I arn particularly supportive of this project because of the immediate needs to do fuel reductionand forest restsratiol lreatments at a mull"i-jurisdjctional landscape scale as documented in the

Torrance County and East hfountain Certifiect Ccmrnunity Wildlrre Protection Pians. In additionto that, the Manzano Moantains experienced three catastrophic rvildiires between November2007 and June 2008 burning 26.035 acres on multiple orvnerships, destroying structures,rn atersheds and cultural resourc€s.

BUDGET NARRATIVE

The proposed budget reflects the costs for implementing the proposed project. Project costs aredetermined based on the pre-proposal planning that was initiated in May 2008. Costs arereflective of the anticipated level of work required to implement each task. The budget presentedis a two-year budget.

The Pueblo of Isleta (Pueblo) will provide the 20%o non-federal match requirement of totalproject cost from in-kind services performed by Department of Natural Resources (DNR) staffand the difference between the Pueblo's indirect cost rate of 13.3 lo/o and the Collaborative ForestRestoration Program (CFRP) maximum allowable 10% indirect cost rate.

SWCA Environmental Consultants (SWCA) will contribute a cost match in the form of thedifference between approved U.S. General Services Administration (GSA) rates and SWCA'sdefault billing rate. This contribution consists of approximately 5.7o/o SWCA's cost estimate.

The Pueblo's partners, the U.S. Forest Service (Forest Service), Kirtland Air Force Base(Kirtland), and the Bureau of Indian Affairs (BIA) will contribute resources tothe project. Theseresources are non-CFRP funds and are not considered as matching funds. The Forest Service,Kirtland, and BIA have offered their services in order to make more CFRP funds available to thePueblo and its other partner the Chilili Land Grant (Chilili).

Costs exceeding the 20Yo cost match requirement are not included in the budget.

Personnel costs include salary or wages. Salary calculations for Year 2 include annual cost ofliving increase. Personnel biographies and qualifications are found in Appendix A.

The DNR Director is responsible for overall program supervision and oversight. The DNRDirector has fiscal responsibility and supervises all DNR employees involved in the project, and1 12 hours of the DNR Director's time is applied as in-kind cost match over the two year period.

The Forest Coordinator will serve as the project coordinator for the proposed CFRP project. Hisduties include developing restoration treatment prescriptions and coordinating field training andthe youth practicum. The Forest Coordinator will spend 50% of his time working on the project.The Pueblo is requesting CFRP funding to support 50% of the annual salary.

SWCA will also assist with the scoping and multi-partyassessment meetings and will prepare all environmental compliance documents. The costestimate provided is based on the scope of work developed with the Pueblo. The detailed two-year budget is preceding this proposal.

The US Forest Service, Mountainair and Sandia Ranger Districts, and Kirtland have agreed toconduct the biological and cultural resources surveys as well as the stand exams within theirportion of the project area. This match will come from other non-CFRP federal funding sources;therefore they are not listed in project budget.

Costs for implementing the youth practicum are requested through the CFRP. Costs includeeducational materials and refreshments for program participants for 10 days. The Pueblo andBIA will provide additional funding not included in the cost-match.

The Pueblo of Isleta (Pueblo) is requesting funds from the Collaborative Forest RestorationProgram (CFRP) to complete National Environmental Policy Act QIIEPA) analysis for 8,530acres of ponderosa pine forest across Pueblo, Kirtland Air Force Base (Kirtland), Chilili LandGrant (Chilili), and U.S. Forest Service (Forest Service) lands. This two-year proposal has

undergone program planning since May 2008. There are five major partners for this project: thePueblo, the Bureau of Indian Affairs (BIA), Kirtland, Chilili, and the Forest Service. The scope

