Who May Use the LibraryThe Library is open to the general public students, professionals, out of school youth, children, senior citizens, officials and employees of city hall and others who may wish to come to conduct research or spend a wholesome use of leisure time thru reading.I. Requirements for Entering/Using the Library1. All are requested to deposit their things/bags at the counter. Library users are advised not to leave cash or any valuables in their bags, since the library will not be liable for any such losses.2. Readers are required to present his/her current ID card when using library materials.3. A library card is issued to all library users of the library, renewable every year.4. Requirements for library card issuance:5. The applicant must fill up an application form.6. He/She must present 2 pcs of 1 x 1 recent ID picture.7. He/she must be a bonafide resident of Quezon CityII. Borrowing Regulations1. All books and other reading materials like newspapers, magazines, etc., are for ROOM USE ONLY, except for fiction/pocket books, which can be borrowed for one week.2. Readers are allowed to borrow two (2) reference books at a time and must be returned to the librarian in charge after use.3. The borrower must sign the book card, record it in the logbook and leave the card to the assigned librarian together with their IDs.4. Readers are responsible for materials borrowed until these are returned to the librarian in charge in the section.5. Borrowing privileges are non transferable and must be exercised personally.6. Officials & City Hall Employees may borrow books on a case to case basis.III. Procedures in Borrowing and Returning Fiction Books1. A library card issued by the library must be presented in order to borrow pocket book.2. A reader is allowed to borrow two (2) pocket books at a time for one week renewable when necessary.3. Pocket books to be borrowed / returned must be brought to the charging desk for checking out/in and will be issued a book pass for checking purposes by the security guards.4. The borrower must sign the book cards and record it in the log book.5. Pocket books to be renewed must be brought to the library to be stamped with a new date.6. Pocket books checked out are subject to recall whenever needed.IV. Fines for Overdue Books1. A fine of P1.00 per day will be collected for all overdue pocket books.V. Charges for Lost and Damaged Library Materials1. Borrowers may replace lost or damaged library materials which are acceptable to the library plus payment of corresponding fine.2. Borrowers who find major damages in the library material they intend to borrow, must report it at once to the librarian otherwise, they will be held responsible for the damage.VI. Penalties imposed in the mutilation and theft of library materials1. Writing on books, library tables and chairs, theft of any library material, tearing of pages and all other mutilation of books and other materials beyond reasonable wear are strictly prohibited and are subject to disciplinary action. The penalty shall be as prescribed by the City Librarian.2. Any library user liable for each violation shall also lose his/her library privileges.VII. Library Users Responsibilities1. Proper conduct is expected of everyone at all times. Anyone causing disturbances will be asked to leave the library.2. Eating, drinking, smoking and sleeping are strictly prohibited.3. Beepers, cell phone, pagers and two way radios should be turned on a silent mode before entering the library.4. Orderliness and cleanliness should be observed at all times.5. Seat reservations are not allowed. Any thing left of the reading tables for this purpose shall be removed by the library staff to make room for other readers.6. All library materials should be handled with care.7. Library users may ask for any information or assistance to any library staff on duty.8. Library materials should be returned to the librarian in charge after use.9. Library stack areas for books will be closed one (1) hour before the regular closing time to enable the staff members to put the library in order for the nest days work.10. Readers leaving the library are required to present their things to the security guards for routine inspection.VIII. Policies at the Multimedia and Internet Services1. The facility is quiet area. No food, drinks and loud conversations allowed.2. The service is free/ no fee is collected.3. Users must have a current and laminated QCPL ID. All staff and students must bring and present their QCPL IDs.4. Always log-in with the staff assigned before using any computers.5. The facility is for academic research only. Prohibited sites are the following:a. chatb. Youtubec. Friendsterd. immoral sites6. The maximum time allowed per user is 60 minutes per day. If there are few users and you wish to extend, ask permission first with the staff assigned.7. Printing of 2 pages maximum is allowed for QC elementary and high school students. Users must save the file/s in their own diskette.8. Single user per computer. If someone needs to talk with a user inside the facility, he/ she should ask permission first with the staff.9. Installing other software and tampering of computer configuration are prohibited.10. Multimedia CDs from the library's collection may also be viewed at the facility.11. All are encouraged to abide with the policies. Violation of the policies will mean revoking of library privileges.Quezon City Public Library's Internet Acceptable Use PolicyThe Quezon City Public Library provides Internet Access for any academic, legal or ethical purpose.

Internet workstations are limited to one user seated per workstation.

The electronic traffic originating from the Quezon City Public Library internet connection will be in accordance with these Acceptable Use Policies. Failure to abide by these policies will result in the loss of Internet privileges.Acceptable Use

The following principles will guide the use of the Library`s internet connection:

1. Respect for the privacy of others.2. Attention to the legal protection provided by copyright and license to programs and data.3. Consideration for the security and functioning of computer networks and systems.

Unacceptable Use

1. Using the Quezon City Public Library internet connection for any purposes which violate Philippine law and local QC ordinance/ resolution is not acceptable. Illegal acts involving the library`s internet connection may be subject to prosecution by local and state authorities.2. Computing resources will not be used to access pornographic materials.3. Users should not use the facility in transmitting threatening, obscene or harassing materials4. Users should not use for any illegal or criminal purpose, such asa. misrepresenting oneself (representing themselves as another person)b. downloading copyrighted materials such as copyrighted articles, songs and softwares5. Users should not access proxy website or application6. Users should not use the facility to interfere with or disrupting network users, services or equipment.7. Any damage to the equipment caused by improper care, roughness, or vandalism will be the responsibility of the user, and that user will bear the cost of any needed repairs and/or replacement of components or parts as a result of such damage.

Internet Filtering

All library computer systems are filtered for adult and sexually explicit materials in the spirit of the RA 9262 Anti-Violence against women and Children's Act of 2004. Websites which are bandwidth-hogging will also be restricted.

Although the Library filters all Internet traffic, not every web page has been categorized and therefore the Library cannot be held responsible for material downloaded from the Internet. The Library does not act "in Loco Parentis" and therefore parents or legal guardians are ultimately responsible for their children's use of the Internet.

The Quezon City Public Library reserves the right to modify this policy at anytime.What Can Be Donated to the LibraryThe Quezon City Public Library is always pleased to receive book donations from various donors and supporters. Donation of books had helped augmenting the collection development. The books and other materials are accepted with the understanding that they may be retained, discarded and used at the discretion of the library.

The Library is sincerely grateful for the generosity of individuals wishing to donate materials; however, experience has taught us that the following guidelines are necessary:12. Donations will be added to the collection only after the items have been evaluated to determine if they meet the collection development requirements.13. Selected books can now be processed and will be distributed to main or to other QCPL branches.14. If the material determine to be inappropriate for the collection, the Library reserves the right to dispose material to its best advantage.15. Such disposition may include :donation to other librariesdonation to local or other institutions or organizations16. The library is not obligated to keep donated materials for any length of time.
