Happy New Year!

t's another year, and we are grateful to God for sparing our Ilives and yours. As we look forward

to an auspicious year ahead, we are excited to share with you memorable events from last quarter.

In this edition, you will find pictures from the 2018 AGM which took place at the Nigerian Air Force Conference Centre and Suites, Abuja. The highpoint of this event was the investiture of fellows, induction of new members and presentation of awards to deserving members.

Also contained in this edition, are picture stories from the Institute's educational tour in which the President of the Institute, QS Obafemi Onashile, FNIQS led a 35- man delegation of Quantity Surveyors on a training tour of the $261m Storm and Ground water pumping station and Underground Tunnel construction in

Doha, Qatar in October. The 6-day event, which was tagged: Capacity Building for Quantity Surveyors in Green Building Environment, was a huge success.Also featured are pictures of the ICEC and CASLE events which took place in Australia and Zambia respectively, in which the Institute was well- represented by our able President, some members of the council and a sizeable number of corporate members of the Institute.

As is the custom, activities from state chapters (Lagos, Edo, Ekiti, Ondo, Sokoto and Kaduna) are adequately captured in this edition.

We have also included highlights of the f i rst ever QSA Tra in ing Certification Course: Certification in Construction Arbitration. The 4-day training which was held at the ICAMA Training Centre (ITF Building), Abuja, recorded remarkable success. This was no surprise as it was facilitated by two of Africa's most renowned construction arbitration lawyers, viz; QS (Barr) Tim Anago, FNIQS and Barr. Emmanuel Dike, FSCIArb, FSCIArb (UK).

Shots from of the President's visit to the ongoing NIQS Secretariat project site in Mabushi, Abuja are also captured in this edition for your reading delight.

More so, high points of the 2019 QSRBN Annual Assembly are amply captured for your reading delight. Also contained herein are the profiles of our distinguished members who were elected/re-elected into various political positions in the just concluded 2019 general elections. And to the most recent, we bring you pictures of the Institute's courtesy visit to the President of Federal Republic of Nigeria, President Muhammadu Buhari, GCFR led by the NIQS President, QS Obafemi Onashile, FNIQS.We have also not left out birthday celebration wishes for members in this edition. We hope you have an enjoyable experience as you read this edition.

he Guggenheim Museum Bilbao was the result of an Textraordinary partnership

between the Basque Institutions and the Solomon R. Guggenheim Foundation. More than a decade after its grand opening in October 1997, the Museum is a reality that has exceeded the most ambitious artistic and cultural expectations, and has contributed in an extraordinary way to the urban, e c o n o m i c , a n d s o c i a l regeneration of the city of Bilbao and its surroundings.

The Guggenheim Museum Bilbao is part of an international constellation of museums, which

allows it to access an extensive Permanent Collection comprised from all the works in the G u g g e n h e i m c o l l e c t i o n s , including the Bilbao holdings. These works complement one another and, together, offer an in-depth, expanded view of modern and contemporary art.

The Art Program is comprised from presentations from the Permanent Collection and a program of high quality special exhibitions, which offer our audiences a broad and dynamic panorama of the art of our time.

Designed by US architect Frank

Gehry, the Museum building is a large sculpture made of titanium, limestone, and glass, and has become the most recognizable icon of the city of Bilbao. The exhibition galleries, some boasting surprising shapes, others with orthogonal configurations, are organized around a spectacular Atrium, crowned with a metalic flower over its skylight.

The complex and mutually enriching dialogue between the art exhibited and the architecture of the building, and the versatility of the Guggenheim Museum Bilbao spaces favor a unique museum experience.

QS Nasir Ahmad El-Rufai was born in Daudawa Katsina State on 16th February, 1960. His mind was sharpened at Barewa College Zaria, and further refined at Ahmadu Bello University where he bagged his first degree with honours in Quantity Surveying in 1980.He commenced his professional career in 1980 with George Wimpey & Co. (NIG) Ltd. and later founded El-

Rufai & Partners, a Quantity Surveying and Project Management Consulting firm in 1982.In 1999, he was appointed the Director General, Bureau of Public Enterprises (BPE) and later became Minister for Federal Capital Territory in 2003 where he made laudable achievements. He was first elected as the Governor of Kaduna State in 2015 and has just been re-elected as the Governor by the good people of Kaduna state.QS El-Rufai is a fellow of the Institute, an erudite Quantity Surveyor per excellence, whose talents are strengthened by a tough character built on the old values that are anchored on hard work, integrity and resilience.

QS Mohammed M. Yakubu was born in Katsina on 15th August, 1954. He attended Barewa College Zaria. He obtained his first degree with honours in Quantity Surveying in 1977 from Ahmadu Bello University.He commenced his professional career in 1977 with Imo State Housing Corporation and qualified as a Professional Member in 1984. He served on several Boards of both State and Federal Government bodies.He was elected the Deputy Governor of Katsina State in 2015 on a joint

ticket with Rt (Hon) Bello Masari, the Governor of Katsina State.QS Yakubu is a professional Quantity Surveyor per excellence, dependable politician and Fellow of the Institute.He has been re-elected as the Deputy Governor of Katsina State.

QS Michael A. Nnachi was born in Afikpo South, Ebonyi State on 6th August, 1964. He attended Government College Afikpo. He obtained his first degree with honours in Quantity Surveying in 1997 and master degree in Environmental Management in 2000, both from Enugu State University of Science and Technology (ESUT).He commenced his professional career in Quantity Suryeying and has worked in public and private sectors

and later founded Man Associates, a Quantity Surveying and Project Management Consulting firm in 2007.QS Nnachi is an astute Quantity Surveyor per excellence and a Fellow of the Institute.He has been elected as Senator representing Ebonyi South Senatorial District.

QS Muhammand E. Bima was born in Kano on 7th September, 1959. He attended King's College Lagos. He obtained his first degree with honours in Quantity Surveying f ro m A h m a d u B e l l o U n i v e rs i t y, Z a r i a i n 1 9 8 2 .He commenced his career in Quantity Surveying with Owah Unik Consultants, Warri. He later joined the public service where he retired as a director with Central Bank of Nigeria.QS Bima is a professional Quantity Surveyor of great repute, and a Fellow of the Institute.He has been elected as Senator representing Niger South

QS Abubakar K. Yahaya was born in Zango-Kusada, Katsina State on 25th December, 1979. He attended Government College Ingawa. He obtained his Higher National Diploma in Quantity Surveying in 1997 from Hassan Usman Katsina Polytechnic.He commenced his professional career in 1999 with Kusada Local Government. He

was later elected Member Katsina State House of Assembly, and became the Speaker Katsina State House of Assembly in 2016. He was the speaker of Katsina state House of Assembly before he was elected as Member, House of Representatives, Kankia/Kusada/Ingawa Federal constituency in Katsina State.QS Yahaya is an erudite Quantity Surveyor, dependable politician and Corporate Member of the Institute.He has been re-elected as Member, House of Representatives for Kankia/Kusada/Ingawa Federal constituency of Katsina State.

Hon. Muhammad Abdulmumin Ari

Mr. Muhammad Abdulmumin Ari was born in Kano on 27th November, 1973. He attended Unity School, Karaye. He obtained his first degree with honours in Quantity Surveying in 2008.He commenced his career in 2011 with Chartwell Project Consultants, Abuja.Mr. Ari is a professional and a Member of the Institute.

He has been elected as Member, House of Representatives for Nasarawa/Toto Federal Constituency of Nasarawa State

QS Azibapu Fred Obua (FNIQS) a highly respected and experienced Quantity Surveyor was born in Emeyal II community in Ogbia Local Government Area of Bayelsa State. He attended Rivers State University of Science and Technology, Port Harcourt where he bagged a B.Tech. Degree in Quantity Surveying and an MBA in Project Management Technology at the Federal

University of Technology, Owerri. QS Fred Obua, a Fellow of the Institute and also the first fellow in the state, has worked with the Bayelsa State Civil Service, as Director of Works in the Bayelsa State Capital Development Authority, and as Deputy Director and later Director of the Bureau of Public Procurement (BPP) Abuja. He was appointed Honourable Commissioner for Special Projects by Rt. Hon. Seriake Dickson, the Executive Governor of Baylesa State, a position he held for two tenures before he resigned to join politics.QS Azibapu Fred Obua, a professional builder, grassroots politician and philanthropist has been elected as Member, House of Representatives for Ogbia Federal Constituency of Bayelsa State.

NIQS - QSA ARBITRATION TRAINING, ICAMA, ABUJA 15TH - 18TH, 2019JANUARY,

uantity Surveyors Academy (QSA), the arm of NIQS that focuses on the re-training of professionals in the built environment, recently hosted over 40 QS professionals when it launched its first ever training course.Q

th thThe 4-day training titled; Certification in Construction Arbitration held from the 15 to 18 January, 2019 at the International Centre for Arbitration and Mediation Abuja (ICAMA) and was facilitated by two of Africa's most renowned Arbitration Lawyers, QS Barr. Ifeanyi Anago, FNIQS and Barr. Emmanuel Dike, FCIArb, FCIArb (UK).

