1.0 About EAL

Since 1964, EAL (Excellence, Achievement and Learning) has been awarding superior vocational qualifications and apprenticeship components for engineering, building services and related sectors. Developed to the highest technical standard, our qualifications are regularly updated to reflect regulatory and technical changes. We support the providers of our qualifications with an unparalleled level of service to ensure that learners are well prepared for the roles they plan to take on. Through its programme of continuous improvement EAL strives to meet the demand from employers for high performing, high quality products. In 2012, EAL changed its name from EMTA Awards Limited to Excellence, Achievement and Learning, to better reflect its wide reaching position across industry – providing qualifications, not only in Engineering and Manufacturing, but also specialising in Building Services Engineering, Gas Utilisation, Environmental Technologies, Business Services and closely related sectors

Assessment must similarly be undertaken without discrimination. In essence centres must deliver our qualifications and units in accordance with relevant Equalities Legislation. EAL will ensure that there are no barriers to entry to units and qualifications we develop and deliver and/or offer for disabled people, for women or men, or people from different racial groups, other than those directly related to the integrity of units or qualifications. 2.0 Introduction to the Qualification What is this qualification? This qualification is designed solely for those experienced persons who are/have been working in the electrotechnical industry as practicing electricians for a minimum of 5 years and who can demonstrate their technical knowledge, performance and competence to the industry standards at Level 3 and in line with the current edition of the IET Wiring Regulations BS 7671. The objective is that those persons who successfully complete this qualification will be judged to have met the eligibility requirements sufficient to apply for an Installation Electrician ECS Card from the JIB. This qualification is not suitable for new entrants to the electrotechnical industry, apprentices or other operatives who require any training or those who completed an industry relevant technical certificate after 2008. Such candidates are required to study and complete the training and assessment requirements of the relevant apprenticeship NVQ e.g. EAL Level 3 NVQ Diploma in Installing Electrotechnical Systems and Equipment (Buildings, structures and the environment) QCF. The only exception to this is where the learner may be required to achieve qualifications in the IET Wiring Regulations (BS.7671) or Inspection and Testing. This qualification requires occupational evidence from the workplace. Who is this qualification for?

Experienced operatives who are/have been working in the electrotechnical industry as practicing electricians for a minimum of 5 years

Those who wish to have their competencies recognised by the JIB and hold an ECS card.

Those who wish to develop their career (Please refer the strict entry requirements in section 5).

What does this qualification cover?

The competencies involved with electrical installation and commissioning. The qualification is made up of 9 mandatory units covering safe site working, technical and functional information, health and safety, installation preparation and practice, diagnosing and correcting faults, connecting wiring systems; and inspection, testing and commissioning. Integral to this qualification is the Electrotechnical Occupational Competence Unit which is assessed by the AM2. The units are listed in Section 3 of this manual. The learner must complete the 9 mandatory units to achieve this qualification.

2.1 Accreditation & Industry Support for this Qualification This qualification is recognised by the Joint Industry Board (JIB) as meeting the recruitments for an ECS Installation Electrician card. Full details of the Electrotechnical Certification Scheme (ECS) are available from www.ecscard.org.uk.

2.2 Achievement of the Qualification This qualification is gained when all the necessary units have been achieved. The centre will then be able to apply for the learner’s Diploma. The learner will also receive a Certificate of Unit Credit, listing all the units they have achieved.

2.3 Relation to Other Qualifications This qualification relates to the following:

EAL Qualifications in environmental technology systems,

EAL Qualifications in inspecting and testing, and in-service inspection and testing,

EAL Qualifications in building management systems

EAL recognised in-house training course on the 1st Amendment of the 17th Edition Wiring Regulations (BS7671). This bespoke training route will help contractors who are already 17th Edition qualified – and those who need to be aware of the changing regulations – adjust their practices and work safely within the updated standard. Those who successfully complete the training will receive and EAL Certificate of Attendance, showing their awareness of the updated standards

2.4 Qualification Support Materials

The following materials are available for this qualification with no additional charge to centres:

Knowledge and Performance Units: These documents allow both the learner and the assessor to record the progress through the qualification. They contain the performance and knowledge to be assessed, and the evidence required from the learner to demonstrate their competence.

Performance Assessment Plan and Evidence Record (X200): This allows effective and holistic assessment planning and cross tracking of the leaner portfolio to the performance units.

4.0 Qualification Approval

This is a restricted qualification and therefore special permission is required from the Joint Industry Board (JIB) before any centre can become registered to deliver it. It is only intended to be available for existing EAL Centres. Approval from the JIB must be gained prior to making an application to EAL and an annual approval will be required for a centre that wished to remain registered for the delivery qualification. The JIB will charge an administration fee for this approval. Once Approval has been given from the JIB; centres wishing to run the qualification will need to comply with this Qualification Manual and EAL’s centre approval criteria for this qualification. Centres must also put in place the appropriate physical and human resources and administration systems to effectively run the qualification.

