PENCENALANPusat Daya Pengeluaran Negara

Pusat Daya Pengeluaran Negara telah ditubuhkan pada tahun 1962sebagai satu projek bersama di antara Kumpulan Wang Khas Bangsa-Bangsa Bersatu dengan Kerajaan Persekutuan, dan Organisasi BuruhAntarabangsa sebagai Pentadbirnya.

Dalam tahun 1966 Akta (Memperbadankan) Majlis DayaPengeluaran Negara Bilangan 19 telah diluluskan oleh Parlimen dan Ma-jlis menjadi sebuah badan yang berkuasa sendiri mulai daripada Ihb.Mac, 1966. Akta ini dipinda oleh Akta (Pindaan) (Memperbadankan) Ma-jlis Daya Pengeluaran Negara 1975 (Akta A305 tahun 1975) sejajardengan usaha-usaha perkembangan Pusat ini. Ahli-ahli Majlis adalahdilantik oleh Menteri Perdagangan dan Perindustrian.

Pusat ini diberi bantuan oleh Kerajaan sehingga sampai kepadamasa ia boleh berdikari.

ObjektifDi antara objektif-objektif Pusat Daya Pengeluaran Negara ialah:-

• meninggikan mutu pengurusan termasuk penyeliaan di semuaperingkat;

• fnemperbaiki kecekapan perjalanan perusahaan dengan memberiperhatian khusus kepada kaedah meninggikan produktiviti, memper-baiki kualiti dan pengeluaran, pengurusan kos dan membina per-hubungan baik di antara pekerja dan pengurusan;

• mengendalikan latihan dan rancangan seumpama yang sebaik-baik-nya untuk memenuhi kehendak tempatan.

Kaedah-Kaedah LatihanSoal/jawab dan perbincangan adalah ditekankan. Latihan secara

tidak formal dalam bentuk syarahan, perbincangan sindiket dan kajiankes boleh membawa kepada suasana latihan yang sesuai bagi orangdewasa. Kakitangan Pusat juga mengadakan lawatan susulan untukmemberi panduan dan bantuan lanjut; terutamanya mengenai projekpraktikal yang dijalankan di kilang oleh peserta-peserta kursus. Kajiankes dan latihan-latihan memainkan peranan penting di dalam perbin-cangan sepanjang kursus dijalankan. Kursus-kursus diperlengkapkandengan filem-filem yang berkaitan dengan pengurusan, sessi 'role play'.

Permohonan Mengikuti KursusPermohonan bag! mengikuti kursus-kursus hendaklah dibuat

dengan memenuhi borang soal-selidik Pra-Kursus yang dllampirkan.Pemohon hendaklah mempunyai pengalaman yang berkaitan dengankursus yang dipilih. Pilihan akan dibuat berdasarkan maklumat yangterdapat di borang soal-selidik Pra-Kursus yang tersebut. Borang-borangdan pembayaran hendaklah dikembalikan dalam masa 2 minggusdbelum kursus dijalankan. Untuk menentukan penyertaan, pemohon-pemohon dinasihatkan supaya membuat permohonan awal.

Cek-cek berpalang hendaklah dibuat atas nama Pengarah PDPN.

Sijil-SijilPDPN mengeluarkan sijil kehadiran kepada setlap peserta yang

menyertai semua sessi di dalam setiap kursus latihan.

INTRODUCTIONThe National Productivity Centre of Malaysia

National Productivity Centre was established in 1962 as ajoint pro-ject by the United Nations Special Fund and the Federal Governmentwith the International Labour Organisation as the executive agency.

In 1966 the National Productivity Council (Incorporation) Act No.19 was passed by Parliament and the Council became an-autonomousbody effective as from 1st March 1966. The Act was subsequentlyamended by the National Productivity Council (Incorporation) (Amend-ment) Act 1975 (Act A305 of 1975) to keep in line with the expandingactivities of the Centre. The members of the Council are appointed bythe Minister of Trade and Industry.

The Centre is subsidised by the government until such time as itbecomes self-supporting.

ObjectivesAmong others, the objectives of the National Productivity Centre are:

• raising standards of management including supervision at all levels;• improving efficiency of industrial operations with particular reference

to methods of increasing productivity, of improving quality and output,of reducing costs and developing constructive labour/managementrelations:

• initiating training and other programmes that would best serve specificand local requirements of the country.

Method of InstructionQuestions/answers and discussions are emphasised. Informal in-

struction in the form of lectures, syndicate discussions and case studiescreates an atmosphere conducive to adult training. The Centre's staffalso carry out follow-up visits to give further guidance and assistance,particularly in the case of in-plant practical projects being carried outby the course participants. Case studies and exercises play a central partin discussions throughout the courses. The courses are supplementedwith relevant management films, role play sessions, video recordings,computers and study visits. Course hours are from 9.00 am. to 4.00 p.m.

tionnaire form attached at the end of this brochure. Applicants shouldhave some experience in the particular subject relevant to the course.Selection is based on the information contained in the Pre-Course Ques-tionnaire forms, which are to be returned two weeks before the coursecommences together with the relevant fees. Applicants are advised toapply early to avoid disappointment.