of the project will include standard NEPA analysis steps: documentation of existing conditions,public scoping, and environmental compliance documentation. SWCA EnvironmentalConsultants (SWCA) will complete the NEPA analysis for this project. The Forest Service andKirtland have commiued to completing all necessary natural and cultural resource surveys withintheir section of the project area, using non-CFRP appropriated funds, in order to make moreCFRP funds available to the Pueblo and Chilili. This CFRP proposal also includes a youthinvolvement component. The Pueblo and BIA will host a youth practicum designed to introduce10 to15 middle and high school students to careers in natural resource and forestry fields. SWCAwill also train youth crews from the Pueblo to conduct forest monitoring activities. Pueblo youthwill be trained in all data collection protocols that are used in the environmental complianceprocess. Once trained, the crews will be able to conduct independent monitoring efforts andprovide the service for CFRP and other Pueblo forestry projects.

Multiple communities in this atea are rated as highrisk in the 2007 NM Communities at Risk Assessment Plan (I.{ew Mexico Energy, Minerals andNatural Re source s D epartment INMEMNRD] 20 07 ).

As a result of the 2007 and 2008 (Ojo Peak, Trigo, and Big Spring fires) and the existing threatto the area, the Pueblo has reached out to its neighbors in an effort to address fire managementneeds in critical areas. This multi-jurisdictional planning effort requires coordination andcooperation among federal, tribal, and private landowners, in addition to environmentalcompliance activities, in order for effective forestry treatments to take place. The Pueblo isrequesting 5212,854.64 from the CFRP to undertake natural resource, socio-economic, andcultural resource analysis for 8,530 acres of Pueblo (2,000 acres), Kirtland (1,400 acres), Chilili(up to 630 acres), and Forest Service (4,500 acres) lands. This multi-jurisdictional planningprocess is further supported by the Tribal Forest Protection Act of 2004. The Pueblo will contractwith SWCA to complete all NEPA analysis and documentation necessary to proceed with futurefuel reduction and forestry restoration activities across four govemmental jurisdictions.

Pnolncr HrsroRyFollowing the threat of the three large fires in 2008, the Pueblo initiated a collaborative planningeffort with its neighbors to address the remaining high wildfire risk in the region. The Puebloheld a series of meetings to begin scoping discussions (Appendix C), identify potential treatmentareas, and develop multi-party support for cross-jurisdictional activities.

In addition to initiating planning efforts, the Pueblo completed 420 acres of fuel break along thePueblo and Forest Service eastem boundary in June through October 2008. The fuel break workfollowed BIA NEPA guidelines and the Isleta Pueblo Fire Management Plan (EcosystemManagement, Inc. [EMI] 2005). The fuel break project was funded by the Pueblo.

Chilili received CFRP funding in 2008 to complete the appropriate environmental compliancefor 269 acres ofpiflon/juniper and ponderosa pine forest that borders the "land-locked" ForestService portion of the project area. Chilili's 2008 CFRP project also includes 90 acres of riparianforest along the Carnue Creek. The proposal also includes the development of restorationdesigns, treatment prescriptions, and the development of a multi-party monitoring plan. Chilili ison target to complete all components of this project by March 2009.

Two CWPPs have also been completed for the East Mountain Area (SWCA 2006) and TorranceCounty (SWCA 2008). Fire modeling efforts from both CWPPs indicate that the boundary areaacross Pueblo, Forest Service, Kirtland, and Chilili lands are at high risk of future wildfires.

The East Mountain Area CWPP (SWCA 2006) shows the area directly to the east and north ofthe project area as being classified as high wildfire risk, with patches of extreme risk. TheTorrance County CWPP (SWCA 2008) shows the project area to be classified as extreme andhigh risk interspersed with some patches of low and moderate risk that would represent rockoutcropping and bare ground. The most extreme risk is found along the property boundary withneighboring Forest Service lands, with the greatest risk found on the Isleta side of the boundary.

Due to the risk rating of lands in and adjacent to the Pueblo, the Torrance County CWPP (SWCA2008) recommends enacting the NEPA process the development of a fuel break along theboundary between the Pueblo, Kirtland, and Forest Service lands, extending eastward to includeChilili. This project is given a high priority rating in the Torrance County CWPP, with a

projected completion timeline of spring 2010.

