sent by the issuing Bank directly to Chief Manager(P), ECL,HQ under

Registered Post. 34] Installation & Commissioning: Included. Site for installation & Commissioning of

each EPABX shall be given by GM(E&T), ECL, HQ. 35] Operation and Technical Manual(Minimum 02 sets for each EPABX) are to be

provided. 36] Training of operators on site for the system are to be arranged by you Free of Cost.

37] Comprehensive Annual Maintenance Contract: In case of comprehensive Annual Maintenance Contract (including supply of spares for EPABX and FCBC) for the

consecutive 03(three) years after warranty period is required to be concluded by GM(E&T), the same should not exceed Rs. 3422.50(including service tax) per Annum per

Annexure-X

Technical Conditions of EPABX of Capacity 150 Extension Total Quantity Required - 1 set

1. GENERAL DESCRIPTION

The EPABX should have PCM/TDM technology, non-blocking, modular and with minimum

32-bit CPU processor, should have ISDN (PRI & BRI), E1 compatibility, VOIP, LAN/WAN, Broad Band compliant. The offer should include supply, installation, testing and commissioning

of the EPABX and other accessories as mentioned below.

(i) Minimum 150 extensions, 08 CO lines, 8 E&M ( 4 wire ) lines including 150 nos

telephone sets, along with a digital operator console with flexible keys, message waiting lamp etc. suitable for attending calls.

(ii) The EPABX should be wired for a minimum of 240 lines, so that by insertion of additional cards, the extensions can be increased as and when required.

(iii) The exchange should have over voltage, surge voltage and under voltage protection on supply voltage.

(iv) The exchange should have over voltage, surge voltage and short circuit protection on all

junction lines & extension lines.

(v) EPABX should have a separate MDF ( 150 lines,Krone type) on which all the Subscriber lines /

junction lines are to be properly terminated with cables.

2 TEC Approval

You should submit valid TEC approval certificate for the offered model and /or any other certificate as required by Govt. law/rules.

3 Power Supply

The exchange should have separate power supply unit FCBC for:

(a) The power supply unit should have input voltage of 230 VAC,+/- 10% and float battery charging

with automatic change over on Power supply/restorstion along with battery back up for minimum 8 hours.

(b) Separate rectifier charger module for normal and boost charging of standby battery, along with suitable measuring meters.

© Supply should include for maintenance free (SMF) battery with back up against power failure, of

8 hour full load capacity . Only make of reputed batteries will be accepted. Also offer should include stand for batteries. The connectors and nuts should be cadmium coated. Installation and

commissioning of the batteris should be included in the offer. To cater the rated load current of exchange, quantity & ampere-hour of each batteries, sufficient to back-up for 8-hours.

4 Features of EPABX (i) The EPABX system should support remote maintenance facility.

(ii) The exchange should support analog extension with at least upto 1200 ohm loop

resistance and junction lines upto 1800 ohm (minimum), excluding telephone set.

This should be mentioned in the TEC Interface Certificate clearly.

(iii) The exchange should have both decadic and DTMF outgoing dialing facility from

extensions and console.

(iv) The exchange should have DID facility to call individual extensions/console from

outside through junctions. It will also have programmable DIL facility.

(v) The exchange should have a digital operator console with visual indicators, alarm

facility, call queuing and call waiting indication facilities along with other standard

facilities.

(vi) The exchange should have minimum following facilities:

a) Programmable Junction lines.

b) Common abbreviated dialing facility.

c) Connect when free, and call diversion on busy/no reply.

d) Minimum 3 party conference including one external line.

e) Minimum 8 different classes of service (CoS)

f) Music on hold to both internal & external lines.

g) Distinctive ring for external, internal and operator calls and DID.

h) Authorisation code to dial from any extension to avail higher COS.

i) Emergency switching of junctions to specified extensions.

j) Call transfer facility.

k) Extended calls not answered within a certain time must be re routed to the operator.

l) Night service facility (auto/manual during absence of operator) should be available.

m) Programmable timed alarm from extns.

n)Hot jack insertion/out for extension/junction line interface cards.

o) Howler tones alert on line lock out.

p) Call metering facility.

q) All other standard features of digital EPABX systems.

r) Malicious Call tracing facility.

s) The system should have a front LED panel and LED indication is

available in each card to indicate the status of each card.

t)There should be self-ringing testing facility for the extension.