For the JIB Requirements: To be approved for this qualification centres must agree to:

Only provide this assessment to candidates who fully meet the specified entry requirements

To ensure that the candidate has existing and relevant underpinning knowledge

Ensure that the candidate will have successfully completed the AM2

To assess candidate’s using appropriate assessment methodology including both professional discussion and site based observation as mandatory components

Pay an annual administration fee to the JIB for initial and on-going scheme approval. By making an application centres undertake to comply with the requirements of this qualification and the general terms and conditions of the JIB. Application should be made electronically using the form below.

5.0 Profiles & Requirements

The personnel involved in this qualification must meet the requirements in this section.

5.1 Assessors Assessor must:

Be working towards or have achieved A1 or A2 standards and continue to practice to those standards, or

Will have achieved D32 or D33 or TQFE/TQSE and possess CPD evidence of practicing to A1 or A2 standards, or

Will have other suitable “equivalent assessor qualifications” endorsed by the sector skills council SummitSkills, which apply the principles of the A1/A2 Standards.

Assessors Occupational Competence Assessor must have verifiable relevant industry experience and current knowledge of industry working practices and techniques relevant to the occupational working area. This verifiable evidence must be at or above the level being assessed and include one or more of the following:

A relevant qualification (See Appendix 1)

Registration with the appropriate industry registration body at the relevant occupational level and grade. For particular units the verifiable evidence may need to be above the level of the unit being assessed. Where this is the case the requirement will be detailed within the unit. Assessment of competence-based units/qualifications for electrotechnical occupations will require assessors to have the relevant qualification that certifies their competence in key technical areas pertinent to the completion of the unit/qualification. (See Appendix 1) This occupational competence must include up-to-date knowledge of each industry (for which the assessment is taking place), its settings, legislative and regulatory requirements, codes of practice and guidance.

Assessor Continuing Professional Development The occupational competence of assessors must be updated on a regular basis and be periodically reconfirmed with continuing professional development (CPD) via the assessment centre. This will be quality assured by EAL. It is the responsibility of each assessor to identify and make use of opportunities for CPD, such as industry conferences, access to trade journals, and SSC and Professional Body/Trade Association events, at least on an annual basis to enhance and upgrade their professional development and technical knowledge. It is imperative that records are kept of all such CPD opportunities/occasions and that they provide evidence of cascading such technical knowledge and industry intelligence to all relevant colleagues.

5.2 Internal Verifiers The internal verifier is required to have a minimum of occupational experience evidenced by having a building services engineering sector related qualification or proven sector competence/experience plus access to relevant “occupational expertise” to enable them to conduct their role as internal verifier appropriately. This evidence and access to “occupational expertise” is quality assured by EAL. Internal verifiers must:

Be working towards or have achieved the V1 Standard and continue to practice to that standard; or have achieved D34 and possess CPD evidence of practicing to the V1 Standard.

Demonstrate an understanding of the assessment process.

Internal Verifier Continuing Professional Development The occupational experience of internal verifiers must be updated on a regular basis and be periodically reconfirmed with continuing professional development (CPD) via the assessment centre. This will be quality assured by EAL. It is the responsibility of each internal verifier to identify and make use of opportunities for CPD, such as industry conferences, access to trade journals, and SSC and Professional Body/Trade Association events, at least on an annual basis to enhance and upgrade their professional development and technical knowledge. It is imperative that records are kept of all such CPD opportunities/occasions.

5.3 Expert Witnesses Where “Expert Witnesses” are used in the assessment process they must be:

Sector competent individuals who can attest to the learner's performance in the workplace.

It is not necessary for expert witnesses to hold an assessor qualification, as a qualified assessor must assess the performance evidence provided by an expert witness.

Evidence from expert witnesses must meet the tests of validity, reliability, authenticity and sufficiency. Expert witnesses will need to demonstrate:

o they have relevant current knowledge of industry working practices and techniques, o that they have no conflict of interest in the outcome of their evidence.

5.4 Learners EAL expects its centres to enable individuals to have equal access to training and assessment for qualifications irrespective of their sex, marital status, age, religion, colour, race, nationality, ethnic origin or disability. In essence centres must deliver our qualifications and units in accordance with relevant Equalities Legislation. Centres are required to have in place a policy to ensure that such discrimination does not occur either directly, indirectly or as a result of pressure from other bodies. This policy should apply to all satellites and there should be arrangements in place to monitor its application and effectiveness. Centres should ensure that the learners have the potential to achieve the units selected within this qualification. Learners must have the minimum levels of literacy and numeracy to comply with the health and safety aspects of the scheme, the completion of the learning outcomes and the assessments.