In his welcome address, DG/COO of QSA, QS Femi Balogun, FNIQS, noted that QSA is a collective vision of a generation of successive Presidents of NIQS who believed that training and continuous professional development are at the core of any professional institute. These Presidents according to him, conceived, delivered and supported the QSA initiative.

In the words of Chairman QSA Board, QS Agele Alufohai, PPNIQS, FNIQS, FRICS, 'QSA is establishes as a citadel that generates and diffuses up-to-date knowledge in our profession and the various other professions that have a bearing on both our industry and particular profession – law, economics, information, technology etc.

In his opening remarks, the President of the Institute, QS Obafemi Onashile, FNIQS, emphasized the need for continual improvement and benchmarking of courses by the QSA to ensure that they meet the highest possible standards. Among his future projections for the Academy are:

A first among equals of Academies that is most relevant and drives the entire Nigerian Construction Industry.

The Construction Academy that is relevant and most patronized by Africans for re-training on Construction Managerial resource skills.

An academy with a very strong and committed Alumni Group taking the lead in the Construction Industry.

The training course was well attended by QS Professionals from around the country including past presidents: QS Mercy Iyortyer, QS Murtala Aliyu (President QSRBN), VP NIQS, QS Olayemi Shonubi, various Chapter Chairmen as well as top notch Principle Partners of notable QS Firms.

A n experienced manager and business leader of about 23years in the operations management, quantity s u r v e y i n g , c o n t r a c t s a n d commercial management fields, with work experience in Nigeria, Qatar, Bahrain and Kingdom of Saudi Arabia covering pre and post contract commercial management of most iconic projects in these regions.

During these years, he has the experience of working as a quantity surveyor in quantity surveying and cost consultant firms where he acquired thorough knowledge and training of the rudiments of the profession. He was steadi ly progressed to a senior quantity surveyor and cost manager's roles, leading many vibrant teams to a successful completion of many tasks. In 2011, he was invited by Engineering Consultants Group (ECG) to establish and head the quantity surveying department of the Qatar branch. The department was established and got registered, developed and nourished to a professional standard operational in Qatar till today.

He has a proven track record of managing an office of multi-cultural surveyors as well as the commercial aspects of numerous large scale multimillion-dollar projects in a wide range of sectors.

He has a strong business and finance acumen, communication and presentation skills, innovative and problem solver, can do attitude, team leader and player, excellent at f o s t e r i n g a n d m a i n t a i n i n g relationships, highly professional and ethical.

Born on 25 January 1967, a native of Ede in Osun State. He had his ND QS from The Polytechnic Ibadan in 1991, BSc in Quantity Surveying from Obafemi Awolowo University in 1998, MSc in Construction Management from University of Lagos in 2005 and MBA in Construction & Real Estate from University of Reading, United Kingdom in 2010. He became a fully qualified professional Member of Nigerian Institute of Quantity Surveyors in 2003, RQS with QSRBN in 2008, a Fellow of the Royal Institution of Chartered Surveyors (FRICS) in the UK, professional member of Chartered Institute of Building (MCIOB)

UK, a professional member of Chartered Institute of Arbitrators (MCIArb), UK and Certified Cost Professional (CCP) of AACEI USA.

His sojourn to the Middle East since 2006 has opened many ways for Nigeria Quantity Surveyors in the region. Fattah was the first Nigerian QS, recruited directly from Nigeria to work in Qatar. He was the pioneer chairman of Nigerian Quantity Surveyors Qatar in 2013. Member, RICS Qatar QS & Construction Professional Group – Working Committee in (2013). He is currently Member of RICS-APC Board Committee, Qatar. A Trained Assessor, Counselor & Supervisor and Chairman RICS-APC since 2012 to date and he has mentored candidates through successful c o m p l e t i o n o f t h e i r R I C S -Assessments of Professional Competence in the same field.

ADEYERA ADEBOLA MATTHEW, (MNIQS, RQS), a corporate member of the Nigerian Institute of Quantity Surveyors (NIQS), presently works as a project Quantity Surveyor in one of the leading Civil Engineer ing company in Niger ia -Energobuilding Construction Limited, Lekki, Lagos. He obtained his first degree in Quantity Surveying at the prestigious Federal University of Technology, Akure and a second degree in Construction Management at the University of Lagos, Akoka, Lagos state. He is an astute professional with a penchant for excellence, leadership and proficient in solving challenges. He has demonstrated his leadership ability through various platforms and currently involved in steering the wheel of progress of NIQS Young Quantity Surveyors Forum (YQSF), where he has trained numerous Young Quantity Surveying students and mentored graduate Quantity Surveyors. He is currently the honorary secretary, International Cost Engineering Council - Rising Professional Committee.