Since May 2008, seven project partners have committed their time and resources to this multi-jurisdictional project. The Forest Service and Kirtland will conduct stand exams, culturalresources surveys, and biological indicator measurements (collectively referred to as ExistingConditions Analysis) within their portion of the project area, using non-CFRP appropriatedfunds, in order to maximize the use of CFRP funds on Pueblo and Chilili lands. SWCA willwork with the Pueblo and Chilili to conduct the necessary surveys within the remaining portionsof the project area. Chilili has committed to sharing existing land cover data and providingaccess to their monitoring equipment. Once the data are collected by the primary partners(Pueblo, Forest Service, Kirtland, Chilili, and BIA), all information will be compiled, analyzed,and publicly vetted in the appropriate environmental compliance documents. The NationalWildlife Turkey Federation will participate in the youth practicum, project scoping, and themulti-party assessment team. The Pueblo, Forest Service, Kirtland and Chilili will encourage allproject collaborators to attend the Annual CFRP Workshops that occur over the project period.The roles of the Isleta Multi-Jurisdictional Collaborative Landscape Analysis CFRP partners andother collaborators are presented in Table 1.

objectives, the Pueblo will be one step closer to implementing much needed fuel reduction andforest restoration activities both within their respective boundaries and adjacent lands.

Implementation of this proposal will accomplish the following:

' Task 1 : Completion of baseline resource studies, including pedestrian biological surveys,vegetation stand exams, and cultural resource studies;

. Task 2: Project scoping to define treatment areas, identify treatment activities, anddevelop a monitoring plan and fuel reduction prescriptions;

' Task 3: Completion of environmental compliance documents, including a NEPAenvironmental assessment and National Historic Preservation Act (I{HPA) Section 106

consultation and agency specific requirements per BIA andlor Forest Service regulations;

. Task 4a: Training of Pueblo youth crews in conducting vegetation surveys to buildintemal capacity for future forestry monitoring efforts; and

. Task 4b: Implementation of a Pueblo youth practicum to introduce local youth to naturalresources carsers, educate them about the benefits of forest restoration, and provide anintroduction to basic forestry, wildlife, and range monitoring techniques.

As a result of meeting the proposal objectives, the Pueblo will be able to initiate on-the-groundforestry treatments to reduce the risk of high-intensity wildfires on and near its lands. The Pueblohas identified two treatment types that will reduce the risk of wildfire:

1. Fuel breaks along the eastern and northern edges ofthe Pueblo boundary.

2. Landscape thinning treatments in the interior of the Pueblo's forested land.

In addition to the Pueblo activities, the Forest Service has also identified landscape fuelreduction treatments to facilitate the possible use of prescribed bums in their managementactivities to reduce the risk of high-intensity wildfires within their boundaries. This project is ofparticular interest to the Forest Service because a portion of the land in this project area is land-locked between Pueblo and Chilili lands. Similarly, Kirtland and Chilili have identified fuelbreaks and interior fuel reduction as potential activities to be implemented within their respectiveboundaries. Appendix B, Figure B.2 illustrates the locations of the proposed treatment areas.

The purpose for the fuel breaks will be to create strategically placed defensible space and anchorpoints that can de used by firefighters in the event of a wildland fire. The overarching landscapetreatment objective is to move stands towards a more natural, restored condition to reduce thethreat of unnatural crown fire on the Pueblo and adjacent lands. The proposed treatments, whencombined with ongoing maintenance, will serve to mitigate the threat of crown fire and facilitatefuture prescribed fire applications. Specific thinning prescriptions will be based on results fromvegetation surveys and silvicultural guidelines for each forest type (e.g., ponderosa pine, mixedconifer, piflon, juniper, and oak shrubland). The prescriptions will also follow the New MexicoForest Restoration Principles O{ew Mexico Biomass Evaluation Task Force 2006) specifically torestore ecosystem composition and structural diversity and to preserve old and large trees.

LANDFIRE data collected as part of the Torrance County CWPP (SWCA 2008) suggests thatPueblo lands fall into Fire Regime Condition Class 3 (Appendix B: Figure B.3). Fire RegimeCondition Class 3 lands are considered to be an extreme departure from historic referenceconditions, possibly resulting in changes to key ecosystem components, such as species

composition, structural stage, canopy closure, fuel composition, fire frequency and severity, and

other associated disturbances.

The 2007 NM Communities at Risk Plan Q.JMEMNRD 2007) and LANDFIRE modeling (SWCA2003) also identifies the eastern Pueblo boundary and adjacent Kirtland, Chilili and Forest

Service lands at high risk of wildfire threats. The recent fires in the area, such as the Ojo Peak,

Trigo and Big Spring fires, represent real evidence for the significant need for fuel reductiontreatments in this area.

Prior to implementing actual treatment activities, the Pueblo and other project partners must firstcomplete the required surveys and environmental compliance. SWCA has a strong track recordof completing high-quality, scientifically based NEPA projects. SWCA is familiar with allproject partners through their involvement with the East Mountain Area and Torrance CountyCWPPs (SWCA 2006, 2008). SWCA also uses the most current and scientifically viableprotocols for data collection.

compliance activities are completed for this proposal, the Pueblo and its project partners plan topursue additional CFRP funds and other funding sources to implement these plans.

Sustainability is also encouraged through the capacity-building component of this proposal.SWCA will train youth crews from the Pueblo in ecological monitoring techniques during thesummer of 2009. The crews will learn how to conduct common stand exams, Brown's transects,and other ecological monitoring techniques necessary to analyze the affects of potentialtreatment activities. By building monitoring capacity within the Pueblo, the likelihood of projectsustainability beyond CFRP funding opportunities is improved.

Pno.rncr Wonr PUNThe Pueblo is requesting funds from the CFRP to complete the required NEPA analysis on 8,530acres of land across Pueblo, Kirtland, Chilili, and Forest Service lands. As a result, a majority ofthe work plan includes natural resource surveys, project scoping, and NEPA documentation. ThePueblo plans to contract with SWCA to conduct resource and cultural studies on Pueblo andChilili lands. The Forest Service and Kirtland, as a part of their contribution, will conduct thesestudies on their respective lands using non-CFRP appropriated funds in order to make moreCFRP funds available to the Pueblo and Chilili. Similarly, the BIA will conduct MountainSpotted Owl and Goshawk surveys on Pueblo lands using non-CFRP appropriated funds. Thesesurveys require two years and will thus be initiated prior to the grant award. SWCA, Kirtland,and the Forest Service will use consistent monitoring protocols to collect data on their respectiveparcels and provide that data to SV/CA to be incorporated into the NEPA analysis. SWCA willconduct the NEPA analysis and prepare environmental compliance documents for all partners.Data collection efforts will be managed by the individual land management partners, the Pueblo,Kirtland, Chilili, and the Forest Service. Data will be shared among partners to complete thecomprehensive NEPA analysis.

Through this data collection and planning process, the project partners will determine theappropriate locations for forestry treatment activities and will develop a multi-party monitoringplan that will be implemented with the on-the-ground treatments. The planning process willincorporate safeguards to protect old and large trees within the project area. Table 3 provides thetimeline for all tasks proposed for the two-year project period.