Centres should make candidates with particular requirements aware of the practical and theory content of the qualification and they should be given every opportunity to complete all or some of the units. EAL will consider any reasonable suggestions for and from, those with disabilities that would help them to achieve the learning outcomes without compromising the standards required. Aids or appliances, which are designed to alleviate disability, may be used during assessment, providing they do not compromise the standard required.

Important entry requirement: As previously stated in Section 1; This qualification is designed solely for those experienced persons who are/have been working in the electrotechnical industry as practicing electricians for a minimum of 5 years and who can demonstrate their technical knowledge, performance and competence to the industry standards at Level 3 and in line with the current edition of the IET Wiring Regulations (BS 7671). The candidate will also be expected to demonstrate acceptable knowledge of the current industry requirements with respect to the IET Wiring Regulations and inspection and testing. Candidates must also be able to provide sufficient valid and authentic evidence from site of their previous work to demonstrate that they can fully meet the performance requirements within each unit of this qualification. It is therefore the responsibility of the centre to establish through robust initial assessment whether or not a candidate is suitable for registration on this assessment route. Documentation used to record this process may be subject to audit.

The initial assessment of the candidate must be made before registration to the scheme and should identify:

If the learner has any specific and permitted training needs (e.g. BS 7671 or in inspection and testing)

The level of support and guidance required when working towards the qualification. Centres must ensure that the candidate fully understands:

the requirements of this qualification

their own learning responsibilities in achieving this qualification

the responsibilities of the centre in the delivery of this qualification.

This information above should be recorded on a learning contract.

It is the responsibility of the centre to establish through robust initial assessment whether or not a candidate is suitable for registration on this qualification. Documentation used to record this process may be subject to audit.

6.0 Assessment

This qualification is designed to take into account the existing qualifications and experience of the ‘experienced worker’. However, irrespective of the knowledge evidence presented, the assessment centre must be able to show through auditable evidence that the candidate has fully satisfied the knowledge requirements of each unit. The candidate will also be expected to demonstrate acceptable knowledge of the current industry requirements with respect to the IET Wiring Regulations and inspection and testing. Candidates must also be able to provide sufficient valid and authentic evidence from site of their previous work to demonstrate that they can fully meet the performance requirements within each unit of this qualification. In order to successfully complete this qualification, the candidate must satisfy the component units which between them cover:

1. Attainment of the industry’s independent assessment of occupational competence, the AM2, as provided by industry assessment charity National Electrotechnical Training.

2. The assessment of job knowledge as specified within each unit of the qualification.

3. Evidence from the workplace that demonstrates competence against the performance criteria within each unit of the qualification.

Evidence against the performance criteria of each unit must be provided on three separate occasions with any evidence requirements (range statements) covered across the three occasions. However, for the following units:

Ensure Safe Site Working Diagnose and Correct Faults in Electrotechnical Systems and Equipment Maintain a Safe and Healthy Working Environment Inspect, test and commission an electrical installation

Successful attainment of AM 2 will provide one such occasion and therefore evidence from the workplace will only be required on two separate occasions. Assessment of performance should be carried out holistically using a range of approved assessment methods E.g. reflective account, witness testimony, professional discussion, authenticated and verified photographs) and additionally the centre assessor shall observe the candidate on at least one occasion as part of the evidence gathering process. EAL will monitor and externally verify the assessments conducted at the centre. The EAL Centre Operations Manual must be followed along with this section.

6.1 Assessment of the Electrotechnical Occupational Competence Unit The assessment is taken over 14 hours in total. During this time candidates undertake a series of timed tasks in specially equipped booths containing typical electrical wiring systems. The exercises include installation, inspection and testing and fault-finding. The work must comply with the current IET Wiring Regulations and be carried out in line with health and safety best practice. There is also has a short online component. The AM2 assessment can only be taken at one of the licensed National Electrotechnical Training Ltd (NET) assessment centres. An assessment place should be booked directly with the preferred AM2 Assessment Centre. 6.2 Quality Control of Assessment General There are two major points where EAL interacts with the Centre in relation to the External Quality Control of

Assessment for a qualification and these are:

Approval: When a Centre take on new qualifications, the EAL External Verifier (EV) ensures that the

Centre is suitably equipped and prepared to deliver the new qualification.

Monitoring: Throughout the ongoing delivery of the qualification EAL, through EV monitoring and other

mechanisms will maintain the quality and consistency of the assessment of the qualification.