(vii) The system should also offer standard tones such as dial tone, ring back tone, busy

tone, NU tone, feature tone, assurance tone, warning tone, etc. These tones should be

adjustable/ programmable for different duration.

(viii) Each and every line and trunk circuit should be provided with IPMs protection in the

MDF against voltage/current spikes. Other than the protections available on the MDF,

each trunk card should be equipped with GD Tubes.

5 Features of Push-Button Telephone sets

The analog telephone sets should be Push button base type with minimum

facilities of (literature of offered model tel. set should be enclosed)

a) Push Button Keypad in ¾ matrix format with rubber mat cover and the

dial pad should be PCB Type.

b) Tone/Pulse Selectable dialing.

c) Ring tone volume control along with LED Indication

d) Redial / Flash button.

e) Should have embossing of the word ‘ECL’ and logo of ECL/CIL

f) Easy to handle, aesthetic look and with attractive colours.

g) Each set should be supplied with rosette & line cord.

6 Networkig Capabilities of EPABX

(i) The exchange should support networking on all standard signaling protocols

like E&M, DID, CO, LD, E1 (CEPT), ISDN (both PRI & BRI) and on IP. The system

should also fully compliant to the latest networking standard, QSIG Networking, on

ISDN BRI, PRI, GSM, Broadband interface as well as IP connectivity to LAN/WAN

& Leased Lines.

(ii) The EPABX should be capable of being part of the voice and data network of

different sites in future with full feature without any degradation of services. The

network should support latest networking standards. The exchange should also

support inter-working with other vendor exchanges through common digital standards

All the specified features should be supported for all extensions across network.

(iii) The EPABX should permit automatic dialing of calls between stations

without intervention of the operator. All the calls from the EPABX to the Public

exchange can be programmed as automatic or through the operator. 7 Call Billing Information

(i) The call billing software should have in-built facility to give details about calls made

by the extensions & through trunks.The details available on this port can be processed

separately by the PC. The PC to be supplied with software .

(ii) The Call billing/maintenance PC should have windows based maintenance and

programming software, which should be extremely user friendly, simple to operate

with sufficient display facilities. This software should guide the user automatically

through the procedures. There should inbuilt integrated testing & diagnostic facility in

the system. The system should able to generate printouts of various reports. There

will be a dedicated Maintenance PC along with printer for EPABX. ( 2 GHz dual

core Intel Processor, Intel motherboard with minimum 2GB RAM expandable

memory, 4USB Ports, 100/1000 MGPS LAN ports, 80 GB Hard Disk, one DVD R/W

along with 15 inch Monitor loaded with Windows XP or higher OS and Printer for

EPABX for continuous sheet paper.

8 Annual Maintenance Contract

(i) You should indicate the maintenance support against the system ( during warranty & AMC period).

(ii) Any fault in the exchange is to attended within 24 hours from reporting the fault & it should be

rectified within 48 hours from reporting fault, if required the faulty product should be replaced within 48 hours from reporting the fault. The bidder should have their service engineers posted

as near to the installation site as possible along with stock of spares so as to cater for the above up time requirement for the system.

Comprehensive AMC charges (including supply of spares for EPABX and FCBC)

(iii) for three years after one year warranty period.

(iv) Guarantee of supply of spares for next six years after one year warranty period.

9 Other Requirements

(i) A certificate that the system is not obsolete and is currently under production line of the concerned

Company. Also there is no plan to phase out the system from production line in the near future.

(ii) You should ensuring supply of all relevant manuals/details with the

exchange e.g.

User’s /Operator’s manual.

Maintenance /Administration manual.

System features etc.

(iii) You should indicate ensuring supply of authorized copy of all software’s used

in the system in suitable storage medium for long-term storage. You should

include a list of all modules/cards to be supplied with the system. Breakup of costs

may be indicated wherever possible.

(iv) You should ensure supply of any special tool e.g. krone tool, digital multimeter

required for maintenance of the system.

(v) You should include all charges including supply, installation, testing and

commissioning of the system upto MDF including battery with charger and

chemical earthing by suitable cupper conductor, for the system. Also offer

should include comprehensive AMC charges for consecutive two years after

completion of warranty period. 10 Annexure - A Bill of Materials for EPABX
