WHEREAS by the Metropolitan Water Supply,Sewerage and Drainage Act, 1909, it is providedthat, subject to the provisions of the Act, theMinister for Water Supply, Sewerage and Drainageshall, with the approval of the Governor, havepower to construct and extend Water Works, Sewer-age Works and Stormwater Drainage Works; andwhereas the preliminary requirements of the saidAct have been complied with, and plans, sectionsand estimates in respect of the works hereinaftermentioned have been submitted to and approvedby the Governor in Council: Now therefore HisExcellency the Governor, with the advice and con-sent of the Executive Council, does hereby empowerthe Minister for Water Supply, Sewerage andDrainage to undertake the construction of thefollowing works under the said Act, namely:

Metropolitan Sewerage.Reticulation Sewer, Ejector and Rising Main to

serve Woodbridge Old Women's Home.Midland Junction District.

A six-inch diameter reticulation pipe sewerwith all manholes and other apparatus connectedtherewith.

A brick and tile ejector station and rein-forced concrete well together with a four-inchreinforced concrete rising main and all otherapparatus connected therewith, as shown on PlanM.W.S.S. & D.D., W.A., No. 7635.

This Order in Council shall take effect from the7th day of March, 1952.

"Every system used for the disposal of liquidrefuse shall be effectively ventilated by means ofan induct ventilator of 4in. diameter, provided withfine mesh gauze and cast iron grating. Suchventilator to be erected to a height of lft. aboveground level and an educt ventilator made of gal-vanised iron and of 4in. diameter and carried upto a height of not less than 18ft. or 4ft. abovethe eaves of each house. The position of suchventilators to be to the satisfaction of the in-spector."

Delete all words, figures and symbols afterthe word "clauses" where it appears in the thirdline of paragraph (3) and insert in lieu thereofthe following:

"(1), (2) or (2A) of this by-law."

BUSH FIRES ACT, 1937-1950.By-laws of the Kununoppin-Trayning Road Board

Relating to the Establishment, Maintenanceand Equipment of Bush Fire Brigades for theRoad District or any part of the Road Districtof Kununoppin-Trayning.

Establishment of Brigade.1. (a) On the resolution of the board to estab-

lish, maintain and equip a bush fire brigade underthe provisions of the Bush Fires Act, 1937-1950,and regulations thereunder, the brigade shall beformed in accordance with these by-laws; anda name shall be given to the brigade and applica-tion accompanied by the resolution of the boardforming the brigade shall be made to the Ministerfor Lands for its registration accordingly.

(b) A bush fire brigade may be established forthe whole of the road district or for any specifiedarea thereof.

Appointment of Officers.2. The board shall appoint a captain, a first

lieutenant, a second lieutenant and such addition.allieutenants as it shall deem necessary to act asofficers of the brigade, and who, in the board'sopinion, have the necessary qualification and know-ledge of the district required in such capacities.

3. The secretary of the board or such otherperson as the board may appoint, shall be the secre-tary of the brigade.

4. The board may appoint an equipment officerWho shall be responsible for the custody and main-tenance in good order and condition of all equip-ment and appliances acquired by the board forthe purposes of the brigade. Such officer maystation such equipment at a depot approved bythe captain where, if possible, motor trucks caneasily be called upon. If there are more thanone such depots in the area, the equipment officershall appoint at each depot a person to look afterthe equipment and have it ready for immediateuse when required.

5. The board shall appoint bush fire controlofficers in accordance with the requirements ofthe district and may prescribe the area over whichsuch officer shall have jurisdiction. The employ-ment, dismissal and payment for services of per-sons (other than officers) employed for dutiesunder this Act, shall be vested in the chairmanand secretary of the board conjointly.

Duties of Officers.6. The duties of all officers appointed under

these by-laws shall be as laid down in the pro-visions of the Bush Fires Act, 1937-1950, and eachofficer so appointed shall be supplied with a copyof the Act and regulations. The captain shallhave full control over the members of the brigadewhilst engaged in fire fighting and shall issueinstructions as to the methods to be adopted bythe firemen. In the absence of the captain, thefirst lieutenant, and in the absence of the first,the second lieutenant or senior officer of the brigadepresent at the fire shall exercise all the powerand duties of the captain. The captain shall,when so directed by the board, instruct all landowners or occupiers to plough a break or breakson all cleared land or land under pasture.

Membership of Brigade.7. (1) The membership of a bush fire brigade

may consist of the following:Subscribing members;fire fighting members; andassociate members.

(2) Subscribing members shall be those personswho, being interested in forwarding the objects ofthe brigade, pay an annual subscription to thefunds of the brigade at the following rates:-

Owner or occupier of land within the brigadeareaminimum subscription of lOs.

Other personsa minimum subscription of'5s.

(3) Fire fighting members shall be those persons,being able-bodied men over 18 years of age whoare willing to render service at any bush fire whencalled upon, and who sign an undertaking inthe form contained in the First Schedule to theseby-laws.

(4) Associate members shall be those persons whoare willing to supply free motor transport for firefighters or equipment, or are prepared to renderother approved assistance, and who sign an under-taking in the form contained in the SecondSchedule to these bjr.-laws.

(5) No fees or subcriptions shall be payableeither by fire fighting members or associate mem-bers, and the enrolment of persons as such mem-bers shall in every case be subject to the approvalof the board.

(6) A subscribing member shall be eligible forenrolment as a fire fighting member.

Finance.8. The expenditure incurred by the board in

the purchase of equipment, etc., payment for ser-vices and generally for the purposes of this Act,

shall be a charge on the ordinary revenue ofthe board, but the secretary shall keep a separaterecord of the expenditure incurred under this Act.

Meetings of Brigade.9. As officially called.

These by-laws under the Bush Fires Act, 1937-1950, were passed by a resolution of theKununoppin-Trayning Road Board (a localauthority under the provisions of such Act) at ameeting held at, Trayning on 12th December, 1951.