The purpose of the resource studies is to document existing conditions required to analyzeenvironmental effects of the proposed restoration and thinning projects, and to establish a

baseline to which future monitoring can be compared. Under the direction of the project partners,SWCA will conduct field surveys to document the composition and condition of existingvegetation and fuel loading, soil characteristics, cultural resources, and water quality. Studiesinclude:

. Biological surveys: Biological surveys will evaluate potential impacts to threatened andendangered species by forest thinning operations, including an inventory on wildlife andplant species, including migratory birds observed within the project area and generalhabitat assessment

. Cultural resource surveys: Cultural resources investigations will contribute importantinform4tion about the Pueblo project area. The cultural resources assessment will includecorrespondence with the appropriate agencies, a pre-field search of site records held bythe Archaeological Records Management Section (ARMS) of the New MexicoLaboratory of Anthropology, a I00%o on-the-ground survey of designated areas, andpreparation of historic preservation compliance documents. All of these actions togetherwill fulfill the relevant tribal, state, and federal laws and will comply with the provisionsof the NHPA of 1966, as amended through 1992 (16 United States Code [USC] 470 et

seq), and applicable regulations. The project partners will also consult with the BIA'sRegional Archaeologist.

. Other analyses and surveys: These required activities to document existing conditionsfor NEPA compliance include soils, hydrology, and socio-economic conditions.

The purpose of the scoping meetings will be to 1) identi$' and prioritize areas for treatment;2)establish project goals and objectives for each treatment site, including treatment prescriptions;and 3) develop the multi-party monitoring plan to be used across jurisdictions. On behalf of thePueblo, SWCA will coordinate with the lead agency and facilitate two scoping meetingsinvolving federal and state agencies, municipalities, and other stakeholders. Projectcollaborators, including the Pueblo, the Forest Service, Kirtland, Chilili, the BIA, and theNational Wild Turkey Federation, will participate in the scoping meetings and will provide theirtechnical expertise. Other stakeholders will be invited to attend.

Through the scoping meetings, an assessment of stand conditions and fire risk analysis will beused to frnalize the project boundary and determine the best methodology and treatmentprescriptions. For each site the management goals and objectives will be identified and agreedupon by all participants. Specific management recommendations will then be made for each site.The Multi-Party Monitoring Plan will also be developed as part of this task. All stakeholdersinvolved in the public scoping process will be encouraged to provide recommendations for themonitoring plan. Proposed activities will include those identified by the preliminary scoping as

well as recommendations outlined in the Torrance County and East Mountain Area CWPPs. Themanagement recommendations will form the basis for the proposed action to be addressed in theEnvironmental Assessment (EA).

T.qsx 3 : EryvTRoNMENTAL CoMPLTANCE

Working in coordination with the Pueblo, the BIA, Kirtland, Chilili, and the Forest Service,SWCA will complete the required environmental analyses to document the environmental effectsresulting from implementation of the proposed actions. SWCA will prepare an AdministrativeDraft EA for Pueblo and agency review. After addressing Pueblo and agency comments, SWCAwill prepare the Draft EA for public review. Chilili will follow BIA NEPA guidelines throughoutthis process.

Following completion of the public and agency reviews, SWCA will address all commentsreceived and prepare the Final Draft EA for submittal to the BIA, Kirtland, and the ForestService. Each agency will have the responsibility of preparing the decision documents followingtheir respective guidelines. SWCA will prepare and submit the Administrative Record to therespective agencies.

Tnsrc 4 : Yoaru INVoLwMENT:

SWCA will train and provide practical field experience to Pueblo youth crews and DNR staff inecological monitoring techniques. The training provided will augment Introductory Forestrytraining provided by the BIA. Once trained, the crews will be able to conduct independentmonitoring efforts and provide the service for other Pueblo forestry projects.

The Pueblo (DNR and Education Department) and the BIA will also host a two-week youthpracticum in20l0 to introduce local youth to careers in natural resources. Approximately 10 to15 middle and high school students will participate in lectures and field exercises in a variety ofnatural resource disciplines.

Integral to this proposal is the promotion of effective long-term monitoring to inform and modifyrestoration strategies and guide management decisions. The Multi-Party Monitoring Plan will be

developed under Task 2 of this proposal. All stakeholders will be encouraged to providemonitoring recommendations throughout the public scoping component of the project.

Specific to this proposal, the Pueblo will monitor indicators to evaluate the progress and success

of the NEPA process. Table 4 describes the indicators that will be tracked during the planningprocess.