HOW BEST CAN YOU DESCRIBE THE ACTIVITIES OF THE YOUNG QUANTITY SURVEYORS' FORUM? The Young Quantity Surveyors forum was established as a national body with the objective of encouraging active participation of Young Quantity Surveying members and students in the institute's activities and a platform for intellectual discussions, exchange of knowledge and continuous improvement of professional practices and procedures. Some of the activities embarked on toward achieving such objective include: Technical site visits, Virtual and Physical interactive sessions, sporting events, inter school competition, employability and entrepreneurship skill training, support during annual QS/PM Job fair organized by the institute, mobilization and support during NIQS programmes at the chapter and national.

CAN YOU BRIEFLY EXPLAIN THE PROGRESS YQSF HAS ATTAINED SO FAR AND WHAT IS THE FUTURE PLAN?Since inception in 2015, the forum through her leaders has facilitated series of practical oriented training, technical site visits, supported NIQS during annual QS/PM Job fair, visited tertiary institutions on sensitization tours, organized sporting and social events for her members. The interactive sessions and technical site visits provided the opportunity to

network, build cohesion and intellectual cum lasting synergy among young members and industry practitioners, members has secured immediate employment through technical site visit, job fair and referrals, the knowledge capacity of Young Quantity Surveyors has greatly increased and eagerness to learn recent technological advancement tools has improved tremendously, young members participation and registration with the institute has increased and we intend to keep doing our best, breaking new records..

HOW DO YOU COMBINE YOUR WORK WITH THE TASK AS THE CHAIRMAN OF YQSF?I plan and work effectively to ensure that my assignment at work does not conflict with the task assigned by the institute and luckily have efficient colleagues who work effectively to plug whatever loophole my absence could create. Where possible, I carry out my work responsibilities via means of communication that do not require my physical presence. It is completely an act of sacrifice and volunteerism; every member of the YQSF executive at the national, regional and chapter level are multitasking, suppor tive and committed towards achieving the objective of the forum and vision of NIQS.

WHAT'S YOUR OPINION ABOUT QUANTITY SURVEYING PRACTICES IN NIGERIA?Quantity Surveying practice in Nigeria have contributed tremendously to the economic growth of the country through active roles in the construction industry and other industries by extension. Though there are opportunities yet untapped by the Nigerian Quantity Surveying professionals such as programme and facility management, Arbitration, Public private partnership, involvement in National Budget planning and PPP projects, Asset/Risk Management and major involvement in the oil and gas sector. However, I believe it's a gradual process and will like to applaud the current Institute's National Executive Council for their role in the rebranding of the profession and creating new opportunities for her members.

TELL US ABOUT SOMEONE WHO INFLUENCED YOUR LIFE AND DECISION TO VENTURE INTO THE QUANTITY SURVEYING WORLD?

The interest to practice was emboldened during my industrial training under the tutelage of Qs Kayode Osokomaiya (FNIQS) and senior

staff at the firm. Also the sacrifice made by institute leaders and mandatory refreshers course lecturers are worthy of emulation and such propelled my interest and commitment.

WHAT DO YOU FIND MOST INTERESTING ABOUT THE PROFESSION? Though Quantity Surveying practice is quite tasking and demanding, it is one of the most practical professions with less abstract features. I cherish areas ranging from client advisory services/relationship, cost budgeting and control to project management services. In my years of experience and relationship with stakeholder on numerous projects, the fact that the Quantity Surveyor turns out to be the lubricant of any project by the virtue of effective fund and resource manager and effective project manager where applied makes him an interesting character, though not a MAGICIAN.

CAN YOU SHARE WITH US YOUR MOST EXCITING ASSIGNMENT? The most exciting assignment is my current role as the chairman of NIQS Young Quantity Surveyors Forum. The responsibility is quite challenging and exciting, especially with respect to the privilege to proffer solutions, guidance to numerous Quantity Surveying students and graduates. Through the platform, I have been able to put in use the good lessons learnt from senior colleagues who have given their best and selfless service to the institute. It gives me special excitement, when colleagues and g radua tes a t ta in p ro fess iona l qualifications at a relatively early age, interact and share knowledge at ease.

Currently, distributed teams design buildings using 3D modeling software. But when it comes time to share those designs with clients, traditional communication methods such as email often result in time-consuming and inconclusive rounds of feedback. By combining VR with mobile and cloud-based communications platforms, Visual Vocal transform workflow communication and timeframe. In addition to visualization, the tool allows project teams to vote and comment on design choices, which then enables architects to consolidate feedback to make design decisions faster. Visual Vocal is live on projects in the UK and the US, including the new Henry Royce Institute in Manchester.