Approval In granting approval, EAL, normally through its External Verifiers (EVs) will ensure that the prospective Centre:

meets any procedural requirements specified by the Awarding Organisation,

has sufficient and appropriate physical and staff resources,

meets relevant health and safety and/or equality and access requirements,

has a robust plan for the delivery, assessment and QA for the qualifications. EAL may decide to visit the Centre to view the evidence provided. The Awarding Organisation must have a clear rationale for the method(s) deployed.

Monitoring EAL, through EV monitoring and other mechanisms will ensure:

that a strategy is developed and deployed for the ongoing monitoring of the Centre. This strategy is based on an active risk assessment of the Centre. In particular the strategy will identify the learner, assessor and IV sampling strategy to be deployed and the rationale behind this,

that the Centre’s internal quality assurance processes are effective in learner assessment,

that sanctions are applied to a Centre where necessary and that corrective actions are taken by the Centre and monitored by the EV,

that reviews of EAL’s external auditing arrangements are undertaken.

Appendix 1: Occupational Competence for Assessors

Assessors must either be able to demonstrate that they are registered and up-to-date with their registration with an appropriate approved industry registration body or have one or more of a relevant occupational qualification (See example list below) to ensure that they can be regarded as occupational competent in terms of assessing or verifying this qualification, and units therein. NVQs/SVQs at the appropriate level or their equivalents in the Qualifications and Credit Framework:

Electrotechnical Services (Installation - Buildings & Structures)

Assessors and verifiers who have relevant qualifications pre-NVQ and post-NVQ which are not competence-based must provide verifiable evidence that they are occupationally competent. This evidence must demonstrate that the assessor/verifier has up-to-date knowledge of the industry/occupation.

Appendix 2: Recognition of Prior Learning

Ideally and en-route to becoming a practicing electrician, the candidate should have completed one of the relevant historic electrotechnical theory courses listed below:

C&G ‘A’ certificate

C&G ‘A’ certificate plus ‘B’ certificate

C&G 2360 Part 1

C&G 2360 Part 1 plus 2360 Part 2

C&G 2351 L3

C&G 2330 L2

C&G 2330 L2 plus C&G 2330 L3

EAL Level 3 Diploma in Electrotechnical Services Other UK based qualifications (such as BTEC, NC/HNC etc.) may also be taken into consideration against the underpinning knowledge requirements of the award. However, irrespective of the knowledge evidence presented, the assessment centre must be able to show through auditable evidence that the candidate has fully satisfied the knowledge requirements of each unit. The candidate will also be expected to demonstrate acceptable knowledge of the current industry requirements with respect to the IET Wiring Regulations and Inspection & Testing. Candidates must also be able to provide sufficient valid and authentic evidence from site of their previous work to demonstrate that they can fully meet the performance requirements within each unit of this qualification. It is therefore the responsibility of the centre to establish through robust initial assessment whether or not a candidate is suitable for registration on this assessment route. Documentation used to record this process may be subject to audit. This assessment route is designed to take into account the existing qualifications and experience of a candidate. Therefore, as part of the initial assessment and prior to enrolling on this assessment route, the candidate must provide written evidence and copies of certificates achieved that will help the centre ascertain the suitability of the candidate to be placed on the scheme. As stated previously, irrespective of the knowledge evidence presented, the assessment centre must be able to show through auditable evidence that the candidate has fully satisfied the knowledge requirements of each unit. The candidate will also be expected to demonstrate acceptable knowledge of the current industry requirements with respect to the IET Wiring Regulations and Inspection and Testing. The candidate must be able to provide auditable evidence from site that is no more than 24 months old to demonstrate full compliance with the performance criteria of the units is assessment route. Additionally and once registered to the scheme, the centre will carry out no less than one site visit to observe the candidate working. Such a visit will apply holistic assessment across a range of units within the qualification. Finally, the candidate must also attain (or have attained) the industry independent assessment of occupational competence, the AM2, as provided by industry assessment charity National Electrotechnical Training.

Learners with qualifications gained outside the UK Candidates with qualifications gained outside the UK will need to meet the same requirements as any candidate following this assessment route. This assessment route has been designed to take in to account the existing qualifications and experience of the candidate and therefore they must be able to demonstrate to an assessor their understanding of the industry theory and UK Wiring Regulations as set out in the performance and knowledge requirements of the units of this qualification. All non UK qualifications must have been fully evaluated by UK Naric. However, under no circumstances can any UK Naric evaluation be used against the practical performance requirements of any unit.

Appendix 3: Learner Registration & Certification

Learners must be registered with EAL on a code which relates to the qualification -this must be completed prior to assessment. Both learner registration and certification can be completed on line at the EAL Website www.eal.org.uk. For paper based registration and certification use forms CRF1, and CRF1A. These are located in the centre operations manual.