EDUCATION: Graduated in 1975 with Bachelor of Science Degree from Califomia State

University, Humboldt; wildlife management major and natural resources minor.

CAREER HISTORY:1975 - Began career with US Forest Service as a wildlife biologist and worked on severalNational Forests in the Pacific Southwest Region. Planned and implemented a variety of land use

projects including wildlife habitat improvement; threatened and endangered species

conservation; rangeland management and restoration; and landscape level prescribed fire use.

1981 - District Resource Officer responsible for several natural resource programs including,wildlife habitat management, threatened and endangered species, livestock grazing, developedand dispersed recreation, winter sports, hydroelectric power generation, mining, wildemess andtrails, and electronic site administration.

1986 - District Ranger with oversight responsibilities for a workforce of 45 employees.Supervised the completion of an annual program of work, including completion ofenvironmental assessments, preparation of NEPA documents, operation and maintenance ofdeveloped recreation sites, wilderness management, fire protection and prevention, livestockgrazing and permit administration, threatened and endangered species protection and habitatmanagement, timber sale preparation and administration, special uses administration such as

recreation residences, electronic sites, mining claims, etc.

1988 to 2008 - Held line fficer positions as Deputy Forest Supervisor, Forest Supervisor andDeputy Regional Forester with responsibilities for natural resource management on over 23

million acres of national forest system lands and grasslands in Oregon, New Mexico, panhandleareas of Oklahoma and Texas. Major duties included, setting program and budget prioritiesinvolving hundreds of millions of dollars, overall management of 4000 employees, landscape-based ecosystem restoration, rehabilitation of burned areas, completion of administrative studiesto establish wildlife population trends, fire suppression and prevention, use of Rx fire onthousands of acres, completion of numerous environmental assessments and decision documents,forest land and resource management planning, etc.

SWCA Enyironmental Consultants (SWCA) is pleased to be a eallaborator for the Puebloaf IsletuMul,ti-&tvisclictional Collabor*tiveLandscapeAnalysis CF??P Proiect.

The Puehlo's multijruisdictional collaborative efforts are expectcd to bring together

neig}boring mauagem.ent agencies, including the U.S. Forest Servicq Chilili Land Grant,and Kirtland AFB to address oross-jurisdictional areas that are at risk to high-intensitywildfires. The purpose of the prnposed project ie to continue the eollaboratisn aunongst

project collaboratorsn conduct an analysis of existing conditions, prepare environrnental

oompliance decuments, and implemert youth trairring and educatioil progralnming.

SWCA corlmits to parlicipate in the project lhrough: l) *ompleting existing couditionsanalysis {biological surrysy, stand etams, and eultural resources slrvey} for Fueblo and

Chilili lands; 2) participating in project scoping mssfings; and 3) completing NationalEnvironmentai Policy Act fl.{EPA} compliance documents for all project pcrhr.ers.

Further, .qWCA has committed to using GSA billing rates and applyrng the differencebetween the SWCA default billine rate and GSA billhg rate as a non-federal in'kind costmatch.

Fice is a major concem for our continuity of operations" The ASL is responsible for theoperaticns and maintenancs of over 150 seis:nic stations around ths wodd. Data from. thes*stations are used for earthquake monitoring, tsunurni warning, nu*learexplosiorr discrimination,ond research into Earfh slruchue and earthquake processes. Tlia life-safety applications of thesed*ta require lrigh levels of operational "uptims". A catastrophic rrildfire caulcl have adevaslating irnFact oil our operations, fram the loss of access to our ihcility through are a clcsuresto the desffuction of our sigaificant iaventory of equipment arrd supplies, and result in the loss afseissic data. In fura, this could cornpromise the quality of rapid enrthquake irotifications,tsirnami warnings issaed by the National Oceanis and Amospheric Adrninistratiorr, arrd effcrtsto detect clandestine nucleil testing.