Cheques should be made payable to the Director, National Produc-tivity Centre and crossed 'A/C Payee Only'.

CertificatesThe Centre issues a certificate of attendance to every participant

who attends all the sessions of each training course.

QUALITY CONTROL CIRCLES PROGRAMMESynopsis of Courses

IntroductionThe campaign on Productivity undertaken by the Pusat Daya

Pengeluaran Negara (PDPN) intends to bring about an increase in pro-ductivity of the Malaysian people.

In this context quality is a major concern and Quality Control Circleshave been found to be instrumental in increasing quality consciousnessamong workers and enhancing overall productivity in many countries.This unique management style, which rests on close cooperation andconsultation between employers and employees in their attempt to createa better and happier working place for all, has also achieved other ob-jectives such as:• Motivating workers through their job tasks;• Developing leadership capabilities among the members;• Encouraging self-development and decision-making by employees;• Promoting more effective teamwork;• Enhancing the quality of products and services.

Although initially QCCs were Introduced and practiced in themanufacturing sector, they are fast gaining popularity in the service sec-tor as well. Awareness on the benefits of QCC has been spreading rapidlyand further efforts are being taken to generate greater interest towardsachieving the objective of making QCC as an accepted way of life forMaiaysians. In this context, the National Productivity Centre has fur-ther expanded the range of training to assist organisations to install andsustain QCC activities. A wider range of workshops for facilitators andcircle leaders has been added in order to assist them in developing skillsand knowledge in various aspects to enhance leadership and manage-ment of QCCs, problem-solving techniques, statistical tools and QCCpresentation skills. Attempt will also be taken to introduce the conceptof Total Quality Control into industries.

For organisations who have yet to introduce a QCC programme, itis highly recommended that such organisation should adopt a more in-tegrated system of approach rather than on an ad hoc basis. This ap-proach starts with the top management getting committed to supportthe programme and then to middle and lower management and theneventually to the employees on the shop floor.

Objective:Work Design is a completely new strategic approach — a programme

It takes into consideration both the improvement of productivity andthe betterment of humanity as the final objectives.

Instead of considering the rational, scientific, cold, and objectivenature of productivity, and the somewhat irrational, psychological,warm, and subjective nature of humanity as conflicting objectives tobe dealt with separately, they are considered in Work Design as intimate,interrelated objectives, each causing the other.

LOW COST AUTOMATION SECTIONSynopsis of Courses

LCA 1, LCA 2, LCA 3

Objective:There are many LCA techniques available for the upgrading of ex-

isting production facilities as well as the designing of new equipment.Among the most prominent of LCA techniques is pneumatic con-

trol engineering which can be used in many situations which may in-volve the handling of materials and/or tools in the manufacturing andprocessing operations.

The present LCA programmes are thus geared towards the train-ing and use of pneumatic control engineering for such purposes.

MODULE LCA 1 — Introduction to Pneumatic Control EngineeringThis module will concentrate on the understanding and uses of com-

pressed air. Its physical properties, characteristics and behaviour inengineering applications.

Understanding pneumatic component technology is the necessaryfoundation towards control engineering design practice. LCA 1 discussesthe characteristic functional behaviours and uses of pneumatic com-ponents in great depth. The module will also familiarise participants withthe standard symbolic representations of pneumatic components,development, layout and construction of simple pneumatic circuits andthe use of the LCA Laboratory for design purpose.

MODULE LCA 2 — Design of Pneumatic Control SystemsModule LCA 1 will have laid the necessary foundations for the next

step in design of pneumatic control circuits for practical pneumatic con-trol engineering applications. The major portion of LCA 2 will cover thevarious techniques used in the development of pneumatic controlengineering circuits.

Practical cases which are applicable to the local industries will beused in the discussions and design exercises. Laboratory work will repre-sent a major portion of this module.

ObjectivesFluid power technology is seen in every phase of man's activities

nowdays. It is found in areas of manufacturing such as metal forming,plastic, basic metals, and material handling. Fluid power is evident intransportation as power and control systems of ships, plants andautomobiles. The environment Is another place where fluid power is hardat work compacting waste materials and controlling flood gates of hugedams. Food processing, construction" equipment, and medical technologyare a few more areas of fluid power involvement. Fluid power applica-tions' are only limited by imagination.

FACILITIES OFNATIONAL PRODUCTIVITY CENTRE (NPC)

NPC Is located in the commercial centre of Petaling Jaya where facilitieslike banks, hotels, post office, eating outlets, shopping centres and otherfacilities are easily available.

Training facilities:• 12 lecture rooms• 9 syndicate/meeting rooms• a library• a multi-purpose hall• a language laboratory• a computer facility• an audio-visual aids studio room.

Accommodation:NPC has limited accommodation available to outstation participants

as follows:• Type A — study bedroom sharing communal : $ 1O per person

bathroom per night• Type B — study bedroom with bathroom : $ 15 per person

attached per nightType A can accommodate 3 persons.Type B can accommodate 2 persons.
