Objective To administer the process of developing new programme.
Scope This procedure applies to all new programmes at all faculties.
Definitions Faculty is defined as all faculties or schools or centres or colleges in theorganisation structure of Universiti.
Programme Committee comprises of the academic staff appointed by theDean of Faculty to develop proposal for a new programme.
Senate is the highest academic authority of the University. UCC is University Curriculum Committee chaired by Deputy President
(Academic and Research)
LRA is Legal and Regulatory Affairs UnitReferences None
Responsibilities Faculty Programme Committee is responsible to develop proposal for a new
programme.
UCC is responsible to deliberate, review and evaluate the proposal.
Dean of Faculty is responsible to submit proposal to Senate for approval.
Senate is responsible to approve the proposal to offer a new programme.

Procedures:

1 Creation of Programme Committee for the new programme. Dean
2 Development of Proposal. The minimum content of the proposal
must consist of:
a. Programme Objectives
b.
Programme Outcomes
c. Market survey/analysis/ environmental scanning/rationale of the new programme
d. Curriculum structuree. Existing and new courses syllabus
Standard: One (1) month after date of Faculty Programme

3 If the development proposal is outsourced to vendor, creation of
programme committee is not necessary. Dean is responsible to
verify the content supplied by vendor before submitted to UCC.

4 The Proposal is submitted to UCC for deliberation. Faculty

Standard: One (1) month after date of submission by Faculty

proposal for resubmission to UCC, if it is necessary to proceed.
Standard: Two (2) weeks for resubmission after the UCCdecision.

6 Senate to approve the proposal. Senate
6.1 If Senate approves, establish Board of Studies. Refer to procedure
of Appointment and Functions of Board of Studies.
If the Board of Studies cannot be constituted or its
recommendation not forthcoming by the time the Senate meets,
then Senate can deliberate and decide based on the following
criteria:
Market analysis Requirements of stakeholders/ authorities

6.2 If Senate does not approve, the proposal will be brought
back to faculty for modification or termination, whichever is
necessary.

7 Composition of Board of Studies:
a. One or more academics in the relevant field ordiscipline; and
b. One or more professionals from the related industryBoard of Studies submits review report to Faculty Program
Committee.
Standard: One (1) month after date of Senate approval.

7.1 If there is a need for modification based on the review report,
amend the new programme proposal.

10 Faculty Programme Committee and LRA Unit to compile all
documents for submission new programme.
Standard: Submit to MQA by one (1) month from date of Senate
approval.

11 The proposal is forwarded to MOHE & MQA for approval. LRA Unit
12 Upon approval by MOHE, the program is offered. The following
departments are to be notified:
