Parabens are authorized as preservatives in entry 12 of Annex VI to the Cosmetics Directive at a maximum concentration of 0.4% when used individually or 0.8% when used as a mixture of esters, but there are concerns regarding their endocrine disrupting potential. In Oct 2011, the SCCS (SCCS/1446/11) adopted a clarification to its previous opinion in light of a Danish ban on the use of propyl- and butylparaben in cosmetic products for children up to three years of age. In Mar 2012, a Member State presented the results of a study on the reproductive toxicity of propylparaben to the Working Group on Cosmetic Products. The study showed no effects on the reproductive parameters and therefore did not confirm the conclusions of the previous studies that pointed towards negative effects on reproduction.
